In the Name of Allah, Most Gracious, Most Merciful Final Statement and Recommendations Allah, Almighty, says: Eat of the lawful and good things which Allah has provided for you, and fear Allah in whom you believe, Al Ma`idah Chapter, Verse No. 88. Praise be to Allah as appropriate for the Magnificence of His Face and Greatness of His Dominion, and peace and blessings be upon our Prophet Muhammad, his family and companions. Under the kind sponsorship of his Excellency Shuraida Abdullah Al-Mousharji, Minister of Justice and Minister of Awqaf and Islamic Affairs, the 2 nd Gulf Conference on Halal Industry and its Services was held during the period from 10 to 12 Rabiaa Al Awwal, Corresponding to 22-24 January 2013, under the Motto Toward an Effective Management of Halal Industry and its Services in Crown Plaza Hotel, Farwniya Governorate, State of Kuwait. That conference was organized in a pioneering manner and the researches and discussions presented in it led to the following recommendations: 1. Establishment of an organization to be responsible for approving Halal certifications for the Islamic centers and institutions working in Halal industry and its services according to a Halal model. 2. Due to various Halal specifications and standards, the conference recommends seeking to a guide for Halal industry and its services to facilitate the functions of Halal industry and its services. 3
3. Preparation of a specialized scientific study by Muslim experts from technical and Fiqh academies in order to deal with new matters such as use of anesthesia methods before and after slaughtering animals and their effects on man s and animals health. 4. Encouragement of establishing scientific research and development centers in the field of Halal to act as scientific references for the authorities providing Halal services. 5. The conference recommends Halal services organizations to establish a scientific and legal control authority to be their reference in approving Halal certifications. 6. The conference s Scientific Committee shall contact some concerned universities and research centers regarding the necessity of presenting academic studies on new issues in Halal industry and its services. 7. The conference recommends organizing workshops and training courses for employees of the centers issuing Halal certifications to increase their awareness and educate them about the scientific, applicable and Shari`ah matters related to Halal industry. 8. Necessity of establishing and supporting Muslim consumers defending associations in countries having Muslim minorities. 9. Ministries of Awqaf ad Islamic affairs or the authorities doing their role should undertake the job of reviewing Halal certifications attached with Halal products before admitting them to Muslim countries. 4
10. Muslim countries should exchange experiences in the field of Halal services. 11. The conference thanks the Ministry of Awqaf and Islamic Affairs for its pioneering initiative to sponsor the post graduate in Halal research in the University of Kuwait after receiving a study on the feasibility and possibility of applying such an initiative. At the end of the conference, the participants expressed paramount thankfulness and gratitude to H.H Sheikh Sabah Al Ahmad Al Jaber Al Sabah, Prince of the State of Kuwait, may Allah protect him, H.H Crown Prince Sheikh Nawaf Al Ahmad Al Jaber Al Sabah and Kuwait s Prime Minister, Sheikh Jaber Mubarak Al Hamad Al Sabah.
