Page 4 Member News Ricard Fordyce Named Director of te Missouri Department of Agriculture On February 6, te Missouri Senate confirmed Gov. Jay Nixon s appointment of Ricard Fordyce as Director of te Missouri Department of Agriculture. Ricard is a fourt-generation farmer from nortwest Missouri and a Missouri LICA member. Fordyce grows soybeans and corn and raises beef cattle in Betany. He as been Cairman of Missouri's Soil and Water Districts Commission since 2008 and is a former President of te Harrison County Farm Bureau, 1993-2010. Fordyce will succeed former Agriculture Director Jon Hagler, wom Nixon abruptly replaced in October. Wile we are very pleased for Ricard and look forward to all e will acieve at te Department of Ag, is presence on te Soil and Water Commission will be greatly missed. As of te time tis newsletter goes to print, Governor Nixon as not replaced Ricard on te Soil and Water Commission.

Page 7 Heads Up... Blanket Overweigt Permit Many years ago, MLICA was instrumental in establising a blanket overwidt permit. Many of our members ave taken advantage of tis permit, but ave wanted to ave a blanket overweigt permit, as well. Most recently, te MLICA Governmental Relations Committee as been working wit te Missouri Department of Transportation (MoDOT) to determine te feasibility of a blanket overweigt permit. At our Winter Convention, members met wit Debbie Bradsaw and Scott Marion from MoDOT to discuss wy LICA members want te permit and wat concerns MoDOT as. As a result of tis meeting, MoDOT is launcing a pilot program for a blanket overweigt permit. As te pilot program proceeds and we get closer to a formal permit, we will keep our members informed. One Call Legislation In order to comply wit te federal Pipeline Hazardous Materials Safety Act (PHMSA), Missouri s Underground Damage Prevention law (One Call Legislation) needed some canges. Over te last several years, te MLICA Legislative Committee as met several times wit a stakeolders group, as well as a House Sub-Committee, to address tose canges. On February 13, Representative Scatz filed HB 1867 wic is a result of tose meetings. As tis newsletter goes to print, no earings ave been sceduled. Page 9 2014 Drainage Worksop Te sevent annual Drainage Worksop was eld February 12-14 in Columbia, MO. Te sold-out crowd of contractors and landowners took advantage of te opportunity to learn about te latest researc results for subsurface drainage and irrigation in Missouri from Dr. Kelly Nelson of te University of Missouri s Greenley Researc Center in Novelty, MO. Marty Comstock, Missouri NRCS Ag Engineer, explains ow to use te Prinsco slide rule. In addition, attendees learned te tecnical specifications, planning considerations, and web sites and design tools involved in grid tile design, presented by Marty Comstock, Missouri NRCS Ag Engineer, and Brandon Viers, Missouri NRCS Civil Engineer. Attendees put tat knowledge to work on a variety of ands-on class problems relating to design. We were also fortunate enoug to ave a web seminar put on by Matt Helmers, an Associate Professor and Ag Engineer wit Iowa State University on researc relating to nitrogen treatment for drainage systems. To close out te Workop, Dick Purcell, NRCS State Engineer, moderated a panel discussion, giving attendees te cance to ave teir questions answered and get a first-and perspective from a seasoned drainage contractor, Buddy Hostetter, and an industry representative, Kevin Simp of Port Industries, in addition to our earlier listed speakers. Steve reminded members tat LICA as te best benefit package of any trade association and tat our members sould use tem. Steve also reported tat is term as Region IV Vice President will end at te National LICA Winter Convention in Marc. He said e as plans to run as National President, but encouraged Missouri LICA members to consider running for is replacement as Region IV Vice President. At te National LICA Convention in Las Vegas tis Marc, members will vote on a proposed by-laws cange relating to te amount of reserve funds LICA now as and te formula for determining tat figure. Te new by-laws cange would cap te reserve funds at $200,000 wic will allow for te continuation of te CEO s membersip development efforts, as well as protect te Association wit one year s operating capitol in reserve. A motion was made by Carlie Boyer and seconded by Ken Balkenbusc to approve te by-laws cange. Te motion carried. PRESIDENT REPORT President Larry LaFollette reported tat, since te Missouri LICA Summer Meeting, e as attended te National LICA Summer Meeting, Missouri LICA Fall Board