Matthew 16:19 Introduction We saw last week that in response to Peter s confession about Jesus ( you are the Christ [the Messiah] ), Jesus makes a declaration concerning Peter: You are Peter [Petros], and on this rock (petra) I will build my assembly [my church]. Who will build the church? Jesus will! And who s is the church? It is Jesus church! I will build my church, says Jesus! And Jesus will build His church upon Peter as the one who has now confessed Jesus to be the Christ, the Son of the living God not of his own inspiration, but according to God s sovereign revelation! Jesus said: Blessed are you, Simon Bar-Jonah! For flesh and blood has not revealed this to you, but my Father who is in heaven. So the success of the building project does not ultimately depend on Peter! Instead, it is dependant on the gracious and sovereign purposes of God, which are all accomplished through the work of the master Builder, Jesus Christ. It s only when we ve fully appreciated this heavenly emphasis in verses 17-18 that we ll be able to understand and appreciate the human emphasis in verses 19-20. I. Matthew 16:19a I will give you the keys of the kingdom of heaven Even if we don t know what the keys of the kingdom of heaven are, we can t help but feel that this is very, very big deal! The keys of the kingdom of heaven! Surely, whoever holds these keys must be in some special position of authority, and privilege, and great responsibility! Can you imagine possessing the keys of the kingdom of heaven?!? Now if we want to know what these keys are, then the first thing we need to ask is, what do keys do? Keys lock and keys unlock. They grant access and they deny access (cf. Rev. 9:1-6; 20:1-3). They grant entry and they deny entry. So the fact that there is such a thing as the keys of the kingdom of heaven implies that the kingdom of heaven must be entered, and that this entry may be opened to some and shut against others. Matthew 5:20 (cf. Matthew 18:3; 19:23-24) Unless your righteousness exceeds that of the scribes and Pharisees, you will never enter the kingdom of heaven. Matthew 7:21 Not everyone who says to me, Lord, Lord, will enter the kingdom of heaven, but the one who does the will of my Father who is in heaven. Now let s remember what the kingdom of heaven is! It is God s rule and reign through Jesus the Messiah. The Messiah s sovereignty and rule extends over the whole world, and yet there is a sense in which not everyone is in the kingdom the kingdom must still be entered. And so we can conclude from last week (verses 16-18) that to enter the kingdom is to become part of the assembly of the Messiah the Church. The Church is the assembly of those people who have submitted themselves to the Messiah and are now enjoying the blessings of His rule. So on the one hand, we need to understand that the Church is not the same thing as the kingdom. The Messiah s rule and reign extends far beyond the walls of the Church and includes the whole world (cf. Mat. 13:36-43). But in order to actually enter the kingdom, one must enter the Church. So the keys of the kingdom of heaven are the keys that grant and deny entry into the Church the end-times, eschatological assembly of the Messiah, the son of the living God! 1

Those are some massively important keys and obviously they carry with them a massive amount of authority, and privilege, and responsibility! Who would not tremble to hold these keys in his hand? Who but the Messiah alone, to whom these keys belong! Revelation 3:7 (cf. Rev. 1:17-18) The words of the holy one, the true one, who has the key of David, who opens and no one will shut, who shuts and no one opens. The keys belong by right to the Messiah alone. And yet if the keys are His, then they are His to give if He should choose to entrust them to another. But that seems preposterous. Who could even dare to imagine that the Messiah would would ever give these keys to someone else? Who could possibly imgine being the one who is entrusted with these keys? Could you imagine? And yet Jesus said to Peter, the uneducated fisherman from Galilee: I will give you the keys of the kingdom of heaven! In the Old Testament, a king would appoint someone to be over the house. Whoever held this position had the authority to admit people or to exclude people from the king s presence (cf. Oswalt), and this authority was symbolized with the image of a key. Isaiah 22:20-22 In that day I will call my servant Eliakim the son of Hilkiah, and I will clothe him with your robe, and will bind your sash on him, and will commit your authority to his hand. And he shall be a father to the inhabitants of Jerusalem and to the house of Judah. And I will place on his shoulder the key of the house of David. He shall open, and none shall shut; and he shall shut, and none shall open. As one commentator says: