Approval of the Agenda Moved by Councillor Wheat Seconded by Member Lefler That the County of Brant Heritage Committee agenda for August 4, 2016 be approved, with additions under Other Business (Gypsum Mine Cart and Former Scotland Post Office). Approval of Minutes Moved by Member Lefler Seconded by Member Jobe That the County of Brant Heritage Committee minutes of July 7, 2016 be approved, with the following corrections: Page 3: Mayor Eddy presented a sketch done by Mr. Whitefield who lived in Paris around 1850. Page 3: Mayor Eddy suggests Brant plan a Commemorative tree in Glen Morris, which was formerly the Township of Dumfries Seat, and in St. George, which was the Township of South Dumfries Seat. Business Arising from the Minutes Commemorative Tree Planting Glen Morris and St. George Mayor Eddy reported that the proposal to plant a Commemorative Tree, to mark the 200 th Anniversary of Dumfries, was communicated with representatives of the St. George Historical Society and the Glen Morris Garden Club.
Brant Heritage Committee Minutes Thursday August 4, 2016 Moved by Councillor Wheat Seconded by Member MacAlpine Page 2 That correspondence be sent to the St. George Historical Society and the Glen Morris Garden Club, to confirm arrangements for a Commemorative Tree Planting to mark the 200 th Anniversary of Dumfries. Heritage Inventory N. Goodbrand, Heritage Inventory Student, presented mapping and additional information on the Heritage Inventory Listing to date. In discussion it was suggested that efforts be focused on the Onondaga area, that cultural heritage information be documented / flagged to be reviewed at a later date, and that any unverified information received also be flagged and reviewed. Discussion was held with regards to archaeological resources, mapping of past communities, and the transfer of heritage inventory information or properties subject to the boundary adjustment. Discussion was also held regarding the schedule to present the Heritage Inventory to Council and the need for dedicated staff to update and maintain the inventory, once approved. It was noted that the workload for heritage activities may now warrant a full-time Heritage Planner and it was suggested that a new position request be forwarded for 2017 Budget deliberations. Bawcutt Centre / Paris Old Town Hall Sub-Committee Update Member O Byrne reported the Sub-Committee is reviewing the application for Federal Designation. In response to a question, it was noted that communication from the Architectural Conservancy Ontario has not been received to date. Cockshutt Toll Road Member Lefler reviewed the history of the Cockshutt Toll Road. Discussion was held with regards to a location for signage. Staff will request input from Public Works. Staff Reports Bawcutt Centre, 13 Burwell Street, Paris - Designation under Part 4 of the Ontario Heritage Act - M. Davidson Appreciation was extended to C. Moore and N. Goodbrand for their contributions to the report. Mayor Eddy requested the report be modified to include the proper building name. Moved by Councillor Wheat Seconded by Member Pinkett That The Bawcutt Centre (former Paris Old Town Hall), located at 13 Burwell Street, Lots 6 & 7, West of Burwell Street, Part Lots 6 & 7, East of Dumfries Street, designated as Parts 1 & 2, 2R- 2832, geographic Town of Paris, County of Brant be designated under Part 4 of the Ontario Heritage Act. Planning Applications M. Davidson, Senior Planner reported that there are no current applications of heritage significance. Communications A copy of CHO News was distributed.

Moore, Development Services Clerk, reported that a number of the Driving Tour Brochure were forwarded to the Tourism Department and that due to low inventory, reprints are required. Discussion was held with regards to how the pamphlets are used, costs and allocations of, and modifications to be made. M. Davidson will approach Tourism to share costs of reprints. Moved by Councillor Wheat Seconded by Member Pinkett That staff be directed to include the costs for a Historical Plaque for the Cockshutt Bridge and Toll House, the reprint of the Drive Tour Brochure, and funds for a Heritage Inventory Summer Student into the 2017 Budget. Councillor Wheat left the meeting at 6:38 p.m. Other Business Former Scotland Post Office Mayor Eddy reported on the availability of the former Scotland Post Office building for relocation and restoration. The Committee expressed the desire to preserve the structure and reviewed its history. Possible new locations include the former St. Anthony Daniel School and Westfield Heritage Village. Gypsum Mine Cart Discussion was held with regards to the relocation of the Gypsum Mine Cart. It was noted the cart should be sand blasted and painted prior to mounting. Membership Discussion was held regarding members attendance and its impact on the effectiveness of the Committee and quorum. It was noted that one member has been absent 3 consecutive months. Moved by Member Pinkett Seconded by Member MacAlpine That, due to extended absence, Linda Ford be removed from the Heritage Committee. First World War Various ideas were discussed to commemorate the First World War. Box 160 Burford, Ontario N0E 1A0 August 26, 2016 Memo To: Chair and Members of the County of Brant Heritage Committee Memo From: Heather Boyd Clerk, Manager of Council Services Re: Appointment of Linda Ford At the August County of Brant Heritage Committee meeting, the following recommendation was approved: That, due to extended absence, Linda Ford be removed from the Heritage Committee. This recommendation will be presented to the Planning Advisory Committee for consideration at its September 6, 2016 meeting, but has not yet been approved. Subsequent to this recommendation, I have been in contact with Ms. Ford, who has expressed an interest in staying on the Committee for the remainder of her appointment period, ending November, 2018. Although there are always circumstances where it is understandable that a member may not be able to attend a meeting, it is important that a commitment be made to attend these meetings, and to advise the Secretary when a member is unable to attend to ensure that quorum can be reached and that effective discussions / recommendations can be achieved. If Committee is agreeable to allowing Ms. Ford to complete her term, I would suggest the following recommendation: That the County of Brant Heritage Committee wishes to rescind its recommendation to remove Linda Ford from the Heritage Committee. This would then be forwarded on to the Planning Advisory Committee for consideration on September 6. If no recommendation is made, the original recommendation of August 4 will stand.
