From my understanding the Citrus County Sheriff's Office Headquarters spoke with State Rep Jimmie Smith in regards to the lack of investigation regarding Kenneth's disappearance. Rep Jimmie Smith claimed that no forensics were done at the home of John Silvestros because there was no probable cause. The friends and family of Kenneth Ritchie believe otherwise. They have several pictures from the scene where Kenneth was last seen that show blood splatter and one of the officers of your department noted that he did smell cleaning chemicals when he went to the scene, but didn't search the Silvestros' home because they claimed it was due to the dog making a mess in the house. When, before they told Kenny's family that Kenneth had pooped himself, when his mom asked the reason they were cleaning the area. The officer also noted that Roberta Silvestros had shown signs of a struggle on her person in the form of scratches and gouges on her arms. Which by itself is more than enough reason to site probable cause. In accordance to Section 119.07(1)(a) I would like a draft of any and all information and or correspondence received as a result of the investigation or lack thereof concerning Kenneth Ritchie and the Citrus County Sheriff's office. I am sending this formal request and I will be following it up with a letter sent via registered mail and a phone call. Decarlo's Reply to my Email Ms. Bennett, Thank you for your interest in disappearance of Kenneth Ritchie. As requested in your email, I am responding within 5 business days. I am currently out of the office on an extended medical leave of absence, however, I will be more than happy to forward this information to Sgt. Jerry Dixon, who I am also copying this email to, who will be able to provide some of the information that you have requested. The case is still considered an open and active investigation and we have followed up on several leads, all of which thus far have proven to be false. With that being said, with the case being open, the amount of information that can be released might be limited in nature. Again, that you for your email. If you have any information of Kenneth Ritchie's whereabouts, or if you have any information of any other person(s) who may have information of Kenneth Ritchie's whereabout, please have them contact us. Sgt. Dixon will be getting with you within the next couple of days, or as soon as his schedule permits, because as I mentioned earlier, I am out of the office on an extended medical leave. My response to his reply Thank you Cpt Decarlo for your fast reply. I appreciate that. I am sorry for what ails you. Hope you feel better soon. I know you are out on medical leave and I look forward to speaking to the Sgt. However, I have a question I don't believe he can answer because it directly involves you. According Rep Jimmie Smith you told him that you all did not do forensics in the home of the Silvestros or any further investigation involving the Silvestro in regards to Mr. Ritchie because there was no probable cause. Can you explain to me why you felt there was no probable cause? According to the officer doing the well check he noted Roberta Silvestros had scratches and gouges along her arms and he smelled chemical cleaning products when he spoke with her but he never went into the house to view the site for himself. He took Roberta's word that she smelled of cleaning products because she was cleaning the carpet because her dog made a mess. I also have pictures of Kenny's room that show blood splatter amongst other things. I also know that at the very least John Silvestros is a CI. This is one of his CI number CI5839174. He has several aliases and both he and Roberta long list of crimes they were charged with that were all dismissed. I also know that men named Kenneth do not fair well around John. This is the second instance of a man named Kenneth going missing while being in the presence of John. Another Kenneth by the name of Kenneth Norton went missing on Crystal Lake while with John. I would say from the pictures, the blood splatters and the fact that John & Roberta have been arrested several times, that this is more than enough reason to investigate them. Wouldn't you agree? I would first like to apologize for Sgt. Dixon. He is currently out of the office with a medical emergency of a family member that I was not aware of at the time of our original correspondence. You are more than welcome to come to the Sheriff s Office and request a copy of the report, however, the report will be limited due to it still being an open investigation. In the mean time, I would like to address some of issues and concerns in your email. 1. Mr. Silvestro has never been an informant with the Citrus County Sheriff s Office. 2. There was no probable cause to conduct a search of the house at the time of the disappearance. When deputies arrived at the location, there was no evidence of foul play. While deputies were in the residence, they did not observe anything unusual or out of the ordinary at that time. The condition of the residence was in a manner consistent with the information given to the responding deputies. 3. While still attempting to gain further information from the Silvestros, the Richie family continually harassed them to the point that they attained an attorney and no longer wished to cooperate or speak with us. 4. We have tracked down every lead provided to us from the family. However, every lead proved false. It was later revealed that their information was coming from a Physic. 5. Information provided to us by the Richie family have proved to be false, fabricated, or exaggerated. 6. The information of Silvestro s past, while interesting and suspicious, at the time of the disappearance proved to have no bearing of establishing probable cause to attain a search warrant for the residence. 7. We have been accused of finding the body of Mr. Richie and hiding it from the family.

I can assure you, this has not happened. 8. Det. Santiago has spoken to the Richie family only to attain DNA as required by policy, procedure, and protocol. We continue to investigate any and all leads that come in to the agency regarding the possible whereabouts of Mr. Richie. I don t care about his past drug use or checkered history. It has no bearing of the effort that is being put forth. We treat each missing person case with the same intensity, passion, and determination. I understand the family s frustration and believe me that this agency wishes to locate and recover Kenny Richie as much as the family does. Again, you may contact our records department to attain the report, but please understand, due to the case still being open, the information may be limited to what can be released. I have a few questions in regards to the email you sent me. While I appreciate the invite into the office to a request copy of the report it would be much easier for you to either fax, mail, or email it to me. If you need my contact info let me know. First off let me say I am not doubting you or your officers. I am just trying to help Mrs Hilsop get a peace of mind. So I have a few more questions I would like to know the answers to.

The first being if Cynthia was on the phone with her son while he was at the Silverstros home when she heard the altercation in the background, why did Santiago not go into the house when he came out to the scene? She heard her son involved in an altercation over the phone at the Silvestros house after which he has not been seen and yet you couldn't go into the house because there is no probable cause how does that work? Also as far as Kenny's case goes how is the investigation classified? Also if Silverstros was a CI for your department would you admit it? As far as the false leads that you followed up on that didn't pan out. I would like to see a list of those. Since they are not pertinent to your investigation and because they didn't pan out I am sure they are of no use to you and will not hinder your case in any way. Cynthia claims that Santiago or Carreras told her a body was found and came to gather DNA samples. You said you have been accused of hiding a body you found. If that is true, it may have something to do with one of your officers telling a grieving mom you have found one, only to come back and tell her you haven't, and make her seem like she is a nutcase. We have a copy of the crime map that shows a homicide on the 1500 block of Suncoast Blvd on September 15, 2012 at 1:58 am. Have done several searches since then and I have found no homicides. Which is odd because I called your PD yesterday and I spoke to a really nice and helpful woman that look through you all's system and she said "That's weird. I know we had at least one homicide in Citrus County last year but I can't seem to find it." How could she not find something she claim she knew to be fact? I know I have mentioned this before but both John and Roberta have long track records of crimes they were accused of and later dismissed. I saw where in 2008 Roberta killed a 59 year old Mr Medley when she swerved to miss hitting another car. What ever came of that? Also the scratches Santiago noticed on Roberta's arms that she claimed came from her rose bushes, According witnesses the home has no rose bushes. No matter how irrational Cynthia may seem, this is her son and she is hurting. She needs and deserves the truth of what happened to her child so she can get closure. I am sure if this happened to someone you love you would expect no less. Also can you explain to me the proper protocol and procedures you all follow in the event of a missing person case?
