- As caliph, he demands the allegiance of all devout Muslims worldwide, according to Islamic jurisprudence - ISIL has detailed its goals in its Dabiq magazine, saying it will continue to seize land and take over the entire Earth until its:blessed flag...covers all eastern and western extents of the Earth, filling the world with the truth and justice of Islam and putting an end to the falsehood and tyranny of jahiliyyah [state of ignorance], even if American and its coalition despise such. 22

- According to German journalist who spent ten days embedded with ISIS in Mosul, the view he kept hearing was that ISISwants to "conquer the world", and that all who do not believe in the group's interpretation of the Koran will be killed. - The ISIS fighters' belief that all religions who agree with democracy have to die and by their "incredible enthusiasm" including enthusiasm for killing "hundreds of millions" of people. - A map was circulated around the internet purporting to show historical areas of former Muslim states in Europe, Asia, and Africa into which ISIS plan to expand. 23

- When the caliphate was proclaimed, ISIS stated: "The legality of all emirates, groups, states and organizations becomes null by the expansion of the khilafah's [caliphate's] authority and arrival of its troops to their areas. - This was a rejection of the political divisions in Southwest Asia that were established by European countries during World War-I. - All non-muslim areas would be targeted for conquest Muslim lands were dealt with according to their manual Management of Savagery. 24

More than 7million Indians live and work in the gulf region, which is the volatile region in world. Their safety and welfare is of overriding importance for India. India is dependent for over 70% of its oil and gas supplies on the gulf region. Thousands of Indians need to be rescued. Remittance also affects. 40 Indians workers were kidnapped by the suspected ISIS militants from Mosul during mid June 2014. 16 Indian nurses taken by ISIS militants from city of Tikrit.

Pakistan- India-ISIS Pakistan s role behind the ISIS threat to India also needs to be considered. The ISIS flags which are frequently seen in Kashmir nowadays and also the activities which are visible in the name of ISIS in India can have a contribution and encouragement from the Pakistan secret agency ISI. Pakistan is nowadays infamous as an exporter of Terrorism. Pakistan wants to show the world that the Muslim youths from India are increasingly attracted to ISIS. Pakistan can undertake such actions to keep away from getting its image spoiled. ISIS has turned its attention toward India is the hunt for volunteers and fighters.

Want India(Indian subcontinent) to be a part of Khurasan region to establish its Caliphate. Giving rise to Sectarian ridge- As Shia(Indian) wants to go protect their Kufa & Karbala(their pilgrims) can escalate problems between Shia and Sunni in India. In search of new recruits(jihadist) Al Baghdadi in his ramzan speech 2014 vowed war against several countries including India(al hind)

Establishment of robust intelligence sharing networks with Persian gulf countries, for instance deportation of youth from UAE, Intelligence and information sharing on agenda Time has come to look middle-east not only for oil and energy and commercial angle but also for military and security arena too. India joining US(NATO) led attacks not feasible option. Inclusive policy of development domestically. Regular conversation between government authorities and mainstream Muslim leaders (Ulemas). De-radicalisation process and mainstream inclusion as well as rehabilitation Authorities to plan sensitization measure. We will not prosecute those radicalised - HM By Strengthening Cyber security.
