Universal Principles of Life Expressed in Maharishi Vedic Science Summarized by Dr. Evan Finkelstein This document contains a selection of some of the fundamental principles of Maharishi Vedic Science, which have been summarized by me from Maharishi s books and lectures. It is hoped that these principles will provide some degree of the depth, breadth and universal nature of Maharishi Vedic Science. Maharishi Vedic Science is His Holiness Maharishi Mahesh Yogi s enlightened expression of the timeless and complete knowledge of life of the Vedic tradition of India. Maharishi has explained that because Vedic knowledge is universal, its principles can be located in every scientific discipline and in every religious tradition. He has also explained that the Vedic Technologies of consciousness, the applied values of his Vedic Science, are capable of systematically unfolding the full value of all aspects of human life. This development of total human potential occurs individually, nationally and globally and culminates in what Maharishi refers to as a state of Heaven on Earth. In this state, every individual and nation can live in permanent peace, prosperity and fulfillment. I have created this list of principles for the personal use of our class. In addition, I have added comments that relate some of these principles to principles found in religions: 1. Life in its essential nature is the unbounded eternal Being of fully-awake, selfreferral, (self-aware), pure consciousness or pure intelligence; it is Eternal Bliss Consciousness; it is Divine; it is the Self or Being of all that exists. 2. Life is both individual and universal: individual life, in its essential nature, is the unbounded and eternal existence of this pure consciousness, Atma, the Self, and 1

universal/cosmic life is, in its essential nature, the unbounded and eternal existence of pure consciousness, Atma, the Self. 3. The Atma is in reality all that there is; it is the Totality of life, Brahm, which is defined as the Wholeness that is more than the sum of its own parts. 4. The Self of the individual is the same as the Self of the universe. Ultimately, I, you, and all that exists are that eternal Wholeness of life, Brahm there is nothing else but that. 5. The individual is cosmic and the cosmic has individual value to its existence. 6. The range of life, the Self, is from infinity to a point of infinity, and back again to infinity. 7. There is a constant oscillation between point and infinity that occurs at infinite frequency/speed within the Self; therefore, pure consciousness, the Self, is eternally both point and infinity: individual and cosmic simultaneously these opposites are found together in a perpetual state of unity. 8. The infinity of the Self, which is the Wholeness of life, is contained in every part or point of life; and, every part is a specific expression of the Self. 9. The ultimate reality of life, the Self, is omnipresent, omnipotent and omniscient; its nature is to remain established in its own transcendental, self-referral state of eternal, unbounded, transcendental Being while expressing and manifesting itself as Total Knowledge the Veda and Vedic Literature and the ever-expanding, limitless universe: Atma expresses itself as Veda and the Vedic Literature and the Veda and Vedic Literature expresses itself as the Vishwa, the universe. 2

10. The Self knows Itself conceptually through its own Cosmic Intellect (Buddhi), as being the three basic elements of creation: Knower (Rishi), Process of knowing (Devata) and Known (Chhandas), and as the Unity (Samhita) of these three. 11. The Self also knows Itself by being quietly awake to Its own transcendental existence: this is a level of self-referral awareness of the oneness or Unity of pure Being that is beyond the conceptual/intellectual mode of knowing it is knowing by Being. 12. The Self is eternally silent, yet moving within itself. The moving or dynamic value of the Self is the move of the pure silence of the Self: It moves, yet simultaneously maintains its full integrity as omnipresent silence. 13. The Self is an infinite and eternal continuum of transcendental dynamic silence. The self-referral dynamics of the Unity (Samhita) of pure consciousness, which are the self-interacting dynamics of the Knower (Rishi), the process of Knowing (Devata) and the Known (Chhandas) is the eternal basis and ultimate reality of all individual and cosmic life. 14. The dynamic-silence of the Self is a state of eternal balance and infinite order that is the basis for the orderly growth, coordination, and evolution of everything in creation because of the orderly nature of pure consciousness an effortless and spontaneous order is present everywhere on all levels of the universe. 15. The structure of life, in terms of the expressed values of the Self, is found in layers: Maharishi Vedic Science, modern physics, and scriptures explain that there are innumerable layers to creation. (The level of life open to the five senses of perception is merely the most obvious and surface level of creation. Most of 3

