Invocation Pastor Brad Fry with Tolar Church of Christ CITY COUNCIL OPEN MIC Tom Baker, W. Pearl St. commented Granbury had participated in the Dallas Travel, Leisure, & Adventure Show the past weekend at the Dallas Convention Center. Mr. Baker thought the City had a good presence there, since they were competing with the following: Aruba, Belize, Cayman Islands, Puerto Rico, State of Colorado Tourism Department and others. Mr Baker commented Shanna Smith Snyder, City s Marketing & Communications Director, was in 1890 costume, and did a great job talking to people to try to get them to visit or revisit Granbury. CONSENT AGENDA Approval of minutes of the Council meeting of October 2, 2012. Mayor Pratt commented he had a few minor corrections to the minutes. Councilperson Allen moved to approve the minutes as amended. Seconded by Councilperson Hulett, the motion carried with 4 ayes and 0 nays. DELIBERATION AGENDA 12-176 Vote for two persons to serve on the Hood County Appraisal District Board of Directors. The term of office is for two years beginning January 1, 2013. Candidates on the ballot in alphabetical order were the following: Cullen Crisp, Ninnian Hulett, Brandon Mabery, Wade Railsback, Micky Shearon, and Brian Thomas. Mayor Pratt commented at the City Council meeting of October 2, 2012, Council had nominated Brian Thomas and Councilperson Nin Hulett. The marked ballot will need to be returned to Greg Stewart, Chief Appraiser before December 15, 2012. The two candidates with the greatest number of votes would be declared the winners.
Councilperson Tyra moved that City Council vote for Cullen Crisp and Councilperson Hulett. Seconded by Councilperson Allen, the motion carried with 4 ayes and 0 nays. 12-177 Consider and approve the purchase of four 2013 Chevrolet Tahoe s PPV and one 2013 Chevrolet Caprice PPV (Detective) from Caldwell Country for $135,248.00. (Buy Board Contract) Mayor Pratt commented this purchase was approved by Council as part of the City s Fleet Upgrade Program and the expense was within the budgeted amount approved by Council in the 2012/2013 FY Budget. Staff was recommending approval of the purchase of the five vehicles from Caldwell Country, Caldwell, Texas for $135,248.00 using the Buy Boards Contract with Caldwell Country. Councilperson Allen moved to approve purchase of four 2013 Chevrolet Tahoe s PPV and one 2013 Chevrolet Caprice PPV (Detective) from Caldwell Country for a total of $135,248.00 through the Buy Board Contract. Seconded by Councilperson Hulett, the motion carried with 4 ayes and 0 nays. MOTON CARRIED 12-178 Consider and approve the purchase of a Rovver X Mainline Camera Package from Green Equipment Company for $65,500. (HGAC contract). Mayor Pratt commented City Council approved funds for this purchase in the 2012/2013 FY Budget and the purchase price was within the approved budgeted amount. The Camera System is for line inspection on new sewer/water lines, evaluation of existing lines for future repairs or replacement, and also for use during emergency line repairs. Staff was recommending the purchase of a Rovver X Mainline Camera Package from Green Equipment Company, Fort Worth Texas, for $65,500. This purchase would be off the Houston Galveston Area Contract (HGAC) with Green Equipment Company. Councilperson Pirkle made a motion to approve the purchase of a Rovver X Mainline Camera Package from Green Equipment Company for $65,500. (HGAC contract). The motion was seconded by Councilperson Tyra. Councilperson Allen asked if only one bid was received, City Manager McKethan commented this was a Buy Board Purchase. Mayor Pratt called for the vote on the motion to approve. The motion carried with 4 ayes and 0 nays. 12-179 Discuss and consider a resolution expressing the city s gratitude to the Texas Department of Transportation Aviation Division and the Federal Aviation Administration for their collective generosity in awarding the city a grant for the expansion the Granbury Regional Airport. The City was notified that TxDOT Aviation and the FAA awarded the City a grant worth $500,000 to help with the expansion of the Granbury Airport. This money will be used to build the support facilities (taxi lanes and aprons) needed to connect the new hangar buildings on the back of the Airport property. Mayor Pratt suggested a few minor word changes in the second and the third whereas paragraphs in the proposed resolution. Mayor Pratt and Councilperson
