بسم ا الرحمان الرحيم All praises are due to Allaah (Alone), and in (His Name) I begin. Salaah and Salaam be upon the one who came to us with the best of creeds: (Nabi) Muhammad Sallallaahu `Alayhi wa Sallam, and upon his family and companions. Thereafter: To our people, Ahlus Sunnah in the land of Shaam, the people of Tawheed and purity, the people of sacrifice and Jihaad: we have gathered for you the precious verdicts of the elite `Ulamaa of the Ummah who lived during the time of the Nusayriyyah (Nusayris) and recognised their hidden jealousy, harm towards the Deen and plots against the Muslimeen, all of which have become clear today. We gathered these verdicts so that you may not be deceived by their sweet but poisonous tongues, and so that you may know what is your compulsory duty regarding them. The Nusayri Baatinis are Zanaadiqah 1, Murtaddoon (Apostates), worse Kuffaar than even the Jews and the Christians, and their harm towards the Muslimeen is worse than the harm of Dajjaal. Shaykh-ul-Islaam ibn Taymiyyah Rahmatullaahi `Alayhi said, This group named 'Nusayris' as well as the rest of the branches of the Qaraamitah Baatiniyyah sect, are worse in Kufr than the Yahood and the Nasaaraa. Nay, they are worse in Kufr than most of the Mushrikeen. Amongst the things he said about them was: These groups such as the Duruziyyah (Druze) and the Nusayriyyah (Nusayris) are Kuffaar by the consensus of all the Muslimeen. Thereafter, he added, For indeed they are Murtaddeen (Apostates). They are not Muslims, not Jews and not Christians. Their Kufr is something regarding which the Muslimeen have no disagreement; rather, the one who doubts their Kufr whatsoever is himself a Kaafir the likes of them. They are not Ahl-ul-Kitaab nor are they Mushrikeen. They are deviated Kuffaar. Imaam Taahir ibn Muhammad al-isfaraayeenee said, The Baatiniyyah (Baatinis) are not counted as being a sect from the Muslimeen, for in reality, they are upon the Deen of the Majoos (Fire- Worshippers) and their Fitnah towards the Muslimeen is worse than the Fitnah of Dajjaal. The historians mention that the founders of the Baatiniyyah sect were the offspring of the Majooos (Fire-Worshippers). They had turned back towards the Deen of their forefathers but did not make it known, out of fear for the swords of the Muslimeen. He also said in Al-I`tiqaad Al-Qaadiri : So the Baatiniyyah are Murtaddeen (Apostates) who are out of the fold of Islaam. They are worse in Kufr than the Jews and the Christians. Imaam al-ghazaali Rahmatullaahi `Alayhi said, Indeed, the Nusayris are Murtaddeen (and hence, 1 A Zindeeq (pl. Zanaadiqah) is a person who thinks that he/she is a Muslim but holds such beliefs which takes him/her out of the fold of Islaam (i.e. a Zindeeq is a Kaafir who does not realise that he/she is a Kaafir).
the ruling of Irtidaad applies to their) blood, wealth, Nikaah and slaughtering, and killing them is Waajib, until such time that they accept Islaam or are all destroyed. Imaam `Abdul Qaahir ibn Taahir ibn Muhammad ibn `Abdullaah al-baghdaadi Rahmatullaahi `Alayhi said, The harm of the Baatiniyyah towards the Muslimeen is worse than the harm of the Jews, Christians and Fire-Worshippers. In fact, it is worse than the harm of the atheists and the rest of the Kuffaar groups. Nay, it is even worse than Dajjaal who will appear in the end of time. This is because those who have been misled from the Deen due to the Da`wah of the Baatiniyyah, since the time they began their Da`wah until the present day, are more than those who will be misled (from the Deen of Islaam) by Dajjaal when he appears. Also, the Fitnah of Dajjaal will not last longer than 40 days, whilst the disgraceful acts and beliefs of the Baatiniyyah are more in number than the grains of sand on the earth and the drops of water in the ocean. The Nusayriyyah Baatiniyyah are Zanaadiqah, upon whom is the ruling of the Murtaddeen: they are to be killed, meat slaughtered by them is not to be consumed, their women are not to be married and they are not to be buried in the graveyards of the Muslimeen. Imaam al-ghazaali Rahmatullaahi `Alayhi said, The summary regarding them is that they are upon the path of the Murtaddeen with regards to their blood, wealth, marriage, slaughter, authority to pass judgements, carrying out of `Ibaadah, etc. However, when it comes to their souls, then they are not on the path of the regular Kuffaar, as, the Imaam (i.e. Khaleefah) has the right to choose one of four options (concerning them): either he can free him without ransom, or ransom him, or enslave him, or kill him. With the Murtadd, on the other hand, he does not have these four choices: he can not enslave them, nor can he accept Jizyah from them, nor can he let them go, nor can he