Ystradfellte Community Council 1 Minutes of the meeting of Ystradfellte Community Council held at Ystradfellte Church Hall on 5 th June 2017 at 7.00 p.m. Present: Apologies: Cllrs. L Jones, H Pattrick, G Reynolds, C Woodley P.C. M Hapgood, Cllr. D Thomas, Mrs Susan H Powell 2017/39 Minutes The minutes were passed as a true record proposed by Cllr. Reynolds and seconded by Cllr. Pattrick 2017/40 Co-option of Community Councillor There are currently 2 Community Councillors casual vacancies for the Pontneddfechan Ward. The vacancies will be advertised by the Clerk and anyone wishing to apply should by post to the Clerk of the council and they will be discussed at the next meeting. The advert should explain conditions for applications are on the Powys website. 2017/41 Declaration of Interest None recorded 2017/42 Dyfed Powys Police Further to the last meeting, the police representative has found the name of the P.C.S.O that sent the letter to everyone in the High Street, however due to holidays and courses they have not yet spoken. He will discuss the matter over the next few days as the P.C.S.O is back on duty and once he has the details will send the response to the Community Council and will speak to the residents of the High Street personally later in the month. The police representative explained there had been thefts from cars over the past month and the police are making people aware not to leave valuables in sight when the vehicle is parked. The Chair explained that there had been complaints from residents of vehicles racing through Ystradfellte village, mainly on a Saturday evening at approximately 10 pm, residents unfortunately have not been able to get any number plates as the vehicles are driving too fast. Also, the residents have informed the Chair that all the locks on the gates through Sarn Helen have all been broken and left open.
2 2017/43 County Borough Council a. Cllr D Thomas was not in attendance. 2017/44 Matters Arising a. With regards to the Dyfed Powys police matter last meeting Cllr Jones clarified the comments by saying the meeting was shown a letter that had been posted to all the residents of High Street. The letter was from South Wales Police not Dyfed Powys Police and gave advise and clarity regarding parking in the area as there had been incidents regarding vehicle damage, abuse etc. As one of the residents was away at the time of one of the incidents and the other residents are certainly not disruptive or vandals the letter is both upsetting and rude especially as it has come from the South Wales Police and not Dyfed Powys Police who are much more aware of the problems encountered by residents in the area. The Police representative said he would investigate this matter and will report back to the meeting on 5 th June 2017 and if this matter was not resolved the Community Council would write a letter to the South Wales police requesting why the letter was sent. The Chair explained that Richard Tyler from BBNP was working hard on a Car Park Management plan, and went on to explain that Richard had sent his proposal to the Chair for the grant the BBNP had received for a consultation on the whole area regarding car parking. Cllr Jones explained that she had received a copy but it did not seem the email had been sent to all councillors. Cllr Jones sent the email there and then to all councillors. Cllr Jones also read out the Tasks that the consultation would be undertaking. There followed a discussion on the consultation and when the chair asked if the councillors agreed to the proposal, they all did in principle. Also, the councillors agreed to a special meeting should this be necessary. On the email that had been sent was a letter and grant application from Julian Atkins regarding the 3,000 that the committee had requested in the May meeting. As this had not been received by all the councillors the chair read out the email. b. Cllr Pattrick explained that he had sent in membership of the Standards Committee and was awaiting the Ballot paper, 2017/45 Correspondence No correspondence received.
3 2017/46 Motions for the One Voice Wales AGM The meeting discussed the possibility of putting a motion forward to the AGM, the meeting decided to give councillors until the next normal meeting to put any motion forward for discussion. The final date for motions will have to be sought to ensure the motion is in time for the AGM. 2017/47 Planning No planning received 2017/48 Accounts Wages, Tax, Pension etc 285.85 Account Balances Main Account 8867.37 High Interest 1940.16 Ariel Account 2506.47 2017/49 Members Verbal Reports a. Cllr Pattirck explained that Fibre Optic broadband may be available in the Pontneddfechan and Ystradfellte area in 1 month.. b. Cllr Pattrick explained to the meeting that the water had suddenly gone off in his area to find that no one in Welsh Water knew anything about it and it came back on still without explanation. The chair however had had a letter to say they would be doing work on the reservoir and the water would be going off however, he does not live in the area they were shutting off. c. Cllr Reynolds asked to minute the fact that it was a welcome sight to see P.C.S.O s in the Pontneddfechan area both on foot and in vehicles over the past month. The next meeting will be held at Ystradfellte Church Hall on Monday 3 rd July 2017 at 7.00 p.m This concluded the meeting, which the Chairman duly closed. Signed.. Date
