Background/Options Grace Hmong Alliance Church (GHAC) is replacing the existing church at 4400 N. Mayfair Road. The existing facility is proposed to be used for Sunday worship and Sunday school, bible study/fellowship events on Wednesday evenings and a childcare area for infant/toddler ministry on Sunday mornings. The adjacent parsonage and duplex properties will be by the full-time pastors. Weekly Sunday worship services are anticipated to draw 400 to 600 members. The existing parking lots will be utilized. The proposed hours of operation for worship related services are 9:00 a.m. to 4:30 p.m. Sundays and 6:30 p.m. to 8:30 p.m. Wednesdays, although the facility will be used regularly throughout the week. 2.b Prospective Ownership Entity: Grace Hmong Alliance Church (GHAC), is a religious Evangelical entity under The Alliance denomination. GHAC was founded by a few immigrant Hmong families in the Milwaukee area in 1980 and, with the help of key members at Elmbrook Church, was able to purchase its first property in 1982. The congregation has been blessed and has grown in the last 35 years. GHAC now has a membership of roughly 1,400 members. Of those members, there is a healthy and sustaining composition of children, youth, adults, and seniors. Our members reside in the Milwaukee and surrounding areas, with homeownership in the Milwaukee, Greenfield, Oak Creek, Menomonee Falls, Brookfield, Waukesha, and Franklin to name a few and the professions of members range anywhere from agricultural to blue collar jobs to white collar jobs in fields such as teaching, pharmacy, and higher education. GHAC, a denomination of The Alliance, affirms our mission to know Jesus Christ as Savior, Sanctifier, Healer, and Coming King and complete His Great Commision through evangelizing and discipling persons throughout the US, incorporating them into Christ-centered, communityfocused congregations and mobilizing them for active involvement in a global effort designed to plant Great Commission churches among unengaged, unreached and responsive peoples worldwide. We believe in reaching out into our communities and working to make known the salvation available through Christ and the call to make disciples of all nations. GHAC believes in collaboration with our neighbors, communities, and fellow Christians in fulfilling this commission. Details of the Business: GHAC is a non-profit tax-exempt religious entity. Our mission and work is to fulfill the Great Commission, in line with our denominational beliefs. As such, GHAC does not seek to create or run any for-profit business on the property. Use or Activities: Church: GHAC intends to use the property as a place of worship. GHAC will use the property for worship services and disciple training, such as weekly Sunday school classes and periodic leadership training. Attendance for Sunday services usually range anywhere from 400 to 600 members in attendance, depending on the week. GHAC will also hold weekday prayer and youth bible study/fellowship events within the existing structure. These events are usually held every Wednesday evening from 6:30 to 8:30 with roughly 100 people in attendance. Monthly Governing Board meetings will also be held on the premises. Existing office spaces and rooms will be used by GHAC staff accordingly. Ministry departments will use the existing rooms to house ministry related documents and office supplies. Larger spaces will be used for Sunday school and a separate English worship session (English and Hmong sermons run concurrently on Sunday mornings). There is a childcare area that will be used by our Disciple Making ministry for their Infant and Toddler ministry on Sunday Mornings. 2.b Additional use of the property would be related to ministry generated proposal and would need Governing Board approvals prior to implementation. Past ministry-related events have included free healthcare screenings, coat drives, back to school supply give-away, free rummages, walk-athons, neighborhood clean-ups. With the usability of the property, possible future events that would be open to GHAC members, neighbors, and community members could include walking clubs, sports related ministry events, fitness programs, education and training (computer, higher education, language, finance, etc.), senior citizen fellowship/club, etc. These potential events would need to be approved by GHAC Governing Board prior to running. Past GHAC policies have also allowed neighbors and community members, as well as GHAC members, to request use of the facilities for events such as birthday parties and weddings. GHAC would continue to be open to community members requesting the use of the facilities once requests are made in writing and are cleared through the Governing Board to ensure activities are consistent with the Biblical beliefs of our organization. Parsonage: Given that GHAC utilize 3 full time pastors, the parsonage property would be use as living quarters for 1 of its 3 pastors. Duplex: Given that GHAC utilize 3 full time pastors, the duplex property would be used as living quarters for 1 of its 3 pastors. Hours of Operation: The use of the property would mainly be for Sunday morning worship services and Sunday school which would run from 9a.m. -12:30a.m. every Sunday. There are mid-week prayer groups and youth fellowship which run Wednesday evenings from 6:30-8:30p.m. The Governing Board holds monthly board meetings from 12:30p.m. - 4:30p.m. once a month, usually on the second Sunday of every month. As for periodic ministry events listed above, those events are not ongoing and would be quarterly events at most. The hours of use would vary with each event. Requests to use the facilities for special events are made and approved on a case-by-case basis; therefore, there is no consistent expectation of hours of use. However, all hours of use would be limited by the Governing Board for appropriateness and sensitivity to surrounding neighbors. Attachment: Narrative (4400 North Mayfair Rd - CUP - religious assembly) Parking Needs: Weekly Sunday worship attendance range anywhere from 400 to 600 members. With those numbers we can safely estimate that there will at most need to be anywhere from 133 to 200 parking spaces (3:1 ratio). The current property has enough parking to facilitate weekly worship attendance. Mid-week events have much fewer numbers of attendees and would require at most 10-25 parking spaces. Packet Pg. 13

2.b Potential Traffic Impact: Traffic will be most heavy on Sunday mornings as members are traveling to and from the facility. Given where some of our members resides (south side of Milwaukee) the current exit route would necessitate that cars exit the parking lot and make use of N. Mayfair Rd going south to Capitol drive and onto I41 South. This traffic pattern and the fewer numbers of cars on the roadway on Sundays in general should alleviate possible traffic congestion. The neighboring community members should not be negatively impacted by traffic. Signage: The property currently has a signage structure. GHAC plans to utilize existing signage structure and will not make any signage changes. Currently, there is nothing posted on the signage structure apart from what the owner currently have. GHAC would add its organization name to the existing structure using removable lettering. Alteration to the Building: GHAC does not intend to make alterations to the building externally or internally at this time. Any future plans for alteration would be submitted as necessary and in alignment with city regulations. Existing rooms and offices will be used by GHAC staff and ministry teams as work space and offices; currently there are no existing plans to make renovations to the facility. Background/Options The applicant is requesting a conditional use for outdoor storage of four to six vehicles in the M1 District at 11830 W. Ripley Avenue. Equipment Source, LLC plans to lease equipment and vehicles to marketing companies. The proposed hours of operation are 8:00 a.m.-5:00 p.m., Monday-Friday. B. Issues Planning/Zoning Division: Used car sales are not allowed under Section 6.72.010. Building Division: No issues. Assessor's Office: No issues. City Clerk s Office: No issues. Engineering Division: No issues. Fire Department: No issues. Health Department: No issues. Police Department: Motor vehicles must be registered/licensed; motor vehicles can not be in status of disassembly unless undergoing active repair. Public Works Department: No issues. C. Recommendation Staff recommends approval subject to: 1. Establishing hours of operation. 2. Motor vehicles shall be registered/licensed; motor vehicles cannot be in status of disassembly unless undergoing active repair. 3.