ransom them; what is Waajib (Compulsory) is that he kills them, that the face of the earth may be purified from them. The permissibility or rather the Wujoob (Compulsion) of killing them is not exclusive to the time of fighting them (in Jihaad); nay, we kill them and spill their blood... If it is asked: Are their women and children to be killed as well? We say, The children are not to be harmed because children are not taken to account. However, as for their women, then we kill them due to their beliefs of Kufr, on the basis of what we have established, because the Murtaddah (female Murtadd) is to be killed according to us, due to the generality of the statement of Rasoolullaah Sallallaahu `Alayhi wa Sallam, 'Whoever changes his Deen (i.e. from Islaam), kill him. As for their children, when they become mature (which is from the age of 15 at the latest), we present Islaam to them: If they accept, their Islaam is accepted and we take back our swords from their necks. However, if they remain upon their Kufr, following the paths of their fathers, we strike their necks with the swords of Haqq. Imaam ibn `Aabideen Rahmatullaahi `Alayhi said, It has been narrated from the `Ulamaa of the four Madhaahib that it is not permissible for them (i.e. the Nusayris) to remain the lands of Islaam, whether by paying Jizyah or anything else, nor is it permissible to marry them or eat meat slaughtered by them. Shaykh-ul-Islaam ibn Taymiyyah Rahmatullaahi `Alayhi said, The `Ulamaa are unanimous that it is
not permissible to marry these (Nusayris), nor can a man marry a female slave of them (Nusayris) in his possession, nor can he marry any of their women, nor is meat slaughtered by them permissible. As for the cheese made from the rennet of an animal slaughtered by them, there are two wellknown views of the `Ulamaa concerning it and the rest of the rennet of Maytah (carrion), and the rennet of an animal slaughtered by the Majoos, and the rennet from an animal slaughtered by the Europeans, about whom it is said that they do not slaughter their animals, (i.e. some of the `Ulamaa saying that such cheese is permissible, others saying that it is not permissible). As for their vessels and clothes, then these are the same as the utensils and clothes of the Majoos, according to what we know from the Madhaahib of the Ummah. What is authentic concerning it is that their utensils are not to be used except after washing them, for indeed, meat slaughtered by them is carrion, and it is not permissible to bury them in the graveyards of the Muslimeen. It is not permissible to perform (Janaazah) Salaah upon any who dies from amongst them, for indeed Allaah Ta`aalaa had prohibited His Nabi Sallallaahu `Alayhi wa Sallam from performing (Janaazah) Salaah over any of the Munaafiqeen such as `Abdullaah ibn `Ubayy and his likes. They (the Munaafiqeen) used to outwardly display (Islaam), such as (performing) Salaah, (giving) Zakaah, (fighting in) Jihaad along with the Muslimeen, etc., and they did not openly make any statement opposing Islaam. However, they hid this (Kufr) within themselves, so Allaah Ta`aalaa said: { Do not ever perform (Janaazah) Salaah over any who dies from amongst them and do not stand at his grave. Indeed, they had disbelieved in Allaah and His Rasool (Sallallaahu `Alayhi wa Sallam) and perished whilst they were Faasiqoon. } [Soorah al-baraa'ah, 9:84.] So what about these (Nusayris) who, along with their Zandaqah and Nifaaq, openly display their Kufr and apostasy. He (Shaykh-ul-Islaam ibn Taymiyyah) also said, It is not permissible to eat food made by them (the Nusayris). Their women are to be taken as slaves and their wealth is to be seized (by the Muslims). This is because they are Zanaadiqah, Murtaddeen, and their Tawbah (Repentance) is not accepted. Rather, they are to be killed wherever they are found, as has been described. He also said, concerning them: There is no doubt that Jihaad against these (Nusayris) and carrying out the Hudood (Shar`i punishments) upon them is from the greatest of obedience to Allaah Ta`aalaa and biggest of compulsory acts. And it is greater than the Jihaad against those who are not at that time fighting the Muslimeen such as the Mushrikeen and Ahl-ul-Kitaab. This is because Jihaad against these (Nusayris) is the same as the Jihaad against the Murtaddeen. Hadhrat Abu Bakr as-siddeeq Radhiyallaahu `Anhu and the rest of the Sahaabah started with Jihaad against the Murtaddeen before moving on to Jihaad against the Kuffaar from the Ahl-ul- Kitaab, because Jihaad against these (Nusayris) is part of protecting that which has been conquered (for Islaam) from the lands of the Muslimeen, and that any should enter it (the lands of the Muslimeen) from those who intend leaving (Islaam).
