Tafseer-e-Siddiqui Its Fruits 165 Chapter 43 Advisory Council & Islamic State ( ) و أ م ر ه م ش ور ى ب ي ن ه م And their affairs are (always) with mutual consultation. (42:38) ف اع ف ع ن ه م و اس ت غ ف ر ل ه م و ش او ر ه م ف ي الا م ر So forgive them and seek (pray for their) forgiveness and consult with in the conduct of affair from them. (03:159) ق ال ت ي ا أ ي ه ا ال م لا أ ف ت ون ي ف ي أ م ر ي م ا ك نت ق اط ع ة أ م ر ا ح ت ى ت ش ه د ون She (the Queen) said, O Chieftain (tribal chief)! Advise in this matter of mine; I do not give a final decision until you are not present with me.(27:32) -------------------- Dear People! In Islam there is no democracy or dictatorship, but for making ruler, the directive is; do mutual consultation first, (through a committee), and established an opinion, and then give decision. Once the ruler is announced then all should obey him. How would be your committee? It should be an advisory council, a national council. Each of them must be able to give their opinion freely, and you should be among those who uphold complete freedom. Islam never supports unjust system or a totally free system. A person upon whom God sends His divine revelations, even to him He advises for mutual consultation. Yet do only that thing which is right. Leave result on God. Be confident on Him. Use all possible.سبحانه و تعالى resources and then depend on Allah

Tafseer-e-Siddiqui Its Fruits 166 و لا ن د م م ن اس ت ش ا ر (Those who believe on consultation they never face any regrets) The National Assembly and the Cabinet should be comprised of experienced persons including good advisors. They must know all the ups and downs of the period. They should be sensible. Assembly of ignorant persons and having no ingenuity or skills is useless. At the time of election just raising hands or giving votes is nothing. The important thing is sincerity and loyalty for the country. ---- What could be the importance or value of those voters who are bribed with breakfast, lunch, evening-tea or dinner? They all are brought to the polling station on rented vehicles --! Look! Of course doing something on majority opinion is principally important, but when the Head of state gives his opinion with logics is more valuable. Conscious people select Heads of the country only to those persons who are categorically sensible and intelligent. The people who love with the country always give preference for the opinion of an intellectual against their own thinking. The system of Islam is different than other systems. It says: إ ن ال ح ك م إ لا ل ل ه {The decision is only for Allah. (06:57)} God is One,(واحد) Only One.(احد) He is Specific and Established. ---- In this way, for Islamic Governments, if you want to consider it of One Individual, you can. But here, ف ي الا م ر و ش او ر ه م (and consult with in the conduct of affair) and ش ور ى ب ي ن ه م و أ م ر ه م (and their affairs are with mutual consultation), also exist; therefore if you want to call this system as Democratic, you can also say like this. You must remember this thing also that consultation is made for Nonmanifested matters. But for Well-known affairs there is no space other than its follow-up. Governments may be called Islamic when the follow ups are as per Quran, Hadiths and other Islamic rules. I do not say that just accept with closed eyes. Remember! No question of going against Quran and Hadith, but you must research for Isolated or weak Hadiths. God has given you wisdom so you must utilize it. Do not reject Hadiths. Look! If you do not have confidence on any narrator, it is not so bad rather than the entire rejection of Quran and Hadiths.

