AL-QAIDA PAPERS: AL-QAIDA CHANGES POLICY TO AVOID MUSLIM CASUALTIES When fighters from al-qaidaʼs branch in East Africa, al-shabab, attacked an upscale mall in Nairobi on Sept. 21, 2013, they used a set of questions to weed out Muslims from non-muslims. Those who answered the questions correctly were allowed to live. The evolution of Shabab -- from a terror group that previously killed Muslims indiscriminately to one that is trying to give the appearance of sparing Muslims can be traced through three documents found in Timbuktu, all recovered inside the Ministry of Financeʼs Audit Control Building.!
In The Name of Allah the Merciful Introduction The Experience of Our Brothers In Somalia Praise be to God, we praise Him and seek his aid. Whom God guides cannot be led astray, and whom God sends astray cannot be guided rightly. There is no god but God alone, He has no rival, and Muhammad is His servant and prophet. Good brothers, we would like to summarize for you in the following pages the most important stages and developments that we passed through, from the period in which the Islamic Courts appeared until now. We start by saying, we rely on God. The Islamic Courts first appeared in the beginning of the third decade of the 15 th Century hijri (around 2000) in Mogadishu. At first it was established on a tribal basis, with each tribe pledging to put an end to the militias that were imposing such trouble on people -- robbing, looting, cutting off roads and kidnapping people. The work of the courts was not limited to just fighting criminals. The situation evolved after some mujahedeen took the reins. A general council was formed collecting all the courts, and the mujahedeen controlled the military side of things. After the army of the courts became a respectable force, there was formed what was called the Council for Combatting Terrorism. It included all the warlords in Mogadishu. The creation of this council was under the supervision and support of the Central Intelligence Agency. God enabled the mujahedeen to defeat this alliance and impose their control over the
capital, Mogadishu, and most areas of south and central Somalia, except for Baidoa, which was the base of the apostate government. The Council of Islamic Courts was formed in a rushed, urgent way. It was made up of various groups with different ideas and ideologies, including the Jihadi Salafis, the Islahi Salafis, the Brotherhood, some Sufi movements, Somali politicians and some merchant. It had no ideological basis. Contradictions in thought and agenda arose within the ranks of the council, and this had an effect on its political action. There was not serious implementation of Islamic Shariah. Some of the leaders in the courts were holding so-called political negotiations to share power with the government of the apostate, Abdullah Yousef. The first and second rounds of Khartoum negotiations began, but they stumbled, thanks be to God. In late 2006, the Crusader Ethiopians invaded most territories and cities that were under the control of the Courts, and thus started a new phase of jihad on the African continent. When the Ethiopians entered, most of the Court leadership took refuge abroad, ending up in Asmara, the Eritrean capital. In Asmara, a new chapter began with a series of developments in the course of jihad in this region. The first conference of its kind was held in the city, gathering four parties: _ The Islamic Courts _ Some members of the apostate parliament, including the president of the parliament, after splitting from the apostate, Abdullah Yousef _ So-called civil society organizations _ Westernized figures from the Somali diaspora They formed a new body, named The Alliance for the Liberation of Somalia. With God s help, your brothers in the movement of the Mujahedeen Shabab did not join such an alliance, which was built on principles and accords of so-called international legitimacy, using such slogans as Resistance, Good Neighborliness and Peaceful coexistence between nations.
