It is scheduled for February 22, 2019 at 3:00 p.m. in the Council Chambers o EDC meeting is scheduled for February 21, 2019 Mr. and Mrs. Morris will be attending. MOVED: Jim Haslett Motion: Approve to remove street trees in Don Webster right of way at 221 Maple Ave CITIZEN COMMENTS Timothy Schmidt; Resident in Stadium Estates. o Mr. Schmidt addressed the council with his concerns regarding a dead fall tree adjacent to his property located at 218 4 th Ave NE. The Tree is located on private property. Mr. Schmidt asked if there were city ordinances regarding nuisances which could be imposed on the property owner to remove the dangerous tree. The City does not have an ordinance regarding removal of danger trees. o Mr. Schmidt invited the Council to attend the Veterans Memorial Day ceremony at the Napavine Cemetery at 9:00-9:30 am on Memorial Day morning. Darla Seidel; Resident on 4 th Ave NE. o Ms. Seidel addressed the council with her concerns of the dead fall tree adjacent to her property. Ms. Seidel advised the council that she had removed her dangerous trees in her yard. But had concerns of the neighbor s trees that threaten her safety of property and life. o City Attorney Jim Buzzard recommended that the City send an official letter to the property owner advising them that the tree is a danger and needs to be removed and giving them notice that the property owner is responsible for any damage the tree may cause to the City and other properties in the vicinity if the tree were to fall. Mike Hamilton, Hamilton Corner LLC, o Mr. Hamilton would like to recognize the Planning Commission for not canceling their meeting on Monday night during the winter storm and continuing to work hard in making Napavine better. Also, a reminder that the Planning Commission has a position open. Bob Bozarth; Woodard Rd. o Representative Jim Walsh wrote a bill to organize a panel of individuals; one from each 39 counties and 27 tribes of the state to review the Department of Fish and Wildlife and Department of Ecology and report back with findings. Mr. Bozarth asked the Council if they would be willing to write a letter in support of the Bill. COUNCIL CONSIDERATION STREET SANDER (PUBLIC WORKS MOVED: Jim Haslett Motion: Approve up to $4,000 to purchase a Don Webster Sander to spread salt and sand on the City streets during winter weather EXECUTIVE SESSION: At 7:08 pm Mayor John Sayers announced two items to be discussed in executive session by title and stated that the council would retire to the map room for a period of 15 minutes for Item 1: Discussion of Salaries. Wages and Employment RCW 42.30.140(4) At 7:21 Mayor Sayers called Item 2: Sale of Real Property (Old City Hall) RCW 42.30.110(1) (c) up in the executive session for a period of 5 minutes.
