Meeting February 7, 2011 The meeting of Mount Pleasant Borough Council was called to order by President Bauer at 7:19pm in Council Chambers at 1 Etze Avenue, Mount Pleasant, PA 15666. The Pledge of Allegiance was said and there was a moment of silence for our deployed troops. President Bauer directed Borough Manager Landy to take roll. Councilmen Beranek, Crivella, McCloy, Pritts, Tabita, and Councilwomen Stevenson and Ruszkowski were present. Mayor Lucia and Solicitor Wolfe were present. President Bauer stated we have a quorum. Reading of the Previous Minutes: A motion was made by Councilwoman Stevenson to dispense with the reading of the minutes of January 24, 2010. Motion seconded by Councilwoman Ruszkowski. Motion carried 8-0. Citizen of the Month: Vincent Coppula Public Comments: President Bauer said he would like to include any new businesses that move into the Borough come to the monthly council meeting and introduce themselves to Council and the community. President Bauer said he would like the BDA to produce a list of businesses in Mount Pleasant on their web site with a link to the Borough web site so people know what businesses are in the Borough. President Bauer introduced Vaughn and Pam King, the owners of the restaurant at Veterans Hall. Mr. King thanked President Bauer and Council for giving him the opportunity to introduce himself and his business to the residents. Speakers: Mr. Dale Basinger made a donation to the Borough of three coke ovens he owns. The ovens would have to be disassembled and moved, but they are in excellent shape and are of historic value to the community. Mayor s Report: Mayor Lucia read the following Police Report for the month of January 2011: Report of the Mount Pleasant Police Dept for the month of January 2011 The Department answered 314 calls during the month as follows: Complaints 72 Requests for assistance 6 Assist Other Departments 6 Accidents investigated 4 Calls Returned 10 Assist Medic 10 11 Assist Mutual Aid 1 The Department mad 31 arrests during the month as follows: Vehicle Code 28 Crimes Code 3 Borough Ordinance 0 Warnings Issued 0 Parking Tickets issued are as follows: $4.00 Meter Tickets 0 $10.00 No Parking Tickets 2 Void / Excused 0 $2.00 Parking Tickets Paid 0 $ - 1

The Mayor and the borough office have received complaints that people are not shoveling the snow from their sidewalks. Mayor Lucia thanked the Street Department, with some help from WWT for the fine job they did of keeping the roads cleared during this recent storm. Mayor Lucia gave landlords one more warning to have all of their rental properties registered with the Borough before citations are issued and fines imposed. Mayor Lucia thanked President Bauer, Borough Manager Landy and all of the Council Members who organized the Steeler Pep Rally on Super Bowl Sunday. Solicitor s Report: Solicitor Wolfe said that there are matters he would like to discuss in Executive Session. Tax Collector s Report: Tax Collector Carol Yancosky read the following report for the month of January 2011: Per Capita Tax $93.00 Total Collected $93.00 Ms. Yancosky said that county and borough taxes will be mailed March 1, 2011 and reminded anyone who needs a receipt to include a self addressed stamped envelope with their payment. President s Report: A motion was made to appoint Vince Zaccaria to a 3-year term on the Mount Pleasant Business District Authority. Motion seconded by Councilman Tabita. Motion carried 8-0. A motion was made by Councilman Crivella to appoint A.J. Minyon to a 3-year term on the Mount Pleasant Business District Authority. Motion seconded by Councilman Tabita. Motion carried 8-0. A motion was made by Councilwoman Stevenson to appoint Joann Procznik to a 3-year term on the Mount Pleasant Business District Authority. Motion seconded by Councilman Tabita. Motion carried 8-0. 2