Hulett thanked and commended City Airport Manager Gary Hawk for being instrumental in helping obtain the grant monies. Manager Hawk commented these funds were from a 2009/2010 Grant and did not affect any monies the City might be eligible for, from 2011/2012 Grants. Manager Hawk commented he had gotten a call from David Fulton, Director of TXDOT Aviation Division and Mr Fulton had indicated to Manager Hawk that TXDOT was financially ready now to move forward with funding the Granbury Runway Project this Fiscal Year. Councilperson Hulett made a motion to adopt the proposed resolution as amended. Seconded by Councilperson Pirkle, the motion carried with 4 ayes and 0 nays. 12-180 Consider and approve a request from local churches for use of the City Conference Center at, no charge, to host their Community Holiday Meal, on Thursday, December 20, 2012. Mayor Pratt briefed Council. Acton United Methodist Church approached the City of Granbury about doing a community-wide Holiday Meal, utilizing H-E-B s Feast of Sharing model. They are currently looking to partner with other area churches and local grocery stores to make this event a reality. To date, they had gotten confirmed participation from the following partners: Granbury Church of Christ, Brazos Covenant Ministries, Church on the Rock, Mission Granbury and Project-44. They are currently looking for a place to host the event and have asked the City for complementary space at the Granbury Resort Conference Center to hold their Holiday Meal on Thursday, December 20, 2012. This meal would be free and open to all members of the public / Hood County. Mayor Pratt commented he would entertain a motion to approve the request from local churches for use of the City Conference Center, at no charge, to host their Community Holiday Meal, on Thursday, December 20, 2012, since this served a public purpose to provide a holiday meal, free of charge, to all people of Granbury and the Hood County Community. Councilperson Tyra so moved. Seconded by Councilperson Hulett, the motion carried with 4 ayes and 0 nays. Mayor Pratt commented the normal cost would be $1200 to rent that day at the City Conference Center. Councilperson Hulett asked if this would be an all day event. Communications and Marketing Director Shanna Smith commented they would be setting up in the morning and it was expected the event would take most all day. 12-181 Consider and award a contract to install 5 new LCD displays and associated hardware in the City Council chambers. Mayor Pratt commented he had been the person who had proposed that the AV be upgraded in the Council Chambers. Mayor Pratt briefed Council on the matter. The current projector in the Council Chambers is over 10 years old and has begun to lose color accuracy due to degradation of the unit. The screen is also very hard to read from the rear of the room and additional screens are needed in the chambers to allow citizens to see what is displayed when the attendance levels are high and citizens are forced to sit further back in the chambers. Proposals were submitted by two companies, Visual Innovations Company Inc. and Summit Integration Systems. The total proposal from Visual Innovations Company Inc. is $21,249.68 and the total proposal from Summit Integration Systems is $22,437.00. Mayor Pratt commented he too had submitted a bid that was significantly lower than the ones mentioned above. However, because Article 12.02 of
the City s Charter prohibits elected officials from selling goods or services to the city, it would be improper for Pratt Stereo and Video to be awarded this job. Staff was recommending the contract be awarded to Summit Integration Systems. The base bid from Summit was for $20,947.00 with an option for including scalers for all 5 displays, which Staff was recommending be included, which would bring the total bid from Summit to $22,437.00; Following discussion, Mayor Pratt commented he would entertain a motion to approve the proposal submitted by Summit Integration System, Addison, TX in the amount of $22,437 for the installation of 5 new LCD displays for the City Council Chambers, along with the removal of the existing projector. Councilperson Allen so moved, the motion was seconded by Councilperson Hulett. Following further discussion, City Manager McKethan commented there would be a need for a budget adjustment for this project. Councilperson Tyra asked why this was needed. IT Director Tony Tull explained the current screen is very hard to read from the rear of the room and additional screens are needed in the Council room to allow citizens to see what is displayed; especially when the attendance at Council meetings are high and people are forced to sit further back in the room. Mayor Pratt commented another plus to this would be that they would be able to use a laser pointer. Mayor Pratt asked for a vote on the motion. The motion carried with 4 ayes and 0 nays.