Jihaad against those who are not at that time fighting us from the Mushrikeen and Ahl-ul-Kitaab (i.e. offensive Jihaad) is to display the Deen even further, and safeguarding the capital of wealth takes precedence over earning more. Also, the harm of these (Nusayris) against the Muslimeen is greater than the harm of those (Mushrikeen and Ahl-ul-Kitaab). Nay, the harm of these (Nusayris) is the same as the harm of those who fight the Muslimeen from the Mushrikeen and the Ahl-ul- Kitaab. The harm which they wreak in Deen upon many people is more severe than the harm caused by the Mushrikeen and Ahl-ul-Kitaab the Muslims are at war with. Thereafter, he added, It is not permissible for anyone to prevent (others) from standing up to do that which Allaah and His Rasool Sallallaahu `Alayhi wa Sallam have commanded, for indeed this is part of Amr bil-ma`roof and Nahi `anil Munkar and Jihaad fee Sabeelillaah. Allaah Ta`aalaa had said to His Nabi Sallallaahu `Alayhi wa Sallam, { O Nabi, fight Jihaad against the Kuffaar and the Munaafiqeen.} The Nusayris are treacherous. People of deception. Munaafiqoon. Shaykh-ul-Islaam ibn Taymiyyah Rahmatullaahi `Alayhi said, The Nusayris are the enemies of Islaam. (They are) Kuffaar, Zanaadiqah. Incidents of their enmity towards Islaam and its people are well-known and they have authored books (opposing Islaam). Whenever they get the opportunity, they shed the blood of the Muslimeen. He said, regarding them: The Nusayris are the reason the Christians and Tartars were able to take over the land of Shaam, and what is well-known by us is that the coasts of Shaam were taken over by the Christians through their side. They are forever with every enemy of the Muslimeen. They are (the partners of) the Christians, (working) together against the Muslimeen. From the greatest of calamities according to them was the Muslimeen becoming victorious against the Tartars. From the greatest of their celebrations is when wal-`iyaadhu Billaah the Christians take over the cities of the Muslimeen. He added, The Nusayris are the reason for the fall of al-quds into the hands of the Crusaders and they are the reason for the fall of the Abbasid Khilaafah. These opponents of Allaah and His Rasool Sallallaahu `Alayhi wa Sallam would increase in the coasts and other than it, and thus the Christians would take over that coast. Thereafter, on account of them, the Christians took over Al- Quds Ash-Shareef. Disbelief. Evil qualities. Taqiyyah (hypocrisy) and Concealing. Imaam Shihaab-ud-Deen Ahmad ibn Yahyaa ibn Fadhlullaah al-qurashi al-`adawi al-`umari Rahmatullaahi `Alayhi said, The Nusayris are those who believe in the divinity of Hadhrat `Ali Radhiyallaahu `Anhu. When a cloud passes above them they say, 'As-Salaamu `Alayka Yaa Aba'l Hasan! (Salaam be upon you, O Abu'l Hasan (i.e. Hadhrat `Ali Radhiyallaahu `Anhu)', because they believe the clouds to be his dwellings. They also believe the thunder to be his voice, and the
ل lightning to be his laughter, and that Hadhrat Salmaan al-faarisi Radhiyallaahu `Anhu was his Rasool, and they love ibn Muljim. Thereafter, he added, They are an accursed, rejected group, Majoosi in belief. They believe in the permissibility of marrying their daughters, sisters and mothers. Many stories regarding this are narrated about them. They believe in worshipping Khamr (alcohol) and believe it to be Noor. They also believe in worshipping Noor like the Majoos do, or near to it. Shaykh-ul-Islaam ibn Taymiyyah Rahmatullaahi `Alayhi said, As the `Ulamaa have said regaring them: The exterior of their Madh-hab is Raafidhi'ism and the interior of it is clear-cut Kufr. The reality of their affair is that they do not believe in any of the Ambiyaa. Not in Nabi Nooh `Alayhis Salaam, nor in Nabi Ibraaheem `Alayhis Salaam, nor in Nabi `Eesaa `Alayhis Salaam, nor in Nabi Muhammad Sallallaahu `Alayhi wa Sallam. Nor do they believe in any of the Revealed Kutub: the Towraah, Injeel and the Qur'aan. They also do not believe that the world has a creator who created it. Imaam ibn `Aabideen Rahmatullaahi `Alayhi said regarding the Druze, Tayaamanah, Nusayris and Ismailis, They are in the land of Shaam. They outwardly profess Islaam, fast and perform Salaah, but believe in reincarnation, the permissibility of alcohol and Zinaa and that divinity appears in one individual after another. Shaykh-ul-Islaam ibn Taymiyyah Rahmatullaahi `Alayhi said, These people, when they are captured (by the Muslimeen), outwardly profess Tawbah, because their religion is rooted in Taqiyyah (Hypocrisy) and concealing their true affairs, so amongst them are those who are recognised and amongst them are those who are not recognised. O Allaah, we are in need of You whilst You are in no need of us. Have mercy upon us and give us good ends.
