Welcome to the Verizon Change Management Process Meeting. As you know or maybe some of you don't know, I have taken over for Evelyn now going forward. And what I'd like to do is list the attendees for today. Paul White: Yes. Thanks. Thank you. This is Paul White and regarding the availability, I don't have anything to report at this time. Currently the systems are processing as expected. Thanks Paul. Are there any questions for Paul? This is Loriann at XO and I don't know if Paul can answer this question. But I know last month we had a problem with port orders that were being pushed out for new dates that I guess the orders were being confirmed but somehow they were hanging up somewhere and not flowing to downstream organizations. It only affected, you know, Centrex type accounts. You know, customers who are on Centrex with Verizon. We were told the fix was going in on 2-26. And I didn't know if you had any information on that. Paul White: I don't right off the top of my head but I will find out. (Who is this)? Loriann Burke? Yes. Paul White:

Page 4 I think we haven't seen any customers go down in the last week so we're really hoping that this works. Paul White: But... Paul White: Yes. I'll check and I'll get back to you. Thank you. Loriann, this is (Frank). Do you remember - did you speak with somebody specifically if that - the fix would go in? Dee Evans. Dee Evans. Dee Evans of the NMC, the Manager of the NMC I think. We have finished of course the February release and we'll be going into the April availability which will be on the 15th and 16th of April. We'll also be sending out shortly the intent to test for the June release but that will go out in April as normally it does. And that is all I have for today. Thank you. Any questions for me? Thank you. Thanks Kim. Kim Taylor: You're welcome. Next up if he is on, (Victor Burrell) for Web enhancements. (Victor Burrell): Hi. (Victor Burrell) is on. Good afternoon everyone. This afternoon I'd say about 1:30 Eastern you should have received an email with updates to our Web content. Regarding access content we have updated the access ordering and ordering access services and ASRB to the interfaces. That would include the pre-order business rules effective March 29 as well as the pre-order business rules for North Central also effective on March 29. You'll also find an update to the contact test sites where we've added local information for ordering as well as access information with updates to special access in switch to New Jersey, the OCEC in the New York region and also ordering for various aspects in the West and CNP regions. Finally, there was an update to the ISP with ordering contacts for the East region also listed on the Web site. Any other questions for me? Well thank you (Frank). Thank you (Victor). Moving along. I will update the - we did have a couple of enhancements that went in in the February release - February 21st.

Page 6 They are in the spreadsheets that were attached to the meeting update or the meeting notice I should say. On the schedule itself - on the list itself it says it was scheduled but I (can) -- that they were completed. And there were three Type 5s in that group. I think that I'll say - and I think Kim alluded to this. But I wanted to reemphasize that it'll be prior to our next meeting the (CLAC) community will get the notification regarding the code implementation to support the simple port initiative. I'm sure everybody is aware of that obviously where the FCC mandated that they do the change or modifications from three business (based) to one. So you will get - (CLAC) community will get that notification as required in April. Are there any other questions? Just a question - this is (Sherri Zoe) with New Star. Since you mentioned the FCC one day (unintelligible). I know that we're going to receive the notification in April. At this moment can we get some advanced information when Verizon is going to implement it? The effective date is August 1. So Verizon is going to implement it in the August 1 weekend? Yes. I think it'll actually be July 31 but it'll be for the effective data that was mandated by the FCC.

Page 7 So it will be outside the regular June release? The functionality will be implemented in the release. Woman: In the June release? In the June release and it will not take effective until August 1. August 1. Can someone just help me to understand how you implement it and not take effective until August 1? Well the functionality can - the coding can be put into the system without implementing the process until August 1. So does that mean the code is in June release but you do not turn it on or I'm still not able to follow. Sorry for that. I'm not sure how to say it any differently. I guess my question is how can you put a coding in June but not effective until August 1? Woman: Yes. How's the system going to know? If the change is in place, how's it going to know not to... Right. Exactly.

Page 8 I don't know the technicalities involved in software. I can go and get that information for you and give it to you, provide it. Can we have that information in the notification? That I don't know. I'll have to find out. Can we take like action item; make sure that information will be included in the notification. I will take the action item to go find out the answer to your question. But I can't answer to you if it's going to be in the notification itself. Sure. Thank you. Are there any other questions? Hi. This is Loriann from XO. I was just wondering if you've received any information on a budget for this year or Type 5 CRs. Yes. We don't have any budget beyond what's already been put in place. Now obviously that was the February release; the three things that just got implemented and obviously we have money for the simple port but nothing beyond that at least for - at least for right now. Liz Balvin: I'm sorry. This is Liz Balvin from Covad. The February release I thought was accommodated by last year's budget. That's the CR that we kind of - or an action item we pushed to get more resources for last year.

