FOUR MARKS PARISH COUNCIL Minutes f the Meeting f the Full Cuncil Held n Wednesday 21 st June 2017, cmmencing at 7.30pm At the Village Hall, Fur Marks MEMBERS PRESENT: IN ATTENDANCE: APOLOGIES: Cllr Janet Fster (Chairman) Cllrs Karin Black, Tim Brake, Jhn Davis, Davie Edgar, Jhn Hammnd, Dave Mills and Simn Thmas Mrs Sarah Gudie (Clerk), District Cuncillrs Debrah Jacksn and Ingrid Thmas, (2) member f the public Cllrs Anne Tmlinsn 17.84 OPEN SESSION The Chairman pened the meeting and welcmed members f the public and Cuncillrs and invited questins fr the Open Sessin. Anne Harrisn frm Age Cncern spke with reference t the rle f Village Agents. Paul Turner, the Fur Marks Village Agent, has expressed a wish t relinquish the rle and is lking fr an assistant with a view t taking ver frm him in the near future. Anne explained the rle f the Village Agent, being a cntact persn fr lder peple, wrking in cnjunctin with Age Cncern, helping peple stay at hme and independent, and putting them in tuch with lcal resurces and cntacts fr assistance and guidance. Paul has als been rganising get-tgethers and attending and presenting at lcal clubs. She was asking if the Parish Cuncil culd help r knw f anyne that wuld be keen t take n this vluntary but rewarding rle. Ideally smene that is knwn lcally and trusted, a gd netwrker. It was suggested that she put an article in the Fur Marks News and prvide the Clerk with prmtinal material t publicise arund the village, bth n ntice bards and n the website. James Cles wished t speak abut the change in Licence applicatin but first wished t advise members that, referring t Agenda item 17.93.8, he was rganising a re-directin t his hme address fr all pavilin mail as the last utside pst bx had been vandalised. The Licence variatin had been applied fr fllwing the lss f the lcal pub and an increase in scial members f the Sprts & Scial Club. James detailed csts f the membership scheme and advised that there were currently 50 members. The changes were primarily ptential times fr live music, amplified music, alchl purchase, and cnsumptin area (including ff sales) and general pening hurs, all f which were detailed n the applicatin frm. Questins raised were: Why had nly a partial area utside the pavilin had been applied fr? The reasning behind this was the applicatin was mre likely t get apprval fr a smaller area and easier t apply fr a full variatin again fr the whle Recreatin Grund at a later date. Had there been a full cnsultatin with neighburs? The immediate neighburs had n issues, and it was cnsidered that nne f the ther neighburs in the wider area were near enugh t be affected by the changes, as the nise was unlikely t carry. Are the sprts clubs happy with the prpsals? This had been discussed and all were aware f the prpsals. It was clear that clubs wuld n lnger have private use f the facility and shuld they wish t d s then this wuld need t be agreed at cmmittee level, and was nt a licensing issue.

There was sme cnfusin ver the limit t 8 events per year, and cncern raised ver ff sales, hwever Mr Cles explained these and this was accepted. The Clerk raised the cncern ver what wuld happen if Mr Cles, as the Licensee, culd nt pen the bar fr any reasn, and he cnfirmed that there were back up bar staff t cver. She als raised the issue f hiring the venue fr private parties and wuld they still be pen t the public, and it was clarified as yes, peple wuld still be allwed in the bar t drink. Cllr Hammnd requested an update n Festiwell frm the District Cuncillr in her agenda reprt. The Open Sessin cncluded at 8.05pm. Standing Orders were applied. 17.85 APOLOGIES AND APPROVAL OF ABSENCES Frmal aplgies fr absence had been received frm Cllr Anne Tmlinsn, the Chairman and members RESOLVED t apprve her aplgy. 17.86 DECLARATIONS OF INTEREST There were n declaratins f interest. 17.87 COUNCILLOR CO-OPTION The Clerk reprted that she had received tw late applicatins and felt it was mre apprpriate t defer this item until Cuncillrs had had time t peruse the applicatins prir t their deliberatins, therefre it was agreed t defer this item t the next meeting. 17.88 COUNCIL MINUTES The Minutes f the First Meeting f the Full Cuncil held n Wednesday 17 th May 2017, were prpsed as a true recrd by Cllr Davis, secnded by Cllr Thmas, apprved by members, and signed by the Chairman. Matters arising Benjamin UK. A difficult and cnfrntatinal meeting had taken place at HCC. It was cnfirmed that there wuld be n further children frm Hampshire in the hmes currently. There had been an article n the frnt page f the Herald last weekend with a prpsed fllw up in the Natinal newspapers. Fllwing the very passinate cncerns expressed at the last meeting, it was agreed that the letter t Ofsted shuld g withut further delay. Cllrs Brake and Thmas agreed t draft a letter in preparatin fr the Clerk t send n her return the fllwing week. Schl issues. Cllr Thmas advised the members that there was a petitin circulating t reduce the speed limit arund the schl t 20 mph. The issue is being discussed as a pririty, but the warning signs have t be mved