Notice of the time and place of the meeting was posted on the Utah State Public Notice website, the Fillmore City website, the Council Chambers, the City Office bulletin board, and the President Millard Fillmore Library. The county is seeking those citizens who frequently travel and know the roads to record what they remember about them. Their information may be useful in being able to prevent the roads from being closed. The State has asked each county to complete a resource management plan. Millard County is in the process of putting the plan together. They are looking at 27 different things that include water, energy, land, and several others. The main goal is to decide what the community wants Millard County to look like. The county will identify what that is so that when the Federal Government comes in to make changes, they will need to coordinate those changes with what the county has planned. This needs to be completed within one year and the county is asking for assistance from Fillmore City. Scott Barney is the new Economic Development Manager for Millard County. Following Mr. Barney and Commissioner Roper s recent attendance to an Economic Development Summit in Salt Lake City, they are working with local businesses to see how they can assist them. The state of economics in Utah is very good. It is thought that Fillmore will be the next area in Utah to experience economic growth. Salt mining is moving forward with permitting and environmental studies being conducted. The county is excited about completing the soccer fields in the near future. Discussion Regarding Suggestions for Old City Building Kary Kesler Mr. Kesler thanked Mayor Larsen and the council for hearing his concerns and requests regarding the old city building. He met with a building contractor who told him that it would cost $100,000 to bring the building to minimum ADA compliance standards. He suggested that the building be looked at inside and out for usefulness of items. Mr. Kesler encouraged the council to pray about their decision to demolish the building. The council has held prayer in the past. The Utah League of Cities and Towns has cautioned the council about holding prayer in public council meetings. Mayor Larsen explained the history and background of the building for the scouts at the request of one of the scout leaders. Councilmember Rhinehart Page 2 of 5

The council maintains their position on tearing the building down. BUSINESS Discuss and Possibly Amend Fee Policy to Include a $50.00 Per Manual Read Fee for Electric Meters The electric meters are all changed except for two. These two customers do not wish to have the meter changed at their residence. The city does not possess the ability to manipulate or control power or thermometers at any residence with the new meters. Flowell Electric charges the city a $50.00 per read fee and the city will be passing that cost onto the customer. The new meters provide a benefit to customers through an ability to show peak consumption days and times for households. Councilmember Rhinehart testified as to the reliability and cost effectiveness of the new meters as they have been utilized at his place of employment for several years. MOTION: To adopt Resolution 15-09 to amend the fee policy to include a $50.00 per manual read fee on electric meters. Discuss and Possibly Approve Moving Forward with Sale of Parcel # 154014 to Safari Minerals MOTION: To move forward with the sale of parcel #154014 to Safari Minerals pending completion of the contract and Safari Minerals agreeing to the terms of the contract. By: Councilmember Rhinehart Second: Councilmember Jenson COUNCIL REPORTS Councilmember Holt Streets There recently have been several water leaks in the city water system. The public works department is working hard to get them repaired. Fire Department The first week in October was fire prevention week. The fire department visited Millard Elementary School where there was a very good turnout. The city can be Page 3 of 5

The new fire truck is scheduled to arrive in February. A new truck will increase the department ratings to lower insurance costs. Councilmember Oeppinger Library The library has a new program called Atlas. It stands for At The Library After School. It starts on October 7, 2015. It is held every Wednesday and Thursday from 3:00 p.m. to 4:00 p.m. It is for children grades kindergarten through sixth grade. The program provides activities such as storytelling, reading, crafts, and creative acting. Animal Control There are two dogs in the shelter. Councilmember Oeppinger reminded the community to keep their dogs locked up so they do not run loose around the city and neighborhoods. Councilmember Rhinehart The splash pad is fully operational. Gravel is being applied and sidewalks installed this week. The council agreed to not include spikes on the top of the fence surrounding the splash pad. The additional cost to the fence would be more than $1,000 and they are not needed. Councilmember Jackson Disaster and Emergency The CERT group held a mock training for triage where they determined that they are in need of more supplies. These include tent pegs, hammers, hand tools, four portable garages, two ten by ten foot canopies, a hitch lock for the trailer, a ten man tent, a spare tire and spare tire cover. When these are ordered they will need to be kept in the CERT trailer. Mayor Larsen requested a price estimate to ensure adequate funds are available. The trailer will need to be parked inside during the winter months. The National Guard may be relocating to Nephi. The move is contingent upon funding and will be four to five years away if it happens. Three military personnel from Fillmore have been deployed to serve overseas with the 116 th out of Spanish Fork. Councilmember Jenson Water and Sewer The water extension lines to KOA and the soccer fields are near completion and the pipes are bedded. Work will start next week to clean out the city main sewer lines. Councilmember Jenson attended a meeting with the state drinking water board to see about obtaining funding. The secured a $2,100,000 loan. The city will participate in the program by paying $400,000 down to initiate Phase 1 of the water upgrade project. Several lines and valves will be replaced to increase needed pressure in the system. Planning and Zoning Wild West Jerky will commence operations in the old packing house on 400 West. Phase 1 of the Main Street Drainage project will soon commence to alleviate drainage problems on Main Street. Councilmember Jenson is working closely with the Utah Department of Transportation to get this project underway. Page 4 of 5

Mayor Larsen Jim Hewlett from IPA is retiring. The estimate to provide power to the cemetery expansion area is $32,000. The expansion project will be funded out of the individual water, electric, and sewer funds. Fillmore City participated in Childhood Cancer Awareness Month by drafting a proclamation declaring October as Childhood Cancer Awareness Month in Fillmore.
