Of HR Felix Adams, City Attorney Bruce Hickle, Dir. Of Utilities Ron Pitts, Dir. Of Public Works Chief Wells, Police Chief 1. APPROVAL OF THE FOR THE HELD FEBRUARY 1, 2010. 2. APPROVAL OF THE FINANCIAL REPORTS. Motion made by Vice-Mayor Maddox and seconded by Councilman Barnes to approve the consent agenda. Motion carried. CITIZEN S FORUM Mr. Rex Inman of 311 West Hunt Avenue was present requesting that council look into a permit to allow him to drive his golf cart to CVS, Winn Dixie and Wal-Mart. Consensus of the council was to have the city manager look into a route that would partially accommodate him. NEW BUSINESS 1. SUMTER ECONOMIC DEVELOPMENT PROGRESS REPORT BY MR. RICK DODGE. Mr. Rick Dodge with the Sumter County Economic Development Council was present to introduce himself to the council, share his goals for Sumter County, give a recap of his first 90 days and invite council to the Sumter Business Summit on March 11, 2010 at the Wildwood Community Center. 2. FIRST READING OF ORDINANCE 2010-02 ANNEXING CERTAIN PROPERTY OWNED BY WILLIE AND EVELYN HILL LOCATED AT 701 CR 763. (PARCEL N21=008)

Page 2 2010-02 by title only. Motion carried. Motion made by Councilman Swain and seconded by Councilman Barnes to approve Ordinance 2010-02 on the first reading. It was pointed out by Mrs. Hill that the Ordinance had the wrong address on it. Councilman Swain amended the motion to include the correct address of 7081, Councilman Barnes seconded. Motion carried. 3. FIRST READING OF ORDINANCE 2010-03 AMENDING THE LAND USE MAP TO INCLUDE PROPERTY OWNED BY WILLIE AND EVELYN HILL FROM COUNTY RURAL RESDENTIAL TO MUNICPAL RL. (PARCEL N21=008) Motion made by Councilman Swain and seconded by Vice-Mayor Maddox to read Ordinance 2010-03 by title only. Motion carried. Motion made by Vice-Mayor Maddox and seconded by Councilman Swain to approve Ordinance 2010-03 on the first reading. 4. FIRST READING OF ORDINANCE 2010-04 DESIGNATING A ZONING CLASSIFICATION FOR PROPERTY OWNED BY WILLIE AND EVELYN HILL FROM COUNTY A5 AND RR1 TO MUNICIPAL R1. (PARCEL #N21=08) 2010-04 by title only. Motion carried. Motion made by Councilman Swain and seconded by Vice-Mayor Maddox to approve Ordinance 2010-04 on the first reading. Roll call vote. Motion made by Councilman Swain and seconded by Vice-Mayor Maddox to approve Ordinance 2010-05 on the first reading. Mr. Mile Anderson asked permission to go ahead and start the site work. Consensus of the council was he could go ahead and start the site work with the understanding that he assumed the risk as the Ordinance wasn t officially passed until the 2 nd and final reading.

Page 3 6. FIRST READING OF ORDINANCE 2010-06 DESIGNATING A ZONING CLASSIFICATION FOR ON PROPERTY OWNED BY WBA INVESTMENTS LLC FROM COUNTY AG TO MUNCIPAL MPD. (PARCEL #N04=012) Motion made by Councilman Swain and seconded by Vice-Mayor Maddox to read Ordinance 2010-06 by title only. Motion carried. Motion made by Councilman Swain and seconded by Councilman Barnes to approve Ordinance 2010-06 on the first reading. Roll call vote. Councilman Swain, YEA; Councilman Barnes, YEA; Vice-Mayor Maddox, YEA; 7. APPROVAL OF THE CDBG CONSTRUCTION GRANT CONTRACT WITH ANDY EASTON AND ASSOCIATES FOR ADMINISTRATION SERVICES ON THE CDBG LINCOLN PARK PROJECT. Motion made by Councilman Barnes and seconded by Vice-Mayor Maddox to approve the CDBG Construction Grant contract with Andy Easton and Associates for administration of services for the CDBG Lincoln Park Project. Motion carried. 8. APPROVAL OF THE BID AWARD OF THE CONCRETE SLAB FOR KENNY DIXON SKATE PARK ADDITION. Motion made by Vice-Mayor Maddox and seconded by Councilman Barnes to award the concrete slab work at the Kenny Dixon Sports Complex to Jeffery Mauldin Concrete and Masonry for $10,000.00. Motion carried. 9. RECONSIDERATION OF LINE CONSTRUCTION DIAMETER FOR THE SUMTER YOUTH CHARITIES PROJECT. (COUNCILMAN BARNES) Motion made by Councilman Barnes and seconded by Vice-Mayor Maddox to reconsider the decision to install an 8 water main for the Sumter Youth Charities and install a 4 water main instead. Councilman Barnes stated that after looking at the pros and cons and discussion with city staff he felt that 4 line would meet any future needs in that area. Motion carried. 10. SELECTION OF FIRM TO PROVIDE BUILDING OFFICIAL AND INSPECTION SERVCIES FOR THE CITY OF BUSHNELL. Motion made by Councilman Swain and seconded by Vice-Mayor Maddox to approve the contract for building official and inspection services to Quorum Services. Motion carried.

ALTERNATIVE FOR CUSTOMER ASSISTANCE FOR THE SEWER CONNECTIONS FOR CUSTOMERS IN THE SOUTHWEST SEWER EXPANSION AREA (SMALL DISADVANTAGE COMMUNITY GRANT) City Manager Vince Ruano presented the council with several different scenarios that would help the homeowners hook up to the city s sewer system. Motion made by Vice-Mayor Maddox and seconded by Councilman Barnes to borrow money to finance the sewer hookup for the homeowners with the City of Bushnell holding the mortgage. City Attorney Felix Adams advised the council against doing that. He explained the ramifications of the city holding mortgages on homes. He suggested that the council look into doing a special assessment on the property taxes. Vice-Mayor Maddox withdrew the motion and Councilman Barnes seconded. Motion made by Councilman Swain and seconded by Vice-Mayor Maddox to table until additional information is available. Motion carried. 12. APPROVAL OF THE CONTRACT FOR THE FALL FESTIVAL COORDINATOR. Motion made by Councilman Barnes and seconded by Councilman Swain to approve the contract with Joanne Pitts as the Fall Festival Coordinator. Motion carried. 13. APPROVAL OF THE CONTRACT FOR THE SUMMER YOUTH COORDINATOR. Motion made by Councilman Swain and seconded by Councilman Barnes to approve the contract with Shannon Woodard as the Summer Youth Coordinator. Motion carried. CITY MANAGER REPORT City Manager Vince Ruano reported to council that he had just returned from an energy legislative rally in Washington, DC. He explained some climate change legislative initiatives that could mandate that 15% of renewable electricity come from renewable resources such as wind power. These changes would affect electric utilities by imposing a fine if not adhered to. City Manager Vince Ruano stated that the CR3 project would not be completed until late June or early July. DEPARTMENT HEAD S REPORT Director of Utilities, Bruce Hickle updated council of the completion of the Phase II, Paradise Oaks and the Dade Park projects.