President Bauer thanked Councilwomen Stevenson and Ruszkowski and Councilman Pritts for decorating the Gazebo for the Steeler Pep Rally. It was extremely cold but there was still a nice turn out and everyone enjoyed themselves. President Bauer said that the deadline for reservations for the PSAB annual banquet in Hershey PA is March 2011 so anyone who wants to attend please call the borough office. President Bauer reminded Councilmen Tabita, Crivella, Beranek and Pritts that they must register for re-election this month. A motion was made by Councilman Crivella for an Executive Session. Motion seconded by Councilman Beranek. Motion carried 8-0. Executive Session 7:23pm to 8:26pm. President Bauer announced that the Executive Session was to discuss personnel. Borough Manager s Report: Borough Manager Landy asked Council to look over the Profit & Loss Budget Vs. Actual Report. Borough Manager Landy said Council received the Mount Pleasant Business District Authority s annual audit ending September 30, 2010. Borough Manager Landy said he helped Luann from the Mount Pleasant BDA prepare a Tourism Grant for the BDA and the paperwork should be ready to be submitted sometime tomorrow. Mr. Landy said he met with Penn Dot regarding concerns about our snow removal procedures as well as wide loads coming through the Borough. Penn Dot may do a study of Mount Pleasant and make a decision, possibly rerouting wide loads around town. Mr. Landy said he attended the TCC meeting at the Westmoreland Co Courthouse. Mr. Landy said he was happy with the way the Steeler Pep Rally turned out. Mr. Landy thanked all of the sponsors who contributed. Mr. Landy said he spoke with Dough Hauser who had an idea for Council. He suggested that Council allow residents who don t have a large yard to have a community garden. It would require a 20 X 15 plot of land and he thought there may be something available at Willows Park. Waste Water Treatment Report: None Streets Report: None President Bauer said that when Mr. Landy met with Penn Dot they said that our salt usage seemed way out of line. Penn Dot said they will come back this summer to meet with the Street Department to go over our winter snow maintenance procedures. President Bauer also said that it should be mandatory for at least one Street Department employee to attend any seminar that could help the Borough be more efficient or benefit the way we do things. Councilman Beranek said he has received numerous complaints regarding the anti-skid being used by the Borough this year. People are complaining about mess and the mud on the streets. Councilman Beranek also pointed out that this material will need to be cleaned up in the spring. Councilman Beranek read the following Fire Report for the month of January 2011: 3

Motion seconded by Councilman Beranek. Motion carried 8-0. Councilman McCloy said that the new and amended ordinances are now on the Mount Pleasant Borough web site. Councilman McCloy said he is organizing a community yard sale for the second Saturday in June 2011 with a rain date to be determined. Council discussed the proposed date. Community & Economic Development/Grants Report: Councilman Tabita said that the Mount Pleasant Business District Authority is almost ready to begin its sign reimbursement program. Veterans Park Report: Councilman Tabita said that there does not seem to be very many applications for the Veterans Park Video Wall. He feels people don t have a very good concept of what the wall will be. Councilman Tabita said he would like to see a full sized mockup mounted in the area where the permanent one will be. Parks & Recreation Report: Councilman Crivella said he has eight names for the new Recreation Committee and will have the final names for the next council meeting. Finance Report: Councilwoman Ruszkowski said that after seeing the next Treasurer s Report we will be able to make a decision regarding the amount of monies to be transferred to Budgetary Reserve this year. Property: 4

Councilman Pritts said his committee is looking at different options for council chambers. Councilman Pritts said that quotes for the surveillance cameras on Main Street came in high and we are looking at different options. Sanitation & Recycling: None New Business: President Bauer said that the Concert In The Park schedule will begin soon and he and Borough Manager Landy will take charge. Any help from council members would be greatly appreciated. Borough Manager Landy said that the G5 Conference will be held March 17 th to the 19 th at Laurelville Mennonite Church Center. Representatives from Mount Pleasant Borough departments will be holding seminars at the conference. Reading of Communications: None Discussion and Payment of Bills: A motion was made by Councilman Beranek to pay all authorized an approved bills. Motion seconded by Councilman McCloy.