The alliance did not last long. A large split soon took place into two parts, the Djibouti wing led by Sherif Sheikh Ahmed, and the other that maintained the name Alliance for the Liberation of Somalia-Asmara Wing, under the leadership of Hassan Taher Oweis. The conspiracy on the fruits of Jihad The threads of a new conspiracy appeared on the horizon, woven by the International Crusaders to stop the fruits of jihad from falling into the hands of the faithful, God willing. This conspiracy was represented by several facets: The Political Facet: This facet was represented by the Sherif wing s agreement to hold negotiations with the apostate government, which led to it joining it and becoming part of the apostate regime, loyal to the Crusaders and governed by the imposed constitution. As part of the conspiracy, they claimed that the exit of the Ethiopians was through negotiations with its apostate beasts, whereas everyone knows the Ethiopians withdrew, thanks be to God, under the blows of the mujahedeen, fleeing defeated with their tails between their legs, praise be to God. As a result of the negotiations, they expanded the apostate parliament to double in size. The apostate Abdullah Yousef was pushed aside and a new member of the apostasy club took his place, none other than Sherif Sheikh Ahmed. The final act of the theater was the apostate parliament s farce concerning implementation of Shariah. Those lawmakers making laws without God pretended to agree to implement Shariah, lying to themselves and lying to the people, after they lied to God Almighty. The Religious Facet:
In parallel with the political facet, there was another facet, which was the religious one. The Crusaders used a strategy, which was fighting religion with religion. This is why they established a new council in Djibouti that was named The council of reconciliation which was led by Basher Ahmad Salad who was the leader of the Itisam Movement (The sit-in movement) (formerly known as the Union movement). This council attracted all of the Salafis and Brotherhood movements and its primary goal was to mutilate all of the Ideological foundations and the ideological references that the jihadists built their whole life around. They issued several Fatwas that prohibited the assassination of spies, infidels and they also prohibited suicide attacks and prohibited the bombing of the enemy, saying that only the people will pay the price of all of that. They then changed the name of this council to the The coalition of the Somali Ulama (Somali scholars or scientists). The latest Fatwa of this infamous council is that they agreed that the parliament should be the one responsible of implementing Shariah and giving the Crusaders and the mercenaries more time. With the blessing of Allah, all of these scholars lost their place in the people s eyes, and they found no one else to turn to but the jihadist Brothers. Rattling the Clans Axis: The enemy planned to rattle the Howea Clans, which is one of the biggest clans in Somalia, and push them against jihad and the jihadists. They stated that the clans had a major role in driving the crusaders out and that once the crusaders are out, the fighting will end. This is how the enemy bought the allegiance of the tribal leaders, which caused a lot of pressure on the jihadist. Thanks to Allah, the jihadists were able to disassemble this movement and they came out on top. This was one of the strongest conspiracies to ever come in the way of the jihadists after the falling of the courts, with the Help of Allah, the conspiracy failed and it became one of the most rich challenges and experiences that the jihadist learnt from. Of course, the enemies might try to do that same
scenario again in other parts of the Islamic world, so take notes and learn from this experience to be able to fight them and defeat them. The Political Geography With this term, political geography, we mean to give a summary on all of the different alliances and political masses that are present in the political life of Somalia, the ones that had a strong effect on how things run, whether from the jihadist side, or the infidels. These political entities control pieces of lands with varying percentages, and some of them are on the side of the infidels while others are on the side of jihad. The Infidel Government: It s also called the Transitional Federal government. It was established in the city of Amighati in Kenya in 2004 with the leadership of the infidel Abdullah Yusuf. In the beginning, it was located in the city of Gohar and then it moved to Baidu in the Middle Western area before the Crusaders brought it to Mogadishu following the defeat of the Islamic Courts. This government has gone through many phases and internal conflict in which Abdullah Yusuf removed two of the leaders, and in the end, it was joined by many people in the Islamic current who sold their religion for worthless posts. The sum total that this government controls are four neighborhoods in the capital out of 16 neighborhoods, and they are under the protection of the African Crusaders who come from Burundi and Uganda. The jihadists surround them from every angle just waiting for the moment of the attack,
Allah willing, and they will have nowhere to go but the docks or the airport to escape. Al Koboreyoon: The Koboreyoon emerged in the year 1429 Hijry (around 2008) in the city of Garabl in the middle areas of the country and they controlled many cities and villages, but the jihadists were onto them, and with Allah s help, they were weakened after many battles, and they were reduced to just two cities, and the battles are still waging against them. The Koboreyoon adopted a religious speech that deludes the world, making it look like they have an ideological and a religious orientation, and that they are fighting on the right path under the name of Burao and The people of Sunna and Jamaa. They include some of the Sufi leaders, and some of the tribal militia from the borders area. Allah the powerful was able to disassemble this militia after the jihadist had entered many negotiations with them, which led to the alliance of some of the major tribes who have sway in the middle areas of the country. It is a known fact that the Sufis are in a relationship with the crusaders who supply them with support, weapons and a political cover. In the recent times, there were several negotiations between the Koboreyoon and the government of infidel Sheikh Ahmad. It s taking place in Addis Ababa with an Ethiopian supervision, in a step that aims to gather all of the enemies, the crusaders and the infidels under one flag. They agreed that the Sufi political mass would join the government and that they will give them many ministry positions as well as ambassador positions among others.