the layers of existence are not available to sensory perception the minute cellular, the molecular, the atomic, sub-atomic, quantum force fields, and ultimately the Unified Field of all the laws of nature are all part of life s inherent holistic structure. In order to know and live life fully, the entire range of creation from gross, to subtle, to subtlest, to life s ultimate, unified transcendental source must be open to one s awareness.) 16. The dynamic-silence of pure consciousness, the Self, is transcendental, unmanifest yet it simultaneously expresses itself in an eternally set, sequential unfoldment of Vedic sounds and silences. The transcendental sounds are the syllables that compose the Mantras or words of the Veda and Vedic Literature and the silences between each sound are the Gaps or Sandhis of the Veda and Vedic Literature. The orderly unfoldment of the Veda and Vedic Literature in alternating silence and sound illustrates the eternal principle that rest and activity are the steps of progress. 17. The Vedic sounds or Mantras emerge from the creative, self-referral dynamicsilence contained within the gaps and then submerge back into them. Sequential, orderly submergence and emergence is the eternal, silent, self-referral dynamics of the Vedic structure. 18. The Vedic gap contains 4 fundamental values: Pradhwamsa-Abhava, the mechanics or the laws of nature that dissolves or collapses a Vedic syllable and brings it back to pure, abstract transcendental silence; Atyanta-Abhava, the state of pure, infinite, abstract transcendental silence; Anyonya-Abhava, the creative structuring dynamics of the gap that remembers the previous Vedic sound and, 4

based on that memory, spontaneously knows the next Vedic sound that is to be expressed in proper sequence; Prag-Abhava, the specific mechanics or laws of nature by which a Vedic sound emerges from the gap. 19. Each Vedic sound or word has 4 main levels of existence: Para, the transcendental level of the sound; Pashyanti, its finest or subtlest manifest, relative value, which is related to the level of intuition or finest value of feeling; Madhyama, the sound expressed on the common mental thinking level; and, Baikhari, sound as it is expressed on the audible, vocal level of human speech. Each Vedic sound or word is perfectly correlated to the specific form which it expresses. All physical forms are merely the manifest, condensed aspect of the Vedic sounds at their basis. 20. Veda means pure knowledge, Total Knowledge; Veda and Vedic Literature is the complete knowledge of all aspects of individual and cosmic life. Maharishi also explains that Total Knowledge has inherent within its eternal structure infinite organizing power. Infinite organizing power refers to the unlimited creativity, orderly functioning, and unbounded dynamic ability of Total Knowledge to produce anything and everything from within itself. Vedic means pertaining to Veda. Veda refers to RK Veda, and the Vedic Literature refers to the thirty-nine branches of knowledge that provide a sequentially developing elaboration on the content of Rk Veda. (Sometimes, the word Veda is used to refer to the four Veda of: Rk, Sama, Yajur and Atharva, and the Vedic Literature is used to denote the remaining thirty-six branches.) 5

21. Rk Veda contains within it all the Vedic Literature. It is composed of 10 Mandals, sections or chapters; Maharishi defines a Mandala as a circular, cyclical eternal structure. All the Mandals embody and elaborate upon the sequential flow of the Total Knowledge and infinite organizing power that is the Veda, which, in it s most compacted form, is expressed in the first syllable of Rk Veda Ak. 22. The Veda and Vedic Literature are the impulses of pure consciousness, the Self. They appear to manifest as the physical ever-expanding universe (Vishwa), which includes the physical structure of the human physiology. 23. The Veda and Vedic Literature is the underlying blueprint of creation. This transcendental, cosmic blueprint is termed the Constitution of the Universe because it is the eternal structure of all the laws of nature, the Vedic Devata, that generate, administer, evolve and govern the universe from within the transcendental value of the Self. The Veda and Vedic Literature are these eternal laws and the Total Knowledge about them. Because the Veda and the Vedic Literature are the transcendental structures of pure consciousness itself they are known to be Nitya and Apaurusheya eternal and uncreated. 24. Maharishi has defined the Constitution of the Universe in the following manner: The Constitution of the Universe, which is the total potential of Law, is the total potential of everything it is the ultimate reality of everything. It is pure intelligence in its unmanifest state; it is endowed with all knowledge ranging from point to infinity. It is the common basis of everything, and it is also expressed in everything it is the expression of all layers of everything from the unmanifest to the manifest. Law is everything; Natural Law is everything. 6

