By our wishes we determine whether our hearts will be softened or hardened. 1. Why didn t Pharaoh kill Moses and Aaron when they were in his power? Exodus 7:23. Because God had not put it on Pharaoh s heart to kill Aaron and Moses. He had hardened Pharaoh s heart, but murder was not part of His plan. God needed all of them to bring His plan to fruition, for Moses to lead the Israelites out of Egypt to their promised land. Pharaoh had not yet taken the threats of the plagues seriously and assumed Moses would not be a threat to him. He had not yet suffered, as his subjects had.
