EXPOSITION OF ISAIAH Message #26 Isaiah 18:1-7 The last time I did lectures at Frontier, I was flying home and was waiting in Cincinnati to catch my connecting flight to Kalamazoo. The terminal area was packed and I was sitting next to a tall, thin, black young lady. I struck up conversation with her and decided to share Jesus Christ with her. I began by asking her where she was heading and she said to New York to catch a connecting flight to her home. I asked her where her home was and she said, Ethiopia. I asked her if she had ever heard about Jesus Christ and she said, O yes. She told me that her grandmother was a Christian and that she also was a believer in Jesus Christ. I was happy to learn that she went to a church where the Bible was believed and taught. We know, of course, that the Gospel did get into Ethiopia because in the early days of the Church Age there was an Ethiopian eunuch, a court official of the Ethiopian Queen Candice, who, believe it or not, was very much interested in the book of Isaiah and was, in fact, reading the very book of Isaiah that we are studying (Acts 8:27). God sent Philip to point him to Jesus Christ (Acts 8:29-38) and that Eunuch went back to Ethiopia rejoicing (Acts 8:40). When you come to this section in Isaiah, we come to prophetic truth concerning Ethiopia. Ethiopia, today, is a remarkable mosaic of peoples, languages and cultures. But it has a rich history of Christianity and has historically had a very favorable attitude toward Israel. In fact, until the false religion of Islam infiltrated this area in the 7 th century A.D., Christianity had spread all through the Ethiopian land. It is quite obvious when you come to this text, that in the Tribulation God is going to use and preserve Ethiopia to help minister to His nation, Israel. Isaiah 18 is a very short chapter. However, it is also a very difficult chapter and a very exciting chapter. I tend to agree with Dr. Harry Bultema who said when you come to the 18 th chapter in the book of Isaiah you come to perhaps the most difficult chapter of all sixty-six chapters in Isaiah (Commentary on Isaiah, p. 189). This chapter is a chapter which has been the basis for many differing opinions among Christian scholars and prophetic interpreters. Some believe this is a prophecy concerning the United States, since there is a reference to the whirring wings and land whose rivers divide. Many have concluded that the United States is divided by the Mississippi and the Missouri and also uses the symbol of the eagle. Others believe it is a reference to Great Britain. Some of the older Bible commentators believed that this prophecy was about the fact that England would eventually lend its aid to the restoration of Israel. Both the United States and Britain have impressive maritime vessels and both in history have been a friend to Israel. However, I do not think that this is a reference to either one of these places for this would require an allegorical interpretation. If we take the text literally, this is a reference to Cush better known as Ethiopia. Dr. C. I. Scofield said this is the land along the middle Nile River, south of Egypt (The Scofield Study Bible III, p. 943).

Furthermore, there are things changing right now in the relationship between the United States and Israel. Our present administration is putting great pressure on Israel to make land deals with the Palestinians or else we will not assist her and protect her. I do not think this is any coincidence, because after the Rapture, I believe the United States will become a godless ally of the European Antichrist. Israel will probably not turn to the United States for help during the Tribulation, but she will turn to the Ethiopians. There is no question that when you trace the subject of Cush (Ethiopia) through the Bible, they have a big role to play in regard to Israel. They are mentioned often in Scripture and play a major role in prophecy. First, Israel s connection to Cush began in the days of Moses when he married a Cushite woman which Miriam and Aaron spoke against (Numbers 12:1/Exodus 2:21). Second, Ethiopia was a place known for great warriors (Nahum 3:9). In fact, God used them to help punish Rehoboam when he forsook God in 970 B.C. (II Chronicles 12:3). Ethiopians are not cowards; however, they are no match for God (Amos 9:7). Third, the prophet Ezekiel, connects Ethiopia to the Tribulation and to the mountains of Israel especially when Russia invades the land (Ezekiel 38:5-9). In fact, Ezekiel says that destruction will come right to the Ethiopian border (Ezekiel 29:10) and that many Ethiopians will die in the Tribulation (Ezekiel 30:4-5; Zephaniah 2:12). Fourth, the prophet Jeremiah predicts that Ethiopia will head north to fight for God (Jeremiah 46:9). Fifth, the prophet Zephaniah predicts that the Ethiopians will bring their offerings to Jerusalem, which is a clear prediction many will survive the Tribulation (Zeph. 3:10). Sixth, Daniel predicts that when the Antichrist enters the Promised Land, it will be the Ethiopians who will chase him and seek to destroy him (Daniel 11:41-43). Seventh, the Psalmist predicts that during the millennium many Cushites will worship God (Psalm 68:31) and will know God and will say wonderful things about God (Psalm 87:4). Now the first 39 chapters of Isaiah are serious chapters of judgment and the last 27 chapters of Isaiah are amazing chapters of grace. As we have been pouring through these chapters we have seen that even when God is pouring out His wrath against the enemies of Israel, often there is a remnant that survives. When we come to this nation of Ethiopia, we actually come to perhaps the most positive of the judgment predictions, because one almost concludes that the majority of Ethiopians will survive. We may notice from verse 1 that this is not an oracle. Isaiah has much to say about Ethiopia, which completely coincides with the other predictions. For example we learn from Isaiah that Israel was depending on this power, rather than God to deliver her from the Assyrians (Isaiah 20:1-6; 37:9).

