Note No. D(D&S)/D6-AE3/General/2016/487 Dated 25.10.2016 of TA to Director (DS &GE) O R D E R Dated, TVPM:08.11.2016 Kerala State Electricity Regulatory Commission (Standards of Performance of Distribution Licensees) Regulation, 2015 was notified in the Kerala Gazette, came into force with effect from 11.01.2016. Regulation 30(d) of the SOP Regulations stipulates that, for creating awareness regarding standards of performance, the distribution licensee shall arrange suitable training programmes for the officers who are responsible to ensure standards of performance. In view of the above, Board as per item 8 of the Board order read as 2 nd paper above has entrusted the Chief Engineer (HRM) to arrange training for the field staff of KSEB Limited regarding Standards of Performance of Distribution Licensees Regulation - 2015. The Chief Engineer (Commercial & Tariff) as per item 4 of the note read as 3 rd paper above has requested to arrange training programme on the above subject to the officers and staff of Distribution Wing. A priority list of officers/ staff of the Distribution wing for whom the training is being imparted is obtained from the Office of the Director (Distribution) vide note read as 4 th cited above.
Since the training programme is of urgent nature and to be conducted in a time bound manner, one day Training of Trainers programme on Standards of Performance has to be conducted for the smooth implementation of the training programme. Accordingly, 245 batches of training programmes are to be conducted in various categories including ToT and the total estimate for the training programmes comes to Rs.44,34,500/- (Rupees Forty Four Lakh Thirty Four Thousand and Five Hundred only). Having considered the above, sanction is hereby accorded to the Executive Engineers of Regional Power Training Institutes (RPTIs) Thiruvananthapuram, Kottayam, Thrissur and for arranging the training programme as detailed below. List of participants for the ToT programme is attached as annexure I and the Executive Engineer, RPTI Thiruvananthapuram shall issue the detailed intimation letter to the participants The payment shall be arranged by the Deputy Chief Engineers of the respective Electrical Circles on request of the temporary imprest by the Executive Engineers of Regional Power Training Institutes. The expenditure on this account shall be incurred as per the A type programme mentioned in the training calendar 2016-17 and shall be met from the budget provision earmarked for HRD activities under the Institutional Development Programme Fund for the year 2016-17.
