Burns Town Council September 14, 2015 Meeting The Burns Town Council met in regular session on September 14, 2015. Members present were Mayor Ralph Bartels, Council Members Rocky Stoner Betty Nussbaum, Harvey Humphrey, and Dennis Bastian. Also present was Town Clerk Toni McNamar, Town Maintenance Darius Mandel, John Thompson from Cheyenne Light Fuel and Power, Doc Thissen, and Eric Metzger. At 6 pm Mayor Ralph Bartels called the meeting to order and the Pledge of Allegiance was preformed. Mayor Bartels announced the meeting was being recorded. Approval of Consent Agenda: August 10, 2015 council meeting minutes Town Vouchers Town Treasurers Report Utility Vouchers Council Member Humphrey moved to approve the consent agenda. Council Member Bastian seconded this motion. Motion carried. Public Comment: Doc Thissen was present to discuss the Lincoln Highway Project that he is working on. He is visiting the towns and cities along I-80 and will be writing a book about the old Lincoln Highway. Agenda Requests: Eric Metzger was present to discuss the possibility of getting an ATM in the town of Burns. Mayor Bartels does not believe that the town should get involved in getting an ATM. But if Eric can find a bank that it willing to put an ATM out here we will find a place for it outside. Eric will be checking into it and will ask Wyoming Bank and Trust first and return to the Council with what information he learns. Building Permits: The Council was presented with a building permit for a 12 x 24ft shed on the corner of Prairie Ave and First Street. Council Member Humphrey reported that he looked at the building permit and seen no issues and recommended approval of permit. Council Member Bastian moved to approve the building permit. Council Member Humphrey seconded this motion. Motion carried.

Utility Board Report: Utility Board Representative Harvey Humphrey reported that the utility board meeting was very short. Council Member Humphrey reported that Matt Fields is doing an excellent job as Utility Board President. Burns Day Report: Toni reported that the next Burns Day meeting is September 17 th Burns-Plex. at 6:30 pm at the Maintenance Report: The maintenance report was reviewed. Darius reported that the Dodge needs tires and he can get them from Kevin for $797.00. Council Member Stoner moved to purchase the tires for the dodge. Council Member Nussbaum seconded this motion. Motion carried. Mayors Report: Mayor Bartels inquired as to if the council would be in agreement to have another town clean up for one week in early October. The Council was in agreement to do this. The town Clean up will run for one week, from October 5 th 11 th. Mayor Bartels reported that Narva and Associates will have to be moved out of their room due to the asbestos removal. They will be moving to the two west rooms in the north building. We will be renovating these two rooms for them to move into. The cost to renovate those rooms will be $26,246.00; this does not include required electrical, carpet, and window coverings. There will be an exterior door installed on the west side of the building providing direct access to the rooms. The town will be renting a pod for them to store their stuff in until the construction is complete. Mayor Bartels reported that the original increase on rent was determined by COLA, after some discussion with Toni he would like to see rent increase be a set #5 increase each year. Council Member Stoner moved to use the set 3% as a rent increase each year for the tenants of the Burns-Plex. Council Member Humphrey seconded this motion. Motion carried. Council Reports: Council Member Humphrey reported that he has been working on getting quotes for the Community Center upgrades for the SLIB Grant. Council Member Humphrey reported that we will be asking for $65,000.00 for this project. Council Member Humphrey reported that all windows and exterior doors will be replaced; electronic locks and electronic openers will be installed, cabinet locks installed, painting and new carpet, plumbing upgrades and new fixtures in the bathrooms. Council member Bastian reported that he has not yet had a chance to speak with Dave Steege regarding the sound system.

Council Member Bastian reported that he would like to see the trees in the cemetery watered once more before fall. Council Member Nussbaum does not believe they need to be watered. Council Member Humphrey suggested we leave the watering of the trees up to the cemetery board. Council Member Nussbaum would like to take down trees in the town of Burns that are dead. Council Member Nussbaum reported that we could hire someone to do this. Council Member Stoner reported that he had received a quote of $800.00 from Advanced Asphalt to grind off the concrete on Main Street. They requested 4 to 6 weeks to get it donw but will come out sooner if they can. Council Member Bastian moved to have Advanced Asphalt grind off the concrete on Main Street for a cost of $800.00. Council Member Nussbaum seconded this motion. Motion carried. Council Member Stoner reported that he had been working on the gym floor and has got it fixed but the colors do not match. Council Member Humphrey believes it looks fine. Council Member Stoner reported that the school district wants a Disclosure of insurance in order for our soccer kids to play games on the elementary school football fields. Council Member Humphrey will contact Misty at the school district to see what they need. New Business: Mayor Bartels reported that only two bids were received for the roofing project. Mayor Bartels reported that there was concerns regarding the low bid received. They paid the bid bond with a personal check which was not one of the options on the bid documents. Mayor Bartels reported that he believes we should award the bid to Weather crafters. Board Member Bastian moved to award the bid to Weather crafters in the amount of $338,519.00. Council Member Stoner seconded this motion. Motion carried. Mayor Bartels reported that we had received seven bids for the asbestos removal; none of the bids were from Wyoming. The low bid was from Custom Environmental Services in the amount of $72,045.00. Council Member Humphrey moved to award the bid to Custom Environmental Services in the amount of $72,045.00. Council Member Bastian seconded this motion. Motion carried. The Council was presented with the lease renewal for Blessed Hope Baptist church. The lease is the same except the new rental rate increased by 3%. Council Member Bastian moved to approve the new lease for Blessed Hope Baptist Church with a monthly rental of $1,312.32. Council Member Nussbaum seconded this motion. Motion carried.

The Council was presented with Resolution 09-14-15 A Resolution authorizing submission of a Countywide Consensus Block Grant application to the State Loan and Investment Board on behalf of the governing body for the Town of Burns for the purpose of renovations to the Community Center/ Senior Center. Council Member Humphrey moved to approve resolution 09-14-15. Council Member Nussbaum seconded this motion. Motion carried. Mayor Bartels reported that Jessica Loyd was interested in purchasing the property on the corner of Main Street and First Street across from the daycare. Mayor Bartels reported that he had gone to the county to get a value for this property. The county provided a value of $6889.00 for this property. There was discussion of putting the property out for bid with a minimum bid of $6,900.00. Council Member Stoner moved to put the property out for bid pending further investigation. Council Member Nussbaum seconded this motion. Motion carried. Ambulance Report: Brian reported that things are going good with the Burns Ambulance. Brian had suggested making some changes to the Operating Procedures for Burns EMS to allow more people the ability to drive the ambulance. Brian will bring the information to the next meeting. Brian reported that the ambulance only operates at an advanced level if there is an advanced EMT on board. Brian reported that they are considering holding an EMR class here in Burns. It would be open to Fire Districts 3, 4, 5, 6, and Albin and Pine EMS. He will bring more information to the next meeting. Clerks Report: Toni reported that town hall will be closed next week as Darius and she will be at water school in Lander. Adjourn: At 7:28 pm council Member Nussbaum moved to adjourn.
