To discuss any other Matter for which due notice has been given. 1.0 President s Address 1.1 Dato President started his speech by welcoming members to the 41 st Annual General Meeting and expressed is gratitude for the continuous support given by MIP members. 1.2 Dato President highlighted on the MIP 40 th Anniversary Celebration that was launched last year Annual General Meeting with programmes such as the launching of MIP new website, honoring members with MIP membership cards and a series of international conferences and workshops. 1.3 MIP has also successfully organized 1 month exhibition on Urbanism & Town Planning Malaysia in collaboration with Jabatan Perancangan Bandar dan Desa Semenanjung Malaysia from 13 th December 2012 to 13 January 2013 at Muzium Negara and launched the Malaysian Urban Observatory Inc, a collaboration between MIP, JPBD and UiTM on 8 th November 2012. Dato President hope that the upcoming council will further enhance the establishment of Malaysian Urban Observatory by providing an effective contents and programmes that beneficial for members and community. 1.4 Dato President also added that the highlight of the MIP 40 th Anniversary Celebration was MIP Patron Award honored to YABhg Tun Dr Mahathir Mohammad on 7 th November 2012 inconjunction with World Town Planning Day 2012. He thanked all sponsors, committee members and everyone involved in organizing the event and recorded his sincere thanks to MIP Honorary Fellow YBhg Tan Sri Dato Dr Dr Hj Abu Hassan Omar for his contribution and getting in touch with YABhg Tun Dr Mahathir Mohammad. 1.5 Dato President informed that as the MIP membership has increased and now reaching over 2000 members, MIP will face more challenges ahead in championing town planning issues within the communities in Malaysia. Dato President exclaimed members to continuosly improve in producing a quality LCP and masterplan. Dato President urged all members to also comply with the CPD requirements by submitting to MIP on time. He also reminded all members to be involved in MIP programmes and community services. 1.6 In his speech Dato President also wish to see more active roles to be played by Board of Town Planners members and finally he expressed his appreciation and thanks to all council members for their support and achievement for the last 2 years. 2.0 Confirmation of minutes of the 40th Annual General Meeting (AGM) 2.1 Minutes of the 40th AGM held on 24 th March 2012 at Function Room, Courtyard @4, Jaya 33 Petaling Jaya Selangor were presented. 2.2 The Minutes were confirmed as true and correct record of the proceeding as proposed by Assoc Prof Ahmad Suhaimi Ismail (245/91) and seconded by En Paridhonathart Abd Razak (401/98) 3.0 Matters arising 3.1 Assoc Prof Hj Ahmad Suhaimi Ismail (245/91) questioned on item 6.1 in the minutes with regards to the resolution proposed by En Zaini Nordin (144/85) entitled Proposed Issuance of Kebenaran Merancang (KM) by Professional Town Planner and what action has been taken by the Council. In reply to that Dato President informed that the matter is still under study and the upcoming council to have a further discussion on this proposal. 4.0 STANDING COMMITTEE REPORT 4.1 EXECUTIVE COMMITTEE 4.1.1 Executive Committee report was reported in the Annual General Meeting report page 14 to 15. The report was accepted unanimously. 4.2 MEMBERSHIP COMMITTEE 4.2.1 Membership Committee Report was reported in Annual General Meeting Report page 15 to 18. 4.2.2 Tn Hj Mohamad Nazri Jaafar added that the membership meeting held a meeting and corporate interview and there was a new additional graduate, corporate and fellow members that was admitted prior to the AGM 4.3.1 PROFESSIONAL PRACTICE COMMITTEE 4.3.1 Professional Practice Committee Report was reported in Annual General Meeting Report page 18to 20. 4.4 INTERNATIONAL AFFAIRS COMMITTEE 4.4.1 International Affairs Committee Reports was reported in Annual General Meeting Report page 20. 4.4.2 Pn Norliza Hashim (281/93) reported on the current status of Mutual Recongition Arrangement (MRA) on Urban Planning Services. The paper was presented in two ASEAN Coordinating Committee on Services (CCS) meeting in Da-Nang Vietnam and Bangkok. She explained that in order for Malaysia to do full liberalization of service, it requires a minimum support from 3 countries and currently only 2 countries given their support, these are from Cambodia and Myanmar and the next 2013 meeting of CCC will be held in Kuala Lumpur. Puan Norliza Hashim also recommending for the Board to form a committee to look into the implication and provision to regulate the foreign consultants under the amendment of Act 538. 4.5 YOUNG PLANNERS COMMITTEE 4.5.1 Young Planners Committee Reports was reported in Annual General Meeting Report page 21.The report was accepted unanimously. 