SOCIAL WELFARE (SCP) DEPARTMENT G.O.Ms.No.25 Dated:01.05.2015. Read: O R D E R: G.O.Ms.No.183, SW (J) Department, Dated 16.12.1997, A.P., Hyderabad. In the reference read above, Government ordered to ensure equity and social justice among Scheduled Castes in extending Economic Support Schemes. 2. Now, in order to fulfill the objective of the Government to extend support to weaker sections of the society, Government have introduced many schemes for their upliftment. Government are implementing and closely monitoring such schemes to see that Benefits are reached to the target group. 3. The preamble of the Andhra Pradesh Scheduled Castes Sub-Plan and Tribal Sub-Plan (Planning, Allocation and Utilization of Financial Resources) Act, 2013 (Act No.1 of 2013) envisages accelerated development with an emphasis on achieving equality in the next ten years focusing on economic, educational and human development along with ensuring the security and social dignity and promoting equity among Scheduled Castes by earmarking a Portion in proportion to population of Scheduled Castes of the total plan outlay in the State as the outlay of the Scheduled Castes Sub-Plan of the State. 4. As per Sections 3, 4 and 5 of the said Act, the State shall in every financial year, earmark in such manner as may be prescribed, a portion of the total Castes Sub- Plan outlays of the State which shall be proportionate to the Scheduled Castes population of the State, to be called as Scheduled Castes Sub-Plan Fund and the department as may be authorized by the Government shall communicate the same in the manner prescribed to the other departments a tentative plan outlay out of Scheduled Castes Fund for preparation of respective department wise Scheduled Castes Sub-Plan and the Sub-Plans of the departments shall include only such schemes that secure direct and quantifiable benefits to the Scheduled Caste individuals or Scheduled Caste households. 5. As per sections 6 and 7 of the said Act, the departments shall prepare Scheduled Castes Sub-Plan to promote equity in the development among various social groups within Scheduled Castes and focused development of backward Scheduled Caste and shall ensure coverage of Scheduled Castes in the ongoing general schemes consistent with their eligibility for the same. 6. After careful examination, in order to ensure equity and social justice as enshrined in the SC Sub Plan, Government hereby order that economic support schemes (non-statutory benefits) shall be extended to the Scheduled Castes beneficiaries in proportion to the population of sub-castes among the scheduled castes. Therefore, the selection of beneficiaries of economic support schemes shall be based on the percentage of the population of Sub castes of Scheduled Castes to the total population of the Scheduled Castes of the district. For this purpose, the 2011 census data, as annexed to this order at Annexure-I (pages 1 to 26) shall be taken into consideration and each District is to be treated as a unit for determining the ratio to extend the benefits. All the District Collectors and other implementing agencies in the State are directed to follow the above guidelines for implementation of non-statutory benefits such as self employment schemes, poverty alleviation programmes including assignment of house sites, agricultural lands and allotment of industrial plots by APIIC.