This key was properly handled by the king, and therefore by the [overseer of the house] only in his stead. The power of the keys consisted not only in the supervision of the royal chambers, but also in the decision who was and who was not to be received into the king s service (Keil-Delitzsch). And so in much the same way as the key of the house of David was entrusted to Eliakim, so now Jesus is entrusting the keys of the kingdom of heaven to Peter! But what does it all mean? How do these keys work? And how is Peter to use these keys in granting and denying entry to the Kingdom of heaven? Jesus said to Peter: I will give you the keys of the kingdom of heaven II. Matthew 16:19b And whatever you bind on earth shall be bound in heaven, and whatever you loose on earth shall be loosed in heaven. Compared to Isaiah and Revelation, we see that Jesus changes the imagery from opening and shutting to that of binding and loosing. The one who holds the keys of the kingdom of heaven has the authority to bind and to loose. Notice how Jesus used the word loose in the Sermon on the Mount: Matthew 5:19 Therefore whoever looses [sets aside as non-binding] one of the least of these commandments and teaches others to do the same will be called least in the kingdom of heaven, but whoever does them and teaches them [as binding] will be called great in the kingdom of heaven. 2

The Jewish Rabbis would make rulings on the things that were forbidden and the things that were permitted based on the Old Testament Law and they referred to this as binding and loosing. The things that are permitted are the things that are loosed. The things that are forbidden are the things that are bound. So you can see that this was really a binding and loosing of men and women! If a certain kind of conduct was loosed, then you were also loosed to engage in that conduct and enjoy the favor of God. But if a certain kind of conduct was bound, then you were also bound to abstain from that conduct or else risk the the judgment of God. The Pharisees binding and loosing was really a declaration of who was, and who was not in God s favor. But as it turns out, all these Pharisees really knew how to do was bind, and even their binding was illegitimate. Jesus will say to the Pharisees: Matthew 23:13 Woe to you, scribes and Pharisees, hypocrites! For you shut the kingdom of heaven in people s faces. For you neither enter yourselves nor allow those who would enter to go in. Luke 11:52 Woe to you lawyers! For you have taken away the key of knowledge. You did not enter yourselves, and you hindered those who were entering. You might say that the scribes and Pharisees were binding the things that should have been loosed, and loosing the things that should have been bound. And so they were shutting everyone out of the Messiah s assembly, and cutting everyone off from the blessings of God s rule and reign. But they had no real authority. All of their so-called binding and loosing was completely illegitimate because they did not possess the keys of the kingdom of heaven. Jesus alone possesses the keys of the kingdom of heaven, and now He is entrusting those keys to Peter! Can you see what this means now? This means that Peter is the one who will declare the things that are forbidden and the things that are permitted. And he will do this now in the light of all that Jesus has taught and proclaimed concerning the kingdom. Now this is important: If we were to sum up what is now permitted and what is now forbidden, it would all center around one thing the proper response to the good news of God s rule and reign in Jesus the Messiah. What is permitted and forbidden has everything to do with your response to the Gospel! Jesus is crystal clear: Matthew 10:32-33 (cf. 11:27-30) So everyone who acknowledges me before men, I also will acknowledge before my Father who is in heaven, but whoever denies me before men, I also will deny before my Father who is in heaven. So we can see once again that this binding and loosing is really a binding and loosing of men and women. It s an authoritative declaration of who is saved and forgiven, and who is judged and condemned. It s a verdict about who is granted entry, and who is denied entry into the assembly of the Messiah. This explains how Jesus can even say to His disciples: John 20:23 If you forgive the sins of any, they are forgiven them; if you withhold forgiveness from any, it is withheld. By proclaiming the good news of the kingdom [Peter] will open the kingdom to many and shut it against many (Carson; cf. Mat. 10:6-7, 11-15). We see Peter denying entry to the kingdom in passages like this: 3

