Israel Studies Directory: 2013-14 Report Update 1 Executive Summary As discourse on campus about Israel intensified in 2013-14 and 2014-15, opportunities for students to engage in serious learning about Israel and its political situation became increasingly important (Koren, Saxe, & Fleisch, forthcoming). Current studies of Jewish students, however, find that they know little about Israel or its place in the Middle East (Fishman, Koren, Saxe, & Aaronson, forthcoming; Saxe, Wright, & Hecht, 2015 forthcoming). Previous research (Koren, Boxer, & Samuel, 2012; Koren & Einhorn, 2010a; Koren, Samuel, Boxer, & Aitan, 2013) documented the importance of reasoned discourse and academically rigorous education on campus. College serves as an important site for the development of civic literacy and awareness of the many challenges facing the globe in the 21 st century. Education about Israel and the Middle East must occur in a way that furthers both of these efforts and promotes meaningful discussion inside and outside of the classroom. To help inform educational opportunities about Israel, the Cohen Center for Modern (CMJS) continues to track the development of Israel studies at 316 colleges and universities in the United States. This report updates previous reports from 2008-09, 2011-12, and 2012-13. The directory explores changes from previous years in Israel-focused courses those dealing specifically with Israel for the bulk of class time and Israel-related courses, which offer more limited discussion of Israel. It compares 2008-09 and 2013-14, describes the number and distribution of Israel-focused courses by subject area, and discusses the number of Hebrew and Arabic language course offerings and the trends. Finally, the directory and report reiterate the importance of external funding and internal support for programs to build the field. This report documents the following: A 13% increase in Israel-focused courses and a 22% increase in Israel-related courses between the years 2008-09 and 2013-14. Almost 80% of colleges and universities offering at least one Israel-focused course in at least one of the four years that directories have been compiled. An estimated total enrollment of 15,000 students in Israel-focused courses in 2013-14 approximately the same as 2012-13. The benefit of tracking Hebrew language programs as well as Israel-focused course listings in the future. The importance of continued institutional and external support to ensure continued growth of Israel studies.

Israel Studies Directory: 2013-14 Report Update 2 Introduction The 2008-09 Directory for Israel Studies (Koren & Einhorn, 2010b) found a 33% increase in the number of Israel-focused courses on campus compared to the number of courses listed in a 2005-06 directory compiled by the Israel on Campus team (2006). The size of that increase was due, in large part, to the community s increased attention to Israel studies on college campuses a focus that led to the development of programs placing Israeli professors on North American campuses and preparing indigenous faculty and graduate students to teach about Israel. These programs included: The Schusterman Center for Israel Studies at Brandeis University and its Summer Institute for Israel Studies (SIIS), The American-Israeli Cooperative Enterprise (AICE) Israel Studies Development Fund including support for visiting Israeli professors and North American graduate students pursuing PhD s in Israel studies, and The Israel Studies Project of the Jewish Federation of Metropolitan Chicago. These efforts continued to promote the expansion of Israel-focused course offerings over subsequent years. More recently, the Israel Institute was created to advance and promote the academic study of Israel on campus. This report describes a gradual, but nonetheless substantial, increase from 2008-09 to 2013-14, the shape of Israel studies on campus today, and opportunities for expanding educational opportunities for college students to learn about Israel. Growth of Israel Courses Students and faculty recognize the need for courses to discuss the Israeli-Palestinian conflict and to provide opportunities to learn about Israel more broadly. Since 2008-09, the number of Israel-focused courses has grown by just over 13% while the number of Israel-related courses (more general courses with less specific focus on Israel) has grown by 22%. 1 This may be because introductory, survey, and regional study classes may be more likely to count for general studies requirements. They, therefore, may be in greater demand than courses about a particular country or culture. From 2012-13 to 2013-14, Israel-focused courses increased by 4% and Israel-related courses increased by 14%. The Hebrew language courses included in latter years that were not included in earlier years had course descriptions indicating that Israeli culture was an integral part of their subject matter. Including these courses, the number of Israel-focused courses in 2013-14 (730) was 25% higher and the number of Israel-related course offerings (1112) were 35% higher than in 2008-09 (Figure 1). From 2008-09 to 2013-14, the number of Israel-focused course offerings remained stable at the plurality of institutions (40%). The percentage of institutions increasing Israel-focused course offerings (32%) was somewhat larger than the number decreasing course offerings (29%), and the 1 Calculations of change use a lower total for 2013-14 (653) than the 730 in the discussion below of the distribution of Israel-focused courses in 2013-14. This 653 total excludes 77 Hebrew language courses that are considered Israel-focused in 2013-14 but might not have been categorized as such in 2008-09.