4.6 RESEARCH AND PUBLICATION COMMITTEE REPORT 4.6.1 Research and Publication Committee Reports was reported in Annual General Meeting Report page 22 to 23. Pn Khairiah Talha updated on the upcoming World Class Sustainable Cities Conference (WCSC 5) which will be held on 24 th September 2013. She added that MIP also has iniatiates the Car Free Day on Sunday 22 nd September 2013 incollaboration with DBKL In addition to that, Pn Khairiah Talha also reported that MIP will be organizing a Post WCSC Technical Tour to Brisbane in October 2013 and all information will be uploaded in MIP facebook and website. Pn Norliza Hashim (281/93) reported that International Federation of Planning an Housing (IFHP) a sister organization of EAROPH will be organizing a London IFHP 100 Centenary Congress from the 8 th 11 th June 2013. The congress will take place at the Wilkins Building, University College London (UCL), London. The Congress theme will be A Tomorrow For Cities - For People, By People and information will be uploaded in the website for members information and participation. 4.16 SARAWAK & SABAH CHAPTER REPORT 4.16.1 Sarawak & Sabah Chapter Report was reported in Annual General Meeting Report page 35 to 38. Dato President congratulates Mr Chai Yek for being elected as new Chapter Chairman. Proposed by Mr Ou Yang Siew Kee (353/95) and seconded by En Ahmad Nazree Omar (579/10) & Mr Richard How 5.0 AUDITED SATEMENT OF ACCOUNT OF THE FINANCIAL YEAR ENDED DECEMBER 31,2012 5.1 The Honorary Treasurer presented the audited statement of accounts for the financial year ended December 31, 2012 5.2 The statement of accounts was shown from pages 46 to 65 and Hon Treasurer also presented the summary of financial statements. 5.3 Hon Treasurer reported on the approved donation which was transferred from MIP main account to Education fund account amounting of RM 58,485.00 The statement of account was proposed to be adopted by Mr Lim Yau Lee (227/90) and seconded by En En Zaini Nordin (144/85) 5.4 The Honorary Treasuer proposed that Ariffin Ahmad & Co the current auditor to be retained for another year as an external auditor. The proposal unanimously accepted by the members. Dato Zainuddin congratulates Council on the profit gained for year 2012. He also advised for the council to develop a more structured financial statement and to add on more details on the accounting descriptions in the report. 6.0 ELECTION OF OFFICE BEARERS FOR NEW COUNCIL 2013-2015 The floor appointed En Paridhonathart Abd Razak (401/98) & Pn Norliza Hashim (281/93) as Election Officers. The President post has received 3 nominations from Tn Hj Ihsan Zainal Mokhtar, Tn Hj Md Nazri Mohd Noordin and Tn Hj Lokman Omar. There were 3 nominations received for post Vice Presidents from Dr Dahlia Rosly, Assoc Prof Hj Ahmad Suhaimi Ismail and Mr Lee Lih Shyan. However, Dr Dahlia Rosly withdrew her nomination before the AGM. There were 15 nominations received for Council Members post. The post for Honorary Treasurer and Honorary Secretary was uncontested. He also raised up the issue on the recent redevelopment of lake garden in Kuala Lumpur and highlighting MIP s reaction in addressing the issue. Pn Khairiah Talha (184/86) updated that the activities organized by MIP not only generate income but also has lifted up MIP s image and profile in the building industry. In the programmes that MIP organised, many well known speakers have been invited to share their experiences and best practices which directly improved members capacity building. She also suggested for members to be alert and share planning issues and concerns in the MIP s facebook that requires Council and members attention. In addition to that Dato President also informed that MIP is also advising community and Resident s Association on the planning issues and urged all members to come forward to assist and not solely depending on the Council Members. 8.2 En Zaini Nordin (144/85) informed that he has been appointed by the Malaysian Productivity Corporation to undertake the study on how to expedite the planning approval process and is currently organizing a roadshow to the states and proposed for MIP to nominate 1 permanent representative to attend future workshop or meeting. 8.3 Tn Hj Mohd Saleh Hj Marzoki (275/93), raised his concern on the quality of graduate young planners. He suggested for the syllabus in universities to be reviewed. Dato President in replied to that suggested for experienced members to participate in the roadshow to Universities organize by MIP to share their experiences and expectations with the student members. 8.4 En Zaini Nordin (144/85) commented on his proposal submitted last year and willing to present to the upcoming council. Dato President informed that the issue has been brought up in the last council and Council is still studying as it will also involve on the amendment of Act. Dato President suggested for MIP to pursue this idea by organizing a workshop to develop the framework. On the same note Pn Norliza Hashim (281/93) added that all planners must remember on the responsibility to the community in such a way the planning process has been designed. Planners have a liability and gives bigger impact when planning a city. En Paridhonathart Abd Razak (401/98) also shared his view that the most important is for planners to keep being relevant to the communities