CITY OF COOLIDGE CITY COUNCIL MINUTES AUGUST 24, 2015 Regular Meeting Council Chambers 7:00 PM 911 S. Arizona Boulevard, Pinal County, Coolidge, AZ 85128 CALL TO ORDER Mayor Thompson called the Regular Meeting to order at 7:00 p.m. 1. Pledge of Allegiance Mayor Thompson led in the Pledge of Allegiance. PRESENTATIONS 3. Monthly Report by the Coolidge Youth Coalition. Discussion Only CYC Director Sharon Boyd was present to thank all the first responders who attended to the serious two-vehicle accident that occurred on August 21st, involving four (4) CHS Cheerleaders, stating all of the responders are heroes; that "Coolidge Strong" represents our home town being a strong community that comes together when needed; and stated that CYC will continue to provide a safe community for all youths. There was discussion. CYC Coordinator Mandy Alexander was present to comment on all the social media support for the four (4) CHS Cheerleaders, stating CYC has reached out to the parents to provide them with cash cards to assist them with expenses during this time; advised that an account was set up at the Pinal County Federal Credit Union for donations to assist the families with financial burdens; and that CYC will be holding their first Annual Golf Fundraiser on September 26th at the Mission Royale Golf Course in Casa Grande. Consider Approval of Entering into an Entertainment Agreement Between Brown's Amusement Inc. and the City of Coolidge for the Purpose of Providing Carnival Services During Coolidge Days 2015. Discussion and Action 6. Consider Approval of Entering into an Assumption and Consent Between Julieta R. Cueto-Valdez and Diana R. Plazola and the City of Coolidge to Convey the Loan Obligations and Property at 367 E. Congress Avenue, Coolidge, Arizona; Authorizing the Mayor to Execute the Necessary Documents. Resolution No. 15-27; a Resolution of the Mayor and City Council of the City of Coolidge, Arizona, Authorizing and Directing the Mayor to Enter into an Intergovernmental Agreement, IGA/JPA No. 15-0005204-I Between the State of Arizona Acting by and through Its Department of Transportation and the City of Coolidge for the Randolph Road Systems Enhancements Project. Discussion and Action 8. Consider Approval of Entering into the Renewal of Addendum to the Pinal County's Contract - Bid #PW 11/12/008 - Pavement Preservation FY 14' - 15' ; Contract #EC11-008 with Cactus Asphalt and the City of Coolidge for Rubber Asphalt Chip Seal on Palo Verde from 4Th Street to Picacho, 9Th Street from Coolidge Avenue to Martin Road and Across the Canal Crossing on Coolidge Avenue. Discussion and Action PUBLIC HEARINGS 9. To Receive Public Comments on Portion of Land Located in the Southeast Quarter of Section 9, Township 7 South, Range 8 East of the Gila and Salt River Base and Meridian of Pinal County, Arizona, Known as the "Paso Fino Annexation". Public Hearing G.M. Director Miller advised this was a public hearing to receive comments on a proposed 160-acre annexation requested by the property owner, stating their is only one owner for the proposed area located west of Highway 87 and north of the CCA Correctional Facility, and also stating the owner is interested in developing commercial on this piece of property. Consider Approval of Entering into a Consulting Agreement Between Albert Holler & Associates and the City of Coolidge for Supplemental Tax Audit Services to Include Ten Audits for the Amount of $28,000 with a Termination Date of June 30, 2016. Discussion and Action Finance Director Pannella advised Council of the Consulting Agreement with Albert Holler & Associates for the purpose of providing ten (10 supplemental tax audit services for the City of Coolidge through June 30, 2016. Resolution No. 15-28; a Resolution of the Mayor and City Council of the City of Coolidge, Arizona, Declaring as a Public Record that Certain Document Filed with the City Clerk and Entitled the "2012-13 Amendments to the Tax Code of the City of Coolidge". Discussion and Action Finance Director Pannella advised Council of Resolution No. 15-28; which declares the "2012-13" Tax Code Amendments for the City of Coolidge", as a public record. Director Miller advised Council of the need to approve the Infrastructure and Services Plan that outlines the services to be provided by the City of Coolidge for the proposed "Highway 87 Frontage" Annexation, stating this is a