MINUTES OF THE ORDINARY PARISH COUNCIL MEETING HELD ON TUESDAY 3 rd April 2012 IN THE VILLAGE HALL, TWYFORD ROAD, BARROW UPON TRENT AT 7.00PM. He informed the meeting that the CABCO meeting that was cancelled on the 19 th of March has been re scheduled for the 24 th April and as before Cllr Anne Heathcote and Mrs Hannah Hogg will attend and give a presentation on behalf of the Parents & Children. Cllr Harrison expressed his full support in this matter and will continue to support the Parents & Children in any way he can. Cllr Anne Heathcote on behalf of the Parish Council and all concerned expressed extreme gratitude to Cllr Harrison for all his work and efforts in the matter. District Councillor Anne Watson was welcomed to the meeting and invited to give her report. 1. Cllr Watson said that SDDC had now purchased all 3200 council houses To bring rents in line with the national average SDDC will have to increase them by approximately 8%. 2. The National Planning Policy Framework document was published on 27 th March and a briefing document will be sent to the Parish Council in due course. 3. Cllr Vintner asked if Cllr Watson would report back to SDDC that the spraying around the bases of all road signs has been done very badly with huge areas being sprayed unnecessarily, Cllr Watson said she would contact Mr Mark Alflat at SDDC and forward the details on to the clerk so the Parish Council could write also. 4. Cllr Watson was also asked to look into the height of the new Kerb on Sinfin Lane Bridge as parishioners have complained that it is too high and out of sight to drivers. No amendments were requested and the minutes were approved by the Council and signed by the Chairman as a true record. 83/2012 Items on Part 1 of the Agenda to be taken with the public excluded. 84/2012 The Chairman s Report The Chairman reported that:- a) A letter had been sent by Cllr Heathcote to Cllr Mike Longden regarding the removal of the Subsidy on the School Bus service. b) Cllr Heathcote and Cllr Slater had attended the Flood Liaison Meeting and it had been a very good meeting with some positive outcomes. c) Cllr Heathcote reported a possible water leak on Twyford Road near the old Telephone Box and asked the Clerk to report this to Severn Trent. d) Cllr Heathcote raised her concerns regarding the possible abolition of charging rent for the Allotments and this will looked into and discussed at the next meeting. e) A number of calls had been received regarding the poor weed spraying around the road signs; this is being dealt with by District Councillor Watson. f) The Container in the Community Park has suffered yet more vandalism and another new lock has been placed on the container with no keys being issued until the situation has been dealt with. g) A number of youths were reported riding motorbikes in the field at the bottom of Green Lane where they had forced the chain locking the gate to gain access. The registration plate from one of the bikes has been reported to the Police. On a separate occasion a white car was parked at the bottom of Green Lane and Gun Shots were heard coming from the field. As nobody has shooting rights on the land the number plate has been reported to the police for them to investigate. 85/2012 The Clerk s Report The Clerk has nothing to report 9

86/2012 Reports from representatives on outside bodies Cllr Atkin had attended the Village Hall meeting on 28 th March 2012. There had been one noise complaint regarding the hall. It was reported to the meeting that bookings were up which was very positive. Cllr Slater & Cllr Heathcote had attended the Flood Liaison Meeting at Matlock on 29 th March; they were given an update from various bodies and told that both the Environment Agency and Severn Trent have will be having big staff changes in the near future. At present the EA flood map shows that nearly the whole of Barrow Village would be under water during times of flood, but new evidence has been submitted that has proved this information is wrong and the EA will now be reworking the Flood Map for Barrow showing the correct areas liable to flood. This new map will be available on the Barrow upon Trent Web site not the EA national Web Site. Cllr Slater and the Clerk attended the Joint Parishes Meeting on 7 th March at Swadlincote, where some of the celebrations that will be taking place for the Jubilee were outlined. 87/2012 Notification of Forthcoming meetings and appointment of representatives to attend 1) 18 th April 2012 Area & Safer Neighbourhoods meeting at Melbourne - Cllr Atkin will attend 2) 26 th April 2012 Parish & Town Council Liaison Forum Meting at Matlock 6pm Cllr Heathcote & the Clerk will attend. 3) 3 rd May 2012 East Midlands Airport Liaison Forum, after discussion it was decided that a representative will not attend this meeting as Barrow is not directly affected at the moment. District Cllr Neil Atkin attends these meetings and would report back to us anything of note. 88/2012 Planning Applications and Decisions Security fencing at Sale and Davy School. Cllr Heathcote & Cllr Blackmore left the room c) The advertising fees for the coming year were discussed and it was resolved to leave them the same 88 for a colour and 44 for a black & white advert Cllr Heathcote & Cllr Blackmore returned to the room 93/2012 Risk Assessment Inspections Cllr Slater had done the inspections for the month of March and reported that there were 4 loose headstones in the cemetery. After discussion it was decided to put an article in the Parish News, listing the 11

