St. Paul s Evangelical Lutheran Church Policy on the Use of Church / School Facilities or Equipment Purpose: The facilities of St. Paul s Evangelical Lutheran Church and School are the property of the members of St. Paul s Evangelical Lutheran Church. The facilities are maintained to care for and administer the Gospel to all the souls of St. Paul s Evangelical Lutheran Church and to the people of the community. The purpose of this document is to establish guidelines for the use of the facilities or other assets of St. Paul s Evangelical Lutheran Church and School. Scope: This policy shall apply to all the facilities and assets of St. Paul s Evangelical Lutheran Church and School. The Church Council is charged, by the voters of St. Paul s Congregation, to care for and maintain the facilities and assets of St. Paul s Evangelical Lutheran Church and School with direction and guidance from St. Paul s voters assembly as required. The Principal of St. Paul s Evangelical Lutheran School and the Board of Christian Education have been given authority from the Church Council to oversee the usage of St. Paul s School Gymnasium (see appendage A) within the guidelines of this policy. All other requests for the use of St. Paul s Church and School facilities and assets must be approved by the Church Council. Since the facilities of St. Paul s church are housed on one campus, it is necessary to have all requests for the use of those facilities and assets discussed between the Pastors and Principal of St. Paul s. When the requests have been approved, the church secretary will maintain a schedule of all requests. The Church Council will review the fee schedule annually and adjust as necessary. Requests by Members of the Congregation 1. A member of St. Paul s congregation may request use of the church facilities for personal use. A request must be made to one of St. Paul s Pastors and a Request for Use Form completed. The member will be responsible for repairing/replacing damage to facilities or equipment. 2. A member of St. Paul s congregation may request use of the school facilities for personal use. A request must be made to one of St. Paul s Pastors or the School Principal and a Request for Use Form completed. Members are encouraged to make a donation/free will offering for the usage. The member will be responsible for repairing/replacing damage to facilities or equipment. 3. With approval from the Church Council through one of the Pastors, a member may use certain designated tables, chairs, roasters, etc. for personal use without using church and school facilities. A Request for use Form must be completed. The member will be responsible for returning the equipment on the agreed upon date to its proper storage location and will be responsible for full payment of repair or replacement of any lost or damaged equipment. 4. Use of any alcoholic beverages or illegal drugs on St. Paul s campus is not permitted. 5. Smoking is not permitted in any church owned facility. 6. All usage fees will be waved for active or retired called workers of the Wisconsin Evangelical Lutheran Synod. 7. The use of St. Paul s Church/School facilities or equipment must not be part of an activity of a religious group which has beliefs contrary to WELS beliefs and confessional fellowship. Inviting a clergyman of a church outside our fellowship to participate in some religious event such as baptisms, confirmations, etc., will not be permitted. Requests by Members of Sister WELS Congregations 1. Members of sister WELS Congregations may request use of the church facilities for personal use such as weddings, funerals or other family celebrations. The request must be made to one of St. Paul s Pastors and a Request for Use Form must be completed. Approval by the Church Council shall be obtained prior to the function. All applicable fees must be paid to the Church Office prior to the event. The individual making the request will be responsible for repairing/replacing damage to facilities or equipment. A member of the congregation will be present during the activity to assist and to monitor its use. 2. Members of sister WELS Congregations may request use of the school facilities for personal use. The request must be made to one of St. Paul s Pastors or the School Principal and a Request for Use Form must be completed. Approval by the Church Council or Board of Christian Education shall be obtained prior to the function. All applicable fees must be paid to the Church Office prior to the event. The individual making the request will be responsible for repairing/replacing damage to facilities or equipment. A member of the congregation will be present during the activity to assist and to monitor its use. NOTE: See addendum A which covers specific requirements for the use St. Paul s Gymnasium. 3. Requests for the use of tables, chairs, roasters etc. from Sister WELS Congregations will only be considered if the request is in writing and is solely for a congregational function. 7. The use of St. Paul s Church/School facilities or equipment must not be part of an activity of a religious group which has beliefs contrary to WELS beliefs and confessional fellowship. Inviting a clergyman of a church outside our fellowship to participate in some religious event such as baptisms, confirmations etc. will not be permitted. Use of the Facilities for Community Activities 1. Because the congregation desires to be an active partner with the community and neighborhood and to develop positive relationships with the citizenry, it will consider making its facilities available for certain community events. Such decisions will be made by the council and, if the time frame allows, presented to the voters' assembly for final approval. If the time frame did not allow the Church Council to seek the approval of the voters assembly, than an explanation will be given at the next Voters Assembly Meeting. V 1.0 Page 2 10-9-2007

2. Events which may be considered are for example, neighborhood watch meetings, medical screenings, etc. 3. Guidelines for this usage of St. Paul s Church/School facilities or equipment will include the following: Activities shall not be part of a group or religious activity that has beliefs contrary to WELS beliefs and confessional fellowship. Activities shall not interfere with our mission of bringing the saving Gospel of Christ to more people. Activities allowed must be covered under our Insurance Liability Policy. Activities that would not jeopardize our tax exempt status. i.e. a for profit organization using the facilities for a profit-making activity. 4. Requests to use the kitchen facilities may or may not be approved depending on the situation and type of request. Fee Schedule Fees are to be paid to the Church Office prior to the event. 1. Wedding Clean-up Fee for Members of St. Paul s $50.00 2. Wedding Fee for Members of Sister WELS/ELS Congregations $100.00 Note: includes cleaning 3. Appendage A St. Paul's Lutheran School Gym Rental Policy 1. Provided there are no scheduled church or school activities, the gymnasium shall be open for authorized structured group activities by; Members of St. Paul s congregation. Members from sister WELS congregations. 2. The request must be made to one of St. Paul s Pastors or the School Principal and a Request for Use Form must be completed. 3. Approval by the School Principal or the Board of Christian Education shall be obtained prior to the function. 4. The Gym usage fee for members of St Paul s congregation will be waved. Note: Congregational members are encouraged to make a donation/free will offering for gym usage. 5. The Gym usage fee for WLA sponsored activities will be waived. 6. The Gym usage fee for members of sister WELS congregations will be $30.00 per usage. Note. The Board of Christian Education may, at their discretion, lower the $30.00 usage fee for a group size of 10 individuals or less. 7. Called workers and their families are exempt from any fees. 8. All participants in physical or athletic activities for the scheduled event must sign an insurance disclaimer before participating in those physical or athletic activities. All disclaimers must be submitted to the Church Office. 9. Gym usage fees must be paid to the Church Office prior to the event. 10. Money collected from gym use will be placed into the congregation's Current Fund. 11. The individual requesting the use of the Gym will be responsible for repairing/replacing damage to facilities or equipment. 12. A member of the congregation will be present during the scheduled activity to open and close the facility as well as to assist and monitor its use. V 1.0 Page 4 10-9-2007

All garbage must be put in bags that you bring, and taken off church and school property. All areas that your guests and you use, including floors, sinks, and bathrooms must be thoroughly cleaned. Be sure all doors are locked and all lights are out before you leave the building. Return any keys promptly to the Church or School Office. Please sign this copy and a duplicate.