25. One example of the Total Knowledge contained in Veda is the Richo Akshare verse: Maharishi translates the Richo Akshare verse from the Rk Veda in the following way: The verses of the Veda exist in the collapse of fullness (the Kshara of A ) in the transcendental field, in which reside all the Devas, the impulses of Creative Intelligence, the Laws of Nature responsible for the whole manifest universe. He whose awareness is not open to this field, what can the verses accomplish for him? Those who know this level of reality are established in evenness eternal fullness of life. Maharishi explains that all principles of knowledge of every discipline can be located within the structure of the Richo Akshare verse. 26. Maharishi has delineated the sequential unfolding of the entire transcendental structure of Rk Veda in terms of his Apaurusheya Bhashya his uncreated commentary. Maharishi explains that only the Rk Veda itself is competent to comment on itself. He demonstrates exactly how the Rk Veda sequentially elaborates upon its own eternal structure in distinct successive stages. Each successive stage containing the whole of the Veda, yet elaborating upon itself in ever-increasing richness of detail, breadth and depth. Maharishi s commentary, or Bhashya, is called uncreated because he innocently cognized what was already eternally existing. 27. It is the discovery, under Maharishi s guidance, by His Majesty Maharaja Nader Raam that the apparently physical structure of the human physiology and the cosmic physiology of the universe is an expression and exact replica of the structures and functions (eternal organizational design, qualities, and activities) of 7

the Veda and Vedic Literature the dynamically silent, eternal structure of pure consciousness. The Vedic words or sounds are the eternal basis and ultimate content of all their corresponding forms in creation. Maharaja Nader Raam also discovered under Maharishi s guidance that all the Vedic Devata, the eternal laws of Nature that are the administrators of the universe, are embodied and expressed in the human physiology and the cosmic physiology of the universe. 28. Because the individual physiology is the precise expression of the eternal Vedic structure and function of pure consciousness, the individual is not only cosmic on the level of his consciousness but also on the level of his physiology as well. Concomitantly, because the cosmos is also an expression of the Veda and Vedic Literature, the individual physiology and the cosmic physiology are counterparts of each other: In religious terminology, Man is made in the image of God. Spiritually and physically the individual and the universe is understood to be the expression of God s transcendental Being. 29. Pure consciousness, the Self, is a field of all possibilities it is simultaneously unity and diversity, point and infinity, silence and dynamism. In Vedic terminology, silence is referred to as Purusha and dynamism as Prakriti. 30. Pure consciousness, the Self, is the ultimate source of all knowledge, thought, speech, action and physical creation. 31. All knowledge, feeling, thought, speech, action and physical creation are ultimately the impulses or expressions of pure consciousness; they are the various modes, activities, or frequencies of pure consciousness the Self moving within itself. Consequently, the self-referral dynamics of consciousness are the 8

