BOROUGH OF GLEN ROCK Work Session Meeting Minutes Monday, February 12, 2018 6:30 pm This meeting is called pursuant to the provisions of the Open Public Meeting Law. This Meeting was included in a list of meeting notices sent to the Bergen Record and advertised in said newspaper, posted on the bulletin board in the Municipal Building, and has remained continuously posted as the required notices under the Statue. In addition, a copy of this notice is and has been available to the public and is on file in the office of the Municipal Clerk. ROLL CALL: Council Member O Hagan -present Council Member Huisking present Council Member Leonard absent Council Member Martin - present Council Member Morieko - present Council Member Kreibich present Stonefield Property Habitat Housing Mayor will start with Habitat for Humanity, letter explained a little about the project we have certain obligations that we have to meet. Goal of fair share housing to meet our obligation, need to look at all our of potential options, Home on Bradford street. Met a little over a year ago with Habitat the little plot of land owned by the borough is the land on the corner of Stonefield house would need a variance. Nothing has been discussed at length with this body, nothing has been voted on, normally would only need to notice 200ft and we noticed more than that to be transparent. Jaycee Raymundo BC Habitat for Humanity we built 4 homes in Oradell, 4 in Waldwick, 7 homes in Garfield, 6 homes in Englewood so we have been around for a while we are an affordable housing developer, we build with volunteers, interesting model the family must contribute 400 hours of volunteer, we hold the mortgage, we act as the bank we collect their taxes and insurance. Looking to match what s in the neighborhood, town will donate the land to habitat. Mayor we might be looking to pass the resolution it will not be on the agenda for the 14 th, possible on the 28 th, will be a little smaller than what our code allows, will need a variance and neighbors within 200 ft. will be notified. Frank 33 Wadsworth getting the land for free average home mostly in the $600,000 range will you be sticking a home in the range of $200,000, on this lot? Lois 21 Wadsworth 50% smaller than what is buildable. What happens if you don t get the variance. Once you do the front and rear yard setbacks that will be 50% smaller than all other homes.

Bill 17 Stonefield in the past we offered to buy the property and we were told it wasn t buildable. Now suddenly, its buildable. Thomas Fellig 17 Wadsworth would this home be for a veteran and would that be with a veteran with special needs. What happens if they decide to leave. Mayor we are kind of obligated to have this conversation. Frank what size is the house? What is allowed to built? Lois a2 zone corner lot 1400 square this lot is 7800 sq. ft. under the a2 zoning front yard setback 50 and rear yard 30 ft. side yard requirements. Min floor area Tom Fellig does habitat have a design on what they plan to put on the site? Paula Mineno 30 Wadsworth think it s the size of the lot, so narrow think that anything that is put there will look ridiculous, it just won t fit in. Joe 72 Wadsworth Rd. is this the largest lot that we have? Asked what would the time line be. Laura 160 Lowell Rd. has anyone spoken with the neighbors and asked them to give some of their land. Frank asked about the Bradford St. being that hasent moved can they possible that this land. Mayor I would like to give it to a veteran family, but that is up to the board Council member O Hagan not everyone at this table is approving this resolution, we haven t even seen the resolution. I would like Habitat to find out information on market value, I m 100% behind what habitat does, there is nothing set in stone, I m not comfortable with saying anything without having seen a resolution first. Think the point made was 100% right, don t want to put any pressure on the zoning board. Council member Martin does think the lot is very tiny but I am in favor of exploring to see what the potential of it is. I have never heard of a study where a home has come into a community and lowered the value of homes. Ron Mineo you have to be creative on how you use that lot. Before you give the land will you see what the house would look like. Mayor there is a lot for this body to talk about but wanted the residents to know as well. Electric Charging Station Ben Mayer had a site we were looking at not suitable now selected a new site in the main line parking lot 3 spaces close to the curb in the north-east corner, Scott McGovern looked at this site as well and police concerned it would be a good spot a new resolution to reflect the new spot, charger was a budget issue, Tesla will donate two units and donate $3,000 for a new draft resolution. Letter of intent from tesla on the donation, issue on how to get the electric line, and