Acts 3:22-23 Moses said, The Lord God will raise up for you a prophet like me from your brothers. You shall listen to him in whatever he tells you. And it shall be that every soul who does not listen to that prophet shall be destroyed from the people. Acts 4:11-12 This Jesus is the stone that was rejected by you, the builders, which has become the cornerstone. And there is salvation in no one else. Acts 8:20-23 Peter said to him, May your silver perish with you, because you thought you could obtain the gift of God with money! You have neither part nor lot in this matter, for your heart is not right before God. Repent, therefore, of this wickedness of yours, and pray to the Lord that, if possible, the intent of your heart may be forgiven you. For I see that you are in the gall of bitterness and in the bond of iniquity. Here we see Peter exercising the authority of the keys to shut and to bind. But we also see Peter granting entry to the kingdom in all those places where people respond positively to his message of the kingdom: Acts 2:41 So those who received [Peter s] word [Acts 2:14-39; cf. 3:11-26] were baptized, and there were added that day about three thousand souls. Jesus was building His church (the Messiah was building His assembly) as Peter exercised the authority and power of the keys in the proclamation of the Gospel! Now someone might say that it wasn t really Peter who was binding and loosing, but rather the people who listened to his message were binding and loosing themselves! How can preaching the Gospel be described as granting and denying entry to the kingdom? The Bible pictures God s Word not just as a neutral message that is at the mercy of those who hear, but rather the Bible pictures God s Word as an active agent that powerfully works to accomplish God s purposes in those who hear. Listen to what God says in Hosea: Hosea 6:5 Therefore I have hewn [the people] by the prophets; I have slain them by the words of my mouth, and my judgment goes forth as the light. On the one hand, you could certainly say that the prophets never hewed or slayed anyone! And yet as the prophets proclaimed God s word of judgment to the unrepentant, it was as if they themselves were hewing and slaying the people! As God s word went forth from the prophets mouths, it was powerful to do and accomplish whatever it proclaimed! Jeremiah 5:14 Behold, I am making my words in your mouth a fire, and this people wood, and the fire shall consume them. Jeremiah 1:9-10 Behold, I have put my words in your mouth. See, I have set you this day over nations and over kingdoms, to pluck up and to break down, to destroy and to overthrow, to build and to plant. Jeremiah himself had no power to destroy and to overthrow, or to build and to plant. And yet as Jeremiah proclaimed his messages of judgment and salvation, it was as if he himself were doing the work of judgment and salvation on God s behalf. As God s word went forth from Jeremiah s 4

mouth, it was powerful to do and accomplish all that it proclaimed. And so in this sense Jeremiah, the persecuted prophet, was truly in a position of authority over the nations and kingdoms of the world! And now in much the same way, simply by proclaiming the message of the kingdom Peter was exercising the authority and power of the keys. In Peter s mouth, the word of the kingdom was powerful to do and accomplish all that it proclaimed to open the doors of the kingdom to those who believe and shut the doors of the kingdom against those who refuse to believe! Notice that Jesus says: And whatever you bind on earth shall be bound in heaven, and whatever you loose on earth shall be loosed in heaven. * As Peter faithfully proclaims and applies the word of the kingdom to people s lives, he can be sure that he is truly acting in the Messiah s stead, and that the Messiah Himself guarantees and validates his word. He can be sure that there is true agreement between earth and heaven between his decisions and declarations and the decisions and declarations of the exalted Messiah! Conclusion All of this would be true for Peter in a special way as the first among the apostles (Mat. 10:2), and the first to preach the Gospel to the Jews and also to the Gentiles (Acts 2, 10). But as we will see in Matthew 18, these things will also be true for the rest of the apostles, and ultimately for the whole church (Mat. 18:15-20)! As Lenski says: All true administration of the Gospel is the exercise of the keys whether this occurs in public preaching, in church discipline or in other instances where single souls are dealt with. We can say, then, that Jesus has also entrusted the keys of the kingdom of heaven to us so that whatever we bind on earth is bound in heaven, and whatever we loose on earth is loosed in heaven. In our administration of the Gospel, we are opening the kingdom to many and shutting it against many. We are exercising the power of the keys both in salvation and in judgment. 