Mnutes Upon moton o Bruce A.T. Sska, duly seconded by Robert D. Caruso, the Board unanmously approved the mnutes o January 2, 2018. 2. Tory Burch 47 Newtown Lane SCTM #301-3- 4-6 The Board s n recept o revsed plans, marked receved January 29, 2018, pursuant to the Board' s request to change the proposed lghtng; sx gooseneck lght xtures are proposed (two were exstng and our had been capped o). Proposed s a 13 watt LED bulb or each xture whch s more than 60 watts a xture whch the Board nds to be an excessve amount o lght. Mr. Sska stated that a 6 to 9 LED bulb equals about 40 watts ncandescent. Mr. McMullan asked Ms. Rley the Board could approve the applcaton condtoned upon a certan E 368'6

bulb or wattage. Mrs. Presche questoned whether the Board even wants the lght shnng down on the awnng. Messrs. McMullan and Sska stated that they dd not object to the lght xtures above the awnng; Mr. McMullan ponted out that the lght wll also llumnate the ront steps. Mr. Caruso expressed concern o lght relectng o the whte awnng. Mrs. Presche stated that she does not see the need or the lghts above the awnng at all. Mr. McMullan stated that some o the lght wll llumnate the ront steps; the awnng only protrudes about 18 nches and the projecton o the lght wll be two eet three nches. Ms. Brown stated that the applcant s tryng to create a balance wth havng sx xtures across the ront o the buldng. Ms. Rley stated that to answer Mr. McMullan' s queston, the Board can approve the request on the condton that the LED wattage does not exceed X amount. Upon moton o Robert D. Caruso, duly seconded by Rosemary G. Brown, the Board unanmously approved sx lght xtures across the ront o the buldng condtoned upon each xture havng a maxmum o 8 to 9 LED watt bulbs. 3. Erc Ellenbogen 13 Egypt Lane SCTM #301-4- 6-18 The Board s n recept o a Certcate o Approprateness applcaton, plans, and survey, all marked receved December 19, 2017, requestng permsson to restore the orgnal tmber rame buldng and to construct a new two- story prncpal structure. At the January 2, 2018 meetng, the Board ound no objecton to the restoraton o the orgnal tmber rame buldng or the constructon o a new two-story prncpal structure but Mr. Hener expressed concern that the septc system s to be located n the ront yard, t wll requre a retanng wall whch would nterere wth the settng o the tmber rame structure as seen rom the street. Mr. Strada was to explore other optons. Mr. Strada stated that he submtted a letter and plans rom Drew B. Bennett dated January 23, 2018 whch states that a sngle santary system wll serve the exstng tmber rame as well as the proposed house, that the system wll be located n the rear and sde yard o the tmber rame structure, that the santary system s desgned n accordance wth the Suolk County Department o Health Servces standards, and that no grade changes or retanng walls are proposed. Mr. Strada stated that the plan has not been submtted to the Suolk County Department o Health Servces but Mr. Bennett s condent that t wll be approved. Mr. McMullan asked Mr. Hener he nds the proposal acceptable. Mr. Hener stated that the proposed system would be acceptable as long as t s located 36 $ -

Frst Presbyteran Church 120 Man Street SCTM #301-3- 9-1 9 The Board s n recept o a letter rom Jessca Zaln, Amato Law Group LLC, dated March 24, 2017, a Desgn and Ste Plan Applcaton, a Certcate o Approprateness Applcaton, and survey, all marked receved March 24, 2017. The Board s also n recept o a letter rom Smone M. Freeman Esq., Amato Law Group LLC, dated September 22, 2017, an Envronmental Assessment Form Part I, an Engneerng Report, a Real Estate Consultng Report, Vsual Assessment & Photo- Smulatons, a Proposed Verzon Wreless Emergency Backup Generator analyss, and a Proposed New York SMSA Lmted Partnershp d/ b/ a Verzon Wreless Emergency Backup Generator study, all marked receved September 22, 2017. Smone Freeman Esq. appeared on behal o the applcant and stated that proposed s a 22 square oot concrete pad wth an emergency natural gas generator to be located at the rear o the Church whch wll be used n emergences only power outages). The generator wll be tested or one-hal an hour once a week. Ms. Freeman stated that approxmately ve HVAC unts exst at the rear o the Church whch are operatonal 24 hours a day 7 days a week although the generator s slghtly larger. Arborvtae s proposed to screen the generator. Mrs. Presche questoned how many arborvtae are proposed. Ms. Freeman stated that eght arborvtae are proposed, planted sx eet on center. The generator wll be contaned wthn a sound enclosure that wll be neutral n color and all the utltes wll be located underground n accordance wth Natonal Grd regulatons as well as Vllage Code requrements. Mrs. Presche stated that the plan seems to ndcate our arborvtae. Ms. Freeman stated that t wll be sx to eght dependng upon the Board' s wshes. Mr. Caruso questoned the klowatt output o the generator. Ms. Freeman stated that t s 10 klowatts. Mr. Caruso questoned the decbel level that wll be projected. Mr. Ellsworth stated that the analyss o the nose study showed that the generator Q o