The Regiment of Puntland: This regiment is located in the northeastern areas of Somalia, and it consists of three different provinces that are controlled by a secular regime that is allied with the Crusaders. It was established by Abdullah Yusuf in the 1990s, after he seized it following fighting with the Islamic Union movement. This area is considered to be the headquarters of its clan, El Mijareten from the tribe of Dawod. The Somaliland Republic: This small regiment is located in the northwestern areas, and it consists of 4 provinces and it declared its secession from Somalia. Like the other regiment, it has a secular regime that is allied with the Crusaders. At the head of this regiment is Col. Taher Reyala Kahen who is a former colonel in the Intelligence agency in the days of the government of Said Barre. It is the strongest regiment in terms of arms and money. The Islamic Party: This Islamic Party consists of: 1- The Coalition to Free Somalia Asmara Branch led by Hassan Taher Awes. 2- The Islamic Front -- under the leadership of Abdul Kader Ottoman Yaroa (Kamandos), which is one of the remnants of the Islamic Union. It consists of Salafist Reformists and Muslim brotherhood movements. This party was established after Sheikh Sharif Ahmad joined the infidels. It does not have a unified ideological basis. The party adopted many political strategies that are affected by the brotherhood stream in the party. There are many efforts to unify the different members of the party, but they all failed because of the variations in their beliefs and ideologies. These differences included joining the United Nations and having relations and
negotiations with the infidel governments, while some of the leaders believe in the ways of the Islamic Army in Iraq. The Party controls the cities of Afgoi, Luke, Borhebky and some parts of the city of Boldowen and some neighborhoods in the capital of Mogadishu. It is led by Hassan Taher Awes. The Youth Jihadists Movement (Haraket Shabab Al Mojaheden) [a.k.a al- Shabab]: After it was joined by the Ras Kamboni camp under the leadership of Sheikh Hassan Abdullah Turki, following their defection of the camp from the Islamic Political Party, the Youth Jihadists Movement is the only Salafist Jihadi movement on the Somali scene. The movement controls ten provinces from a total of 18 provinces of Somalia. These provinces are located in the middle and the southern areas in addition of 2/3rds of the capital, Mogadishu. The estimated area of land under their control is equal 1500km x 450 km (length x width). It has an Army of Accountability that is spread across the area working on the Promotion of Virtue and Prevention of Vice, ordering people to pray, and paying to help those who are in need, and making sure all women wear the Hijab, and capturing criminals and the infidels. This way, all of the infidelity and bad things started to disappear. The people saw the banner of Islam standing high as they felt safe. And they really embraced their Islamic identity. There is another army, which is the al-usra army, which is dedicated to battles and fighting off the enemy. The Portal of Reconciliation between the Tribes: The jihadists, with the guidance of Allah, paid attention to the issue of reconciliation in order to unify the battling Somali tribes, and gain the approval, trust and support of the people. They led numerous negotiations and meetings with the tribes.
