FORM 2015/3 OUTREACH/MINISTRY SUPPORT FUNDING REQUEST FIRST UNITED METHODIST CHURCH OF FRANKFORT, KENTUCKY, MISSION STATEMENT: Glorify God by connecting people with Jesus Christ through spiritual nourishment and dynamic outreach. DOCTRINAL HERITAGE: United Methodists profess the historic Christian faith in God incarnate in Jesus Christ for our salvation and ever at work in human history in the Holy Spirit, Living in a covenant of grace under the Lordship of Jesus Christ, we participate in the first fruits of God s coming reign and pray in hope for its full realization on earth as in heaven. Our heritage in doctrine and our present theological task focus upon a renewed grasp of the sovereignty of God and of God s love in Christ amid the continuing crises of human existence. Our forebears in the faith reaffirmed the ancient Christian message as found in the apostolic witness even as they applied it anew in their own circumstances. Their preaching and teaching were grounded in Scripture, informed by Christian tradition, enlivened in experience, and tested by reason, Their labors inspire and inform our attempts to convey the saving gospel to our world with its needs and aspirations. The Book of Discipline of the United Methodist Church. OUR COMMON HERITAGE AS CHRISTIANS: United Methodists share a common heritage with Christians of every age and nation. This heritage is grounded in the apostolic witness to Jesus Christ as Savior and Lord, which is the source and measure of all valid Christian teaching. We understand ourselves to be part of Christ s universal church when by adoration, proclamation, and service we become conformed to Christ. We see God s grace and human activity working together in the relationship of faith and good works. God s grace calls forth human response and discipline. Faith is the only response essential for salvation. However, the General Rules remind us that salvation evidences itself in good works. The Wesleyan way believes even repentance should be accompanied by fruits meet for repentance, or works of piety and mercy. Both faith and good works belong within an all-encompassing theology of grace, since they stem from God s gracious love shed abroad in our hearts by the Holy Spirit. MISSION AND SERVICE: We insist that personal salvation always involves Christian mission and service to the world. By joining heart and hand, we assert that personal religion, evangelical witness, and Christian social action are reciprocal and mutually reinforcing. Therefore, the Christian ministry of the United Methodist Church through mission and ministry seeks to nurture, engage in outreach, and publically witness to the sovereignty of Jesus Christ. MINISTRY AND MISSION SUPPORT: Requests made to the First United Methodist Church of Frankfort, Kentucky, for ministry and mission support shall conform to the guidelines as outlined in The Book of Discipline of the United Methodist Church. Nurture, outreach, and witness ministries and their accompanying responsibilities include: (1) The nurturing ministries of the congregation shall give attention to but not be limited to education, worship, Christian formation, membership care, small groups, and stewardship. Attention must be given to the needs of individuals and families of all ages (2) The outreach ministries of the church shall give attention to local and larger community ministries of compassion, justice, and advocacy. These ministries include church and society, global ministries, higher education and campus ministry, health and welfare, Christian unity and interreligious concerns, religion and race, and the status and role of women. (3) The witness ministries of the church shall give attention to developing and strengthening evangelistic efforts of sharing of personal and congregational stories of Christian experience, faith, and service; communications; Lay Servant Ministries; and other means that give expressions of witness for Jesus Christ. (4) The leadership development and resourcing ministries shall give attention to the ongoing preparation and development and resourcing ministries shall give attention to the ongoing preparation and development of lay and clergy leaders for the ministry of the church. (5) The nurture, outreach, and witness ministries and their accompanying responsibilities shall include consideration of (a) the election of a prayer coordinator to promote prayer and mobilize the local church to pray, (b) establishing a prayer room or designated place for prayer and prayer resources, and (c) encouraging intentional prayer for the pastoral leadership of the local church. FUNDING OF MISSION AND OUTREACH SUPPORT OF FIRST UNITED METHODIST CHURCH OF FRANKFORT, KENTUCKY: Approval of requests for ministry and outreach support from First United Methodist Church of Frankfort, Kentucky, shall be contingent upon funding available through the church. Pursuant to the 2012 Book of Discipline of the United Methodist Church, contributions designated for specific causes and objects (designated giving) shall be promptly forwarded (to that cause) according to the intent of the donor and shall not be used for any other purpose. Mission and outreach projects funded in the operating budget of the First United Methodist Church of Frankfort, Kentucky, shall be reviewed annually for continued funding. Annual or one-time funding does not ensure continued funding unless otherwise specifically 2

stated. Requests for funding will be reviewed and assessed annually by the First United Methodist Church Outreach Team. Final outcomes will be submitted to the Finance Team and to the Church Council for appropriate disposition. BASIC REQUIREMENTS FOR MISSION/OUTREACH FUNDING SUPPORT: Requests for mission support/outreach funding from First United Methodist Church of Frankfort, Kentucky, will be required to meet certain basic requirements. Those requirements are as follows: (1) Thriving ministries initially begun by First United Methodist Church of Frankfort, Kentucky, shall be given priority consideration in funding requests; (2) All ministries supported through funding provided by the First United Methodist Church of Frankfort, Kentucky, shall be non-profit entities working to improve the lives of God s people through social outreach that professes the love of Jesus Christ to His people. The work of the funded ministries must demonstrate efforts to spread the word of the gospel while providing a needed service; (3) Ministries and/or outreach projects supported by the First United Methodist church of Frankfort, Kentucky, shall have a local church support liaison to act as advocate or intercessor for that ministry. This individual shall serve as the primary contact at the church level for the ministry supported; (4) The ministry and/or outreach project shall be required to periodically report to the church Outreach Team regarding the progress and outcomes of the ministry supported. Representatives may be asked to present to the church membership for informational purposes only. The performance of the project shall be carefully reviewed and weighed prior to future funding and support. Supporting statistical data, performance outcomes, official project reports, etc. shall be expected to support project outcomes; (5) The First United Methodist Church of Frankfort, Kentucky, reserves the right to revoke funding for any ministry supported at the local level, with exception to those specifically cited in The Book of Discipline of the United Methodist Church, at any time with or without cause; (6) If designated funds are given through the Church for an outreach/ministry cause, that cause, pursuant to the2012 Methodist Book of Discipline, shall receive the full amount of designated funds offered. If the outreach/ministry is receiving general fund money, the general fund allotment given to the outreach/ministry shall reflect a decrease in funding equal to that received from designated funds. If designated funding exceeds the amount of funding received from the general budget, the outreach/ministry shall receive the full amount received through designated giving even if the amount is above that funded through the general fund. 3
