Next slides n/a 95% Changes in 2014 AMAO 3 (AMOs for LEPs) Calculation 1. AMO (Annual Measurable Objectives) for LEP target for district: - AYP is no longer available. AMAO 3 calculation was made by AMOs based on the state ESEA waiver plan approved by ED in 2014. - Reduce by the twelfths of LEPs not proficient in reading and math from 2013 (base line ) in 2014 on ISAT/PSAE. - IL waiver plan: each district needs to reduce by half the percentage of ELs who are not proficient in the academic assessments within 6 s from the baseline (2012-2013 SY), district s AMOs have annual equal increments within the 6 s. - Example: District A * Percent of ELs meeting in Reading: 2012-2013 (baseline ): 31% * Target for reading in 2013-2014: 36.75% * Percentage of ELs not proficient in Reading in 2012-2013: 69% * Must reduce the one half the percentage in 6 s, means reduce by the twelfths. 69%/2= 34.5%, 34.5%/6= 5.75% or 69%/12= 5.75% *2014 LEP reading target of District A: 31% + 5.75%= 36.75% Changes in 2014 AMAO 3 (AMOs for LEPs) Calculation Continued. 2. Participation rate: At least 95% LEP participation for reading and math required. If not met, average of the two preceding s of participation is calculated. 3. Graduation rate for high s: 4 s and 5 s of cohort graduation rate must be met. - 4 s of graduation cohort rate: reduce by the twelfths percentage difference from 90% in LEP 4 cohort graduation rate. - 5 s of graduation cohort rate: reduce by the twelfths percentage difference from 95% in LEP 5 cohort gradation rate. - Example of Graduation cohort rate calculation: District B - 2012-2013: 4 s LEP cohort graduation rate was 65.7% - 2013-2014: 4 s LEP cohort graduation target rate is 67.7% - Difference from 90% in the 2013 rate was 24.3% (90% - 65.7%) - 24.3% divided by 12= 2% - 2014 LEP 4 cohort graduate rate target for B district is 67.7% (65.7% + 2%) 2
2014 AMAO Calculation continued - Minimum size: changed from 45 to 30 for AMAO 1, 2 and 3 calculation beginning with 2014. - AMO for LEPs calculated based on enrollment as of May 1. - District with a double testing waiver, AMO was not calculated and their AMAOs determined by AMAO 1 and 2 only. - 95% CI applied to all AMAO 1, 2 and 3. 2014 AMAOs Notification 2014 AMAOs targets for : - AMAO 1(Progress, 0.5 CPL) target: 63.5% - AMAO 2 (Proficiency, 4.8 CPL/4.2 LCPL) target: 12% - AMAO 3 (AMO for LEP subgroup) target: each district has different AMO targets ISBE notified the 2014 AMAOs status on Feb. 11, 2015 via IWAS: AMAO notification letter and AMAO report. 2014 AMAO report Projected Changes in 2015 AMAO Calculation 1. AMAO 1: will be calculated (district target: 66.5%) 2. AMAO 2: will be calculated with new AMAO 2 targets (district target TBD) - Reflecting a new exit criteria (5.0 CPL/4.2 Reading/4.2 Writing): ISBE established a new exit criteria in 2014, thus a new district targets for AMAO 2 will be used. 3. AMAO 3 (AMO for LEPs): - IL plans to submit a waiver for AMO calculation (AMO for LEP subgroup portion) due to a new assessment in the 2014-2015. - Graduation for high and participation rate TBD. - 2014-2015 PARCC scores will be used to set AMO targets as a baseline. District will need to meet the targets from 2016 and on. 4. Plan for 2015 AMAOs: it will be determined by AMAO 1, 2 and participation and graduation rate (AMAO 3). 5. ELs under parent refusal will be included in AMAO 1 and 2 calculation. Note that all ELs must take ACCESS for ELLs. of NCLB Accountability: District not making AMAOs for 2 consecutive s If an LEA or sub-grantee fails to meet AMAOs for two (2) consecutive s: The LEA or sub-grantee must develop a District Improvement Plan () to ensure that AMAOs are met in the future. 2014 District Improvement Plan () submission Guidance The district didn t make AMAOs for 2 or more consecutive s were required to submit 2014 via IlRC or a template by March 31, 2015. 1. Rising Stars in Illinois Report Card via IIRC: must address EL specific plans and activities to improve programs and EL achievements using 20 Smart Start (SS) and Smart Plan (SP) Rising Star indicators in IIRC. Districts not making AMAOs for 4 or more consecutive s are also required to submit the using the same Rising Star indicators.