pse&g said what is in the street would be adequate may need an additional pole at their expense. Non- numbered spots. Need to look at signage. Ken Jones they should be available to all electric cars. Council member Martin can we pass something that is like a plot season just for electric cars then see what the best approach is? Council member Huisking when we got into this it wasn t going to cost the borough any money. Think this has grown into something that we didn t intent to do. I think we should bring in Telsa. I have an uncomfortable level. Ben demand billing in addition to the electricity used is a demand charger and with Telsa it would be a higher charge, $1300 and $1950 per year for both. These chargers do not have a credit card charging ability. Council member Martin so if we do this it really a courtesy to the people. Council member Kreibich looking at average of $1,500 per year what are the potential use, economic figure out a value on that, potential two spaces that we are allotting for this any data that should be an improvement on the economy. Ken simply put parking meters there, Ben it would measure the time on how long someone is parking there and will pay for the electric. Council member O Hagan should be designated to electric cars only if we decide to that. We need to be able to justify the taking of two spots. Ken Jones this topic already came up before the borough lot is jammed and that was our first choice, so we then went to main line and that seemed there were some open spots there. Mayor question to the council do you want it on the agenda for Wednesday night? Council member Morieko Tesla to supply to units, Telsa offered on top of the units $3,000. So, the borough would have to invest $4,500 in this. Council member Martin the cost could potentially be offset by metered parking Mayor two employee/resident spots would be taken away. Motion made by Council member O Hagan would like to see everything in writing from PSE&G and Tesla. Seconded by Council member Morieko Mayor asked if want to keep on for Wednesday. O Hagan - no, Martin yes, Huisking no, Morieko no, Leonard no, Kreibich - yes Council member Leonard feel like the plan has changed from what we originally voted on.

Council member Martin feels we should move this along, if we pass it we still are able to work out the issues we have the resolution is only that we agree to the moving ahead with the grant enabling resolution. Motion made by Council member Martin- to vote on the resolution location and the twostation charging; Seconded by Council member Kreibich O Hagan - No, Martin -yes, Huisking - no, Morieko - yes, Leonard - no, Kreibich - yes Mayor so do you want this on the agenda. People have asked for more information. Council member O Hagan the grant hasn t change but the amount of money is. Ben will find out more information from PSE&G. Mayor going to abstain want more information from Dan Carter wanted to know if the lot is generally full. I would like to move to this to the meeting of the 28 th. Mayor direct install with lime energy will be sending a letter on Mayor of Glen Rock stationary to all the commercial business. All are in favor. Sylvia diversity survey mayor to announce the results at a public meeting, we can add other comparisons, 2010 census Council member Kreibich other supplemental data. Council member Leonard sustainable NJ I don t see how this makes us more sustainable. Sylvia a lot of different aspect that they see. We received a grant for the schools on healthy eating. To assess the boards and groups. Mayor is the council ok with Sylvia sending out this survey to all our boards and committees. Council member Kreibich cross section of all the boards and committees, shows that we as a municipal body will have data that we have, and how social equity fits in. Council member Martin why don t you want the information to understand the diversity in Glen Rock. Council member Leonard I think it s more important for our groups to do and how they do it. Council member Martin it s about understanding how we all intergrade with each other, the information we can get about our community the better. Mayor whether or not we want to do this. Sustainable Jersey asked if we wanted to this. No one is wrong to feel the way they do. Motion made by Council member Kreibich -to do a survey Seconded by council member Martin