Page 9 You may be right there. You're probably right. But as of right now we don t' have really have anything in the budget for change releases. Liz Balvin: And it was also my understanding that the simple port budget was also accommodated last year. So it sounds like nothing was allotted for this year. I just want to make sure I'm understanding that. You're correct. Liz Balvin: This is Liz again. I'm sorry. I'm thinking. Last year we actually had to go to the New York (CDC) and request a re-review of the budget, which Verizon did and got us the three changes for this February release. Is that something we can kick off here without doing that? And the issues surrounded, you know, are you limited it on the retail side as well. So there's just (resources). It's pure maintenance mode. I'm not sure - are you - you're asking multiple questions there or I'm not sure what you're asking. ((Crosstalk)) You're asking... Liz Balvin: I was wondering if - kick off an action item to re-review the budget and you weren't privy obviously to last year. But just a brief summary was we were surprised that there were no devoted resources. Verizon said that they were holding a number of resources for this FCC order. But upon reevaluation they were able to find the ability to implement the three that went in in February.

Page 10 And I'm curious if you could kick off that review again to determine if we could find any resources for the Type 5. What I can do is take your concerns back but I can't promise anything. Liz Balvin: That would give you time to look at the history also. That's fine. Thank you. Thank you. Are there any other questions or issues? (Mary): Hi (Frank). This is... Yes. (Mary):...with One Communications. And I wanted to bring this up on this call because One Comm is seeing some issues with hot cuts that we're sending. We're receiving auto rejects that - let me get the exact - invalid rec type for product. Please submit new request. This has been brought to the PFCC and they have given us a workaround. However, the workaround is not - we haven't been successful so far in our 20 plus orders that have been rejected. What I'm wondering is if we're seeing this issue due to the releases that just happened last month because - they're saying right now it's a system issue but we're really not sure if it has to do with the release that happened last month. So I guess what I'm asking is if anyone else is having this problem and then also to see if it has to do with the release. This is (Carrie) at Comcast. What did you say the error was or the reject was?

Page 11 (Mary): They're on hot cuts and the exact error is invalid rec type for product. Please submit new request. Thanks. (Mary): So we're not able to process it as a hot cut. And the workaround involves two different LSRs that need to be (archived) together. (Lori): This is (Lori) with Integra. Is that in the East or the West? (Mary): It's the East as far as I know. (Lori): (Mary): I'm not sure if it's happening in the West. (Lori): Thank you. I'm sorry (Mary). (Shelly's) on as well. This is (Shelly) from One Comm. Right now we've been experiencing it throughout the East footprint. I don't know of any examples we've seen in the West but I don't know if we've submitted that many orders that we would be seeing it. ((Crosstalk)) What's happening is it's an indication to us that the loop might be on fiber and that we would have to do like a new loop import. But we've seen - and we get those from time to time and those are valid. But what we've seen in the last

Page 12 few weeks are like large quantities of them. And like (Mary) said, the workaround that they gave us doesn't seem to be working. (Mary): Also I know this is happening on (fox) orders. If we - before we were seeing this issue happening all the time there were orders that were (fox). If they were (stopped) for any reason like there was a push - a day cut push and we (stopped) it, we got that reject. Weren't even able to get a (fox). (Mary). (Mary): Yes. You mentioned that you thought it may be related to a release or something... (Mary): Oh, we don't know. That's why I wanted to bring it up on this call. We provided several (cons) to (Brian Berry) and (Larry Devine). And then, like I said, this was also brought to the PFCC and Alphonso Campbell was the one that gave us the workaround we've been (unintelligible). And this is (Shelly) again. They - (Frank), they told us that this is a known system error that there's an edit to correct I believe in the April release. But we just thought it was strange that it wasn't happening before and all of a sudden it's happening now. And they seem to know about it yet, you know, the workaround that they gave us isn't working. And really I was just curious if other companies are experiencing this as well. No. This is Loriann and XO. I haven't heard about this one yet. Is it all of the orders that you're sending for hot cuts? (Mary): No it's not.