loose headstones and asking for any living relatives to contact the Parish Council regarding repairs. If nobody comes forward then these headstones will either be laid down or removed due to safety reasons. Greenacres is looking fine apart from a small breach at the northwest corner; this will be looked at more closely to see if anything can be done. There is a small breach in the fencing at the Small playing field through to the Vicarage; the Clerk will ask Andrew Hydes to repair this. The following months inspections will be done by: April; Cllr Blackmore, May; Cllr Vintner, June; Cllr Heathcote. 94/2012 Jubilee Celebrations All plans are coming along with lots of activates being planned, a street party, Games, mini Olympics, a BBQ and a band has been booked. The Clerk was asked to chase up the planting of the two Jubilee Trees - one for the Cemetery and the other in the Brookfield. 95/2012 Greenacres Cllr Atkin was pleased to report that the damage done earlier in the year to the path was now much less of a problem. 96/2012 Chellaston Academy School Bus This had been covered earlier in the meeting. 97/2012 Defibrillator Nothing to report 98/2012 Moor Lane Restoration This had been covered earlier in the meeting. 99/2012 Stone Memorial on the Iron Gates at St Wilfrid s Nobody had come forward with any recollection of the wording, Cllr Heathcote will pursue this. 100/2012 Cemetery The fees for the Cemetery were discussed fully and the maintenance cost of the cemetery was taken in to account it was then resolved after discussion that all the Cemetery Fees for Barrow Upon Trent be doubled with immediate effect, this still makes them well below the local average. The fees will be reviewed again in 2014. 101/2012 Hanging Baskets This had been covered earlier in the meeting. 102/2012 Travellers Cllr Vintner raised the question of the enormous expense that is being caused by the Travellers, and asked why the District Council continue to tolerate this and clear up after them. After discussion it was suggested that the Clerk write to Frank McArdle and ask him what the current Council policy is on the travellers and what was the outcome of the consultative meeting held 18 months ago? 103/2012 Allotments These had been discussed earlier in the meeting and the fees will be discussed at the May meeting. The Clerk was asked to chase up the Tree Surgeon regarding the work needing to be done. 104/2012 Agenda Items for the next meeting a) To review the Allotment charges b) School Bus service to discuss any developments c) Travellers to discuss and information received d) Moor lane to discuss and issues 12

105/2012 Date and time of the next meeting The next Parish Council Meeting is on Tuesday 1 st May 2012 at 7.00 p.m. this will be the Annual General Meeting, in the Village Hall. Planning applications will be available for consideration from 6.45pm The Chairman closed the formal part of the meeting and opened the floor for a period of not more than five minutes per person to enable members of the public and Members of the Council to comment on any matter that has been discussed by the Council in the Non Exempt Section of the meeting today. It was RESOLVED that, in accordance with Section 100(A)(4) of the Local Government Act 1972 (as amended), the press and public be excluded from the remainder of the meeting for the following items Of business on the grounds that they involve the likely disclosure of exempt information as defined under the paragraphs of Part I of Schedule 12A of the Act. PART TWO - EXEMPT ITEMS 106/2012 Confirmation of the Exempt Minutes of the last Meeting The minutes of the Parish Council Meeting held on 3 rd April 2012 had been previously circulated. No amendments were requested and the minutes were approved by the Council and signed by the Chairman as a true record. 107/2012 Clerk s Report The Clerk reported that there had been a problem with the Boiler in No 10, this was all sorted. At the recent yearly Gas Safety checks the fire in 16a was condemned, quotes had been obtained to replace this with either an electric fire or gas fire, and after discussion it was resolved to replace with a gas fire. The Clerk will organise this. 108/2012 Correspondence A letter had been received from a tenant requesting permission to park on the cottage frontages, using his blue disabled badge when there was no parking on Twyford Road. This was discussed and it was resolved to contact the highways department to look into the possibility of supplying a designated disabled parking space opposite the cottages. The Clerk would also enquire about removing the dropped kerbs and replacing them with raised ones in an attempt to discourage driving on the frontages. The Clerk will also contact PC Jane Newman and ask her to come along at school starting and closing time to monitor the situation. Discussions took place regarding the purchase of some planters to go on the cottage frontages - these will be large but have the facility to be moved if necessary as there is a gas pipe running along the pavement. It was resolved that the Clerk could look into this and spend up to 999 on these planters. It had also been reported to the Parish Council that one of the tenants is possibly breaching their tenancy agreement by not spending at least one night in 30 in the cottage. The Clerk will speak to SDDC housing department to see if there is anything that can be done. There being no further business the meeting closed at 9.25p.m. Signed:..