Council member O Hagan yes, Council member Martin yes, Council member Huisking - I don t that a decisions is going to be made, I have issues with sustainable Jersey where they put their efforts. no Council member Morieko - no, Council member Leonard - yes, Council member Kreibich - yes. Sylvia two resolutions on animals in the community pledge wildlife and pet owners, we already do most of them, the two pledges are just ways to raise awareness and compliance to raise awareness. Council member Kreibich concern with the pledge enforce all with the rabies. Already asked the board of health if they had any input. Would like to table until after the board of health mtg. for 2/28 agenda. Mayor Deal ordinance was tabled potentially to vote on Wednesday. Council member Morieko no problem with the ordinance as written, my family would be the first to sign up, my problem is telling my neighbors what they must do, I originally said that this should be put out to referendum, we sat thru this. There has been a ton of work to address this and it will fall back on us and we are going to be taking the firing squad. I m not in favor of the whole opt out thing. I had a lot of people reach out and a lot of people very uncomfortable with this, ask that you really push this on social media and ask everyone to come. Council member O Hagan I m uncomfortable, this is similar to the turf field, cell towers, I had several people come up to me in the past two weeks, like the idea, don t like the implementation, shouldn t be telling me what to do. 40% of the people will still say we didn t tell them. Council member Martin well we didn t choose PSE&G so this gives you the option. Council member Huisking I think they done an outstanding job and I expressed by option with the optout, I feel we are over stretching. I like a motion to discuss and vote if we would like to put this out to referendum in November. Council member O Hagan second for November referendum Ken we talked about this back in April or May not a simply question to put out there, something difficult to get across. I don t know that people will really be informed. Ben the referendum question would not get across their decision. Council member Martin could we survey the town thru the website or Facebook to get public opinion. Mayor I think something like this that is so easy to say no to. We have been talking about this publicly for over a year. I think people do know about this. Which if people are going to opt out they will, and kicking this to the voter we are creating a no vote without voting. Think that is unfortunate. Think that is the wrong move. Sylvia we would have to talk with each other, we said that we didn t want to be involved with a referendum and we wouldn t support.

Ken about ½ the town received the email. Council member O Hagan we are about to send a letter about a direct install program, is it something that you would like to do send a letter to all the residents in town and explain what is going to be done also with social media and our website. I support this just not the implementation. Explain the process, think the people would be more comfortable with what we are trying to do. Council member Martin I thought that was part of the plan. Ben as part of the program Gabel will send out a letter, to all residents after the ordinance. Council member Morieko concern is neighbors telling me that I m over reaching telling people what they can do in their own home. Council member O Hagan can we ask Gabel to do this letter on the front side beforehand.. Ben Gabel doesn t have the mailing list. Council member Kreibich the article and the Gabel presentation you feel wasn t enough. Council member Martin no in favor of a referendum, but in favor of getting the word out. I like the idea of the mailing of a letter. Survey or constituents. Council member Huisking if we don t put a deadline. Council member Martin would like to make a motion to do a letter. Mayor what date would you like to put. Council member O Hagan first reading on Wednesday with a date for final passage in March mayor to send a letter. 14 th March. Letter out by early next week. Council agreed that the Mayor should send the letter to every household in Glen Rock before the 2nd reading of ordinance in order to make sure that every household in Glen Rock has been made aware of the program and to solicit their thoughts. Council member Kreibich how does that change the time table with Gabel? Motion made by Council member O Hagan for ordinance to be on the meeting of 2/14 & 3/14 Seconded by Council member Morieko All in favor. Review Agenda Sign ordinance next mtg. Concealed carry on for the agenda. Boy scouts waiting to hear back state is back logged. Stigma free resolution for Wednesday.

1033 equipment allows police & dpw to get equipment for free. Not looking to buy anything that we would normally purchase. Council member Husking offer from glen court to pay 100% of the parking construction cost They are offering to pay the construction cost 100% (assuming the final estimates are within expectations) They will complete a full permit and inspection process to assure full compliance assuring meeting standards. They would like the permit fees and inspection fees to be waived as they are paying the construction and helping the Borough with additional parking spaces in the center of town They want DPW to cut down the tree necessary to gain the spots and rearrange the parking spots. Council O Hagan do we need to let people know that we are cutting down the tree? Council member Martin don t we have to replace if taken down. Council member O Hagan we should at least talk about this and let people know in advance. Benjamin so we would use our engineer to do the inspection Council member Kreibich for the record number would be great. Motion made by Council member Kreibich - to approve if under $1,000 and will follow all procedure and notification relating to trees. Seconded by Council member O Hagan All in favor. Children s Park - Shade Mayor Shade at children s playground are we all comfortable with not budgeting in 2018. Council member O Hagan other things are necessary and let mother nature do her thing. Budget that was submitted let that be it. All agree. Mayor trying to get a meeting with attorney with the Ridgewood water litigation. Public comment Ken Jones don t believe PSE&G will provide any more information. Asked about the letter for the deal. Motion made by Council member Huisking to suspend the work session Seconded by Council member O Hagan All in favor.
