Vision Society for the Visually Handicapped (SVH) is the leading Education Resource Support Body in India in general and in the eastern and northeastern region of India in particular, which addresses challenging demands of Reaching Education To Sightless Citizens in urban, rural, remote and inaccessible regions of the country. Mission Society for the Visually Handicapped (SVH), with its team of volunteers, and support from individuals and institutions, has developed an infrastructure to deliver free of charge: Reading material in Braille and audio format to promote a Disability sensitive, Disabledfriendly, Equal Opportunity and educated society by creating an effective network of students, special educators, general educators, parents and family members, Government, colleagues in the Disability sector, corporate sector, responsible citizens and community service organizations to design and deliver our objective, Reaching Education To Sightless Citizens. SVH works with the nation s students and teachers from schools, colleges and Universities as well as authorities conducting competitive examinations leading to employment, focused on strong professional development, timely and academic demand appropriate production of education resource support and continuous counseling and guidance. All these are connected to life skill training to facilitate orientation and mobility skill, personality grooming, self reliance and music and oral communication capacity enhancement. [ 3 ]

Secretary speaks The year under report constitutes a very important milestone in the progress of SVH. We felt sad to draw a final curtain to the era of Talking Book Project comprising audiocassette recorders and audio books in C60 cassettes. Many of our constructive and nostalgic memories became a part of history. Learning to live with a buzzing Digital Talking Book Project, made possible by the generous grant of the Hans Foundation, which demands a command on technological tools, fast production, efficient networking among recordists, digital editors, computerized catalogs in files and service to beneficiaries, we are increasingly upgrading our skill and finetuning our alertness to make digital audio books more and more user friendly through MP3 players. We have owned a Computerized Braille Production set up through the full sponsorship of The Hans Foundation to promote Braille Literacy and reach Braille books to printhandicapped children and adult Blind Braille learners. It was a moment of immense pleasure when the first Braille book published and printed by SVH was released in public on 01 February 2014 at Uttam Manch, Kolkata! We lost our Founder President Rtn PDG Shyamal Datta who stood as an evergreen tree of ideas and inspiration before our Society. Some of our very close friends and wellwishers passed away too, for whom, we have dedicated a page, offering our Homage. To retain their positive presence in all our activities, what we have done is, we have planted saplings in memory of them in our premises so that the blossoms in every season will continue to energize us! With deep gratitude to all our donors, individual and institutional members, volunteers and wellwishers, without whose 24X7 thoughtfulness and assistance this enormously large service delivery would not have been possible. 24 August 2014 Hena Basu [ 4 ]

PROFILE OF THE SOCIETY FOR THE VISUALLY HANDICAPPED Society for the Visually Handicapped (SVH) is a registered, non Government, voluntary organization, founded in 1983 to Reach Education To Sightless Citizens, irrespective of caste, creed or religion. What began as a humble, dedicated service by a handful of committed individuals under the leadership of Rotarian Shyamal Datta and Mrs Anuradha Datta, has over the years, touched lives of hundreds of Persons with Low Vision, Vision Impairment and total Blindness, their families, leading to training, service and research. We continue to depend on support from friends, well wishers, individual and institutional donors, in cash and kind, who take pride on standing by the endeavors of SVH and share our milestones of progress and achievements. 1. SVH SERVICE NETWORK This report presents activities of SVH conducted primarily from two points: Registered Office and SVH Braille & Talking Book Library Service for the Blind at the State Central Library, Kankurgachi, Kolkata. Registered Office (Helpline of SVH) Active Team: Anuradha Datta, Joint Secretary, Shyamal Datta, Founder & Past President, Volunteers Asish Chandra, Lakkhi Guchhait, Raja Rajak, Radhapada Sarkar. Projects of SVH implemented from all the service points were monitored and coordinated from the registered office. Through periodic discussion, interaction and decision making among Office bearers, members, project volunteers and advisors implementation was carried out. Meetings of the Governing Body, General Body, Subcommittees, Special Committees preceding and following each project were planned and conducted here. Annual cultural program leading to fundraising and publication were conceived and implemented here. Regular telephone contact among members as well as convening meetings, sending notices and organizing events with follow up tasks formed an important official task. Monitoring of accounts, finance transactions, maintenance of records and office documents, interaction with Government Departments were maintained. Responding to telephone calls from various parts of the country, offering appropriate consultation and counseling and receiving visitors who would turn up unannounced to seek assistance for various requirements. Maintaining a continuous communication network to respond to demand for counseling and rehabilitation, guiding donors and prepare updates on SVH's capacities formed an important task. Planning and execution of the annual event of fundraising, contacting old and new donors, conceiving the theme, venue and content of the annual cultural program, allotting assignments to concerned volunteers, publication, release and distribution of published souvenir, all these and many other hidden responsibilities were quietly carried out under the leadership of Mrs Anuradha Datta from here. And all this resulted in saving of establishment cost and greater investment in empowerment of beneficiaries. [ 23 ]

Visitors from other State Government Libraries, District Libraries as well as [ 24 ]