ultimate content of everything in creation; it is that out of which everything and everyone is made. Because these self-referral dynamics remain eternally in the absolute transcendental value of life, the apparent emergence of a manifest physical creation is ultimately an emergence or transformation in appearance only. (The Vedic term for this phenomenon of transformation being merely an appearance of transformation is Vivart). In other words, the physical is never ultimately physical; it is eternally the nonmaterial, spiritual dynamics of unbounded pure consciousness the Veda and Vedic Literature. The principle here is that physiology, both individual and cosmic, is consciousness. 32. Knowledge is structured in consciousness, and knowledge is different in different states of consciousness. There are seven states of consciousness: Deep Sleep (Sushupti Chetana), Dreaming (Swapn Chetna), Waking state (Jagrat Chetana), Transcendental Consciousness (Turiya Chetana), Cosmic Consciousness (Turiyatit Chetana), God Consciousness (Bhagavad Chetana), and Unity Consciousness (Brahmi Chetana). Every individual and society as a whole thinks and acts spontaneously from their level of consciousness. Each state of consciousness has a distinct corresponding state of neurophysiologic functioning. 33. Pure consciousness, the Self, is the home of Total Knowledge and knowledge is the basis of action, action is the basis of achievement, and achievement is the basis of fulfillment. 34. The infinite field of pure consciousness, the Self, is the Unified Field of all the laws of Nature as described by the unified field theories of contemporary quantum 9

physics. It is the ultimate unified source and substance of all force and matter fields that express themselves as everything in the universe. 35. The functioning of pure consciousness, the Self, is the functioning of total Natural Law, the will of God in the terminology of religion. 36. Pure consciousness, when expressed in the terminology of religion, is called the transcendental, infinite light of God; or, Being of God. 37. The essential qualities of pure consciousness, the Self, are infinite power, creativity, intelligence, love, peace and bliss; all these qualities grow in the life of the individual and society due to the repeated experience of pure consciousness, the light of God, through the daily practice Transcendental Meditation. 38. This process of the growth of pure consciousness in daily life is expressed in the phrase Maharishi often uses: Water the root to enjoy the fruit. The root of life must be watered in order to enjoy all the fruits (accomplishments and fulfillment) of life. The root of all life is pure consciousness, the light of God; we water the root by regularly allowing our awareness to directly experience pure consciousness; consequently, its qualities become spontaneously imbibed and integrated into every aspect of our life. 39. In order to Capture the Fort, that is, take hold of the essential basis of all happiness and success in life, pure consciousness, the light of God, must be captured and effortlessly maintained in human awareness. Pure consciousness is the source and abode of all the highest and most noble qualities that ensure perfection and fulfillment in life. In terms of religion, Man is made in the image 10

of God means that individuals and societies are meant to naturally and spontaneously enjoy and express God s Divine nature in daily life. 40. The regular experience of pure consciousness results in both increased peace and energy: it is not a state of blissful inertia and impracticality, but rather one of a perfect balance of peace and dynamism that ensures great accomplishments without anxiety, stress or fatigue. 41. It is the birthright, the God-given capacity, of every human being to experience the bliss of pure consciousness and to live it in life. It is the divine design of life for every human being and every society to live perfection and fulfillment in the highest state of God-realization: Brahman Consciousness, in the terminology of Maharishi Vedic Science. 42. All problems, weakness and suffering arise from the ignorance, the lack of daily experience, of this unbounded field of pure consciousness, the transcendental light of God. 43. The principle of the Second Element: In order to remove problems, it is not necessary to struggle with problems on the surface level of their expression. We don t grope in darkness to find the cause of darkness in order to remove it. The way to eliminate darkness it to bring in light. We introduce a second element take the mind to a field of happiness in order to relieve it of suffering. 44. The principle of the Highest First: Because regular contact with pure consciousness, the light of God, is the ultimate basis for both spiritual fulfillment and material success in the world, it is vital that daily contact with the light of God be the first priority and highest value of every individual and society. 11