Tafseer-e-Siddiqui Its Fruits 167 Dear People! During the period of Caliphates, all the members of the governments were sincere. In this period the follow up of the Islamic laws was complete and efficient, therefore those persons may be reflected like They were wearing required cloths fully. But afterwards, differences in some rules occurred, and the follow up of Islamic rules was not complete. Therefore those persons may be treated like They were wearing incomplete cloths. But, in these Islamic Governments no one refuted to Quran and Hadiths as well therefore for those people the word Nude would not be applied, nor their Governments would be called as Un-Islamic. In the days of the Prophet Muhammad صلى االله عليه وسلم there were hypocrites but the Noble Prophet never ousted them from his Government. ---- I recognize all the previous Islamic States and do not consider any one out of Islam. Dear People! Among past Muslim Kings, a few were very cruel, but they were not self-conceited, detracted, independent or dictator. It was not possible for them because they would have caught by Quran and Hadiths. ---- But look! The kings should have wisdom in them as well. For them, Quran says: و ز اد ه ب س ط ة ف ي ال ع ل م و ال ج س م {And has increased him abundantly in knowledge and stature (02:247)} Hence, knowledge and wisdom is important for kings. They must be powerful to fight with enemies as well. Look! People of Bani Israel have requested to God for a King in the presence of Prophet. اب ع ث ل ن ا م ل ك ا {Send to us a King. (02:246)} You must remember that greatness grandeur is a different aspect, whereas running Government affairs are different. In all the four Caliphates both these properties were there. That is why they were considered as The Successors of the Prophet. Moreover, some other good Kings are met with in the history like, Umer bin Abdul Aziz and Haroon-ar- Rashid etc. In Islam, there are no controversies of Sayyed, Mughal, and Pathan etc. In all these families, rulers were there. So far so, here even slaves were the kings on their personal skills and abilities. Differentiation in tribes and sects is against Islmic principles. In fact these disputes were created by Shaytan.

Tafseer-e-Siddiqui Its Fruits 168 Dear People! In the starting time of Caliphate the numbers of Muslims were less. So when people were to be met at one place one of them just loudly used to call ة ج ام ع ة ا ص ل و and they gathered. --- They were big people. There were in a position to share their opinions, therefore all were being consulted. Sometime the electoral process was handed over to the sub-committees. When Omer رضی االله عنه faced the assassination attack, from the famous group of 10 Companions 6 members were chosen as a sub-committee. All Muslims,(عشرة مبشرة) were instructed not to select the next Caliphate until the sub- Committee come to a decision. The sub-committee itself was not allowed to disperse or come out of the meeting till a decision is made. And then Osman رضی االله عنه was selected as new Caliphate. In Europe everybody is educated and having enough wealth too. As such, there is nothing more left for them except to take care of the welfare of their countries. Yet they consult each other. In this Sub- Continent there is an acute shortage of education. Therefore it would not be wise enough to follow the European ways. Look! In our period, my son was studying in Intermediate classes but his age was only 22. Therefore he was not entitled to participate in elections. Our lady servant was quite old. So she had the opportunity to cast her vote. Just think over it that, how come an absolutely illiterate lady have a correct opinion and be eligible to share in the elections? I know that people cast their votes after enjoying dinner etc. How come these sold out opinions be beneficial to the country? (Crow walked like a swan, later forgot own walking style) When these Vote-Byers come into power they start their corruption and within a short period of time they get back their original expenses. Earlier, they were millionaire and now they become billionaire. They never care for the Nation s falloff. Dear People! Islam is a complete religion. In this, any new thing is not required. In my opinion, only good deeds are essential. Be gentleman; be a good example; leave corruption; generate unity; and become like a strong rope. و اع ت ص م وا ب ح ب ل الل ه ج م يع ا و لا ت ف ر ق وا (Hold to the rope of Allah together and do not become divided. (03:103)

Tafseer-e-Siddiqui Its Fruits 169 What is this thing that mosques belonging to Deobund are different and mosques of Ahlu-Sunnah are different ---? What do you think! Is it not a making of mosques deserted? Is it not true to the following Quranic verse? و س ع ى ف ي خ ر اب ه ا {Strive for their (mosques) ruined. (02:114)} Don t we have the following common verse with us? لا ا ل ه ا لا ا الله م ح م د ر س ول االله Then why we are not ready to read this common verse jointly and why these conflicts exist between each other ---? Look! The rats of non-religiousness are biting your cloths. These are making holes in your pajamas, trousers and shorts. It is possible that very shortly you will be going to consider as Nude. --- If it is so, then you will not be able to come in front of any noble person. --------------------
