Mnutes - May 19-20, 1964 Meetng The secretary reported an omsson on page AQ46-2, frst paragraph, n that Mr. Frank Carman, MCA Techncal Drector, should have been lsted among the luncheon guests. Mr. Wlkenfeld stated that, wth reference to the last paragraph on page AQ46-6 under New York State, the 85% approxmaton of current atmospherc concentratons apples only to ar-borne partculates. Wth these changes ncorporated, the mnutes were declared approved as dstrbuted. 2. Membershp Messrs. dwards and Wnson were welcomed as new members, replac ng Messrs. McQure and Seamans, respectvely. Dr. Colwell's resgnaton was'noted wth regret. Mr. Rosengarten was ntroduced as a prospectve member to replace Mr. Thompson, who wll retre at the end of October. 3. Lason wth MCA Board of Drectors Charman Andrews welcomed Mr. Stauffer n absenta to ths new relatonshp, and told of the very pleasant meetng at whch Mr. Stauffer receved the Commttee offcers for purposes of orentaton on August 19. 4. Lason wth MCA nvronmental Health Advsory Commttee - Jerome Wlkenfeld Mr. Wlkenfeld reported on the statement, "The Chemcal ndustry and nvronmental Health," whch has been approved by the Board of Drectors and wll soon be dstrbuted to member companes. He mentoned brefly the proposed Tourng Symposum on Pestcdes, yet to be approved as a project of the Natonal Academy of Scences - Natonal Research Councl wth MCA fundng. He also spoke of current attempts to draft a statement on legslatve regulaton n regard to envronmental health, for whch he prepared suggestons as to logcal areas of governmental responsblty -- see Appendx No. 1. 5. - AQ41-6 2.1 Federal Mr. Conner told of'hs conference wth New Jersey offcals pror to the latter's partcpaton n the consultaton'called by USPHS on New Jersey-New York nterstate ar polluton problems under the enforcement provsons of the Clean Ar Act, the frst of such actons taken under the statute. These offcals ndcated to Mr. Conner that they found ths prelmnary meetng helpful, and the secretary read a letter of apprecaton receved from the New Jersey State Chamber of Commerce. 2.2 State Colorado - Mr. Walbrdge reported that a techncal advsory commttee s expected.to recommend emssons standards for the Denver area. llnos-ndana - Several members commented on the current draftng of an llnos-ndana nterstate compact, n whch the Councl of State Governments s takng an actve role. Mr. Thompson mentoned that Blucher Poole, Drector, Bureau of nvronmental Santaton, ndana State Board of Health, has been put n charge of ar polluton control admnstraton. Lousana - Mr. Huguet ndcated that ndustry s generally satsfed wth the new control law passed earler ths year. He thanked Mr. Wheeler and others who asssted durng the,course of preparng ths legslaton, and gave much credt to the Lousana Chemcal Assocaton for marshallng ndustral support. He ndcated that John. Trygg, who s to be Techncal Secretary of the Ar Control Commsson, does not have n mnd the establshment of standards, but ntends to consder problems ndvdually on ther own mert. Mssour - Mr. Wheeler reported that the B-state study (metropoltan St. Lous area n Mssour and llnos) s lkely to make recommendatons for ar qualty standards applcable to the St. Lous area, and n hs opnon a Mssour ar polluton control law s n prospect. Subsequently, he envsons a Mssour-llnos nterstate compact. New York - Mr. Wlkenfeld stated that at the Buffalo hearng on the "Ambent Ar Qualty Objectves," no objectons were rased about the proposed concentratons on partculates, but SO2 concentraton levels were questoned. Oho - Consderable concern was expressed over what s understood to be a rulng by the attorney general that stacks do not qualfy as ar polluton control facltes under the new tax exempton law. The secretary was asked to obtan and dstrbute the full text of the opnon for more detaled study. Also, Mr. Bxby was requested to nqure about the atttude of the steel ndustry and the Oho Manufacturers Assocaton, and Mr. Thompson offered to make contact wth the Appalachan Power Co. Rhode sland - Makng reference to a control bll whch faled n the legslature ths year, Dr. Andrews ndcated that re-ntroducton of such legslaton may be expected n the next sesson. 2.2.1 xemplary Legslaton Members agreed that geographcal dstrbuton should be taken nto account n selectng state ar polluton control laws for the kt of exemplary legslaton, just as a gradaton n cty sze should be represented n the selected muncpal ordnances. n general, the state laws of daho, llnos, Lousana, New York, and West Vrgna were favorably regarded, and the secretary was asked to furnsh copes of the daho and Pennsylvana statutes for examnaton, to supplement those already provded. Consderable dscusson centered around protecton aganst a new state law beng more restrctve than pre-exstng muncpal or other local area requrements, or vce versa. t was agreed that t would be desrable to accompany the selected laws wth ether ndvdual commentares, or a sngle one n relaton to all of them. LASON - Jerome Wlkenfeld, Supervsor 1. APCA (Techncal nformaton Commttee No. 2) - J. H. Huguet and C. R. Walbrdge Mr. Huguet reported as follows: The 1964 annual meetng of APCA at Houston set a new attendance record and was most successful n all respects. The techncal program was strongly orented - - toward ndustral case hstores, and ths s generally conceded as beng one of the major factors n the meetng's over-all success. The prelmnary program of the 1965 meetng n Toronto s almost completely devod of ndustral and control equpment sessons, and s strongly orented toward surveys and controls. The lack of general appeal n ths type of program has been ponted out to the presdent and executve secretary, and they have agreed that the program must be modfed. Canadan and U.S. ndustry should consder tryng to develop and submt good papers to help brng ths about. APCA s advertsng for an assstant executve secretary to take over edtoral dutes. They hope to extend Journal advertsng to cover the addtonal cost. There has been some talk of obtanng addtonal funds from USPHS to help out n publcaton costs. Thompson ndana - The draft dated August 10, 1964, of a proposed nterstate compact between ndana and llnos has been prepared. Ths draft carres the ttle "llnos-ndana Ar Polluton Control Corr,pact." Detaled connents on the draft have been made by rwn. Schulze, Specal Counsel for the llnos and ndana Manufacturers Assocatons. West Vrgna - r On August 5 a contract was sgned for a two-year ar polluton st>dy of the Kanawha Valley, Ths contract was between the U. S. Publ: Health Servce and rhe West Vrgna Ar Polluton Control Commsson. The study s estmated to cost $l92,000. An "ndustral Questonnare" was prepared and dscussed wth the fveman ndustral Commttee of the Kanawha Valley, Advsory to the West Vrgna Ar Polluton Control Commsson. After revsons were made, a draft was produced that was gven general acceptance by area ndustry. On August 18 a meetng was held at Carbde's Techncal Center to gve the larger plants of the Kanawha Valley an opportunty to ask questons or rase objectons to the questonnare.