45. The Transcendental Meditation technique is the most simple, natural and universal procedure for the mind to effortlessly transcend the limitations of spacetime boundaries, and directly experience the unboundedness of pure consciousness, the light of God within. 46. Transcendental Meditation is effortless because it innocently makes use of the natural tendency of the mind to spontaneously go to a state of greatest happiness. The greatest happiness naturally exists in the light of God, which is an eternal state of unbounded bliss consciousness. 47. It is the experience of unbounded pure consciousness that can develop and awaken the total intelligence and creativity of the human brain that results in complete spiritual development, the state of God-realization. 48. Purification leads to Progress: The deep wakeful rest that the Transcendental Meditation technique brings to the physiology enables the body to eliminate accumulated fatigue, as well as deeply-rooted stresses and tensions that express themselves as physiological abnormalities, which obstruct the efficient functioning of the physiology resulting in poor mental and physical health. This natural purification process results in significant and comprehensive benefits to mind, body and environment, and is necessary for the development of higher states of consciousness. The maintenance of purity on all levels of individual and social life is the basis of health, prosperity, happiness and fulfillment. 49. More than 600 scientific studies conducted at over 200 universities and research institutions in 30 countries over the last 35 years have demonstrated the wide- 12

ranging benefits of the Transcendental Meditation and TM-Sidhi programs for mind, body, social behavior and the environment. 50. The regular alternation between the twice-daily practice of Transcendental Meditation, and a healthy, comfortable daily routine results in the effortless integration of unbounded pure consciousness, the light of God and its qualities, into all one s feeling, thought, speech, action, relationships, and environment: activity after TM, helps to infuse and stabilize pure consciousness into daily life; this alternation between deep, wakeful rest and action is the natural path of developing all the higher states of consciousness. 51. Life in accord with Natural Law, the will of God, is an essential feature of higher states of consciousness. It is characterized by spontaneous right thought, speech and action that are in harmony with all the laws of Nature. This attunement with total Natural Law, the will of God, results in life-supporting, righteous and effective action. In terms of religious life, perfect alignment with the will of God is the highest goal of every religion. 52. Life in accord with Natural Law, spontaneous surrender to and alignment with the will of God, can only be achieved by allowing human awareness to naturally transcend all relativity and directly experience the transcendental light of God within. 53. It is in the transcendent, omnipresent light of God that God s will resides and functions. It is not possible to know God s will for one s life or the life of others at every moment and in every specific set of circumstances without having one s 13

own awareness directly established in the light of God. It is natural and easy to achieve this ability through Maharishi s technologies of consciousness. 54. As you sow, so shall you reap: The nature of the results or consequences of any action depend upon the positive or negative quality of influence generated by the action on other people and the environment. All actions that are in accord with Natural Law, the will of God, will only reap positive results. 55. The Maharishi Jyotish and Yagya programs are Vedic technologies that can mathematically determine, based on one s exact time and place of birth, when a particular influence created from our past action will reach us. In terms of averting the danger before it arises, the Maharishi Yagya program is capable of neutralizing the oncoming negative influence as well as enhancing any oncoming positive influence. 56. In higher states of consciousness one s actions are spontaneously right, and therefore do not violate any natural laws. Right action does not create the ground for suffering spontaneous right thought, speech and action naturally averts any potential suffering or danger before it arises; it ensures that the individual, or society will only reap the positive consequences and influences that come from behavior in harmony with God s will. 57. If an individual or society is not spontaneously behaving in attunement with God s will, Natural Law, then they sow the type of action that generates incoherence and friction in the natural flow of evolution in Nature this results in the reaping of failures, suffering and innumerable problems. It s equivalent to swimming against a strong current instead of moving along with it. The 14

development of higher states of consciousness ensures that all behavior is spontaneously in harmony with the will of God. 58. Higher states of consciousness naturally result in eternal freedom for the individual. The blissful experience of unbounded pure consciousness, one s own essential Self, is never lost or overshadowed by any time-space-bound relative experiences once one is established in a higher state of consciousness. 59. Higher states of consciousness also result in the enrichment and glorification of all relative experiences and abilities while maintaining the integrity of the unbounded status of the Self, the light of God within. 60. The highest level of purity of heart, mind, body and environment are naturally maintained in higher states of consciousness resulting in excellent emotional, mental, physical and environmental health that allows for maximum achievement and fulfillment in life. 61. Devotion, worship, and service to God is a most natural and spontaneous result of gaining higher states of consciousness because in higher states one is naturally living in the experience of God s presence, God s light. Devotion, worship and service to God is spontaneous because the experience of God s existence fills one s life with such contentment and bliss that one naturally worships and serves that which is the constant source of one s joy, strength and happiness. (All religious rituals and good works in society have originally arisen from the direct and intimate experience of the nature and qualities of God. The enlightened individual or society becomes the instrument through which God s grace, love, power and wisdom flow to the world.) 15

