The Ecclesiastical Province of Canada Forty-second Provincial Synod September 14-17, 2000, Halifax, Nova Scotia Minutes Thursday Registration & supper A total of 8 bishops, 28 clergy and 37 laity registered, along with 5 guests. Opening service at Cathedral of All Saints, Archbishop Peters presiding, Archbishop Peers preaching, The Hon Myra Freeman, Lt-Governor of Nova Scotia present, Dr Robert Pichette, Dauphin Herald Extraordinary presented new Coat of Arms. Friday Morning prayer - Montreal Bible study - Quebec Abp Peters welcomed members to Synod. Peter Irish gave regrets from The Revd Linda Osmond, Clerical Secretary, due to a death in the family. Motion 1 Moved by: The Revd Josiah Noel (E Nfld & Lab) That the Revd Alan T Perry (Montreal) be appointed Clerical Secretary, pro tempore, for this session of Synod. Motion 7 That the deadline for notices of motion be 10:00 a.m., Saturday morning. Correspondence was read from the Governor General s office, from Archdeacon Jim Boyles regarding ACPO funding, from Archdeacon Gordon Druggett regarding boundary changes in Newfoundland, and from Bishop Jim Cruickshank. General Synod Legislation R Stevenson commented briefly on acts of General Synod to do with Canons IV and XVII. With respect to Canon IV, Bishop Hutchison asked whether there is reciprocity in licensing with other churches with which we are in full communion. National Church Archdeacon Jim Boyles expressed appreciation for the work of Chancellor Ron Stevenson. He mentioned the theme of the 2001 General Synod, Toward Healing, Reconciliation and New Life. He said that there were plans for some joint sessions with the ELCIC National Convention. General Synod will be looking at the future of the BAS and Full Communion with the ELCIC. Discussion on the litigation regarding Residential Schools ensued. Archdeacon Boyles informed Synod that a mailing is going to all clergy across the country with information on Residential and asking that every Anglican write to their Member of Parliament to press for government action on the issue. Current cuts to the national budget will affect the funding of ACPO. Motion 8 Moved by: The Very Revd Glen Burgomaster (NS/PEI) Seconded by: Bishop Bill Hockin (Fredericton) That the Synod give a vote of thanks to Archdeacon Boyles and the national staff for their ongoing work on our behalf with respect to the Residential Schools. Unanimous applause R Stevenson presented Motion 9 Mid-day prayers - ENL Friday afternoon and evening were devoted to a diocesan day. Saturday Morning Prayer - W Nfld Bible Study - Quebec Notice of motion 10 was given. Bishop Hiltz gave a presentation from Faith Worship and Ministry on theological education and work on a core curriculum for education for ordained ministry. He distributed materials for a discussion in diocesan table groups. Table groups reported back to the plenary and discussion ensued. Province of Canada - Forty-second Synod Page 3

Motion 9 Seconded by: Archbishop Arthur Peters (NS/PEI) Motion regarding the authority of the General Synod Canons and the establishment of a new National structure for the Anglican Church of Canada in the event the General Synod is unable to continue. Text distributed with convening circular. The Primate told Synod that some people had expressed fears that this would be a power grab by the Primate and Metropolitans, but he assured Synod that these fears are groundless, but that it would enable him to put together some kind of body representing all dioceses to develop a new plan for national work. This would not be a matter of simply recreating General Synod, but forging a plan for the future. Motion 11 Moved by: The Ven Mary Gibson (Montreal) That the diocesan and other reports be received as distributed. Bishop Hutchison noted that the Diocese of Montreal is celebrating its 150 th anniversary. The nominations committee reported that the new executive had been elected by acclamation, and that there were five nominees for the three youth position on Council. A video was presented from the Province of Rupert s Land. Mid-day prayers - Fredericton Following lunch, the provincial website was displayed on screen. Bishop Hiltz introduced the Community of Deacons, who gave a presentation on the vocational diaconate and some of the challenges involved in gaining acceptance for this ministry. Motion 13 Moved by: Cathy Clarke (NS/PEI) Seconded by: Katie Woodside (NS/PEI) Motion to change Nova Scotia to Nova Scotia and Prince Edward Island in the Constitutoin and Canons to reflect the change of the diocese s name. Text circulated with convening circular. Motion 14 Motion to amend Canon 2(6) as circulated. Motion 15 Motion to amend Canon 6 as circulated. Motion 16 Seconded by: The Rt Revd Bruce Stavert (Quebec) Motion to repeal Canon 3 and enact a new Canon 3 as circulated. and training. Amendment defeated Youth delegates introduced themselves to Synod. The Primate gave a fireside chat reflecting on the office of the Primate and his experiences in that office, with an opportunity for some informal questions and answers. Archbishop Peters gave a brief report from the House of