From The Pastor Seeking Nuclear Disarmament On July 7, 2017, 122 countries at the United Nations reached an agreement to outlaw nuclear weapons. The agreement says the use or threat of using nuclear weapons violates international law, as does the "undertaking to develop, test, produce, manufacture, acquire, possess or stockpile nuclear weapons or other nuclear explosive devices." This is seen by many as a crucial step in a long journey to get rid of weapons that threaten humanity and the planet. The treaty will be open for signature to all States at UN Headquarters in New York on 20 September 2017, and enter into force 90 days after it has been ratified by at least 50 countries. In a statement of support, the delegation from the Holy See said the treaty represents a position on nuclear disarmament that the Vatican has supported since the end of World War II. The Holy See also announced it would host two conferences on nuclear disarmament this fall in Rome. Msgr. Simon Kassas, who led the Holy See delegation, told the assembled delegations, Our gathering these past three weeks represents the global majority taking responsibility for a brighter future for humanity. He continued: This ban treaty is but a beginning. There is much to do yet to persuade those not in this room that the ban is in the interest of their people and of their States. The agreement inspires great hope. Ambassador Elayne Whyte Gómez of Costa Rica, who serves as the President of the conference that negotiated the treaty in response to a mandate given by the UN General Assembly said, We feel emotional because we are responding to the hopes and dreams of the present and future generations. Indeed, a well-spring of hope mixed with not a little fear has risen among the nonnuclear nations of the world. But will hope alone bring all the nuclear nations to the table? It will certainly prove very difficult to enforce. None of the nuclear powers participated in the drafting of the treaty and did not vote on it. In a joint press statement, the delegations of the United States, United Kingdom and France said they have not taken part in the negotiation of the treaty and do not intend to sign, ratify or ever become party to it. In support of this, they said: This initiative clearly disregards the realities of the international security environment... Accession to the ban treaty is incompatible with the policy of nuclear deterrence, which has been essential to keeping the peace in Europe and North Asia for over 70 years. Msgr. Kassas notes that this should only be expected, No nuclear weapon state will be persuaded to eliminate its weapons without assurance it will not then be left facing a conventional imbalance of forces. In response to this, Ms. Whyte Gómez insists that the world has changed. The major threat now is not from nuclear nations but from terrorist groups and there have been far too many security slip-ups. The bottom line is: in any nuclear holocaust no one is the victor. She added that the Japanese hibakusha, the survivors of nuclear bombs, have been the driving force in the creation of the nuclear weapons prohibition treaty. The experiences they have been sharing touch the human soul, she said, adding that the negotiations were a combination of reason and heart. Are we at a turning point in our world? Can we still prevent mutual annihilation? Dare we entertain such hope? At the Vienna conference in December 2014 when the Holy See released its major study paper Nuclear Disarmament: Time for Abolition. Pope Francis declared to the conference, I am convinced that the desire for peace and fraternity planted deep in the human heart will bear fruit in concrete ways to ensure that nuclear weapons are banned once and for all, to the benefit of our common home.
