Security Skills Leadership Summit 2013 and 8 th National Conference of CAPSI & APDI were held on 14 th and 15 th December 2013 at PHD House, New Delhi. The event was Co-hosted by Security Sector Skill Development Council. More than 400 chairmen, managing directors and CEOs of the India s TOP 400 Guarding, Security Training and Investigation companies attended the leadership summit Union Minister. Sh. Kunwar Vikram Singh, Chairman of CAPSI, APDI and the Security Sector Skill Development Council (SSSDC) welcomed the dignitaries and participants. The sectoral launch of the STAR SCHEME and AAJEEVIKA of Government of India was carried out in a ceremonial manner by His Excellency Sh. Shivraj Patil, Governor of Punjab at the inaugural function. The STAR SCHEME is a National Skill Certification and Reward Scheme launched as (STAR) Scheme an initiative of Central Government for up-skilling in the Security Sector and Aajeevika a unique employment linked initiative of Ministry of Rural Development (MoRD) for training and placement of unemployed Rural youth. Jetely ED, Col Darshan Pandher, Head CA&C, Ms. Bhavna Gupta Sr. Manager and supporting staff of CAPSI & APDI gave rousing welcome to security leaders. The summit started with lighting of lamp ceremony and Ganapati Vandana by an internationally reputed dance taupe from Gujarat. Sh. Vishwanath Katti, Vice Chairman of CAPSI, Capt. Nagesh, President KASA headed their teams of delegates from southern states. Capt. V P Singh Chapter Chairman lead the team from Madhya Pradesh and Sh. S R Chauhan Chapter Chairman headed the team of security leaders from Gujrat along with Air Marshal Desai, Sh. R K Tyagi Chairman and General Secretary respectively of Gujarat Security Agencies Association. Sh. Manas Chaudhary Chapter Chairman of Odisha, Col P S Mangat and Sh. B S Thind of Punjab Chapter, Sh. At the commencement of the conference Chairman, Kunwar Vikram Singh extended a warm welcome to all the delegates, guests and speakers present at the two day conference. HE Sh. Shivraj Patil, Governor addressing the delegates HE Sh. Shivraj Patil, Governor of Punjab, in his inaugural address high-lighted the importance of security Agencies in augmenting Government efforts in providing a safe and secure

environment for commercial complexes, workplaces and residential areas. He emphasized on the need for Security Agencies up-skilling and equipping themselves with latest technology through Smart Classrooms methodology of imparting knowledge. He complimented the concerted efforts of CAPSI in organizing Private Security Sector after the enactment of Private Security Agencies Regulation Act in 2005. He expressed his happiness over the involvement of governmental organizations in up-skilling security guards by launching STAR and AAJEEVIKA schemes especially for the rural youth. Sh. J P Rai, Director General of National Skill Development Agency complimented the Private Security Sector in generating 7 million jobs for the rural and urban youth. He expressed his concern over the 30% shortfall of human resources in the PSS when there is huge unemployment in the country. He said that central government is evolving ways to address the issues of unattractive wages in the security sector. He said that skilled youth will become eligible for the category of Skilled Worker for their entitlement of much better wages. and outside shared their experience and thoughts on many important issues. Shri Ramesh Iyer CEO, Topsgrup- Security Leadership Shaping the Future. Shri AR Kohli Former Governor of Mizoram also graced the occasion in an illuminating talk enlightened all with the present and future Security needs of Customers which security Agencies will have to gear themselves up for. He raised few fundamental questions for the security services providers and wanted them to address such issues for better service delivery. Topics during the conference covered a large spectrum of subjects related to the Security Sector. On completion of the Day s work 14 th Dec delegates enjoyed an entertainment Program followed by a Gala Dinner organized for them at Hotel Lutyens. HE Sh. N C Padhi releasing the NOS for Private Investigation The Second Day, 15 th Dec 2013, saw the launch of the Draft National Occupational Standards for Private Investigation by Sh. N C Padhi, former Secretary Security (Cabinet Secretariat) and Book titled Battle of Longewala authored by Maj Gen Atma Singh was released by Maharaja Bhanu Prakash Singh, former Governor & Union Minister. His Excellency Shri Virendra Kataria, Lt Governor of Puducherry was the Chief Guest of The Valedictory & Awards Function. Shri B Venkataram, Secretary General of Quality Council of India was the Guest of Honour. During the Session all were introduced to the Initiative of Quality Council of India and CAPSI in development of Standards in the domain of Security. He announced the appointment of Sh. Vishwanath V Katti as President of CAPSI for better management of the association. He said that he will continue to be the Chairman of twin association. He said he will announce the appointment of President of APDI as well He thanked Sh. Mahesh Sharma Secretary General for putting extra hard efforts for making this event a grand success. He thanked Sh. Jasbir Wasu Vice President (CAPSI), Sh. C Pal Singh, DG, Sh. Virendra Pandit, Vice President (APDI) Cmdt H S Chaudhary for supporting the event by developing conference documents and effective management of the organization. Secretary General Mahesh C Sharma proposed the Vote of Thanks and expressed his sincere thanks to all participating state chapters and leaders for making sincere efforts to mobalise security and investigation professionals to attend the conference. He also commended the excellent support services provided by the CAPSI & APDI Secretariat headed by Col S Jetley and supported by Ms. Bhavna Gupta, Sr. Manager. He appreciated the event arrangements made by GENIE PR and other supporting organizations.