They wanted peace and security to spread between these tribes and with Allah s help, they succeeded in bringing about more than 10 reconciliations already. Our peaceful Muslim population, unlike what others imagine, is very peaceful and embraces Sharia, as we found them in lines waiting to go to pray in the mosques, joining the jihadists, and dying on their side, as we see the leaders of the tribes picking up arms and joining the jihad. The Apeya tribes in Pay and Kol and the provinces of Heran and Galagud were very brave in fighting and in jihad. Same goes for the provinces of Shebeli in the middle and the bottom areas and the states of Juba and Gedo who embraced jihad as well as the Islamic fortress of Mogadishu that hates infidels. The seminars and the trainings that these leaders hold include many of the tribes and their people and it aims to unify the clans and help them discover the real faith and how to use that faith in order to help Islam. This includes collecting zakat. All of this helps the unification of the tribes as they became on the same side of the jihadists, and became their supporters. Collecting Weapons from the Tribes: It s important to note that some of the tribes were hesitant to join at first, as they were affected by the delusional speeches that said that the jihadists wanted to kill and destroy, and that they can t re build the country. Thankfully, with time, they were proved wrong and they joined the jihadist and they trusted them to the extent of collecting their weapons to give to the jihadists. The Pay clans gave the jihadists more than 100 weapons of various kinds including 35 Beka. The Zakat Corner: One of the main accomplishments in the Islamic states was the revival of the ignored Zakat Corner. Taking money from the rich and giving it to the poor and the needy is one of the basics of Islam and it started to spread quickly among the Islamic
States. Thanks to Allah, this paid off as the State of Shebeli in the bottom areas collected more than 6500 cattle heads for zakat. In Pay and Kol, they paid more than 100,000 in head of cattle. The Justice Bureau started to spread across the states in order to judge different parties, implement punishment and prevent evil. Some of the punishment included the punishment for being an infidel, adultery and fortified adultery and theft. It also issued judgments between tribes that have been fighting for many years, causing more than 100 deaths. It s also worth noting that the people of Islam really liked the judicial council because of its ability to settle differences and judge between the people even for those who live in areas where the infidels and the crusaders have control, they would come to the jihadists courts to get judged according to Allah. In the field of services, the states repaired and fixed many main and side roads, repaired destroyed bridges as well as the irrigation channels and systems, and built private markets in the big cities. The economic conditions and lifestyle: The life of the Somali people depends on agriculture, trading and shepherding. Thanks to Allah, agriculture grew as Allah helped them with the rain as well as the jihadists success in stopping the WFP system, which is the World Food Program, and which depends on distributing rotten and decayed food that is past its expiration date during the harvest season, which caused a lot of problems for the farmers. Trade flourished after the roads were secured and the thugs disappeared. This helped the people trust the jihadists even more. The Military Condition of the Enemy
The Mercenaries of AMISOM The main power of the enemy is represented by the Crusaders forces that are formed by the mercenaries of AMISOM (acronym of the African Union Mission in Somalia). They were then renamed, The African Peacekeeping forces in Somalia. They consisted of two countries: 1- Uganda which spearheaded the international crusader force; and Americans in the area after Ethiopia 2- Burundi --- it s also one of the countries that is allied with the USA. There are also many African countries such as Nigeria, Malawi, Ghana, and Sierra Leone that were asked to send forces but they did not respond to that demand yet. The Mercenaries of AMISOM force contains around 5,000 soldiers, with medium weaponry, as well as tanks and armored vehicles, transportation vehicles and medium and heavy artillery in addition to some boats. They do not have an Air Force, but they can depend on the air coverage of the U.S. forces, as well as the French and the German forces that are located in Djibouti, whenever things get tough. Their forces are currently based at the airport, the docks and the presidential palace, as well as the Military College and the campus of the Somali University of Mogadishu, and they do not have a presence anywhere else. The AMISOM forces do not engage in any offensive operations. They usually just hide behind their defenses, and if they are attacked, they respond with random artillery fire in all directions. The Infidel Militia (El-Reda):
They are weaker than anyone can imagine, whenever the enemy trains thousands of them, they scatter and only a few hundred remain. The Plans and the Intentions of the Enemy: According to the available data about the enemy, they are intending to lead an offensive military attack within the capital, Mogadishu, as well as other border cities near Kenya and Ethiopia. The Crusaders also trained hundreds of Infidel Militia inside of Kenya and in the city of Dolo, which is very close to the borders with Al-Ahbash from the state of Gedo in the west southern areas of the country. The enemy plans to open many battle fronts in these areas as well as the middle areas with the help of Al Koboreyoon. The Anti-Terrorist Project After the battle, or invasion, of New York and Washington, specifically in the middle of 2002, the Crusaders opened up American military bases in Djibouti, from which they can launch their campaigns and operations against what they called Terrorism in Somalia. Many espionage networks were established that followed the leaders of the jihad, but thanks to Allah, these spying networks were arrested and many high-tech tools were captured by the jihadists. Up till now, they still use their AC-130 planes, and their drones, and sometimes helicopters, in order to roam the skies of the big cities day and night. They also established intelligence stations in the cities of Bosasoa in Puntland and Borobora and Hergesa in Somaliland as well as in Mogadishu.
