IOK can be defined as an Islamic epistemological response towards modernity. In modern world, higher education is considered as the vehicle and gateway to all kinds of development includes technological, material, social, economic etc the present higher education system is not seen to emphasis on moral, spiritual, ethical and just development In this circumstance, Islamizing the entire higher education system would be the best response to the modernity Hence, promoting and spreading IHE is an agenda of IOK.

There are 7 types of higher education existing in the country. These are: General Education; Science and Technology and Engineering Education; Medical Education; Agricultural Education; Distance Education; Vocational education and Madrassa education.
Madrassa education itself is a major provider of IHE through its Fazil and Kamil degrees affiliated with Islami University Kushtia Some Public and Private Universities are offering IHE through various departments. Arabic; Islamic Studies ; and Islamic History & Culture are mostly common departments.
only 1204 (12.83%) madrassas are providing the IHE among the 9384 madrassas the government has hardly any role in madrassa management. over 90% madrassas are located in the rural areas enrollment of female students is higher at junior level but Irony is that the participation of female in higher education is much lower than male. In Fazil enrollment, 41% are female and situation is severely worst in Kamil enrollment where only 22% are female.
According to an education commission report prepared by the English in 1882: Like all other Muslim countries, after the entrance of Muslims in the Indian sub-continent, the government had not to expend much in order to manage mosque-led education centre. In most cases, educational institutions of Muslims would manage through the properties gained by the will and waqf of the religious Muslims. They would make waqf for this purpose in order to get the reward in the hereafter. This mosque-led madrassa system continued until the regime of the British East India Company.
Rich influential people among the Muslims would establish madrassa as a sign of their welfare activities In many cases, a competent Ulama would establish madrassa from his own effort Sometimes the rich people would employ teacher in order for educating his children. Aftermath the number of students would eventually increase around the teacher and it would turn into a madrassa. Sometimes the knowledge-seeking students would gather around great Ulama. Sometimes the Muslim rulers would establish and patronize madrassa.

In the past waqf was limited to fixed assets in the form of land and real estate. Due to the rapid growth of population Bangladesh, the scope of land-based waqf has become limited. Meanwhile, wealth in other sectors of the economy has increased tremendously In this context, the latest innovation of Islamic banks cash waqf, offers tremendous potentially for growth. It can sure as a powerful tool for promotion of Islamic higher education. Hence a social movement to make cash-waqf-for-islamic-highereducation popular to the rich deserves special consideration of the Islamists. May Allah help us.