would result n a 3. 6 decbel ncrease at the nearest property lne. Mr. Caruso suggested a nose bale o a certan heght to ensure that the generator would be quet as nose travels dependng upon wnd, ran, and weather condtons. Ms. Freeman stated that the generator s gong to be enclosed n a sound enclosure but asked the Board to thnk about the vsual mpact o an addtonal bale. Mrs. Presche asked t has a bale as part o the enclosure. Mr. McMullan stated that t s a sound attenuatng enclosure. Mr. Ellsworth stated that accordng to the New York State Federal Standards, three decbels s the lmt o human percepton or derences n noses; the average human cannot perceve anythng lower than three decbels so 3. 6 decbels would be barely perceptble. Mr. McMullan stated that the arborvtae should serve the purpose. Mrs. Presche added as long as the hgher number o trees s used. Ms. Freeman stated that the closest resdence s approxmately 150 eet away. Mrs. Presche suggested that the testng not concde wth the Church chmes. Mr. McMullan stated that ths s the Board' s prelmnary revew and wll have to be heard by the Zonng Board o Appeals. Upon moton o Robert D. Caruso, duly seconded by Bruce A.T. Sska, the Board unanmously concluded ts prelmnary revew, notng that the plantng o eght arborvtae would be preerable over sx. 5. Phlp Shuttleworth & Paula Mara Harvey 72 Pantao Road SCTM #301-4- 7-7. 1 The Board s n recept o a Certcate o Approprateness applcaton marked receved January 11, 2018 requestng permsson or a 187 square oot second loor addton or two bathrooms and a 178 square oot second loor deck addton. No one appeared on behal o the applcant. Mr. Hener stated that ths s a mnor addton to be located at the rear o the structure whch wll have no eect on the archtectural ntegrty o the house or ts settng and meets the Gudelnes or addtons. Ms. Brown stated that t s a mnmal request whch wll look ncer rom the street when t s done. Upon moton o Robert D. Caruso, duly seconded by Bruce A.T. Whalen PLLC, dated January 19, 2018 requestng an amendment o a prevously submtted Desgn and Ste Plan Applcaton, marked receved November 14, 2017, to construct a paddle but to serve two exstng outdoor paddleboard courts and permsson to mantan a shed whch has been n exstence or 20 years. E Mr. Caruso brought to Mr. Whalen' s attenton that the lghtng o the paddleboard court, when drvng down Egypt Lane n the evenng, s drected outward toward Egypt Lane and suggested that the lghts be angled downward. Mrs. Presche added that you are not supposed to see the source o the lght. Mr. Whalen stated that that s preexstng but that he wll see the lghts could be adjusted downward or shelded. Mr. Whalen stated that the shed does not requre any varances as the accessory buldng gross loor area or the shed s ncluded n the calculatons, t s located on a concrete pad that has exsted or decades, and the shed s also ncluded n coverage calculatons but t s wthn the Coastal Eroson Hazard Area zone. The applcant should not need a CHA varance but only a coastal eroson management permt as t s a mnor addton whch s allowable n the CHA zone wthout a varance. Ms. Rley stated that that s not the Desgn Revew Board' s jursdcton but the Zonng Board' s. Upon moton o Robert D. Caruso, duly seconded by Carolyn D. Presche, the Board unanmously concluded ther prelmnary revew. Upon moton o Bruce A.T. Sska, duly seconded by Rosemary G.