and to the nation. As the proposal is to enhance the profession, planners must also gain the recognition by making the present felt.. 8.5 Pn Khairiah Talha (184/86) updated on the current status of the Low Carbon City Framework (LCCF) and the committee is conducting a 3-day training session on LCCF under MGTC and suggest for the upcoming council to invite MGTC to conduct the LCCF training for MIP members. The Professional Examination was held on 25 th -26 th January 2014 at 2 locations in Shah Alam Selangor and Kuching Sarawak g.) Membership Meeting New Entry MIP Council in it s 3 rd Council Meeting resolved that Mip members who are currently served in government agencies and Local Authorities and wish to apply for corporate membership will be exempted from the MIP Professional Examination but however must have a minimum number of years experience and fulfilled the requirement and conditions stipulated. Notification has been sent to all Local Authorities and JPBD for references and details are also available from MIP website. h.) Continuing Professional Development Every corporate member is required to file an annual CPD record of 20 points for every 2 years. Membership Committee is taking an action against members who have not submitted their CPD points and will constantly send a reminder for members to update their sufficient CPD points. MIP also will continue to offer a CPD course that is affordable for members to participate. Members who fail to comply with the CPD requirement shall not be able to renew their subscription for until the requirement of CPD is fulfilled. MIP has also introduced an application form for CPD application from other organization. Penggunaan Laporan Cadangan Pemajuan (LCP) dalam Permohonan Pembangunan Tanah After series of workshops and discussions, with effect from April 2013 Pejabat Tanah dan Galian Selangor (PTGS) has agreed to use LCP as the supporting report fo Permohonan Pembangunan Tanah. Details are available at www.ptg.selangor.gov.my and mip website www.mip.org.my c.) OSC 1Submission OSC Model was introduced in 2007. In 2014 The Malaysian Productivity Corporation (MPC) together with Focus Group Dealing with Construction Permits (FGDCP) under PEMUDAH undertook a study to further enhance the process. MPC is currently arranging for a series of roadshows nationwide to educate Principal Submitting Person / Submitting Person on the application. MIP will be involved in the selected roashows under MPC. The permanent representatives from MIP are Pn Mahani Mohd Yasin & En Mohd Zamri Husin. This application will be applied by 98 local authorities effective from June 2014. d.) Registration of New Planning Firm Currently there are 134 active firms registered with MIP and this year we have admitted 8 new planning firms that had satisfied the requirements for registration of companies. As of renewal of registration for planning firm year 2013/2014, the committee received 105 submissions for renewal. However there were firms not fuling the requirement and submitting applications without substantial supporting documents. 4.2.4 INTERNATIONAL AFFAIRS COMMITTEE 4.2.4.1 Committee Members Chairman : Tn Hj Md Nazri Mohd Noordin (301/94) 4.2.4.2 Committee Activities a) Visit by Yangon City Development Committee and UN Habitat A study visit was arranged by UN Habitat for Yangon City Development Committee to Kuala Lumpur on 20 th January 2014. The delegation consists of 10 peoples and representative from UN Habitat Myanmar. The visit were made to further insights on Malaysia and our participatory planning process as well as any other relevant planning issues. The delegation also visited Local Authorities such as Petaling Jaya City Council (MBPJ) & Kuala Lumpur City Hall (DBKL) during their 4 days visit to Kuala Lumpur. b.) Market Intelligence Report of Town Planning Services. The research under Federal Department of Town and Country Planning on Market Intelligence of Town Planning Services was prepared as an initiative to allow the industry players in Malaysia, and especially Town Planners, to see opportunities and new markets in which to practice and provide professional services in countries other than Malaysia. The objectives of the Market Intelligence exercise are listed as follows: a. Identify and analyse the process and mechanism of town planning practice in other countries; b. To identify the local regulations, legislation, business environment of the country to which Malaysian Town Planners can add value; c. Identify the current limitations in the countries that have Town and Country Planning services. c.) Panel of Judges at 3 rd SIP Planning Awards 2013 MIP President was invited to be a jury in the Panel of Judges at 3 rd SIP Planning Awards 2013. This event aims towards honoring urban planners and designers and planning consultancy firms in Singapore for their excellence in planning projects or plans undertaken locally and /or in overseas. The award ceremony was held on 28 th November 2013. d.) CAP Post Conference Mr President is also involved in the preliminary discussion with Singapore Planning Institute in organizing the Post CAP Conference in Johor Bahru in November 2014. To promote Town Planner as a career / profession to potential students and increase awareness of planning within the broader community. viii. To assist Young Planners in gaining experience and employment. 