requirement per statute. Ordinance No. 15-15; an Ordinance of the Mayor and City Council of the City of Coolidge, Extending and Increasing the Corporate Limits of the City of Coolidge, Pinal County, State of Arizona, Pursuant to the Provisions of Title 9, Chapter 4, Article 7 Arizona Revised Statutes and Amendments Thereto, by Annexing Thereto Certain Territory Contiguous to the Existing City Limits of the City of Coolidge, Consisting of 245 Acres, More or Less, and Located Within Those Portions of Sections 15, 22 and 27, Township 7 South, Range 8 East of the Gila and Salt River Base and Meridian, Pinal County, Arizona, Known as the Frontage 87 Annexation, and Authorizing Initial Zoning of Heavy Industrial (I-2) for Said Territory. Discussion and Action G.M. Director Miller advised Council of Ordinance No. 15-15; which annexes 245 acres of property into the city limits and authorizes the initial zoning of Heavy Industrial (I-2), for an annexation to be known as the "Frontage 87 Highway" Annexation. Consider Approval of Holding a One-Day City Council Retreat on November 20Th, 2015, to Develop a New Strategic Plan for the Purpose of Implementing a Priority Based Budget. Discussion and Action City Manager Flatley recommended holding a two-day City Council Retreat to develop a new Strategic Plan for the purpose of implementing a priority based budget. There was discussion. APPROVED AS AMENDED [UNANIMOUS] Steve Hudson, Councilmember 18. Consider Approval of the Claims for the Month of July 2015. Jacque Hendrie-Henry, Vice-Mayor REPORT FROM THE MAYOR-COUNCIL AND/OR CITY MANAGER Mayor Thompson echoed the comments made about the League Conference from the councilmembers, stating he mainly attended the economic development sessions; thanked Staff for handling the situation on the down power poles and power outages on the south end of town and taking care of the senior citizens relocated temporarily from the HoHoKam Mobile Village; thanked the local Bakery for their donation of breads for the League Conference; and extended his prayers to all the families and individuals involved in the serious accident, stating our community does come out at times of tragedies and pull together. commented that she enjoyed attending her first League Conference. Councilmember Lewis also commented on having a great time at the League Conference, stating he learned a lot and met a lot of new people, and that we have a great Council and Youth Council representing the City. Vice-Mayor Henry commented on attending the League Conference; and thanked Police and Fire Staff for their quick response during the serious vehicle accident. Councilmember Lopez also extended his prayers to all the families involved in the accident; commented on attending the League Conference, stating the Youth Council did great; that he learned a lot from the workshops and the sessions; that he chaired the Economic Development Committee meeting where they discussed federal issues that could affect cities and towns; and that he was awarded with a plaque for 16-years of service as a city official. Councilmember Hudson apologized for not being able to attend the League Conference; thanked Police and Fire for all their services attending to the accident; stating "Coolidge Strong" represents our City well; and that he believes in prayers, asking everyone to pray for the families. Councilmember Hudelson commented on attending the League Conference, stating their was a lot of great topics; and that he appreciates the City allowing him to attend. City Manager Flatley advised of upcoming meetings/events to include the monthly CEDC meeting at the Artisan Village on August 25th; a Sun Corridor Inc meeting, which is a combination of the Access Arizona and Tucson Regional Economic Group at the Old Court House in Florence on August 25th; a meeting with Rose Law Group on August 26th to discuss the North-South Corridor Freeway; that the Artisan Village was invited to take all the tables and chairs from the McDonald's Restaurant on August 27th, prior to being demolished; the Wal-Mart Grand Re- Opening on August 28th; a Centennial planning meeting for the Casa Grande Ruins on August 28th; and the Youth Council meeting on September 1st. Prior to the end of the meeting, Councilmember Lewis asked Councilmember Hudelson to lead us into prayer for a speedy recovery for all the cheerleaders involved in the accident.