62. A continuum of inner peace and fulfillment are the natural characteristics of higher states of consciousness: These qualities automatically result in increased self-confidence and productive, harmonious relationships. The universal religious principles of Love thy neighbor and Help thy neighbor are spontaneously applied and lived in daily life on the basis of the development of higher states of consciousness. 63. There are numerous technologies of consciousness that serve as the applied values of Maharishi Vedic Science, many of which are considered to be advanced technologies that serve to accelerate one s evolution to higher states of consciousness. One example is the TM-Sidhi program that includes Yogic Flying. The TM-Sidhi program fully develops the individual s natural ability to think and act while established in the state of pure consciousness, the light of God. 64. Acting while established in pure consciousness is expressed in the highly coherent functioning of the total brain and the concomitant ability to spontaneously engage the total creativity of Natural Law, the cosmic Creative Intelligence of Nature, to fulfill one s desires through mere thinking. This natural situation is referred to as gaining the support of Nature in Maharishi Vedic Science; in the Vedic Literature this is expressed as Yatinam Brahma bhavati sarathih, For those established in self-referral pure consciousness, the infinite organizing power of the Creator becomes the charioteer of all action. In the terminology of religion it is referred to as gaining the Grace of God. In Maharishi s Vedic Science this principle for effortless achievement of all desires in life is also expressed as, Established in Being perform action. In the context of religion one would say, 16

established in the experience of the light of God, express your desire and the Almighty power of God will graciously fulfill your desire. 65. (Regarding the previous point, it may be of value to point out that it is pivotal to religious philosophy that the grace of God is gained essentially through Faith. It is commonly known that faith is that which transcends understanding; it reaches beyond the boundaries of thought and the intellect s ability to reason. However, faith is usually understood to be belief in something that one doesn t fully understand. Yet, in terms of its deeper meaning, at its core, the experience of faith can be understood to be the direct experience of the light of God itself. The light of God, by its very nature, transcends all the limitations of human understanding. This transcendental experience results in the subtle yet powerful state of confidence, security and inner knowingness that are the qualities of genuine faith. Consequently, true faith can be understood to be the state of experience that naturally occurs when the individual has transcended the boundaries of all thought, belief systems, and intellectual understanding. Therefore, to have faith in God should mean to be in direct communion with God on the level of experience and to be able to spontaneously think, speak and act from this level of divine union.) 66. Another important value that significantly helps to accelerate one s growth to higher states of consciousness is the eating of pure organic foods that are produced without the use of any toxic chemicals in the soil or on the plant. In this regard, Maharishi Vedic Organic Foods are not only produced without toxins but have the added value of being grown under the nourishing influence of the sounds 17

of the Vedic Literature. These Vedic sounds, including the use of Maharishi Gandharva Veda the science and art of creating harmony and integration though sound help to enliven the full nourishing potential of each plant by stimulating the specific inner qualities of intelligence of which it and the soil are made. In addition, Maharishi s plan to remove poverty from the world is based not only on the development of higher states of consciousness but also on developing all the unused farmlands in the developing countries of the world for the growing of pure Vedic organic food the poverty of the farmers will be eliminated by the good income earned from these crops and the population of the world will grow in better health. A special start-up currency has been created for the development of these agricultural projects, which is called the Raam. 67. Also of vital importance is the need to live in homes and work in offices that are built according to the principles of Total Natural Law for the purpose of aligning individual life with the Cosmic Intelligence that administers the universe with perfect order. This requirement is fulfilled by applying the knowledge of Maharishi Sthapatya Veda, which precisely details how to build one s home, office and entire community in harmony with all the laws of nature. It is one of Maharishi s current projects to rebuild all the homes and workplaces globally to be in accord with the knowledge of Sthapatya Veda the knowledge of how to establish harmony between individuals, nations and the cosmos through the construction of fortune-creating buildings. 68. Reading the Vedic Literature in Sanskrit is a valuable Vedic technology to help enliven and develop the full use of the brain. Maharishi explains, The perfect 18