Bishops. Partners reflections Noreen Hareuther, Prolocutor of Rupert s Land. I am having fun Rupert s Land is still looking for a way for youth participation; synods usually held in Spring at exam time, not good for youth. She felt that written diocesan reports seem like a good idea. She said that when one part of the body suffers we all suffer. Residential schools will affect our Province, even if we were not directly involved. She felt that business had been kept at a minimum, and time to connect has been maximized, which is valuable. Archdeacon Jim Boyles said that it is important to maintain the connection with the National Church, and that he appreciated the time given to national issues. He mentioned the cut to ACPO funding, and spoke about an international meeting with other General Secretaries. Motion 17 Moved by: The Ven John Sharpe (Fredericton) Seconded by: Harold Wells (W Nfld) That the acts of Council 1997-1999 be received as distributed. Following supper, Bishop Hiltz presented an update on Anglican/Lutheran relations and presented a motion endorsing in principle the Waterloo Declaration of Full Communion. Motion 10 Moved by: Bishop Fred Hiltz (NS/PEI) Seconded by: The Revd Alan T Perry (Montreal) That this Synod endorse in principle the Waterloo Declaration of Full Communion between the Anglican Church of Canada and the Evangelical Lutheran Church in Canada, and commend it to the Synods and people of the dioceses in the Province of Canada for study and action in accord with the resolution of approval in principle by General Synod 1998. Bishop Harvey presented a video from the Council of the North. He noted that our Province soon will include two member dioceses in the Council of the North, ENL & Quebec Motion 18 Moved by: The Ven Mary Irwin-Gibson (Montreal) Seconded by: The Rt Revd Leonard Whitten (W Nfld) That the ballots be destroyed. Archbishop Peters announced the resignation of the Hon Ron Stevenson as chancellor and expressed thanks for his work in that role over the past several years. A standing ovation ensued. Archbishop Peters announced that, in consultation with the prolocutor, Mr John Arnold (NS/PEI) has been appointed chancellor. Following Compline, a reception was held at the Archbishop s residence. Sunday Budget & finance Eric Dryden presented the budget and financial statements, with a proposal for the centralized funding of ACPO through an increase to the assessments beginning in 2001. National funding for ACPO has been cut from $36,000 to $12,000. The Province of Canada was receiving $12,000, so we should expect a cut to $4,000, giving a shortfall of $8,000. Motion 19 Moved by: The Rt Revd Bill Hockin (Fredericton) Seconded by: The Rt Revd Andrew S Hutchison (Montreal) That $8000 be added to the 2001 budget to fund ACPO, and that this amount be included in the assessment. The question arose as to how to calculate the assessment. This has been done by a weighted average of income and population in the past, but there was a request at Provincial Council 1999 to explore the possibility of pro-rating by assessable diocesan income following the national system. Both sets of numbers were presented. Much discussion ensued. The chancellor pointed out that this is constitutionally a matter for Council. Seconded by: The Ven Mary Irwin-Gibson (Montreal) That Synod recommend to Council that the national diocesan assessable income system be used as the basis for calculating the Provincial assessment. Motion 21 Moved by: Eric Dryden (Montreal) Seconded by: Betty Jane Markham (Fredericton) That the financial statements be accepted as presented. Youth members of Synod presented their reflections. Youth are not always treated as valuable equals, but Synod has sought out the insights of the youth members and this was appreciated by the youth caucus. Archbishop Peters reflected that the youth are here as full members and equal representatives of their dioceses. Peter Irish thanked the local arrangements committee for their work, and singled out John Smith and Randy Townsend. He also thanked Donna Parsons for her extra work over the last three years. Applause ensued. Motion 22 Moved by: Susan Winn (Montreal) Seconded by: Don Rowe (E Nfld & Lab) Courtesies were extended to Archbishop Michael Peers, to the Venerable Jim Boyles, Archbishop Peters and Mrs Peters, Bishop Fred Hiltz, Nova Scotia and Prince Edward Island Synod Office staff, volunteers from the host diocese especially John Smith, Randy Townsend, Gerry & Ethel Nelson, and David Boston, Ron Stevenson, Prolocutor, Deputy Prolocutor, Secretaries, Webmaster, Donna Parsons, Her Honour, Myra Freeman, Lieutenant-Governor of Nova Scotia, Dr Robert Pichette, Dauphin Herald Extraordinary, Glen Burgomaster, organist, choir and members of the Cathedral of All Saints, Noreen Hareuther, members of the Order of Deacons, Bishop Don Harvey, Rob Marsh, management and staff of the Lord Nelson Hotel, those who led worship, Canon Pierre Voyer, and to the youth members. Bishop Stavert invited the Synod to hold its next meeting in Quebec in 2003. There was a unanimous motion to adjourn. Archbishop Peters declared Synod closed.
