Council President Podmanik called the meeting to order at 7:06 PM. THE INVOCATION WAS GIVEN BY: Council Chaplin, Kay Fantauzzi, who then led in the Pledge of Allegiance. **********************ROLL CALL OF MEMBERS******************* Present: Podmanik, Rosso, Stark, Kovach, Bring, Elliott, Huska, Treasurer E Hoenig, Finance Director Smith Absent: Mayor Piskura, Councilman Smith, Service Director Smith, Law Director Graves, Engineer Skellenger (excused) Attending: Concerned Citizens, Members of the Media *Motion by Bring/Second by Elliott to accept the minutes of the Council meeting for May 24, 2011 with any corrections. Yeas All. *Motion by Bring/Second by Elliott to accept the minutes of the Special Council meeting for May 31, 2011 with any corrections. Yeas All. CORRESPONDENCE/COMMUNICATIONS: Monthly report of court receipts for the month of May, 2011 - $4721.75. Receive and file. PRESENTATIONS: None. *****************************CITY COUNCIL REPORTS************************ Roads, Drains, Water, Sewer, and Refuse: Chairman Bring reviewed the minutes of the June 6, 2011 meeting. *Motion by Huska/Second by Elliott to accept the report. Yeas All./Safety: Chairman Bring reviewed the minutes of the June 1, 2011 meeting. He advised an issue was brought up by our Fire Chief when they were down at the launch for Dive Training which is in the report Fire Chief Card advised there were some kids down there then that were jumping off the rocks on the north side and there is an under-tow there. Chief Card did not like that situation - we have the beach over there for the kids for swimming. He went and talked to the Mayor who recommended him going to the Park Board on that so Chief Card is going to go to that to recommend that we put up signs to prevent them from jumping off of the rocks. Chief Card also advised if they did fall in the rocks and they get caught in something then they are not going to come back up.*motion by Huska/Second by Elliott to accept the report. Yeas All./Buildings, Lands, Vehicles & Equipment: Chairman Kovach reviewed the minutes of the June 2, 2011 meeting. *Motion by Huska/Second by Bring to accept the report. Yeas All. Councilman Bring advised I have been walking quite a bit lately and went down to the covered bridge and in looking over the rail into the creek I counted no less then 15 bottles, plastic

C06142011.mod3Page 2 of 5 2 containers that are thrown in the creek and as I walk down the bike path I found probably 8 to 10 more of those and even though we have a dumpster on either side obviously whoever is down there just throws right over the bridge. I have actually talked to several people that are walking up that bike path which is being used a lot and there is bicycles being laid in the middle of the path. A lot of older people are walking their dogs and they have to walk through the grass to get around. There are some other things that are going on over there that the elderly people are very frustrated with and I would hope that we can somehow correct that. Very frustrating situation. Councilman Elliott concurred I have also got a couple of people complaining about some of the activities going on on that bike path, a lot of it illegal. Councilwoman Stark asked did we not talk about or did we not at one point have cameras up by the bike path? Councilman Bring answered we have portable cameras and Mr. Smith has not put them up so I am going to talk to him when he comes back. *Motion by Huska/Second by Bring to accept the report. Yeas All./Ordinance: Chairperson Huska reviewed the minutes of the June 2, 2011 meeting. *Motion by Bring/Second by Elliott to accept the report. Yeas All./Finance & Claims: None./Investment: None./Council Representative to the Community Center: None./Council Representative to the Zoning Board of Appeals: None./Council Representative to the Planning Commission: None./Council Representative to the Park Board: None. ***********************ADMINISTRATIVEREPORTS*************** MAYORS REPORT: None./FINANCE DIRECTOR REPORT: Finance Director Smith requested I would like to have a gentleman come in Mr. Don Shoemaker from Hosted Technologies Exchange, he would like to give a presentation on a collaborative communication public sector network. It is kind of complicated, I am sure he is going to explain it a lot better then I will. It is to try to get local city s, the college, the school districts, the libraries and emergency services all on the same hosted communication network. They feel that if they can this, it is the infancy stages at this point but it is moving along quite quickly but they believe they can save us 20% of our communication costs namely our phone bills. The fee that they would charge in relation to what we pay a year is about $2000.00 but we are guaranteed that if they don t save us that $2000.00 then we get it back. I would like to have him give a presentation at Worksession next week if that is okay. President Podmanik answered I don t see a problem with that. How did you come by this information? Finance Director Smith answered it was recommended to me by the Finance Director and the Assistant Finance Director in the City of Avon. He is in talks with the county right now, they are trying to move everybody in at the same time. The quicker they get it done the easier they can set it up and the quicker they can start saving money supposedly. I am not saying we are going to join this but I really wanted to get everybody on the same page if we decided to go that way. Councilman Kovach asked do you have any idea that they are set up