4.2.5.3 Committee Activities a.) Team MIP Participating at 16 th Sukan Nasional (SUKNA), Kuala Terengganu (2013) MIP Contingent has been invited to participate again this year. To that extend, MIP has agreed to participate in this activity in order to strengthen relations between MIP and Jabatan Perancangan Bandar Dan Desa Semenanjung Malaysia (JPBDSM). MIP Contingent has competed in two (2) events only which are Football and Futsal. MIP Contingent is consisted of MIP members from the Corporate, Graduate and Student membership. At this tournament, our football team is the defending champion and they manage to qualify again to the finals but only finish as Runner-Up when lost the defending champion title to JPBD Zon Tengah. The bulletins were draft by the Committee and distributed by MIP Secretariat via email to MIP members. The committee were planned to continue publishing throughout the year. b) Berita Perancang Two issues of Berita Perancang were published by January 2014. Another issue of Berita Perancang has been planned for publication in March 2014. c) MIP 40 th Year Anniversary Book In conjunction with the MIP 40 th Year Anniversary, The Committee has set up an Editorial Committee to prepare and publish a book entitled Transforming Malaysia Into A Developed Nation Through Physical Planning. The book is aimed at documenting the contribution of town planners to the development of the nation. (d) Publishing the Second Edition Planning a Developed State: Development Planning for Sustainability book The previous MIP Council has appointed DND Resources to undertake the efforts to edit & re-publish the book which was a joint MIP-JPBD Selangor effort & funded by JPBD Selangor in 2005/2006. The final manuscript of the book s second edition is expected to be ready by October 2014. (e) Publication of Regenerating the historic water front: An urban design compendium for Malaysian waterfront cities book by Dr Suhana Shamsuddin et al. Promoting the practice of inclusivity and stakeholders engagement in town planning. 4.2.10.3 Scope of Works for Committee The Committee s scopes of works are as follows: A. Promoting Sustainable Development i. To create awareness on and to promote sustainable planning principles to members and to the general public at various levels including practicing planners, government organisations, developers, students and the general public; ii. To participate in various environmental programmes and projects organised by various agencies including government and non-governmental on behalf of the Institute; iii. To collaborate with government agencies and other NGOs in addressing issues related to environment, social and sustainable development; iv. To participate in research on aspects related to the application of principles, practice and technologies related to sustainable development such as low carbon development, green development, environmental assessment, etc.; and v. To organise programs and events related to sustainable development for members to further enhance their knowledge and involvement in promoting sustainable development and in integrating the principles and measures for sustainable planning and development. B. Community Participation i. To collaborate with local authorities in reaching out to community groups for a more proactive participation in planning and development; Malaysian Institute of Planners - 28 -

ii. To disseminate the knowledge of planning practice and process to community groups through conferences, seminars, focus group discussions, workshops, etc.; iii. To participate in promoting and facilitating community participation/engagement in development plans (structure plan, local plan, special area plan) process; and iv. To provide assistance and advisory service to community groups in particular to residents associations and underprivileged minority groups on matters related to town planning. 4.2.10.4 Committee Activities a. Pledge and Plant a Tree, Kuala Selangor The tree planting programme was held on 07 th December 2013 (Saturday) in Kuala Selangor. This programme was organised by the Institute in collaboration with Majlis Daerah Kuala Selangor (MDKS). It is part of the SUSCOM committee initiatives to bring back this noble programme after it has been put on hold in 2011 and 2012 due to lack of budget, participations, support and involvement by relevant agencies. Prior to the event, MIP has made a courtesy visit to meet the YDP of MDKS, Puan Hajjah Noraini bt Roslan on 13 th November 2013 (Wednesday). The main objective of this programme is to increase public awareness and education on the importance of tree planting and conservation of natural forest resources as well as for environmental protection. With a tagline Contribute Towards A Carbon Free Environment, the programme has managed to get 