Isaiah revealed that God would specifically permit Cush to be taken captive by the Assyrians so that Israel would realize her deliverance is from God (Isaiah 20:3-5). Isaiah also predicts that this land of Cush is land that one day will belong to Israel (Isaiah 43:3) and that the Cushites will eventually become the willing servants of Israel (Isaiah 45:14) and will totally and completely worship God (Isaiah 45:15). They will honor Israel and honor God who gave her salvation (Isaiah 45:17). It is quite clear from all these predictions concerning Ethiopia that God has an amazing prophetic plan that includes her. He had a plan during the days of Assyria and He has a plan during the days of the Antichrist. What Isaiah prophetically reveals here is that: DURING THE TRIBULATION ETHIOPIA WILL BE ONE PLACE THAT WILL OFFER SUPPORT FOR ISRAEL AND WILL STAND AGAINST THE ANTICHRIST AND MANY ETHIOPIANS WILL ACTUALLY SURVIVE THE TRIBULATION AND WORSHIP GOD IN THE MILLENNIUM. The predictions made here had specific application to the days of Isaiah and prophetic application to the Great Tribulation. The time of Isaiah s day seems to have been just before Sennacherib invaded Judah in 701 B.C. and headed toward Jerusalem. But, as Dr. John Walvoord said, This prophecy about Cush is fulfilled in history and will be fulfilled at the Second Coming (The Prophecy Knowledge Handbook, p. 102). Ethiopia is destined to become a place of much movement as the Church Age nears its conclusion. PART #1 What the Ethiopians will do during the Tribulation. 18:1-2 Dr. Edward Young said that Isaiah gives us some of the characteristics of the people in these verses and it gives a certain air of mystery to the whole description (Isaiah, Vol. 1, p. 475). What becomes very obvious in these verses is that when the Tribulation is underway, there will be a lot of movement in this part of the world. The image of whirring wings and swift messengers clearly indicate this reality. When the Tribulation hits, there will be movement all over the world, especially in the Middle East. Those countries around Israel will become places of intense activity. Now the first thing that catches your eye as you look at this prophecy is that it is a prophecy about land but not the Promised Land. This is a prophecy about land beyond the rivers. This is a prophecy about the land of whirring wings. This is a prophecy concerning Cush, which land includes modern day Ethiopia, the Sudan and Somalia. According to the prophet Jeremiah, Ethiopians were dark-skinned people (Jeremiah 13:23). It is called the land of whirring wings not only because of the insects and birds, but because or the frantic political activity that has occurred and will occur. In fact, the Hebrew word whirring is closely akin to a word used to describe a tsetse fly (Geoffrey W. Grogan, Isaiah, p. 122). It is a land of rivers, various tributaries formed by the Nile. We may notice from verse 2, that the boats are made out of papyrus, which was a reed found along the Nile River Basin. These boats were initially made by the Egyptians and were very light weight and mobile. These boats enable people from this part of the world to send envoys, in swift-moving papyrus reed boats (Job 9:26) to areas not accessible by big ships.

