TERMS OF REFERENCE BOROBUDUR YOUTH FORUM 2015 5 8 June, 2015 Youth: Inspire and Be Inspired! Borobudur, Magelang, Central Java, Indonesia By UNESCO Jakarta Balai Konservasi Borobudur and Indonesia International Work Camp (IIWC) UNESCO will engage youth in leading dynamic heritage preservation projects and in volunteering in awareness-raising in this field as a vector of dialogue and inclusion. UNESCO Operational Strategy on Youth 2014-2021.... cultural heritage, in the form of object, building, structure, site, and compound, should be managed by central and local government, by enhancing the role of community in protecting, developing, and utilizing cultural heritage. Consideration, National Law No. 11 Year 2010 regarding Cultural Heritage.... which initiatives, public and private, are needed to include young people in the safeguarding of cultural heritage and awareness rising? For me, is to create channel of communication between young people with public and private which is youth friendly. I also believe that UNESCO should take this role more and more. Especially in developing countries where mostly young people are there and most of them have limited access to meet their initiative with public & private sector agenda... Speech delivered by Ismi Novia, IIWC Director on the 3 rd International Forum of NGOs Official partners to UNESCO Bulgaria, September 2014 under the theme: The Role of Youth in the Safeguarding of Tangible and Intangible Cultural Heritage. A. Background In this globalization era, Indonesian youths are often faced with the splendor of the world through internet and television mostly showing the angles of global consumptions, money making instantly, and current technology supplies. This often strikes us into wishes to posses the globalization offered without reflecting it deeper on what we can do to be involved in globalization as proud, creative and productive Indonesian youth upon our own localities such as wisdom, culture, art, and nature. Those are called heritage, which is mostly forgotten and considered as old fashion. What is also forgotten is the fact that our heritage is our identity in international arena. Without awareness in heritage, Indonesian youths will lose their identity in the globalization era. Indonesia is and will be majored by youth in population since now until 2030 (Statistics Indonesia, 2010). Therefore, it is very essential and influential that youth should start to be the change and agent of change in the safeguarding heritage in Indonesia. B. Borobudur Youth Forum (BYF) The first BYF 2015 is designed as creative space bringing together youth with strong commitment to safeguard their local heritages; to learn and to share inspirations from each other in the atmosphere of equal and mutual understanding, friendship, and collaboration. Within the theme of Youth: Inspire and Be Inspired, this forum is to encourage youth to be the change in safeguarding heritages movement through a real day to day group dynamic engagement with series of real actions during the event and plan of actions as follow up of the events. BYF 2015 is a forum from, by and for youth toward youth platform and active participation in safeguarding heritage in real life in Indonesia. Five fields to be explored and implemented in this first BYF 2015 all together by participants, coaches and facilitators supported by keynote speakers are: 1. Culture (traditional dance and music) 2. Heritage (sustainable heritage sites, sustainable tourism, and disaster mitigation) 3. Handicraft (creativity, packaging, and marketing) 4. Culinary (local and sustainable-based food) 5. Media (video participatory, photography, writing, and social media) C. Objectives In the field of safeguarding heritage, BYF 2015 objectives are: 1. To engage Indonesian youth activists in one creative space. 1

2. To share inspirations of creative youth projects and actions across Indonesia to the youth groups living in the surrounding of World Heritage Sites (Borobudur Temple Compounds and Prambanan Temple Compounds) 3. To create any possible concrete collaborated follow-up actions among youth activists. 4. To share the result of HYV 2015 to Indonesian public for them to duplicate the spirit in safeguarding heritage. D. Output and Follow Up 1. Strengthened support of Indonesian youth groups in safeguarding heritage. 2. Collaboration projects and actions among youth activists in safeguarding heritage. E. All participants will be staying in the residence of the local communities in Borobudur, Magelang, Central Java, close to the implementation site of Borobudur Youth Forum 2015. The participants will be staying in 5 different house based on working group divisions (Culture, Heritage, Handicraft, Culinary & Media). Each of the houses will be assisted by one (1) facilitator. Organizers UNESCO UNESCO office in Jakarta, Indonesia was established as a field office for South-East Asian Science Cooperation (SEASCO) in 1951. In 1967 it became the Regional Office for Sciences and for South East Asia (ROSTSEA). Since 2001 UNESCO Jakarta became the Science Bureau for Asia and the Pacific and Cluster Office Indonesia, Malaysia and the Philippines. It assumed the role of focal point for Timor- Leste in 2002. Since 2010, UNESCO Jakarta has been committed to provide support, facilitation and working closely with local communities and the key stakeholders in Borobudur and Prambanan World Heritage in the issues of temple conservation and community empowerment, a small office of UNESCO is located inside Balai Konservasi Borobudur and there are team of UNESCO who is working closely with Balai Konservasi Borobudur and Prambanan Conservation Offices. UNESCO Borobudur is currently implementing various activities that are engaging youth communities, local communities working in the creative industries, and also conservation support. In 2015, Under the PANASONIC support, in 2015, UNESCO is working closely with Borobudur and Prambanan youth communities as a part of awareness raising effort in the areas of heritage conservation and sustainable development. Balai Konservasi Borobudur Balai Konservasi Borobudur (BKB) is a governmental institution under the Ministry of Education and Culture. Its main duties include preservation and utilization of Borobudur Temple, Mendut Temple, 4

and Pawon Temple, as well as conducting partnership in safeguarding the temple triad. The triad has been enlisted as World Heritage Site by the name of Borobudur Temple Compounds and BKB has been appointed as its site manager. In preserving Borobudur Temple Compounds as world heritage, BKB is completely aware that community participation is significant. Thus, BKB has performed awareness-raising activities each year targeting various level of community. The activities include exhibition, community meeting, youth competition, and so on. In long term, it is wished that the conservation of Borobudur Temple Compounds will eventually benefit the local community as mandated by Indonesian national law. IIWC IIWC is an NGO based in Semarang. IIWC vision is that young generation is agent of change toward world peace through international voluntary service. Within the framework of the World Heritage Education Program, IIWC has been selected since 2008 as one of the organizers of the World Heritage Volunteer (WHV) campaign of UNESCO in collaboration with Coordinating Committee for International Voluntary Service in which IIWC is the full member of this IVS global network. IIWC has been in collaboration with Borobudur Conservation Office since 2009 within this campaign bringing a so called program Young Guardian Club of Borobudur.