124 tree pledgers and around 150 participants and volunteers (from various groups) attended the event day. The programme is considered as successful and the committee look forward to continuously organise this programme at other different locations and to get more pledgers and volunteers to participate. b. MoU with Majlis Daerah Kuala Selangor As part of the Kuala Selangor Pledge and Plant a Tree Programme 2013, the Institute also agreed to assist Majlis Daerah Kuala Selangor on its planning and development of a town park. A MoU for collaboration between MIP and MDKS was signed on 7 th December 2013 tree planting day, with the Institute providing advisory assistance in particular in the aspect of community engagement. The five-year MoU marks a historical progress on the yearly Pledge and Plant a Tree Programme whereby a continuous programme will be drawn up subsequent to the tree planting, aiming at assisting MDKS in development a site identified for Town Park. c. Position Paper on Kuala Lumpur Outer Ring Road (KLORR) Project A position paper expressing the Institute s view on the proposed development of the Kuala Lumpur Outer Ring Road (KLORR) which prepared by SUSCOM for the Institute was presented to the Chief Minister of Selangor, YAB Tan Sri Dato Seri Abdul Khalid Ibrahim during a courtesy visit on 21 st January 2014. The paper reiterated the Institute s view for protection of Selangor State Park and requested for the state government to re-evaluate the need of the highway and its proposed alignment; and to give priority for public transport improvement. d. MoU Signing Ceremony with DOE In conjunction with the World Environment Day 2013, the Institute entered into an agreement for cooperation with the Department of Environment (DoE) under the Rakan Alam Sekitar Programme. The Rakan Alam Sekitar (RAS) is a programme initiated by the DoE to foster community-based initiatives for environmental protection. The MoU signing ceremony was held at Awana Longhouse, Genting Highlands with tree planting activity to symbolize the event. Other agencies involved including from higher learning institutions, governmentlinked companies (GLCs), private sector, NGOs and other government agencies/departments. e. Minggu Alam Sekitar, DOE The Institute participated in the Minggu Alam Sekitar which was held on 27 th October 2013. As one of the participating agencies, the Institute was invited to open a booth during the event day. It was a great opportunity for the Institute to promote its programme especially those related to the environment protection. f. Shoes for The Future Project The Institute under SUSCOM launched a CSR programme aimed at assisting under-privileged children to go to school. This is in line with the Institute s role of promoting community and social development as an important part of town planning and the role of planners in building inclusive community. The Shoes for the Future project is a pilot project that aims to provide school shoes and socks to disadvantaged kids in need. This project helps to ensure disadvantaged kids are equipped with the most basic necessity to go to school. In this first attempt, the Institute managed to get 124 pledgers who generously donated for this project. The highest shoes pledge was from the Lion s Club who pledge 50 pairs of shoes. The shoes were distributed on 23 rd December 2013 to the under-privilege children in Chow Kit area. g. Sustainable PJ 2030 Workshop The workshop, organised by the Institute for Majlis Bandaraya Petaling Jaya (MBPJ), aimed at getting communities involvement in the preparation of a sustainable development framework for Petaling Jaya. The workshop was held on 26 th September 2013 at the Banquet Hall, Petaling Jaya City Council (MBPJ) Headquarters and officiated by the Deputy Director of Department of Development Planning, En. Zain Azly Abdul Rahman. A total of approximately 120 participants from various backgrounds (government agencies, school representatives, resident associations, rukun tetangga and NGOs) attended the workshop Malaysian Institute of Planners - 32 -

The Institute brought in an expert moderator on community engagement, Mr. Peter Cuming from Sustainable Futures Australia (SFA), who introduced a new approach and tool known as Planning Web in engaging communities in policy formulation. The Planning Web tool is an award-winning tool that provides an effective participatory process and integrative planning framework suitable for government at all levels, local and regional communities, businesses and other organisations. Working together, groups are quickly able to create their sustainability vision, goals and strategic action plan through a kinaesthetic process. This is followed by a working group developing an implementation plan, including timelines, priorities, partnerships and responsibilities based on the collective work. All findings of the workshop has been submitted to MBPJ and presented to MBPJ s Sustainable Committee, chaired by the Deputy Mayor. h. Transit Oriented Development (TOD) Conference The TOD Conference was held on 07 th and 