Two of the leaders of jihad were killed due to the shameful operations of the American crusaders, these two brothers are: The Leader Sheikh Saleh Al Nabhan May Allah bless his soul The Leader Sheikh Adam Hashy E ero - May Allah bless his soul Many security agencies of the American crusaders started to pop up such as the American Blackwater, as well as many European countries including French and German. The Media and the role of the Movement to use it to guide the people The local Somali media: Most of the Somali people inside Somalia depend on audio media, with 90 percent of people getting their news this way. This is why we will see that Mogadishu, the capital, has almost twenty local FM radio broadcasts. All of these broadcasts were established after the fall of the regime of Said Barre in 1991, after the government media collapsed with the system. It s worth mentioning that most of these stations were owned by businessmen, or people who lived or still live in the West, and it gets direct support, as well as indirect support, from infamous Western organizations. With the help and guidance of Allah, the jihadists succeeded in closing down all of the stations in the areas it controls after defeating the Christians of Al Habasha [Ethiopia]. The only ones that are still operational are the ones that broadcast from Mogadishu. The Local Media and the Youthful Jihadists movement (Haraket Shabab El Mojahedin a.k.a al-shabab):
The jihadists are currently taking advantage as much as they can of these stations so they can broadcast speeches and conferences from the leaders of the movement. It s also used in order to encourage the Somali people to engage in fighting for the cause of the country, and activate them to be a part of all of this, just like what happened following the breach of the Al- Aqsa Mosque. The Most important local broadcasts in Somalia: The Andalus broadcast, which is an official Islamic broadcast that belongs to the media office, and it made quite a presence for itself in the city of Kismayo (the capital of the Islamic state of Juba) that is found in the south of Somalia. It has another branch in the city of Baidoa (the capitol of the state of Bay) which is located in Western Somalia. There are other Islamic broadcasts with Salafi ideologies in the capital of the country, Mogadishu. People will also have to take care because there is a broadcast station of the infidels in Mogadishu as well as another one that belongs to the Mercenaries of AMISOM, which was recently opened. It goes without saying that these broadcasts are all about lies and spreading lies and deceit among the peaceful Islamic people of Somalia. These stations were a direct weapon in the hands of the enemies of Islam, including the Jews and the Christians in order to spread lies and spread false and delusional beliefs among the people, which serve their goals against Muslims. Historical studies show that the Jews and the Christians have always depended on the media in their wars and they use these channels and broadcasts that can reach the people directly. The Satellite Stations that speaks in the Somali Language: There are a number of Satellite Stations that speaks in the Somali language, they can be counted on one hand. These channels work outside
of the country and it depends on their reporters inside of the country as it sends our messages to the Somali people who live abroad. The Official Media of the Movement: With taking advantage of the local media, there is also an official media of the movement which consists of several sections: 1- EL Katab Organization for Media Production section: This section produces and distributes the jihadist movies of the movement as well as meetings and speeches for the leaders and spreading them across the World Wide Web with cooperation with the brothers in the Media Front. These movies are distributed among the soldiers and the normal people for free. 2- A section that runs several websites in the World Wide Web that speak the Somali languages, such as Heegan, Al Mojahid and El Katab websites. 3- A section that produces and distributes the weekly jihadi paper. 4- The Andalous Broadcast Network: two were established with more coming. The most important media projects: _ The services project to increase the awareness of the people in the state of Shebeli, which is located in the south of Somalia. _ The project of Eid el Fetr (Breaking the Fast Feast) in Mogadishu under the title of Breezes of the Victory Wind. _ Covering the reconciliation efforts between the Somali tribes and clans. _ Covering the collection and the distribution of Zakat in the Islamic states.
_ Moving and encouraging the peaceful Somali people in the street in all of the Islamic States to interact with the case of Jerusalem. This is what we were able to mention in this message and we hope with the help and guidance of Allah that we keep this channel of communication between us. Your Brothers in the al-usra Army