Israel Studies Directory: 2013-14 Report Update 3 percentage increasing by three or more courses was also higher than those decreasing their offerings by a similar number. These relatively small differences created a net increase of 74 courses from 2012-13 to 2013-14. The individual institutions offering no Israel courses, however, differ from year to year. Slightly less than half of the institutions offering no Israel-focused courses in 2013-14 had offered courses in previous years, and 78% of all schools offered at least one course in at least one year of the four years under consideration. The increase in courses from 2008-09 to 2013-14 came primarily from those institutions offering no courses or only one or two courses in 2008-09. Despite the growth of programs at schools offering some of the largest number of courses, in aggregate, the schools that offered five or more courses in 2008-09 had a small net decrease in the total number of courses they offered (Table 1).

As in previous years, the majority of institutions in the sample offered at least one course about Israel, but the proportion offering no Israel-focused courses (42%) remained high. Nonetheless, 53 institutions (17%) offered five or more Israel-focused courses, and 25 of those (8% of the total) offered at least eight. Two universities, Maryland and Brandeis, each offered more than 20 Israel-focused courses. Table 2 shows the concentration of Israel-focused courses at schools offering the most of these types of courses. The 84 institutions (27%) with one or two Israel-focused courses, taken together accounted for only 15% of the total number of courses offered. Those offering eight or more courses (8%), accounted for 41% of the total. The list is intended to suggest areas where the availability to expand Israel course offerings exists. Institutions typically provide many more courses that are Israel-related rather than Israel-focused. These are often survey courses that may touch on Israel in a larger context: Judaism, Modern Jewish

Israel Studies Directory: 2013-14 Report Update 5 History, Comparative Politics of the Middle East, Middle Eastern Cultures, or almost any Modern Hebrew course. By department, the distribution of Israel-focused and Israel-related courses differs. The plurality of Israel-focused courses (47%) is offered by or Hebrew programs, and a little more than a quarter of courses are offered by history and political science departments. These proportions are reversed for Israel-related courses, the majority of which are offered by history and political science and less than 20% of which are offered by Jewish studies and Hebrew programs (Table 3). Enrollment was imputed for the remaining 62 courses based on the size of the institutions and the department through which the courses were offered. Using that method, the total enrollment in Israelfocused courses in 2013-14 was approximately 15,000 students, about the same as in 2012-13. The average class size was 20 students. Classes ranged from those with only one or two students to two very large classes (enrolling 315 in one and 667 in the other) at the University of Michigan. The median enrollment is 13, indicating a distribution skewed toward small class size. In fact, the smallest two-thirds of the courses account for less than one third of all enrolled students (Table 4).