08 th November 2013 at the Royale Bintang, Mutiara Damansara. With a theme TOD: The way to Livability and Sustainability, the two day event (07 th Conference and 8 th Master Class Session) which was co-organised by MIP and MBPJ, managed to attract around 500 participants. It was a good platform in sharing some examples of participatory planning between government and community. The objectives of the event was to create awareness amongst the community on the TOD and its approaches towards a livable city, to provide explanation to the participants on the public transportation master plan in Petaling Jaya and Klang Valley, to share best practices in resolving transportation issues based on TOD approach (in Malaysia and overseas context) and to develop and draft amendments on the existing guidelines. Officiated by the Chief Minister of Selangor, Tan Sri Dato Abdul Khalid Ibrahim, other delegates which also presented are Mayor of PJ, Datin Paduka Alinah Bt Ahmad; State Exco Councils, Council Members of MBPJ, invited speakers, event sponsors and representatives from other local authorities, secretariats of the event and MBPJ s staffs. Three technical papers and a 20 minutes video on future TOD in PJ were presented during the conference. The second day of event was a hands-on master class session, facilitated by international experts: Mr. Warren Gordon Rowe from Brisbane and Dr. Wang Liang Huew from Hong Kong. The master class session has successfully created a basis for guideline on TOD concept for the two case study areas, the Ara Damansara LRT Station and the Taman Jaya LRT Station, and subsequently to be replicated for other areas in Petaling Jaya. i. World Class Sustainable Cities (WCSC) 2013 Conference SUSCOM is the permanent member representing the Institute in the WCSC organising committee. The 2013 WCSC, which was the fifth conference, was a huge success with participations of more than 600 people. The theme of the conference for this fifth session was Creative Cities Are Livable & Competitive Cities, brought the following four international speakers: - a. Bjarke Ingels an architect and founder of BIG Bjarke Ingels Group, a world re-known Danish architectural firm. Mr Ingels, through a series of award-winning design projects and buildings, has created an international reputation as a member of a new generation of architects that combined shrewd analysis, playful experimentation, social responsibility and humour, and has been very successful in integrating sustainable development principles and measures in his projects. b. Charles Landry - an international authority on the use of imagination and creativity in urban change. He helps cities identify and make the most of their resources and to reach their potential by triggering their inventiveness and thinking. His aim is to help cities become more resilient and self-sustaining. c. Peter Cuming - founder and managing director of Sustainable Futures Australia, based at Byron Bay, NSW in Australia. Sustainable Futures Australia, established in 1987, is an award-winning team of multi-disciplinary consultants specialising in sustainability planning, design and education. Mr Cuming has been successful in getting effective participation and concerns in city planning. d. John Byrne - an Australian urban designer/planner with a strong supporting background in architecture, social policy and town planning. Similar to the previous WCSC sessions, two master class sessions were conducted a day before the conference. The master classes aimed at giving selected participants, particularly officers of the City Hall of Kuala Lumpur and representative of selected communities in Kuala Lumpur, hands-on knowledge from two of the speakers. The master classes were conducted Mr. Charles Landry and Peter Cuming and outcomes of the master classes were presented at the main conference. Participation in the master classes came from varied groups; local authorities, developers, consultants and foreign participants who participated in the main Conference, with total participation of 114 people representing more than 40 organisations. j. Low Carbon City Framework (LCCF) Advanced Training The Low Carbon City Framework (LCCF) is a national framework for implementation of low carbon development, part of Malaysian s Government initiative to reduce carbon emission from development. The Institute, who was instrumental in the formulation of this Malaysia s first Low Carbon City Framework, has been continuously and actively involved in disseminating the principles of the LCCF through series of trainings and workshops. In the year 2013, the Institute assisted the Ministry of Energy, Green Technology and Water, Malaysia (KeTTHA) and its agency; Malaysian Green Technology Corporation (GreenTech) in conducting two LCCF advanced training sessions. The first session was held in March 2013, with participants from private consultancies, institutions such as Universiti Teknologi Malaysia and Universiti Teknologi MARA, and the officers of MGTC itself. To constantly evaluate and make recommendation to Council on the needs