ADOPTION OF THE AGENDA Motion for approval: Councilman Brandon Emamalie Vice-Mayor Bill Tollett Motion Passed: 6-0 CITIZENS INPUT Richard Carlton spoke and requested a variance to keep his chickens in his back yard. Councilman John Marshall made a motion to add Mr. Carlton s request to the end of the agenda. It was seconded by. Motion passed 6-0. CONSENT AGENDA a) July 12, 2018 City Council Work Session Minutes b) July 26, 2018 City Council Meeting Minutes c) Acknowledge Financial Reports for July 2018 Motion for approval: Vice-Mayor Bill Tollett Motion Passed: 5-0 DEPARTMENT REPORTS POLICE Chief David Breniser reported that he will be on vacation Aug 24 th thru Sept 4 th. R.C.S.O. says they should have the legal agreement drafted by this time next month. Then we can activate the computers in the vehicle. EPD has an arrangement with a State Certified Weapons instructor and with the Henry Horton State Park Rangers Office to use their Range facility, both free of charge. On Aug. 23-24, both Cpl. Snook and Officer Stokes attended a two day Carbine qualifying training session. On Sept, 11 th, EPD will be attending the 9-11 remembrance ceremony at 9am held at the R.C.S.O. On Sept 13 th, there is a Breakfast with the Chiefs meeting. EPD has been in contact with the THP to conduct a DUI check point. THSO grant funds were used for purchases dedicated to DUI enforcement. On Friday the 17 th, Cpl. Snook and Officer Stokes attended the annual Hands across the Border Event which is where over two dozen agencies from TN and AL worked a DUI check point at the State line. FIRE Chief Rick Parks reported that there were a total of 14 events in July. There were 2 structure fires, 4 False alarms, 4 MVA s with injuries, 2 Trainings, and 2 other calls. LIBRARY FINANCIAL PARKS & REC/PUB. WORKS PLANNING/CODES CITY MANAGER REPORT Donna Jordan reported that 109 registered for the Summer Reading Program. Storytime averaged 10 per day. Friends of Eagleville library met on July 31. A new metal roof has been put on the Community Center/Library. Interviews for a part-time position are now being conducted. City Recorder Phillip Dye reported that all year-end paperwork has been delivered to Hall, Davidson, & Associates. The old fire truck has been sold on Govdeals. Sales tax is coming in higher than expected. City Manager Hellyn Riggins reported that the Ronnie Hill Ave. sign has been ordered and is ready to be installed. Sidewalks and downtown are to be sprayed for weeds. City Manager Hellyn Riggins reported that the Code Book has been turned over to the City recorder to follow process for adoption. The Zoning Map has to be re-created according to our engineer. Land Use plan will be presented to the Planning Commission at their next meeting. Zoning Regulation amendments should be updated soon. A lot line revision was approved for 393 Oak street at the last Planning Commission meeting. City Manager Hellyn Riggins reported that preparations for Fall Festival are coming along nicely. Fire Fighter interviews are currently being conducted. RUCO Chamber of Commerce has hired a new Economic Director, who will be meeting with the Mayor and City Manager on Aug. 27. It has been proposed that the City should adopt an ordinance making it a Broadband Ready City. Approve or Deny a request by Hannah Johnson, National Multiple Sclerosis Society, for permission to place a tent and portable restroom on City Hall property for the Bike to Jack and Back Event to be held October 6-7, 2018. Councilman Alan Ball Authorize the City Manager to get bids on paving certain streets in the city. Authorize City Manager to add more Volunteer Firefighters to insurance policy. COUNCIL REMARKS The request of Richard Carlton about a variance for his chickens was discussed, but it was determined that it would be up to the Board of Zoning Appeals to decide.