During the Assyrian invasion, alliances were made between Israel and Ethiopia in an attempt to stop the threat (Isaiah 20:3-5). John Calvin said we have no histories that give us any accounts (Vol. 7, p. 36). Most is Tribulation data (verse 3). Apparently, again, in the Tribulation the Ethiopians will sneak their way toward Israel to form some kind of alliance with her. The lightweight boats would make it possible to navigate around rapids and travel through waters that others could not travel. The fact that these are papyrus boats would indicate that the sea is an inland sea or river. Papyrus boats, generally speaking, would not survive the Mediterranean or even the Red Sea. More than likely their travel route will be the Nile River. They will be able to glide along the surface of the waters of the Nile. God is going to send messengers by ship to frighten the Ethiopians (Ezekiel 30:9) during the Tribulation. This prediction clearly coincides with Isaiah 18:2. This will cause the Ethiopians to want to align with Israel and when the Ethiopians are about to go, God will tell them He doesn t need them. He ll handle things himself. It isn t specifically stated where the Ethiopians are going or to whom they are traveling to help. However, there is an ancient interpretation which says they are heading to Jerusalem to help Israel (Young, p. 476). Daniel s prediction would certainly lend itself to this interpretation (Daniel 11:41-43). So here is what you have. During the Tribulation, Ethiopia will see the Antichrist send his military even down against her. This will cause the Ethiopians to want to side with Israel and get into an alliance with her. God will permit many Ethiopians to be destroyed, but He also will protect and preserve many of them and in the end they will worship Him. PART #2 What God will do during the Tribulation. 18:3-6 Now verse 3 teaches a couple of things. First, all the inhabitants of the world are going down during the Tribulation. Second, these Ethiopians do not want to begin to move into Israel until the standard is raised and the trumpet is blown. In other words, God is saying that He does not need the Cushites help to get the job done for Israel. God says I can and will handle things Myself. This is a lesson, we all need to realize. No matter how intimidating the enemy, God is completely able to take care of us by Himself. Verses 4-5 explain what God does when all of the chaos is taking place. God quietly monitors everything, including the situation all the way through the Tribulation, and then He will remove and cut away all the forces that are against Israel. During the Tribulation, things will be frantic on earth, but God is as quiet and as calm as He can be in heaven. After all, He is the One who is in Sovereign charge. Even when it appears that God is nowhere to be seen, He is quietly watching everything and in His time He will eventually rescue His own. This is a good point for individuals to remember. When your world is filled with bustle and excitement and movement and hardship and catastrophe, there is a God on His throne as stable and as secure and as solid as a rock. It is no coincidence that God says to His people, Stand by (or stand still) and see the salvation of the LORD (Exodus 14:13). It is no coincidence that God says to His people, In quietness and trust is your strength (Isaiah 30:15).

Great people of God are quiet and stable. Paul said, Make it your ambition to lead a quiet life (I Thessalonians 4:11). God wants His people quiet and calm and those who are out of control do not have God in control. In the midst of world chaos, God wants His people quiet, calm, controlled and depending on and trusting in Him. All enemies of Israel, according to verse 6, will be left to become a meal for the birds and beasts. They literally will eat the flesh off the bones (Revelation 14:14-20; 19:17-21). Israel will see God deliver her in the Tribulation, just like she saw in the days of Moses. Just recently I was driving home and I saw a turkey hawk eating carnage off a dead animal on the road. I thought to myself, the hawk family is in training for the Tribulation. God will call the vultures and hawks and eagles and animals to eat the flesh of the dead bodies of humans during the Tribulation. What God is quietly waiting for is for Israel to acknowledge Him and His Son. He lets her world cave in so that she will acknowledge this and yet she still doesn t. PART #3 What the Ethiopians will do after the Tribulation. 18:7 The Cushites were a tall, smooth-skinned, fierce, aggressive people. They were powerful and could be oppressive. When all of this happens in the Tribulation, the Ethiopians will come to pay homage to God and to Israel. They will willingly go up to Jerusalem to honor Israel and honor God. Ethiopians will be so connected to God that they will actually become a powerful witness and worshipper of God and of Israel. These people will truly be thankful for all God did during the Tribulation and they will go to Jerusalem to worship. They will bring their gifts to the LORD of hosts and people from all over the world will come to worship in Israel (Zechariah 14:16). In fact, there is an amazing worship scene of the Ethiopians described by Isaiah in Isaiah 45:14-17 which has not occurred to this day but will occur when these things happen: PRACTICAL INSIGHTS: 1. If Israel would just turn to Jesus Christ, the true God of the Bible, she could escape the horrors that will hit her and receive the blessings of God in her land right now. 2. Even though this world seems to be spinning totally out of control, there is a quiet, calm, sovereign God who is still moving everything to His conclusion. 3. No matter how impressive or powerful the nation or individual, they are nothing compared to God and in the end, those who refuse to turn to Him, will be destroyed. 4. God honors those nations that honor and care about Israel. It is no coincidence that many Ethiopians will survive the Tribulation and enter the Millennium. 5. If a person will turn to Jesus Christ by faith, he/she will never need worry about experiencing anything that pertains to God s wrath.