University libraries from various parts of India have visited off and on to experience the functioning of this Section managed by volunteers and funded by private donors. Consultation & Information Supply Apart from queries from visually impaired users and their families, we daily received queries over phone and email from all over India and abroad relating to status of service for the Blind in the east and northeast region of India, special library service for the Blind, institutions networking information on Seminars, conferences, local NGOs organizing events and inviting our beneficiaries for participation, networking with special schools for the Blind and institutions and professionals serving Persons with loss of hearing, cerebral palsy and multidisabilities, request for academic articles from professionals, request for checking of PhD hypotheses etc. Advanced technology has come to play an extremely facilitating role for the Blind and Visually Impaired persons. A number of foreign IT companies and their Indian agencies are tapping the market for prospective buyers. A large section of Visually Impaired persons too are earning good salaries and are upgrading their knowledge on operation of computer and IT gadgets. Often SVH is asked to play an intermediary role to make sure the buyers are not cheated and product manufacturers reach the right user. This calls for continuous upgradation of our knowledge covering a widely stretched domain. Production of assistive devices for the Blind, their cost, mode of supply etc constitute another area where we have to interact with various type of persons such as visually impaired users and their parents, special educators, institutions for the education of the Blind, donors/sponsors etc. With the rapid progress of Sarva Sikhsha Mission, West Bengal IED, a number of private agencies have come up to procure and sell these aids and appliances as per allocation and utilization of Government funds. Status of SLRO demands that SVH maintains its own stock of aids and appliances as well as connect those in need of information with appropriate information. [ 25 ]

Education Support for the Blind & Visually Impaired Students Digital Talking Book Project Education Status of beneficiaries Rise in enrolment of Visually Impaired and Blind students in the local primary schools in 20 educational districts of West Bengal under the Sarva Sikhsha Mission IED project with requisite resource support, has brought a spurt in the enrolment, retention and educational progress of these students. In contrast to the decreasing rate of enrolment in special residential schools for the Blind, due to financial restraints, the ratio is higher in general schools. Previously in rural areas parents with a disabled child would never imagine their child, especially Blind, can attend the nearest primary school with dignity along with their sighted peers. However wider participation of village level education committees, local NGOs, Human Rights and other Activist Groups, have worked as a monitoring agency on teachers and non teaching staff to make sure no child is deprived of his/her Right to Education. As a result the demand for supply of Talking Books has jumped high and we have to stretch our arena of curricular material in audio format from Class I upwards. Our sincere thanks to the Hans Foundation for granting SVH a substantial amount of funds to take care of this expanded project. This project consists of i. admission of students for membership with due endorsement by the Heads of the Institutions, ii. completing a Profile on each student member with detail, iii. documenting each student member with a photograph, iv. On submission of membership form duly completed students are oriented with operation of MP3 players, v. students who have so far been accustomed to handling of cassettes at their own pace learn to use tiny MP 3 players containing the entire syllabus recorded in one memory card, either through plugging in of earphones for a long stretch of period or listening through mini speakers, vi. requisition of study material in person or over phone, vii. selection of academic study material from School to PostGraduate, MPhil & PhD level plus other competitive examinations e.g. SSC, NET/SET, viii. purchase of ink print books for recording, ix. purchase of digital voice recorders with microphone for recording ink print books, x. transferring of recorded material over to computer system for editing along with catalog preparation, xi. Edited audio books produced in master CDs, xii. Renaming of recorded files after editing for distribution among students in memory cards, xiii. manual cataloging of recorded titles during recording, xiv. Final catalog from computer as well as manual with master CDs, xv. check of master CDs for overall editing & sound by Blind persons, xvi. daily library service of lending and returning of Talking Books over the counter to individuals and institutions, xvii. student counseling and guidance, xviii loan of educational aids and appliances and xix. attention to special needs of library users. Competitive Examination Authorities Primary Teachers Examination (TET) School Service Commission (TET) & (Subjects) College Service Commission NET/SET/JRF Public Service Commission Examination (GK) Railway Service Examination We collect syllabus showing the curriculum of studies and recommended books, compare and match common and uncommon topics, calculate our availability of time and resources, plan the timeframe for recording and give students a date for delivery. Most of these students come from long distances; hence one complete set is issued to a student for him/her to study till examination and then return. Bengali being the medium of instruction for almost 99 % students, our Talking Book Collection is Bengali language based except for those who take up English for higher studies.in the latter case now we guide them to utilize resources stored in the internet at national and global level. Purchase of ink print books Since institutional libraries lend books for a restricted period, and often change of syllabus calls for new books, most of the textbooks and reference books are bought from the market and given to recordists for recording in order of priority. Xeroxed notes are recorded on special request from UG/PG/NET /BEd students. Daily library service of lending and returning of Talking Books over the counter Each student needs to complete a Membership Form for this SVH Library Service recommended and endorsed by the official institutional authority with a stamp size photograph. Talking Book users and their escorts are then explained about the rules and regulations for using this Library service. For most of them it is a first time exposure to a library set up and we consider it important to inculcate in them the value of this service given free of charge. Users are expected to borrow and return in person the MP3 players and other equipment, loaned to them over the counter and inform the Service In charge about the quality of the machine when returned.
