INTRODUCTION Background Sandvei is a small semi-rural village about 40km outside of Cape Town. It is situated to the west off the Tomb of Sheigh Yusuf in Kramat. The area of the Sandvlei Masjid was bought three centuries ago by the forefathers of the Muslims that came to settle here and is still residing here today. The area boast with a strong Islamic presence and culture. In later years the larger surrounding areas of Macassar, Eersteriver and Khayelitsha developed as dense residential suburbs. The Sandvlei area though maintained its character as a rural farm like village. This is mainly due to the area being zoned as agricultural and dense residential developments are discouraged by the Local Municipal Authorities. Position of Sandvlei on the Cape Peninsula

Jamaah The Sandvlei Muslim Jamaah is a non-profit organization that was formally established in early 1940 but the Jamaat have been functioning since the early eighteen hundreds. It is responsible for the religious wellbeing of the community, supporting its social wellbeing ever since. Masjid An area on the private property belonging to the descendants of the late Kiaamdien Darries was donated in 1958, to the Sandvlei community for the building of a Masjid and soon thereafter in 1959, the Masjid was completed. At the time, only a few families built the relatively small masjid on their own. Since its inception, the masjid has been the hub of the community. The masjid committee has over the years seen to all the needs of the community with regard to religious, social, financial and youth issues. The Sandvlei Masjid Executive Committee is still today doing good work, managing the Imaamat, Madrassah, Cemetery, Hafith School, community safety and more. Activities The community has however grown substantially and subsequently the need to increase capacity to cater for the current & future generations to come. On days of Eid, Taraweeg & Nikkaah, the Masjid cannot accommodate everyone and people have to sit outside. We now have a desperate need to increase our masjid in size. The Masjid size is +/-80m² and is utilised as a madrassah as well. The amount of space is not conducive for learning, as there are over 80 students in our Madrassa. There is an urgent need to expand the Masjid to cater for +/-500 musallis, a madrassah that s separated from the Masjid with a computer/library room and a small community hall to enable financial self-sustainability for the Jamaah. All our masjid fundraising events are hosted elsewhere away from the Masjid or outside the locality, meaning that we always need to pay to hire premises for fundraising events. We sometimes have our municipal meetings in the nearest church in order to accommodate everyone. Centre of Community More important, we need to create a Masjid complex that is big enough, to integrate and accommodate all the community activities in one central hub. Conclusion From these points mentioned above, we concluded that we need to expand our place of worship (masjid), at the same time a convenient cultural centre to implement Islamic and Social activities for the Muslim community. We are optimistic and highly confident to do progressive da wah, culture exchange and Islamic education for Muslims and especially non-muslims.

OBJECTIVES The objectives of this proposal are shown as follows. 1. To find support & sponsorships, as well as donations from other organizations, businesses and the general public locally and internationally. 2. To expand the Masjid to a multiple complex and & cultural centre of the Muslim community in Sandvlei. 3. To provide a breakdown of the project and how it can be achieved. REASONS FOR EXPANSION The reasons why the expansion of the masjid complex and cultural center is urgently needed in Sandvlei are listed as follows. 1. Population of Muslims in Sandvlei increases gradually every year and the growth is likely to continue despite various factors. Currently, there are about 300 Muslims in Sandvlei and it is growing steadily. 2. Lack of space in the current Masjid during Eid and Ramadaan prayer and other activities due to growing number of Jamaah. 3. Current place to have Islamic education (Madrassah) is not conducive for the Muslim community in Sandvlei especially children. 4. The Masjid need to be more visible, it cannot easily be seen from a short distance. 5. We need at least two dedicated classrooms for our Hafith School and special classes. 6. We need a hall and multidisciplinary centre for bigger gatherings, meetings, youth activities, and community events. 7. We need a computer/library room to help enrich the local community. 8. This location is strategic because of the following reasons: The original existing Masjid is already on the property and was declared Wakf by the MJC s Fatwah Committee under leadership from the late Moulana Karaan. The masjid is over 60 years old and entrenched in the local people as the centre of the community. It is best to have all the Jamaah activities close or around the masjid that would be conducive for the safety & social wellbeing of the children.

