س ABSTRACT The present study - The Importance of Communication Activities in the Work of Public Relations: A Field Study in Jordanian Ministries- aims to identify the tasks virtually carried out by the public relations departments of the Jordanian ministries, and to show the extent to which the communication activities are carried out through answering questions raised and hypotheses formulated by the study. It also set for itself the objective of exploring the means suggested by both the researcher and the department personnel in the head-offices of the Jordanian ministries to fulfill these tasks. A tool composed of 197 items covering two aspects have been used. The two aspects are firstly the communication activities which cover 5 fields as follows: the pre-requisites that should be available for the employees working in managing the public relations and media in the ministry in terms of preferred personal characters, the communication skills, academic qualifications, complementary characters of administrative staff, and communication means used by the public relations, and secondly there are 5 more fields as fellows: the objectives and tasks of the public relations and media in the ministry, self-evaluation done by the public relations and media in the ministry, the reasons behind using the incumbents to work at the public relations and media department of the ministry, the criticism directed towards the public relations and media department of the ministry, the role of the public relations and media department of the ministry at time of crisis, and the use of the mass media means by the public relations and media department of the ministry to realize the communication tasks. The study administrated a sample of 14 staff and administrative personnel working for the Jordanian ministries in order to verify the hypotheses.

ع The study has reached the following findings: 1- The characteristics, features and characters (preferred personal characters, the communication skills, academic qualification, complementary characters of administrative staff) have been found available for the staff of the public relations and media of the ministries to carry out the communication tasks. Three characters, namely, (preferred personal characters, the communication skills, and complementary characters of administrative staff scored high, one character, academic qualification, scored medium.( Findings of the first hypothesis). 2- The departments of the public relations and media use to carry out their communication tasks with the ministry public the following communication means: direct personal communication, indirect personal communication (electronic and mass media respectively), the direct personal communication scored high, while indirect personal communication (electronic and mass media) scored medium.(findings of the second hypothesis) 3- The objectives and tasks of the public relations and media of the ministry are available and scored high. (Findings of the third hypothesis). 4- There are differences of statistical value at the level of (a=.5) in favor of the employees' assessment of the complementary characters of the administrative staff which can be attributed to the variable of (Title of Department) in favor of (Administration), to years of experience, people with 12+ years of experience, and there are no differences at all fields of the tool, a matter which can be attributed to the change in

ف gender, age, place of residence, academic specialty, and current position because they have statistical value. 5- There is a difference of statistical value for the personal characters of the employees in favor of the variable of the personal status. 6- There are differences of statistical value at the level of (a=.5) for the communication skills, which can be attributed to the variable of academic achievement in favor of Diploma, and the variable of monthly income in favor of those who have JD 75+ monthly income. *(4, 5, and 6, are the findings of the fourth hypothesis). 7- The score of the self evaluation of the employees for their work scored high. (Finding of question 1). 8- There is an important and main reason for selecting the staff of the public relations departments that is getting acquainted with others and that scored high. (Finding of question 2). 9- There is much criticism directed towards the departments of the public relations and media in the ministries, including these departments can not publish the media materials without a permission from the minister or undersecretary concerned (scored high), the ministry appoints the gradates of the journalism and media programs at departments other than the public relations and media, there are no sufficient qualified staff to work for the public relations and media departments, the department overweighs the interests of the ministry over those of the public, the financial allocations for the public relations and media departments are not enough to carry out the tasks assigned, the management does not understand the work of the public relations and media department, there is attention paid to develop the abilities of the staff of the public relations and media department, the communication is uni-direction, the administration of the public relations is separated

ص from the media section, and the work of the public relations and media is but a routine and needs no planning. (Finding of question 3). 1- There are many roles played by the public relations and media departments of the ministries at time of crises, including maintaining strong relations with media, verifying the accurate information before making any release, allocating a room for press conferences, keeping superiors informed of any development in the crisis, taking precautionary measure to avoid reoccurrence of the crisis, keeping calm at time of crisis, naming a spokesperson for the ministry, and assigning tasks for staff concerned, scored high. (Finding of question 4). 11- There is a utilization by the public relations and media department for the mass media to carry out the communication tasks, chiefly among them, informing the public of the important information (scored high).