befre legal traffic enfrcements can take place, and any new sets f lines need a frmal traffic rder. The Chair f Gvernrs is waiting fr the jint meeting t be rganised, but it was agreed t wait until directed as an internal meeting needs t take place first. Hwever, mst imprtantly, parents shuld take respnsibility and park sensibly and adhere t the suggested ne way rute. It was als nted that the drains had been cleaned ut again, pssibly in preparatin fr frecasted flash flds, but being reminded that Lymingtn Bttm is a river bed, and that this is a histrical prblem, there is n lng term slutin. Hwever we are pleased that HCC appear t be mre n tp f the situatin, thanks t Cllr Mark Kemp Gee. Altn Sprts Centre. There had been a pr respnse t the petitin and Altn Twn Cuncil cnsultatin fr peple t have their say n the facilities that will be available in the new building. The Clerk agreed t re- circulate the survey email. The Minutes f the Annual Parish Meeting, previusly circulated, were apprved in principle. 17.89 COMMITTEE MINUTES Planning Cmmittee, Wednesday 7 th June 2017. Fllwing the circulatin f the Minutes, the Planning Cmmittee chairman, Cllr Thmas, summarised the salient pints frm the meeting, as fllws: There were tw applicants in attendance wh spke in the pen sessin.

There had been a gd debate n the Ashdell Farm applicatin. Hwever a dcument had been sent t the clerk t circulate prir t the meeting n the day f the meeting, but due t her absence it this had nt happened. Hwever it was agreed that sending ut dcuments the afternn prir t the meeting was t late and a plicy shuld be put in place nly t accept dcuments up t a certain time. It was agreed this shuld be discussed at the next planning cmmittee meeting. The applicatin discussin divided the members, hwever it was agreed t bject n plicy grunds. A third applicatin fr Land West f Brambles had als been received, and this was strngly bjected t. There was n justificatin fr the incremental travelling caravans, and cncern had been expressed ver the aggressive statements cntained with the planning statement. There had als been an applicatin fr a retrspective timber framed triple garage, which had been bjected t, due t size and cncerns ver cmmercial usage. Open Space Cmmittee Meeting, Wednesday 7 th June 2017. Fllwing the circulatin f the Minutes, the Open Space Cmmittee in the absence f the chairman, members f the cmmittee summarised the fllwing pints frm the meeting, as belw: The Cricket square is still t be maintained The maintenance/grundspersn had nw been appinted, and was t start at the beginning f July. A number f jbs had already been identified as a pririty, including refurbishment f the Recreatin Grund sign at Uplands Lane. Cllr Hammnd, acknwledging that there culd nt be a blanket TPO awarded fr all the trees in the village agreed t cntinue identifying trees that may warrant being awarded prtectin. It was als agreed t take and re-wrd the trees/hedges guidance frm the Village Design Statement t try and re-publicise t try prevent the cntinual lss f hedges and trees with the parish. The Clerk agreed t raise this again in her article in the Fur Marks news. 17.90 CHAIRMANS REPORT The Chairman reprted n the tpics discussed at the EHAPTC meeting als held n Wednesday 7 th June in Fur Marks. All Parish Cuncils had been urged t respnd t the ward bundary cmmissin cnsultatin All cuncils had been warned abut giving dnatins t the CAB as they were funded by EHDC, and had been unaware that they were asking fr funds frm each Parish Cuncil, their cntract was t be put ut t tender in due curse. The Parish Charter is t be launched n 20 th July at Penns Place t frmalise the relatinship between the parish cuncils and EHDC. The next meeting will be n 6 th September at either Beech r Hawkley and wuld be cnfirmed in due curse. Ntice. 190,000 + 20,000 t up. Cncern had been expressed ver the S106 mnies nt being released. HCC had als been asked t give mre ntice f rad clsures. 17.91 EAST HAMPSHIRE DISTRICT COUNCIL District Cuncillr Thmas circulated her reprt prir t the meeting, attached as Appendix 1. Cllr Hammnd requested a Festiwell update as there has been sme general misunderstandings in the terms and cnditins which had left t general cncerns. Cllr Thmas cnfirmed that the issues had been reslved and all peple affected were being cntacted. District Cuncillr Jacksn reprted n the latest Friars Oak Liaisn meeting. There were fewer residents in attendance but felt there wuld be mre nce the wrk actually started. There had been a request fr sme phasing changes, but nne that wuld have much impact. N ut f hurs cntact had been prvided, and this was being reslved. The next meeting was due t be held n 7 th August. The Lymingtn Bttm Rad develpments next liaisn meeting was n 30 th June, where the Parish Cuncil s cncerns ver the dirty bus stp wuld be raised again. They wuld als be chasing vehicle mvements, as there had been n ntificatins. The prpsed increase in Car Parking charges in Altn had been called in, all apprpriate prcedures had been fllwed, but there had been n re-tractin in the decisin.