2 Corinthians 2:15-16 For we are the aroma of Christ to God among those who are being saved and among those who are perishing, to one a fragrance from death to death, to the other a fragrance from life to life. Who is sufficient for these things? We can be sure that as we faithfully proclaim and apply the word of the kingdom to people s lives, we are truly acting in the Messiah s stead the Messiah Himself is guaranteeing and validating our words and actions. We can be sure that there is true agreement between earth and heaven between our decisions and declarations and the decisions and declarations of the exalted Messiah! Can you see what this means for us as we go about the work and business of the Church? Can you see what this means for our administration of baptism, and the Lord s Supper, and the preaching of the Word? Can you see what this means even for our individual work of witnessing and discipling? Matthew 28:18-20 And Jesus came and said to them, All authority in heaven and on earth has been given to me. [You] go therefore and make disciples of all nations, baptizing them in * I take shall be in the sense of is. You may know that whatever you bind on earth is most certainly bound in heaven. (cf. Blomberg) But I still agree with the excellent conclusions of Carson who translates shall have been. Only repentant sinners are to be freed of their sins, only the impenitent are to be sent away unforgiven. The keys are stronger than we; they never work according to any man s perverted will. Each fits its own lock, nor can you work the loosing key where the binding key alone fits, or vice versa. (Lenski) 5

the name of the Father and of the Son and of the Holy Spirit, teaching them to observe all that I have commanded you. And behold, I am with you always, to the end of the age. Like Jeremiah, we may have no worldly authority or power, but we do have the authority of the keys of the kingdom of heaven. The Messiah has entrusted us with this authority over the nations an authority that we will fully enter into only when we go to be with the Lord (cf. Rev. 20:4-6). Ephesians 1:20-21 [God] raised [Messiah] from the dead and seated him at his right hand in the heavenly places, far above all rule and authority and power and dominion, and above every name that is named, not only in this age but also in the one to come. Ephesians 2:4-6 But God, being rich in mercy, because of the great love with which he loved us, even when we were dead in our trespasses, made us alive together with [Messiah] and raised us up with him and seated us with him in the heavenly places in Christ Jesus. Jesus has granted to His church the authority and power of the keys of the kingdom of heaven. In full Christian perspective the kingdom will be consummated in sudden, apocalyptic fashion at [Christ s coming], when God's actions are final and quite independent of human means. But now the keys of the kingdom are confided to men. (Carson) Who would have ever dared to imagine that the Messiah would entrust to us the keys of His kingdom! Who is sufficient for these things? We must simply be faithful to proclaim and apply the word of the kingdom, knowing that in our mouth this word of the kingdom is active and powerful to accomplish all that it proclaims to open the doors of the kingdom to those who believe and shut the doors of the kingdom against those who refuse to believe. We can know that as we faithfully proclaim and apply the word of the kingdom to people s lives, there is true agreement between earth and heaven between our declarations and the declarations of the exalted King! Jesus has entrusted to us the authority of the keys. And yet we can know that even as we are exercising the authority of the keys, it is Jesus who is building His church. What an amazing thought! What a comforting and encouraging thought! Our work on earth is not in vain because heaven itself is in full agreement. When we become discouraged with the humanness, and earthliness, and weakness, and littleness of who we are, then let us remember what it is that we hold in our hand! In our ministry of the Gospel here on earth (whether as elders, or as deacons, or as Sunday School teachers, or as fathers and mothers, or as husbands and wives, or as brothers and sisters, or as family members or friends) we are exercising nothing less than the full power and authority of the keys of the kingdom of heaven which have been entrusted to us by the King Himself. Now that s truly an encouraging thought, and something worth thinking about and then acting upon! It has been given to the church to share in the authority of heaven. So in all of our dealings with one another, with our families, with our neighbors, and with the world around us, may we faithfully fulfill our stewardship of the keys of the kingdom of heaven knowing that as we exercise the authority of the keys, it is Jesus who is building His Church. 6