Meetings, and several Districts membersip meetings and Cristmas parties. TREASURER/SECRETARY REPORT Mont Gilbert reviewed te financial statements for FY 2013-14 and te membersip report. A motion was made by Tom Lawlor and seconded by Elwin Yoder to accept te Secretary/Treasurer s report. Te motion carried. EXECUTIVE DIRECTOR REPORT Te Executive Director tanked te committee cairs and members for teir efforts and asked members to be sure to sign te card for Nelson and Judy Wilson s 50t Wedding Anniversary. COMMITTEE REPORTS Budget/By-Laws - Cairman Mont Gilbert presented te proposed 2013-14 budget. A motion was made by Jeff Lance and seconded by Tom Lawlor to approve te 2013-14 budget. Te motion carried. Convention/Education - Co-Cairs Ken Balkenbusc and Jake Gingeric reported tat te 2014 Winter Convention seemed to be a success and reminded members to complete teir evaluation reports in order to make planning te 2015 Convention just as successful. Jake Gingeric reported tat te 2014 Summer Meeting will be eld on July 26 in conjunction wit a Trap Soot. Field Day - Jim Bledsoe, Cair, reported tat e would like a Co-Cair for te committee. Bruce Freerksen agreed to serve in tat capacity. At tis point, tere are no field days planned, but te committee will look into possibilities for te future. Golf - Carlie Boyer reported tat te 2013 Golf Tournament was a great success and tat te committee as already eard from several Associate and Contractor members wo are interested in attending in 2014. Te 2014 Golf Tournament as been set for Friday, September 19 at te Hail Ridge Golf Course in Boonville, MO. Government Relations - Co-Cairs Jeff Lance and Tom Lawlor reported tat tey ave attended every meeting of te Soil and Water Program s Commission tis year. Vice President Cris Brauer asked te membersip to give a round of applause to Cris and Tom for representing LICA at tese meetings. Jeff also reported tat Ricard Fordyce, a Missouri LICA member and previous Cairman of te DNR Soil and Water Commission was appointed by te Governor of Missouri to be te Director of Agriculture. His presence on te Soil and Water Commission will be missed, but Jeff expects a new Commissioner to be named soon. Jeff is currently serving on two sub-committees for te Soil and Water Program as te Commission makes plans for te Program s future. One sub-committee is tasked to review county staffing levels and funding for tose staff members and te second sub-committee is reviewing all te practices currently approved by te Commission. Te Committee as also been working wit te Missouri Department of Transportation to establis a blanket overweigt permit. Following a work session wit MoDOT during tis Convention, MoDOT as agreed to establis a pilot program for a blanket overweigt permit. It is possible tat te blanket permit will cover a 100-mile radius. MoDOT will also be determining a pricing structure for tis permit. Ladies - Mona Bledsoe was absent. No report was given. Legislative - Co-Cairs Gerald Bauer and Elwin Yoder reported tat te Committee as been working on te possibility of proposed canges to Missouri s Underground Damage Prevention Act (One Call). After attending an early-december House Sub-Committee meeting and voicing our members concerns relating to tree aspects of te proposed legislation, te Cairs reported tat te newly released draft of te legislation no longer includes any of te issues of concern to our membersip. Te Committee will continue to monitor tis issue as te Session continues. Te Committee also discussed te condition of Missouri s roads and a possible gas tax increase. Te Committee asked te membersip to consider endorsing a sales tax increase of 1%, if te funds are used for road maintenance. Tis proposal is also favored by te Missouri Farm Bureau. Because no legislation as currently been proposed, te issue was tabled. Membersip - Co-Cairs Larry LaFollette and Cris Brauer reported tat tey ave establised a goal of 200 contractor members by September 30, 2014. Contractors were also encouraged to promote LICA membersip at teir local county NRCS meetings. A motion was made by Jake Gingeric and seconded by Roger Levings to accept te committee reports. Te motion carried. OLD BUSINESS A. 2013 Damage Prevention Summit - Te 2013 Damage Prevention Summit was te biggest yet, wit over 1,100 contractors in attendance. ADMC Membersip - After discussion concerning Missouri LICA s membersip in te Agriculture Drainage Management Coalition, a motion was made by Jeff Lance and seconded by Tom Lawlor to table te discussion until te Marc Board Meeting wen te budget could be reviewed.