orderliness of the Sanskrit language creates orderliness and balance in the brain physiology, expands the memory, and purifies the physiology. When reciting the Vedic language, the brain functions from more silent levels, increasing peace and harmony in the mind, and unfolding deeper levels of consciousness. 69. In order to avoid disease and maintain excellent health of the individual and society, Maharishi Consciousness-based Health Care utilizes natural, preventionoriented technologies based on the total knowledge of Natural Law. Its technologies including proper diet, self pulse analysis, natural herbs, Vedic Sound, purification procedures and appropriate daily and seasonal routines keep all aspects of life balanced and integrated with the perfect health of the Cosmic Intelligence that administers the cosmos. 70. The reason why no educational system is able to produce happy, productive and enlightened citizens in any country is that modern education is not consciousnessbased. When education is consciousness-based, it employs the Vedic technologies that naturally unfold the full potential of human life. Maharishi s Consciousnessbased education is focused on developing higher states of consciousness in every student, which is the basis of being able to know anything and accomplish everything without strain or struggle. 71. The quality of life in every nation and in the world as a whole is not dependent upon any particular system of government or administration; it is rather determined by the level of the Collective Consciousness of the people. Collective Consciousness of a nation, or the world, refers to the overall quality of alertness, creativity, energy, and intelligence spontaneously lived and exhibited by the 19

people. If the collective consciousness of the population is dull and low, no system of government or administration, whether national or international, could ever be effective in fulfilling the needs and desires of its citizens, nor be able to achieve lasting peace and prosperity. 72. A large body of published scientific research has validated the principle that the master key to both national and international peace, invincible defense and prosperity is to raise the collective consciousness of the people by permanently maintaining professional peace-creating groups that know how to enliven total Natural Law, the Constitution of the Universe, the will of God, on behalf of the nation. 73. Research scientists discovered that the required number of individuals for these peace-creating groups is merely the square root of 1% of a nation s population to produce coherence (peace and prosperity) for a nation. The same formula applies globally: currently, based on the world s population, only one permanent group of 8000 is needed to end violence in the world. The generation of an extended field of coherence or harmony by a relatively small number of people is known as the Maharishi Effect. 74. If one group of 8000 peace creators could be permanently established on each continent, preferably within each nation, this would ensure not only an end to all violence, but would create a lasting state of Heaven on Earth. (As it is expressed in religious texts, it is a state where God s will is performed on earth as it is in heaven. People of every nation would be happy, peaceful, prosperous and 20

healthy the highest spiritual and material aspirations of humankind would be permanently and abundantly fulfilled.) 75. It is the role of Maharishi s Peace Governments in every nation to organize and permanently maintain these peace-creating groups that are the means to establish all the nations of the world into one Global Country of World Peace. The full creation of the Global Country of World Peace would be the achievement of humankind s highest aspirations and the fulfillment of all aspects of life on earth. 76. The Global Country of World Peace was inaugurated by Maharishi on October 7, 2000. It was created to establish global world peace by unifying all nations in happiness, prosperity, invincibility, and perfect health, while supporting the rich diversity of our world family. Maharaja Nader Raam was appointed by Maharishi to be the first ruler of the Global Country of World Peace and his Excellency Dr. Bevan Morris was appointed to serve as the Global Country s Prime Minister. Maharishi has also trained Rajas to be the administrators of their domains wherein they will establish Maharishi Sthapatya Veda Peace Palaces, which will provide Maharishi s programs to the people of every country. The plan is to establish 3000 Peace Palaces to serve the major population centers of the world. The Global Country of World Peace is administered through its 12 ministries. 21