Finance Director Smith answered actually they are well on their way in Summit County with the City of Akron and all their colleges/emergency services/libraries. He can give you more information then that. President Podmanik asked so this allows us to contact everybody in the network without having to pick up the phone and dial their number. Finance Director Smith answered kind of like that but actually it goes beyond that, it is almost like the state purchasing program we have now. As a matter of fact the sourcing office which works with that is a part of this group also but they will be able to like if we need any IT repairs they will have 1 company that services everybody at a reduced rate. But they will also know how everybody else works, so it is like a team effort it is not like satellite deals here. It is where they can have 1 IT guy come out and if he fixes our radios or whatever, he will know what Elyria s are. You know everybody is going with shared services now, it is just that concept. President Podmanik stated I think I will hold off until he is here to answer questions. What you just said kind of conflicts with what I am reading here. Finance Director Smith stated where is that? President Podmanik explained from what I am looking at your picture here, you have got 1 host and everyone is connected to him that tells me that you are all hooked into for a lack of better words server and everyone should be able to communicate actually with the click of a mouse. Finance Director Smith answered I am not saying that is not the case, I am saying that it actually goes beyond that. *Motion by Huska/Second by Bring to accept the report. Yeas All. /TREASURER REPORT: None./SAFETY DIRECTOR: None./SERVICE DIRECTOR: None./ENGINEER: None./LAW DIRECTORS REPORT: None./ CITIZENS COMMENTARY: Ann Marie Woltman, 649 Sheffield I think we should commend VFW for the good job they did, they did a very nice job on the memorial in front of the VFW. Also thank you for removing the mound because that really does cut down traffic on Sheffield Road. She continued I would think that before we do anything with water, sewers or anything that enables any other community; advantages that we take care of our own problems here in Sheffield Lake. The old timers that have been here for years and years that continue to have water problems. That means new construction or whatever I think you need to bare in mind that these people have been here for years and years and they deserve to be taken care of. I do think that Mr. Smith is doing a very good job thus far but it has been very complicated and a lot was not done over a number of years. I was very concerned about the post office because very few people knew about it, I did get a notice in my mailbox at the post office but not at my home. None of the media were contacted and even Ted at the post office was not notified there was just a sign posted. You had to go into there and know it was there before you could even see it nothing really publicized. Then I wondered about the camera, you said there are portable cameras that we have? Councilman Bring answered we bought 2 cameras about a year ago

C06142011.mod3Page 4 of 5 4 and what they are is if you would do hunting and he explained how the cameras work. We have 2 of those but we have not used those yet. Ms. Woltman asked what happens if we see someone, how do we enforce any rule or penalties? Councilman Bring explained with the cameras the Police could actually see who it is and explained what could be happen. There was a brief discussion on use of cameras. Councilman Bring advised the littering is very bad. Mark J Erdei, 4015 Tennyson stated maybe Steve can answer this, on our corner the Memorial Park that sign has been missing, there is just 2 posts there. That has been missing for a while, I don t know if Len is doing something about it? Councilman Kovach answered the last time I was over there was 2 or 3 weeks ago, I thought I saw the sign there. Mr. Erdei stated they usually have 1 on one side and 1 on the other? Councilman Kovach stated I thought they had a newer sign on the west end of it. Councilman Rosso advised the sign is missing by the monuments under the flag. Mr. Erdei stated it has been missing, just 2 posts there that is it. I can make one up, it isn t that much and it would be nice I would guarantee you of that. I haven t heard nothing and it has been missing. Councilman Rosso stated yes it was missing on Memorial Day. Mr. Erdei stated maybe look into it, like I said I would volunteer to make one for it. Just tell Len that. I had a lot of questions for Mr. Smith and the Mayor but they are not here. /UNFINISHED BUSINESS: None. /NEW BUSINESS: Councilman Elliott stated the Sheriff s Department is requesting that you keep the Tomasheski s in your thoughts and prayers, I am sure that most of you know what happened on 83. Officer Tomasheski is in critical condition along with his daughter, he is holding his own right now but if you will please keep his wife and son in your prayers. Finance Director Smith advised his wife and son were killed in the accident. Councilman Elliott concurred they said his son died on impact and his wife died at 2:30 in the morning on the operating table. So he has got a lot to deal with, he doesn t know and it is a little rough on everybody right now so keep them in your thoughts. ORDINANCES AND RESOLUTIONS: None. COUNCIL PRESIDENT: None.
