Read by Deputy Borough Clerk Nicolette Riggi at 7:02 PM ROLL CALL: Present: Councilman Amato, Councilwoman Bellinger, Councilman DiPiazza, Councilwoman Tedesco-Santos, Councilman Verile, Councilwoman Weber, Mayor LaBarbiera Also Present: Borough Administrator Joseph D Arco, Deputy Borough Clerk Nicolette Riggi, Associate Borough Attorney Justin Santagata Absent: Borough Clerk Annemarie Krusznis, Borough Attorney Paul Kaufman PLEDGE OF ALLEGIANCE: Led by Borough Administrator Joseph D Arco Mayor LaBarbiera asks for a moment of silence for the victims of 9/11. Bill Comery and Ken Raschen from Shade Tree speak about Emerald Ash Borer tree problems. We have 2,932 Ash trees in town and began a treatment program treating 538 of trees to stop the Borer from destroying the trees. People have been having a very good success rate. The rate of death from the Borer is 99.7% and we still have a lot of trees that haven t been treated. We don t have the resources to take down these trees. If we start leaving the dead trees they are going to start coming down and causing damage. They have put together a 2019 supplemental budget request to start taking care of this problem and other trees that have problems. A packet was passed around. Mayor LaBarbiera says it sounds like we should get a contractor so were not compromising our day to day operation. Mr. Comery continues with numbers for the budget plan. Mayor LaBarbiera asks if the treatment will be worth it and if it is correcting the problem. Mr. Comery answers that the towns that have done the treatment are having very good results. Mayor LaBarbiera asks if we would need additional treatments and he is told maybe in two years. Mr. Raschen has provided a street list for the Council to go look at the trees. Mayor LaBarbiera asks what they would need now and they go over the packet and discussion ensues. Mayor LaBarbiera thinks we should do the treatment and if the trees are dead we should remove them with a contractor and the Council will discuss and crunch numbers. Mr. D Arco says to get a bid package together. Mayor LaBarbiera asks about their next meeting and discussion ensues. Councilman Verile exits meeting at 7:22 PM Mayor LaBarbiera tells the Council that The Board of Education asked for approval to do Sunday work at Memorial School- Approved

BOROUGH CLERK S REPORT: a. Request received from HV, LLC to hold a circus event at the Garden State Plaza from September 28 th to October 8 th, 2018 including Sundays. The event includes musicals, dancing artists, and concession stands. No merchandise will be sold on Sundays and there are no live animals. GSP has submitted a letter of approval. Approved with additional insurance and no animals. No merchandise sales on Sunday and they are responsible for the cost of Police. Man in charge of circus is present and he is told to give his attorney information to the Deputy Clerk. Councilman Verile returns to meeting at 7:28 b. Request received from Bergen County 4-H to hang a banner on From Road by Paramus Park on or around September 17 th 2018 to help advertise for the upcoming annual County Fall Harvest Festival taking place on September 29 th and 30 th at Van Saun County Park. Approved c. August 2018 Grant Activity Report received from Millennium Strategies d. Request received from Top Gear Imports to hold a car show at Garden State Plaza on Sunday, September 30 th from 9:00 AM 1:00 PM. Approved e. Request received from Bo Concept to hold a friends and family barbecue in the parking lot at 573 Route 17 on Sunday, September 16 th from 12-5 PM. Approved f. Request received from Broadway Café & Creperie to hold an Octoberfest event in the Nordstrom parking lot at Garden State Plaza on Sunday, September 23 rd from 12-8 PM. Approved g. Request received from Wells, Jaworski & Liebman on behalf of Urban Edge Properties to perform sealer work at the Bergen Town Center parking garage on Sundays, September 16 th, September 23 rd, and September 30 th when the parking areas are empty. Approved Councilman Amato exits meeting at 7:38 COUNCIL MEMBERS REPORTS: Councilwoman Bellinger No Report Councilwoman Tedesco-Santos Memorial School is closed and students are at Parkway and discussion ensues about working on Sundays. Councilman Amato returns to meeting at 7:40 Councilman DiPiazza Pride in Paramus will be on September 29 th. Discusses Farmers Markets. Earth Day will be moved inside for 2019. Councilman DiPiazza asks how we can help with Park and Ride and is told they are owned by transit and Mr. D Arco discusses his past findings and

discussion ensues. Councilman DiPiazza continues that coaches have been asking him about field usage and problems with the fields. Mayor LaBarbiera explains how the field usage is done and discussion ensues. Councilwoman Bellinger mentions that East Brook turf is in bad shape and there are holes in it. The Mayor and Council discuss East Brooks usage. Councilwoman Tedesco-Santos asks who maintains West Brook and says she has been told the soccer field there doesn t look good. Mayor LaBarbiera says that if there is a field that is not being used it falls on Recreation and the Board of Education. Mr. D Arco says he has been working with IT about a scheduling system. Councilman Amato - Reports on Building Department numbers. Councilman Amato continues that they have been having a lot of drainage issues because of the rain in August. Councilman Verile - Reports that Rescue is down in Wildwood this weekend. Mayor LaBarbiera asks about the Golf Course new position and Mr. D Arco explains the position and title and says it comes from the Golf Course budget. Mayor LaBarbiera pulls Resolution No. 18-09-594 and asks for Andy Schuckers to be at the next meeting. Councilman Verile continues that the inside of Recreation Center looks good with all the plaques going up and gives kudos to Guy Picone and to Meghan from Recreation. Mayor LaBarbiera asks Councilman Verile to speak with Recreation about scheduling issues and discussion ensues with Council. Councilman Verile continues that Recreation has a competitive men s softball league. Councilwoman Weber No Report MAYOR S REPORT: Says we had back to school problems at Memorial and were addressing that. Stony Lane we are working on the crossing there and will have every school on a major through fair have this installed. ADMINISTRATOR S REPORT: Goes over his report saying everything is in process and says he has two things for closed for possible litigation. Mayor LaBarbiera reports that he just received a text and they are playing on East Brook and there are some areas that will need to filled at the conclusion of the season and they are holding the Performance Bond to get the contractor back. They are attributing it to the settlement around the sub drainage that was installed and the excess water. MATTERS FOR DISCUSSION: a. Mutual Aid Ordinance- Mayor and Council says to add it for the next meeting Mayor and Council discuss the Recreation Ordinance and Mr. D Arco says the Council should read and discussion ensues.

PUBLIC COMMENTS: Citizens are welcome to address the Mayor and Council on any governmental item of concern to them, whether or not it is scheduled on the agenda above. Comments will be made at the public portion of tonight s Public Meeting in the Council Chambers. Mayor LaBarbiera opens to the public at 8:08 PM Roy Hegg- 321 Lockwood Drive asks about the trees that they were supposed to be looking into on Lockwood. Mr. Hegg asks about the progress on the curb cuts and is told it should be ready by next meeting. Mr. Hegg continues to ask about the Life Safety Building and if Mr. D Arco had a chance to look into it being so dirty. Mr. Hegg discusses CERT Vehicle before next meeting on September 25 th. Mr. Hegg discusses cross walks by Lutheran Church and discussion ensues. Mr. Hegg adds that Shade Tree used to spray the trees for Gypsy moths.
