THE VILLAGE OF BRADNER COUNCIL Record of Proceedings March 3, 2016 MEMBERS IN ATTENDANCE: Council President, Linda Wildman Councilmember, Shawn Hall Councilmember, Ron Roth Councilmember, Lori Johnston Councilmember, Ray Zaker Councilmember, Mike Gudakunst The Village Council of Bradner, Wood County, Ohio met in regular session on the 3 rd day of March, 2016 at 7:00 pm in the meeting room of the Village Hall. The meeting was called to order by Council President Linda Wildman and all in attendance were asked to stand for the Pledge of Allegiance to the Flag. Street Commissioner Chuck Ruble, Police Chief Chuck Broshious, Fire Chief James Smith and Fiscal Officer Kerstan Kaminski were also in attendance. Ron Roth made a motion to approve the minutes of February 18, 2016. Shawn Hall 2 nd. Linda Wildman made a motion to excuse Mayor Virgil Shull from the February 4 th and February 18 th meetings. Shawn Hall 2 nd. RECOGNITION OF GUEST(S) STREET COMMISSIONER - Chuck Ruble Chuck has checked into mosquito spray for this year. Momar is $42.50/gallon (having to buy 110 gallons at a time) of spray and $250/case of 100 mosquito dunks that each have to be replaced once a month. Momar does not calibrate the machine. Clarke does calibrate. Their mosquito spray is $69/gallon for 30 gallons, which is about what we use each year, and the mosquito cakes are $928/case for a case of 220 which will last a few

years since each one is good for 180 days. We cannot partner with any area villages due to the different sprayers they use. The order from Momar is $4,925 and from Clarke totals $2,998. Linda Wildman made a motion to accept the quote from Clarke at $2,998. Ron Roth 2 nd. Chuck said we have used a dump truck full of salt plus 3 more tons that s on the truck right now. POLICE CHIEF Chuck Broshious Chuck passed out the February report. $323 worth of repairs has been done to the Dodge. That is an oil change, check-up and a light repair from DR Ebel. Regardless of what anyone hears in town, the Ford is not costing a fortune. There is a new form for background checks that Chuck received from Toledo Police Department that he is now implementing. Chuck would like to donate 7 tasers and holsters to Gibsonburg. This is the last of what we can donate leaving us 10. Ron Roth made a motion to donate the tasers and holsters to Gibsonburg. Linda Wildman 2 nd. Chuck said he has been here almost every day for the past 2 weeks for some serious cases including a drug trafficking case. The Wood County Prosecutors have also been here. These have taken a lot of time. They have been involved in several thefts, not actually many from our town. A search warrant recently went good and some items were confiscated. There have not been many hours from the other officers. Ron asked about the arrests. One was a warrant arrest and the other a juvenile under the influence. Ray asked about the violations. Chuck said that they had already done all of them except 2. Linda mentioned this should be brought up at the zoning meetings, not at Council. Chuck also has made forms that can be filled out and turned in regarding any zoning complaints.

Ray also had a question about the golf cart rules. He was given information stating that in 2017, golf carts are no longer considered motor vehicles and no longer will require license plates. Chuck said that he will look into it. As far as he has been told from the BMV in Columbus, anything on the roadway needs a license plate. Shawn noticed that someone pulled out a bunch of block from the porch at 106 N. Main. Chuck said 2 guys purchased the property 5-6 years ago for a double rental property. One guy signed away his rights to the property and the other lives in Genoa, but he s not sure if he still owns it. That address is on the zoning list. FIRE CHIEF - Jim Smith Jim said the Fire Department had a call for 102 Cherry on the 1 st. They will no longer respond to that address unless the Police Department or a sheriff s car is there first. An AK47 and a ramrod were found on the property. 4 letters were sent to Montgomery Township, Perry Township, Risingsun Fire and Wayne Fire Department asking them to respond to the requests and send them to Poggemeyer. We will be getting bills from Howell Tool for maintenance on Engine 621 (bill to Fire), Breathing Air for an air compressor on 3/1 (bill to Fire) and Davidson Trucking for service on Engine 620 (bill to Fire). ORDINANCES & RESOLUTIONS Ordinance 06-2016 Final Reading AN ORDINANCE AUTHORIZING THE EXECUTION OF REMAINING REQUIREMENTS ENERGY SUPPLY SCHEDULE WITH AMERICAN MUNICIPAL POWER, INC. Ron Roth made a motion to pass Ordinance 06-2016. Lori Johnston 2 nd. Resolution 02-2016 1 st Reading A RESOLUTION OF THE COUNCIL OF THE VILLAGE OF BRADNER, WOOD COUNTY, OHIO TO CONTRACT WITH THE WOOD COUNTY EMERGENCY MANAGEMENT AGENCY FOR THE FURNISHING OF CERTAIN SERVICES TO THE VILLAGE.

BUSINESS OF THE MAYOR Comedy Night at the Fire Department is April 8 th at 8pm. Tickets are $15 each and proceeds go to the Fire Station Fund. There was a 2 nd interview for the Lineman with the Board. As Acting Mayor, Linda was upset she was not invited to attend. However, she was notified of the sheriff s office being called regarding the parking issue at King s Parish church. One of the Bradner officer s was told to let them know in the morning that it was not going to work and that they couldn t park that way, but when he went, church had already started. Linda is concerned that the Council is never told what the Board is doing. Jim mentioned that years ago, the Board and Council used to meet quarterly and they no longer do. FISCAL OFFICER Kerstan Kaminski The January financials are done. Kerstan handed out a copy of the current PO log showing all blanket PO s for the year that have been created so far. Kerstan asked if we should put out the ad for the Pool Manager and Lifeguards. Trina Wooldridge stopped in the office and asked if we would send out information to the area schools for lifeguards as well. The ad will be at the schools and also in the paper. Mike Gudakunst made a motion to put out the ad for both Pool Manager and Lifeguard. Shawn Hall 2 nd. CLAIM ORDINANCE 05-2016VC Ron Roth made a motion to pay Claim Ordinance 05-2016VC. COUNCIL COMMITTEES OLD BUSINESS Lori asked if anything has been done for Aaron Beck s son, Conner. Something was done for him at his school. We will also give a recommendation for him at the Black Swamp Festival. Chuck Ruble commented on the parking for King s Parish. The spaces would have to be very slanted to the point that it wouldn t fit in any way. There s just not enough room. Linda said Chuck Broshious spoke with the church and they are going to try to buy the back lot for parking.