The waste cntract was under cnsultatin and the main recycling site (Velia) was being upgraded. The review f the Settlement Plicy Bundaries, which had nt been dne district wide since the LP2 in 2006 LP2. This was currently a desktp review with prpsed site visits, then cnsultatin. This has t be carried ut. Althugh this is a district wide cnsultatin, the review f the Medstead and Fur Marks SPB has caused real cnsternatin, as it is believed this area shuld be silent because it has already been revised and agreed in the preparatin f the nw made Neighburhd Plan, which has been passed by the Inspectr, and adpted at referendum, and this subsequent review is being challenged. Althugh acknwledged that the Lcal Plan needs t be cntinually updated, and reviewed every 5 years r it becmes silent which will allw develpers t build n green fields sites, the parish cuncils and Neighburhd Plan steering grup will be cntesting the review. 17.92 FINANCIAL ISSUES 17.92.1 It was RESOLVED, fllwing prpsal by Cllr Thmas and secnded by Cllr Brake, t apprve the list f payments made in May 2017, as detailed belw. The clerk presented the June payments schedule t date, which wuld be frmally apprved at the next meeting. 17.92.2 It was RESOLVED, fllwing prpsal by Cllr Thmas and secnded by Cllr Brake t apprve the bank recnciliatin and trial balance as at 31 st May 2017, previusly circulated. 17.92.3 It was RESOLVED t apprve the crprate gvernance statement fr the year ended 31 st March 2017, as previusly circulated. 17.92.4 It was RESOLVED t apprve the year end accunts and annual return fr the year ended 31 st March, as previusly circulated. 17.93 INTERNAL COUNCIL MATTERS 17.93.1 The request fr a cntributin twards a prject at Heydeys pre-schl was discussed, but as there was little infrmatin r detail, it was agreed t ask them t attend the next meeting and explain abut themselves and what they are lking fr. 17.93.2 It was RESOLVED t pay the annual grant f 250 t Streetwatch, hwever it was agreed that they shuld give the parish cuncil an annual review, r prvide an annual reprt. 17.93.3 It was RESOLVED t apprve the annual grant t Victim Supprt. Fllwing prpsal by Cllr Brake, secnded by Cllr Edgar, it was unanimusly agreed t increase the grant this year t 100. 17.93.4 Licence applicatins: FFF Brewery Shp. The Parish Cuncil agreed t fully supprt this applicatin, particularly fr the ecnmic benefits it will bring. Benians Pavilin. There was a query ver the 8 events, and it was agreed that apprval fr any events shuld be sught and apprved thrugh and by the Parish Cuncil. Private parties wuld nt need apprval, hwever any event invlving the Recreatin Grund and car park area wuld need apprval. It was agreed that the licence did need t be updated as it was the riginal licence, and the parish cuncil acknwledge that this is a cmmunity asset and the applicatin shuld be fully supprted. Hwever it was t be nted there was a cncern as t the extent that the current sprts clubs usage culd be cmprmised by the new arrangements. 17.93.5 Cmmunity Plan funds. There was a balance remaining in the Cmmunity Plan fund which had nw been transferred back t the Parish Cuncil. A request had been made as t whether this mney culd be put twards the new Speedwatch equipment. Hwever it was agreed that these funds were given fr a specific purpse, and the Parish Cuncil did nt feel that, fr reprting purpses, they culd be reallcated, and shuld be used fr a similar purpse. It was suggested that the plice were cntacted as they may be able t assist with funding fr the new equipment. 17.93.6 It was RESOLVED, fllwing prpsal by Cllr Fster, and secnded by Cllr Black and unanimus apprval t adpt the Parish Cuncil Equality Plicy with immediate effect, t be reviewed annually. 17.93.7 It was agreed t defer the discussin n adpting a Drne Plicy t the Open space cmmittee t cme back t Full Cuncil fr apprval f the plicy, if apprpriate. 