Roll Call Council Members: Byron Stout IV, Sheri Geisler, Troy Tabor, Caroline Hale, Kris Estes and Clark Nelson were present. No comments were made. 6. Acceptance of Agenda Sasha Stiles presented the bid tab and completion documents for agenda item 8. Approval of the City of Andover Building Safety & Security Plan A motion was made by Council Member Clark Nelson, seconded by Council Member Byron Stout to approve consent agenda items a through j as presented. Motion carried 6/0. 8. Andover Landing a. General Obligation Bond bids (received Tuesday, 11/13, at 2pm) Mark Detter, City Financial Advisor, Central States Capital Markets, presented the two bids received and noted the rates were again better than expected; UMB with an average net interest of 2.15272% and County Club Bank 2.18986%. Mr. Detter requested the Council accept the low bid from UMB. Mr. Detter added the specials would not be on the tax roll until 2013. A motion was made by Council Member Clark Nelson, seconded by Council Member Sheri Geisler to accept the bid from UMB as presented. Motion carried 6/0. J.T. Klaus, Triplett Woolf & Garretson, City Bond Counsel, presented the ordinance and resolution completion documents and explained they are updated with information from the accepted low bid. b. An ordinance of the City of Andover, Kansas, authorizing the issuance of the City's General Obligation Bonds, Series B, 2012, in the aggregate principal amount of $2,444,000, for the purpose of financing the otherwise unpaid costs of multiple capital improvements in the City; providing for the levy and collection of an annual tax for the purpose of paying the principal of and interest on said bonds; authorizing certain other documents and actions; and making certain covenants with respect thereto. A motion was made by Council Member Caroline Hale, seconded by Council Member Sheri Geisler to adopt an ordinance of the City of Andover, Kansas, authorizing the issuance of the City's General Obligation Bonds, Series B, 2012, in the aggregate principal amount of $2,444,000, for the purpose of financing the otherwise unpaid costs of multiple capital improvements in the City; providing for the levy and collection of an annual tax for the purpose of paying the principal of and interest on said bonds; authorizing certain other documents and actions; and making certain covenants with respect thereto. (Andover Landing) Motion carried 6/0. Ordinance number 1522 was assigned. c. A resolution prescribing the form and details of and authorizing and directing the sale and delivery of General Obligation Bonds, Series B, 2012, in the total aggregate principal amount of $2,444,000, of the City of Andover, Kansas, previously authorized by Ordinance No. 1522 of the City; making certain covenants and agreements to provide for the payment and security thereof; and authorizing certain other documents and actions connected therewith. (Andover Landing) A motion was made by Council Member Sheri Geisler, seconded by Council Member Caroline Hale to adopt a resolution prescribing the form and details of and authorizing and directing the sale and delivery of General Obligation Bonds, Series B, 2012, in the total aggregate principal amount of $2,444,000, of the City of Andover, Kansas, previously authorized by Ordinance No. 1522 of the City; making certain covenants and agreements to provide for the payment and security thereof; and authorizing certain other documents and actions connected therewith. (Andover Landing) Motion carried 6/0. Resolution number 12-15 was assigned. 9. An ordinance changing the zoning district classification of certain lands located in the City of Andover, Kansas, under the authority granted by the Zoning Regulations of the City of as originally approved by Ordinance No. 1187. (Z-2012-02 1831 E 21st Street - Hope Community Church) Mayor Lawrence presented an ordinance changing the zoning district classification of certain lands located in the City of Andover, Kansas, under the authority granted by the zoning regulations of the City as originally approved by Ordinance No. 1187. The Mayor asked the City Council if anyone intended to disqualify themselves from discussing or voting on this case because they have conflicts of interest or particular bias. Council Members Kris Estes and Sheri Geisler stated they attend Hope Community Church but had no bias. The Mayor asked the City Clerk if the City had received any protest petitions. She responded she had not. The Mayor confirmed with the Council that they had received the unapproved minutes of the October 16, 2012 Planning Commission meeting. The Mayor asked Zoning Administrator Les Mangus to give a brief report regarding the case. Les Mangus stated the request stems from the donation of just less than four acres from the Hope Community Church twenty acres of property to the Sunlight Children s Advocacy and Rights Foundation to build a children s home. The Mayor asked if anyone in the audience wanted to respond or provide any new information. No comments were made. A motion was made by Council Member Byron Stout, seconded by Council Member Caroline Hale to adopt an ordinance changing the zoning district classification of certain lands located in the City of Andover, Kansas, under the authority granted by the Zoning Regulations of the City of as originally approved by Ordinance No. 1187. (Z- 2012-02 1831 E 21st Street - Hope Community Church) Motion carried 6/0. Ordinance number 1523 was assigned. Page 3 of 5

10. Site Plan Review Committee revised guidelines a. Miscellaneous Structures and Mechanical Equipment Screening b. Site Lighting c. Landscaping and Parking Lot Screening Les Mangus explained the Site Plan Review Committee uses guidelines for review of cases and for the past six to eight months a committee of members from the City Council, Planning Commission and Site Plan Review have reviewed and revised these guidelines. They have been approved by the Planning Commission. A motion was made by Council Member Clark Nelson, seconded by Council Member Byron Stout to approve the revised guidelines as outlined in items 10a, 10b, and 10c. Motion carried 6/0. 11. An ordinance amending the Zoning Regulations of the City of Andover, Kansas, as originally adopted by Ordinance No. 740 and amended by Ordinance No. 899 and Ordinance No. 1100, and incorporating as a part thereof an amendment to delete and replace section 3-105a pertaining to applicability of Site Plan approval. Les Mangus explained the ordinance outlined conditions which would allow a site plan application to be reviewed by staff instead of the Site Plan Review Committee allowing for a faster process. Projects under $10,000 in value, landscape projects and a run of the mill sign issues, would be reviewed and approved by staff. The Planning Commission has also approved this revision. A motion was made by Council Member Clark Nelson, seconded by Council Member Caroline Hale to adopt an ordinance amending the Zoning Regulations of the City of Andover, Kansas, as originally adopted by Ordinance No. 740 and amended by Ordinance No. 899 and Ordinance No. 1100, and incorporating as a part thereof an amendment to delete and replace section 3-105a pertaining to applicability of Site Plan approval. Motion carried 6/0. Ordinance number 1524 was assigned. 12. Governing Body compensation Sasha Stiles presented a resolution for consideration regarding the Governing Body's compensation for attending meetings. After discussion and review of documents provided on the bench the Council determined it unnecessary to amend the compensation for the Governing Body. 13. Member Items Council Member Clark Nelson wished everyone a happy Thanksgiving. Council Member Kris Estes wished everyone a happy Thanksgiving. Council Member Caroline Hale wished everyone a happy Thanksgiving. Council Member Troy Tabor had none. Council Member Sheri Geisler had none.