OPPORTUNITY The family that owns the property on which the Masjid has been built have offered the Jamaah +/-3000 m² of the land around the masjid at no cost for the land, but encouraged us (Jamaah) to complete the said transactions and pay for all the legalities. The SMJ have approached the various local departments of the Municipality who has given there preliminary nod for such a project. All the surrounding neighbours are Muslim and in favour of the project, so we do not foresee any objections. From all the points mentioned above, we are confident and determined to make a success of this project, In-shaa-Allah. The said expansion will comprise of 2 phases as per following:- Phase 1 The Masjid committee consulted with various attorneys & advocates on the way forward and their recommendations was identical; hence we now want to complete the legalities as soon as possible, thus acquiring the abovementioned area or size of land; resulting in the masjid that will have its own property, registered into its name. As per attorneys letter, the method to be used for acquiring of the portion of land on Erf1143, Sandvlei, Macassar, Cape Town is as per the Land Titles Adjustment Act of South Africa; by using acquisitive prescription and must be done in the Cape High Court. A normal property sub division cannot be done, due to the family s property Will and the Local Municipal Authority s zoning scheme for the area; therefore the above method need to be utilized,. As per above; the current jamaah fundraising is not sufficient to achieve or to materialise the abovementioned project phases; hence the need for outside donor sources. Donor Sources Possible donation sources for the project could be: Contributions from the local community. (individuals and businesses) Other halal & unconditional sources National & International muslim community Donor Finance Management Due to the magnitude of a project of this nature; a professional management team will be established; consisting of a Quantity surveyor, Attorney and Accountant (CA), SMJ Exco Chairmen. The above professional management team will issue updated monthly reports that will be forwarded to the Jamaah Executive Committee & all its Donors. All funds will be deposited in the Attorney s trust account and any disbursement of such funds will have to go through the following signatories of the Management Team:- 1. Quantity Surveyor to check & sign all construction & professional services Claims. 2. Accountant to check & sign. 3. Jamaah Executive Committee chairmen will then check & sign. 4. Attorney to check, sign & release funds on a monthly basis.

Project Timelines with Annexure A - Gantt chart of project Phase 1 (Estimated Duration = 6 months) - Marking out of the exact area for the masjid property. It is approximately ±3000 square meters. Specify and peg out the borders and obtain a surveyors certificate for it. - Instruct a legal team to pursue the matter of acquiring the Title Deed of the property. We have already agreed to use a local attorneys, JP Joubert Inc from Somerset West as well as a specialist Advocate in Cape Town. - The process includes; liaising with the family owning the property, advertising in the local papers and submission to the high court. - Once the High Court approves, it will give instruction to the Deeds Office & Local Authority; which then the actual registration will take place. Phase 2 (Estimated Duration = 12 24 months) - A management team needs to be in place, namely Attorney, Accountant, Quantity Surveyor and Jamaah Chairmen. - Various Engineering principles needs to be appointed & consulted with. - A water specialist is needed to demarcate the Wetland area on the property. - An Environmentalist must determine if a full EIA or a Scoping on perhaps any existing EIA is needed. - A Heritage specialist needs to write a report, due to the existing Mosque building being over 60 years in existence. - A Geotechnical Engineer needs to be appointed to conduct geotechnical studies on the current soil to determine the soil type, its bearing capacity and the subsurface water-level of the soil on the areas where the structures is going to be erected. - A Civil Engineering design must be done to look at Earthworks, Access Road with parking, drainage, water escape routes, water mains & sewers. - An Electrical Engineer needs to be appointed to look at Bulk electrical supply & ducting for street lighting. - An Architect needs to be appointed to look at the design of the buildings. - A Quantity Surveyor needs to be appointed to quantify the buildings with a preliminary cost estimate, tendering documents and to quantify the building project as the work progress. - A Structural Engineer must be appointed to look at what is needed to make the buildings structurally sound. - A Civil Engineering Contractor needs to be appointed to construct all infrastructure related issues as per design. - A Building Contractor needs to be appointed by the management team, as per the various range of tender prices received to construct as per Architect s design. Phase 3 (Estimated Duration = 12 24 months) - Extension of the masjid building as per proposed plans. - Construction of Madrassah. - Erection of Community Hall. - Construction of Civil Engineering Services. - Construction of Bulk Electrical Engineering Services - All of the above can be re-phased, as the needs change to what is more critical.