17.93.8 Pst bx at Pavilin. It was agreed that the cnsultatin shuld be respnded t, and Cuncillrs were asked t get their thughts back t the clerk within the next 10 days. Fr cnsideratin: Shuld there be a third cuncillr r shuld the parish bundaries be changed t even ut the numbers? Wuld there be any financial benefit? Yes ptentially mre mney available in grants. APPENDIX 1 District Cuncillr reprt 15th May t 15th June 2017 Ingrid Thmas Water is definitely the subject f the mnth, either excessive rain ( which the newly cleared ditches at Fur Marks schl seemed t deal with quite well) r the plans f tw water cmpanies t dig up the rads. The wrks by Suth East Water are well underway with digging planned in Byneswd Rad, Redhill and Five Ash Rad that will cntinue fr several mnths. The main pipes are being upgraded but there is n guarantee we will get better water pressure, we will just wait with fingers crssed. I had an interesting cnversatin with the engineer wh was supervising the spraying clured paint n the rad arund the Byneswd Rad junctin with the A31. He was there t survey a pssible rute t install a sewer pipe ver the railway bridge, his cmment was - the jb was mre cmplicated than expected. It des lk as if the sewer will be ging ver the bridge t prvide service t the Friars Oak site. He explained that the sewer pipe wuld be laid inside a metal pipe t give it strength s that it was nt damaged when lrries drve ver it as they drve ver the bridge. I was tld that Thames water wuld nt be back n site again until at least the 10th f July when they wuld again need t put traffic lights n the A31. Whilst n the subject f Friars Oak we have had anther residents liaisn meeting with Bellway hmes wh have nw taken ver the site. In ur villages we are very lucky t have s many enthusiastic and able grups wh run lunch clubs, care grups and wrk very hard t help peple wh might therwise be extremely lnely. Lneliness can have the same effect as smking 15 cigarettes a day, s it really falls t us all t keep an eye n any members f ur cmmunity wh may be feeling islated and alne. If yu knw f smebdy wh may be suffering in this way please d smething abut it, talk t them r phne cmmunity services at East Hampshire nbdy wants t be a busybdy but we dn't want smebdy t suffer. We have had a change f Leader at East Hampshire, Richard Millard is nw leader f the cuncil. He has changed hw cabinet prtflis are arranged, all the departments at the cuncil have an elected cuncillr wh as a prtfli hlder lks after their allcated department r grup f tasks. It was gd t hear at Medstead Parish Cuncil meeting last night that the first eight affrdable hmes n the Miller Hmes site have been allcated, t lcal families, 3 with a Medstead cnnectin, 2 with a Fur Marks cnnectin and 2 with a Chawtn cnnectin, the nly huse that has been allcated t a family frm slightly further away has gne t smebdy frm Grayshtt. Its gd t see the plicy f lcal hmes fr lcal peple in actin. My secnd prtfli area is t wrk with varius enfrcement sectins f East Hampshire. I hpe that this cnnectin is ging t be f gd use t ur villages. We ften hear cmplaints abut dg fuling and litter drpping which incnvenience ur residents and are antiscial activities. It is intended t expand the zer tlerance fines system already in place fr littering t include fines fr peple wh allw their dgs t ful and d nt pick up the depsit. There are plenty f bins please use them r there culd be a fine, smething that wuld prbably be very ppular with the majrity f the ppulatin.

Part f the enfrcement brief als cvers parking. There was serius disquiet abut the rise in parking fees recently and I will be clsely mnitring the effect that has n businesses and streets in the twns. The ther aspect f the parking prblem will be t lk carefully at the prblems caused t bth ur villages arund the schls. The lack f cnsideratin fr the safety f thers shwn by sme peple drpping ff their children at schl is an increasing prblem, it really is nt that difficult t set ff a little earlier s that due care can be taken. Please cnsider thers, I wuld really like t hear yur suggestins n hw the prblem culd be imprved. All ideas that might help wuld be very welcme s please cntact me. I have spent a cnsiderable amunt f time again this mnth wrking n the disturbances caused by the children hmes that have appeared in ur villages. We had a meeting fr all affected residents t listen t prblems that are ccurring. I tk the pints raised t a meeting at HCC ffices in Winchester, Hampshire children services, Mark Kemp Gee and myself discussed the issues with the cmpany invlved, Benjamin UK. A majr issue was rubbish. We explained carefully t the cmpany hw the rubbish cllectin service in ur district wrks, including what shuld be recycled and what shuld be put in the green general rubbish bins. The cmpany said they wuld try harder. Nise and behaviur were discussed but n real prgress was made, Benjamin Uk wuld like cmplaints t be made by email when disturbances happen s that they can tackle them.
