MINUTES OF A REGULAR MEETING OF THE BOARD OF DIRECTORS OF TARRANT COUNTY WATER CONTROL AND IMPROVEMENT DISTRICT NUMBER ONE HELD IN TEE DISTRICT OFFICE IN FORT WORTH, TEXAS, ON THIS THE l6th DAY OF JUNE, A. D. 193, AT 3 O'CLOCK P.M. o o o o o The all of the roll dislosed the presene of all of the diretors as follows, viz: W. R. Bennett C. A, Hikman Joe B. Hogsett W; K. Stripling E. E. Bewley W. R. Bennett presided in his apaity as President; Diretor Stripling ated in his apaity as Seretary. At this time and plae the following proeedings were had and done, viz: 1. Reading of the minutes of the meeting of June 9th was passed to the meeting to be held on June 23, 193 2. There were presented to the Diretors notes based on oral ommuniations by Mr. Culwell, one of the Commissioners of Wise County, Texas, whih was in substane as follows: (1) That the learing gangs operating in Bridgeport basin had left logs on the low land along Hunt's Creek between the Rominger Ranh and the Astin Ranh; (2) High water had floated these logs against a bridge over a slough parallel to Hunt's Creek, and knoked it loose from one abutment and anhorage; (3) That the Contrators had been notified to repair the bridge, or to make available to the County the money to repair the bridge; that this request had not been omplied with; that the bridge was unsafe and should be promptly repaired. Based on these fats the Commissioners of Wise County request that the Contrators be required promptly to repair the bridge, or to make available the money to over the ost of repair by the County. After full onsideration of this request by the Diretors, they gave diretion that the Contrators be advised of the fats and that they be requested to make prompt repair of the bridge; further, that the Commissioners' Court of Wise County be given advie that the request had been made. All letters pertaining to this matter shall be attahed to these Minutes as part hereof. Ij.. Thereupon there ame up for disussion the Engineers' Estimate of the time at whih Constrution Funds now in hand may be exhausted, in order to enable the Diretors to make plans onerning the issuane and sale of additional bonds. It was tentatively agreed by the Diretors that money now on hand may be expeted to meet the requirements up to Otober, but that it would be neessary to take steps to antiipate exhaustion of funds at about this time. After full disussion it was ordered that the question of the atual order for the issuane ofbnds be passed for determination at a meeting to be held the first Monday in July, I93O. It was further tentatively agreed that an order for
issuane of bonds be presented for approval at that time: Further, that the order to be presented be tentatively based on fators as follows: (1) Bonds-to be dated September 5, 193. and to mature serially forty ikp) years after their date, aording to the usual level tax plana (2) Par value of bonds to be issued 1,500,000.00; rate Five (5) per ent. 6. Thereupon the land Committee made report as follows, viz: Diretors Hikman and Strioling, omposing the Land Committee, presented proposed duoliate ontrat between the distrit and 1'rs. Kate Craddok, whereby it was to be agreed that the Distrit would pay for forty (2j0) ares of land, known as the Hunt Burial Ground, on the Catus Hill Ranh, at the rate of IjO.OO per are. This ontrat was subjet to the further provision that the distrit would remove the bodies and monum.ents from their present situation; that the distrit would provide a lot in the Bridgeport Cemetery for the bodies and plae markers, all to be done as is set forth in the written agreement, and to be at the ost and expense of the distrit. It was reported to the Diretors by Diretor Hikman that he had a proposal for the performane of this servie by the Undertaker at Bridgeport, whereby he was to provide a lot and perform tie servie in aordane with the ontrat for the sum of $ It was stated that there had been no effort to proure other bids, due to the fat that the partiular Undertaker was one satisfatory to Mrs. Craddok, whih might have value in preserving harmony and keeping her satisfied with the manner in whih the ontrat was being arried out. Thereupon Diretor Hogsett made a motion that the ontrat of purhae with the onditions stated, do be approved, and exeuted in behalf of the Distrit* Further, that Diretors Hikman and Stripling be given disretion onerning aeptane of the tender of servie by the Bridgeport Undertaker, or the prouring of other bids and possibly other servie. This motion was seonded by Diretor Bewley. Upon a vote being taken the motion was arried and it is so ordered* 7. Thereupon Diretor Hikman presented to the Diretors a demand being made onerning the purhase of land by the Distrit from G. W. Duke and others. It was represented that the deed, as drawn, had been exeuted by all parties, but that the owners of an undivided l/5th interest in the land had exeuted the deed, but had returned it to Mr. Duke with the demand that the deed be not delivered unless this distrit would enter into supplemental ontrat granting to the owners of the l/5th interest the mineral rights in the land to suh extent as would be equal to their holding of title. After full onsideration of this matter the Diretors were of the opinion that the request should be denied. It was direted that advie to t u is effet should be given to L. P. Lowry and Mr. G. Mr. Ireland Hampton, This is to advise that on or about the 22 nd of this month our fores ompleted the repairs to bridge in Hunt Creek bottom referred to in your letter of June 18th. The writer and your Mr. Woolverton made an inspetion of this bridge on June 2l3t. It was o u r onlusion that the damage to this bridge was not duo to any logs having floated against same, but was aused by the high water floating the dek of the bridge off of the bents. While we do not feel that the damage was due to any fault of our3, we have proeeded with the repairs of this bridge as instruted,in order to avoid any frition between your Board and the County offiials We trust that aknowledgment will be made that this bridge has been repaired to the satisfation of your Board and the County Offiials of Wise County. Dear Mr. Culweilt- e On Juno loth, 1930, you gave oral advioe of a olaim by.vise County based on the stated faot that this Distriot's Contraotors had permitted logs to lay on low ground along Hunter't Creekj that high water had aused a log or other out timber to float against a bridge over a slap^h near Hunter's Creek, between the Rominger and Caotus Hill ranhes, in suoh manner as to unseat the bridge from one foundation and abutment. On the same day the Direotors gave diretion to the Contrators that they restore the bridge to its prior usable ondition. We on June 27th, 1930, were given written advioe that the Contrators have restored tho bridgei Will you kindly inspet the bridge, and give us written report overing your findings as to whether or not the restoration of the bridge meets your approval as to suffiieny. June 18,1950 Trinity Farm Constrution Company, In., MKenzie Constrution Company, Uvalde Constrution Company, Azleway, Asle, Texas* Gentlemen» On Monday, June 16, 1950* Mr* A* L* Culwell, a Member of the Commissioners' Court of»ise County, Texas, made representation to the Diretors of this Dietriot as follows1 (1) That the Clearing Gangs, in operating in the Bridgeport basin had left logs on the low land along Hunt's Creek, between the Rominger ranh and the Astin Ranhj (2) Hlgfr water had flooded these logs against a bridge over a slough parallel to Hunt's Creek, and knoked it loose from one abutment and anhorage j (3) That the Contrators had been notified to repair the bridge, or to make available to the County the money to repair the bridgej that this request had not been omplied with; that the bridge was unsafe and should be promptly repaired* Based on these fats the Cosndssioners' of.vise County request that the Contraotors be required promptly to repair the bridge or to make available the money to over the ost of repair by the County* Upon onsideration of this request Mr* H* C* Nihols, of the Distrit's Engineers, reported that in his opinion - 1
the ost to restore the bridge would be very smells Based on this onsideration it was the opinion of the Diretors that the Contrators should be requested promptly to restore the bridge. This letter is our request that this be done promptly, in order to avoid frition with the Wise County Offiers. Kindly give us written advie onerning your onlusions in the matter, and also please let us have report onerning atual ompliane with the request.