of planning education in the local Institute of Higher Learning, so as to generate better quality of town planners for future needs. ii. To undertake programmes and projects to enhance education and training requirements of future town planners, and any others, that will benefit the Institute. iii. To liaise with government authorities (particularly JPA) on matters of courses, Institutions, recognitions, etc, pertaining to the planning profession. iv. To act as advisors about the courses available, Institutions etc., whenever the need arises. v. To carry out accreditation of the Institutes of Higher Learning and any other degrees from abroad together with the Board of Town Planner. vi. To encourage planners in Institutes of Higher Learning to be a member of MIP and subsequently become a registered Town Planner. vii. To have constant communication with Institute of Higher Learning so as to create better understanding on teaching curriculum and matching them with industry needs and global initiatives, concerns in planning and development. 4.2.8.3 Committee Activities Several activities undertaken are:- 1. 5 series of meetings were conducted to discuss the planning and implementation of of programs for the committee. 2. Publication of MIP Journal, Planning Malaysia Volume 11 and Planning Malaysia Special Issue II on 2013. It is hoped that the journal can be elevated from SCOPUS to ISI indexed. 3. Conference and Seminar supported by committee :- a. 1 st International Conference on Integrated Urban Planning 2013, 13 14 November 2013 Organised by Faculty of Built Environment, University Malaya b. International Conference on Universal Design Built Environment 2013, 11 12 November 2013. Organised by KAED Universal Design Unit, UIA c. Conference on 12 th Management in Construction Research Association (MICRA 2013), Organised by KAED, UIA 4. Committee in collaboration with UTM, UM, UIA, USM and UiTM will be organizing the National Conference on Urban and Regional Planning in Times of Uncertainty. The conference will be held on 5 th 8 th April 2014, at. 5. In summary, year 2013 has been a productive and successful year for the Education, Accreditation and Career Development Committee. Chairman of the committee is in the task force committee for Liberalization and Internationalisation of Urban Planning programs under JPBD. Establishment of MIP Training Centre Sdn Bhd MIP Subsidiary company MIP Training Centre Sdn Bhd is officially registered with Suruhanjaya Syarikat Malaysia (SSM) in January 2014. The objective of the company is to assist MIP in providing a training for members through courses, conferences, workshop and technical study tours for all players in the built environment industry. In a bid to provide a sustainable source of income for MIP, the council 2011/2013 amended the Constitution in order that the organization can establish an entity that may run its programmes and activities on a commercial basis, but at the same time provide up skilling for all profession involved in built environment. ii. Seminar on Pemakaian Dasar Polisi Perumahan Mampu Milik Negeri Selangor This second seminar conducted by the committee was held on 15 th February 2014. A number of 55 participants have attended the seminar which was presented by En. Mohd Hafiz Hassan, a representative from Selangor Housing and Property Board (Lembaga Perumahan dan Hartanah Selangor, LPHS). It was a good platform for the members in understanding the policy and initiatives as well as promoting the objective to provide adequate, comfortable, quality and affordable housing to enhance the sustainability of the quality of life of the people. The seminar received an overwhelming response and another session might be conducted since housing issue has always been the interest of the people. Malaysian Institute of Planners - 37 -

iii. Seminar on LCP Manual A seminar on LCP Manual has been conducted on 4 th July 2013 at the MIP Training Centre. Presentation of the seminar was delivered by En. Mohd Zamri Husin, the Honorary Treasurer of MIP. The half day seminar managed to draw approximately 50 participants consist of MIP members. 2 cpd points were given to those who attended the seminar. It was a good initiative from the committee in disseminating such knowledge - the importance and the need to produce a good LCP in order to ensure the members maintain their professionalism and continuously develop themselves. iv. Other proposed activities to be conducted In moving forward, creating a platform of information and sharing as well as giving more exposure to our members, the committee feels committed in organizing more sessions be it seminar, expert talk, roundtable discussion, workshop, etc. Following here are few of the proposed activities to be conducted at MIP Training Centre: a. To participate with Government Agencies, Residents Association (RA) and other Professional Bodies (PAM, IEM, etc) programmes / events that promote our profession. 