Classes in Israel studies, political science, international relations, and history also tend to have strong enrollment. Some of these courses count as general education requirements, possibly accounting for some of their appeal. Language and literature courses which include language instruction in Hebrew, are typically smaller. The average enrollment by department (excluding imputed values and the two outliers at University of Michigan) appear in Table 5. Israel Studies Directory: 2013-14 Report Update 7 Importance of University and External Support CMJS identified institutions with fellows of the Summer Institute for Israel Studies (SIIS) and those that had engaged visiting Israeli professors (VIPs) through the American-Israeli Cooperative Enterprise. 2 Institutions were selected to host VIPs in large part because they had large Jewish populations, strong Jewish studies programs, and were larger and considered academically elite. SIIS sees its mission as reaching a wider variety of schools with more diverse populations and accepts participants based on their institutions commitment to offering courses about Israel on an on-going basis. In the 2013-14 directory, campuses with SIIS fellows, VIPs, or both, represented a disproportionate share of the Israel-focused courses and the increase in Israel-focused courses between 2008-09 and 2013-14 (Table 6). Institutions with fellows from SIIS and or VIPs represented 35% of the schools in the directory but 68% of the total courses offered in 2013-14 and 64% (+47 courses) of the increase in Israel focused courses over the five-year period. Some of the increase in courses at institutions with SIIS fellows came not from the fellows themselves but from other faculty who may have been recruited or influenced by fellows to teach about Israel (Koren & Fleisch, 2014). Visiting Israeli professors have a shorter (one to three-year) direct impact on the schools they visit, but by proving to administrators that courses about Israel attract students, they may be creating or developing a demand for new Israel studies hires as well (Koren & Einhorn, 2010a). Research on SIIS (Koren & Fleisch, 2014) indicates that SIIS fellows continue to teach courses about Israel at their institutions adding to the quality, quantity, and diversity of Israel courses offered in the academy. Only 20 schools have either an Israel studies program or chair. The Israel studies programs or centers included here represent programs that offer Israel studies courses directly or indirectly through other departments or support Israel studies course offerings through research and publication, lecture series, and cultural programs. Endowed visiting professorships as well as permanently endowed chairs are counted as chairs in Israel studies. The number of schools having such positions are too small to evaluate whether the one is more successful than the other. 2 SIIS fellows in 2004-2013 and VIPs 2005-06 through 2013-14

Hebrew and Arabic Language Courses Of the 316 institutions in the Directory, most (82%) offer language instruction in Hebrew and/or Arabic, with slightly more than half (51%) offering both languages. More schools offer Arabic (76%) than offer Hebrew (58%); 6% offer only Hebrew, 24% offer only Arabic, and 18% offer neither (Table 10).

Participation in all activities related to the Israeli film festival are required as part of the course curriculum. Such courses are also included among Hebrew language courses. Between 2008-09 and 2013-14, the number of institutions offering Hebrew language programs increased from 157 to 182 (+16%), and the number offering Arabic language programs increased from 175 to 235 (+34%). These data do not allow for assessment of the number of hours or type of language instruction, but of the 182 institutions offering Hebrew language study in 2013-14, almost 38% offered no more than three courses, and less than two-thirds (62%) offered four or more. Arabic language programs typically offer more courses than Hebrew programs with only 22% of Arabic language programs offering three or fewer courses. Acquisition of local languages is usually considered a necessary element for area studies (Basedau & Köllner, 2007) particularly in cultural studies, and most participants at a conference on Israel studies at America University in 2013 agreed with Leon Wieseltier that knowledge of Hebrew is essential for students engaging in Israel studies. 3 Given the 3 https://www.youtube.com/watch?list=plh1gjskvwcfh2pfwxkeonhugneezzekm2&v=zg_persq56i

Israel Studies Directory: 2013-14 Report Update 10 value of Hebrew language instruction for further development of the field, these numbers are worth following. Conclusions The Directory of Israel Studies for 2013-14 shows a continued gradual increase in the number of Israel-focused courses over the period from 2008-09 to 2013-14 and from 2012-13 to 2013-14. This growth appears to be primarily the result of efforts to provide Israel studies instruction at universities through preparation of local faculty and the provision of funding for chairs and visiting Israeli professorships. To continue the expansion of Israel studies in higher education, the community will need to build capacity from within by providing support for graduate students and post-docs in the field and continuing the preparation of SIIS fellows. As well, capacity facilitated externally, such as through the engagement of visiting Israeli scholars, will be necessary to expand the academic study of Israel at universities in the United States. To date, demand for Israel studies courses appears to be a response to supply. Perhaps more can be done to stimulate demand for courses through student fellowship and leadership development programs. These reports and directories have documented how the field of Israel studies has expanded over time. The number and types of courses have increased significantly. Future reports will further track the field s development and enrollment numbers. Given the related nature of Hebrew and Arabic language courses, regional studies, and cultural studies, following those courses will be another important measure for examining the interest and support for Israel-focused and related courses on campus.