Page 13 I know Loriann we've seen it in PA and in New York where the specific examples that we sent over to the NMC to review. And, like I said, normally when they come onsie-twosie kinds of things, we just hand them. But when they started coming in such large volumes... Right....you know, we questioned, you know, now could that really that all these, you know, lines are supposedly, you know, on fiber, which is that type of error that you get. I'll have to ask. I haven't heard anything (Shelly). (Shelly), this is (Carrie) with Comcast. We don't do hot cuts so we have other issues going on right now. So with WISE so. So, you know, I guess there's not a lot that we expect (Frank) to do. Just really wanted to bring it up here and see if others were having that problem. We will go back internally within Verizon to find out, you know, to acknowledge that this is not working, this workaround. Do you have a - this is (Frank). Do you have a email string or something that you can share with me that has the... Yes.

Page 14...originals? Yes I do. We'll get that over to you. And (Frank), this is (Carrie) at Comcast. Is Paul White still on? Doesn't sound like it. We're experiencing - in the WISE system we're experiencing State 50 and State 35 again. So we're - we submit the order but we never get a confirmation. At the same time we have another problem going on to where we're not receiving the BCNs either on quite a few orders. So I know this is something that we're addressing directly with Paul and Verizon here this week. But just wondering is anybody else seeing this problem with WISE? This is Loriann at XO. We don't submit the orders through WISE but we run into some problems getting completions on orders. We're seeing it a lot in the EDI.

Page 15 So we don't typically submit them in WISE but when we have to, we can go in there and take a look to see what's going on. But typically this is going on in the EDI to where we not getting BCNs. And now an error, which we dealt with last year, State 35 to where we can't see the confirmation. It's kind of like in a pending status and then when we call all of a sudden it's FOC. Oh. So I know that we've been having struggles with WISE since this (PENCO) process has been going on, so. Woman: Are you seeing the problems mostly in the West? Yes. Woman: I mean we've seen late completions or (SARS), things like that. We've always been told that - I mean we're working on it individually but as well but we've been told that it's due to work backlog. Yes. And we have a call this week to see what's going on from our side too. So I know that it's impacting a lot in the West. But at the same time I've heard some of the East but I haven't gotten confirmation on that yet. (Frank), I'll just work with Paul up on - thanks. Yes. You can send me an email too if you - just to keep me in the loop. And this is Kim Isaacs with Integra. I'd like to discuss the SPID change. I've gotten information that the SPID change will require us to cancel and rebuild our pending subscriptions and that we won't have to do anything from Verizon and I am still waiting on a firm answer.

Page 16 Yes. Yes what? The pendings will be cancelled but you don't have to cancel them. We don't have to cancel them. ((Crosstalk)) They'll be rebuilt by whoever's doing your (spin) - your SPID work - the SPID transfer. They'll be rebuilt? Correct. I actually - this indicates to me that I failed to send out an email. I did get with (Rich)... ((Crosstalk)) Apparently him and I sent out a little bit different understandings of the process. Yes. But I got with (Rich) and he set me straight.

Page 17 So there's no action however you're handling the SPID (split). It's going to result in the pending subscriptions being cancelled but then being rebuilt on the other - on the new SPID. Correct. ((Crosstalk)) My apologies. Thank you. Woman: Are you going to send something out saying that? Yes. I'll send and email out. Woman: Thank you. (Frank), it's (Shelly) from (One Time). Can you give me your email address? I thought I had it. It's frank.m as in Mary dot (Maleki). Thank you. You need the spelling? No. I got that.

Page 18 Thanks. (Lori): This is (Lori) with Integra. The new URLs that will be effective on March 29 for WISE and ewpts for the new North Central region, will those not be able to be logged into until the 29th? So there will be no way to test those ahead of time to make sure we have all the certificates in place and everybody will have access to that? No. I don't have that in front of me but I thought that you could log in and you probably should log in to get the certificates. (Lori): Well to get the certificates but can we log into the URLs to test to make sure the certificates are, you know, working and... That I don't know. I'll have to find out and get back to you. (Lori): Thank you. (Lori), this is (Carrie) from Comcast. We did some testing on (this new) URL last week just to make sure we are all set to go. So did you go through any testing at all? (Lori): I'm not able to get into it at this point. That's why I was asking. So you just download the new certificates and were able to go to the new URLs... ((Crosstalk))

Page 19 (Lori):...without an issue? We worked directly with Verizon and did some testing scenarios with them for accessing the new URLs. And then of course our EDI folks are dealing with that separately but we've already gotten testing all done. And this is Kim. You actually tested the WISE (unintelligible). We did. And of course our EDIs team has been testing the EDI as well. (Frank), none of the notices indicated that WISE testing was available. Could you send out a notice so we can - so we can schedule time to test the new URLs? Yes. ((Crosstalk)) Do you have to arrange that testing or did you...