4.2.10.3 Committee Activities a.) MIP Exhibition at World Town Planning Day Celebration 2013 Committee has assisted MIP in setting up an exhibition at World Town Planning Day Seminar organized by Jabatan Perancangan Bandar dan Desa Semenanjung Malaysia on 12 th November 2013 at Mandarin Oriental Kuala Lumpur. b.) Community Programme with Media and Taman Negara Exploration The objective of this programme is to further establish and strengthen the relationship between MIP and media friends and also to expose our members to rural community and encourage them in social community services. There are several activities proposed such as to assist village head in setting up the Pusat Info in the up steam of Sg Tembeling, updating of existing land use plan and physical inventory of the villages, career talk for kids & youths and Taman Negara Exploration. The exploration was scheduled in 2013 but however has been postponed to 2014 due to unforeseen circumstances. Committee is working on the final programme and brochure will be out soon. c.) MIP Corporate Merchandises The committee is also working to introduce a MIP corporate merchandise which will be available for members to purchase soon. Some of them are available for this AGM. d.) Shoes for the Future Project Phase II The project was handover by Sustainable Community Development Committee after the successful of pilot project with Yayasan Chow Kit in December 2013. Committee is working with Yayasan Sejahtera on the 2 nd shoes of the future project to deliver shoes for kids from Perumahan PPRT Chenor Pahang. The delivery is expected to be held in March 2014 4.2.11 GOVERNMENT AND COMMUNITY LIAISON COMMITTEE 4.2.11.1 Committee Members Chairman : Assoc Prof Hj Ahmad Suhaimi Ismail (245/91) Co Chairman : Pn Mahani bt Mohd Yasin (614/12) 4.2.11.2 Committee Objectives & Activities The objectives of this committee is basically to liaise with Government agencies and community organisations to foster cordial relationship in promoting MIP s goal and objectives and the profession in general. This synergy helps to promote good planning practices besides positioning planners role. Currently the Institute has inked several MOU s with several government agencies. Amongst them is the MOU between JPBD and UITM for the urban observatory project which is undergoing. In June 2013 MIP signed an MOU with Department of Environment for the Rakan Alam Sekitar (RAS) program. This initiative is to promote smart partnership in promoting sustainability and acting as steward for environment as grass-root level. MIP encourages its members to sign up as Rakan Alam Sekitar. Another MOU signed is between MIP and Majlis Daerah Kuala Selangor (MDKS) to assist in the establishment of a community based urban park. This partnership will span a period of five years for the park to mature. This is a more progressive move than our usual annual tree planting campaign. The institute s benevolent role has brought us to partner with Yayasan Sejahtera Malaysia in helping the needy. End of last year MIP through members contribution help provide school shoes for the urban poor through collaborative efforts with Yayasan Chow Kit. This year a similar initiative is in progress but will shift to the rural poor in Pahang. Besides these activities, MIP continues its collaborations with representations to other bodies and organisations thus helping to outreach. Berita Perancang Editorial Chai Yek & Chieng Yu Ing 5.0 Council Meeting The MIP Council Meeting for year 2013 had been held in Kuching on 9 September, 2013 at UPC with 14 council members from MIP HQ, Kuala Lumpur and the Chapter s Chairman, Mr Chai Yek also joined the meeting as the representative for the Chapter. 6.0 Membership to the Ultimate Professional Centre (UPC) Sdn Bhd Mdm. Chieng Yu Ing is the appointed representative of the Chapter in the UPC Board, which is made up of representatives from various professional bodies affiliated to UPC. (Note: UPC manages the centre and collect rental for the use of the premises) 7.0 Website and Email Address The Chapter s website was still put on hold until the Chapter had the financial and manpower strength to proper manage a website. The Chapter s email-address for the secretariat was mip.sarawak@gmail.com and the common group e-mail was mip_sarawak@yahoogroups.com. All members are encouraged to use the above email contact to reach the standing committee members. 8.0 Staff to man the MIP Room at Ultimate Professional Centre The Chapter is currently relying on the service rendered by Ms. Grace, hired by UPC to replace Ms Doreen who retired due to health problem, to maintain the Chapter's cubicle office space at UPC. 9.0 Other Activities Members of The Chapter were invited and had participated in the following events:- a. The MIPSR had discussed on the state of planning in Johor and how the MIPSR can help and participate in the department activities. 4.6 REPORTS OF REPRESENTATIVE IN OTHER ORGANISATIONS 4.6.1 COMMONWEALTH ASSOCIATION OF PLANNERS (CAP) CAP Business Meeting /CAP/SIP Conference Mr President is also involved in the preliminary discussion with Singapore Planning Institute in organizing the CAP Conference which will be held tentatively in November 2014.
