ENDORSEMENT PROCESS & PROCEDURES ALLIANCE OF BAPTISTS Dear Friend: Thank you for your interest in being endorsed through the Alliance of Baptists. Below you will find Endorsement Application Process, Endorsement Checklist, the Alliance Covenant & Mission, Guidelines for Changing Endorsers, and Procedures. The Endorsement Application Form is available as a separate document. Please return your completed application and all accompanying materials electronically to Chris Copeland, the Allianceʼs endorser at chris@allianceofbaptists.org. Within six weeks of submitting your application, an Endorsing Community member will call you for a phone interview. The Endorsing Community will review your application materials and the results of your interview in order to act on your request. You will then be notified by the Endorsing Community member of the Communityʼs decision according to the schedule below. ENDORSEMENT APPLICATION PROCESS ALLIANCE OF BAPTISTS Endorsement is an official declaration by the Alliance of Baptists, that a person meets the Allianceʼs standards to serve in a specialized ministry setting of chaplaincy, counseling, or clinical education. Endorsement is an exclusive covenant relationship between the Alliance of Baptists and the clergypersons the Alliance endorses. The Alliance covenants to provide support and discernment to those seeking to enter pastoral care ministry and to provide guidance, support, and oversight to those who serve in these ministries. The endorsed clergy persons agree to ongoing participation in the life of the Alliance, as well as maintaining communication and accountability to the Alliance. Endorsement addresses the following core standards through a process of written papers, interviews, and mutual discernment: Ministerial and theological integrity Good standing and accountability within the Alliance of Baptists Ability to work in ways that promote equity, collegiality, and diversity in pluralistic environments Willingness to adhere to the Alliance Covenant and Mission and to the codes of ethics prescribed by institutions served and agencies providing certification Continuing spiritual formation and growth Academic and clinical education Required Materials The following are required for your application for endorsement to be considered: 1. Completed Endorsement Application Form. (Provide completed application.) 2. Individual membership in the Alliance of Baptists at the $150 Level for at least one year prior to application. Membership in an Alliance-affiliated congregation does not meet the requirement of individual membership in the Alliance. (Join or Renew membership at www.allianceofbaptists.org.) 3. Ordination to the Gospel ministry by a congregation affiliated with the Alliance of Baptists or a congregation from the free church tradition (e.g. Southern Baptist Convention, Cooperative Baptist Fellowship, American Baptist Churches USA, United Church of Christ, Christian Church (Disciples of Christ), Progressive National Baptist Convention, etc.). (Provide copy of ordination certificate.) 4. Participation in a local congregation as well as at least 2 years of relationship with a congregation affiliated with the Alliance of Baptists or a congregation from the free church tradition (e.g. Southern Baptist Convention, Cooperative Baptist Fellowship, 2

American Baptist Churches USA, United Church of Christ, Christian Church (Disciples of Christ), Progressive National Baptist Convention, etc.). (Provide letter from a local congregation indicating involvement and participation.) 5. A brief autobiographical and vocational sketch of your life on 2-4 pages that includes at minimum the following: Birth and Family of origin Current family Education Your present occupation and any plans/hopes for future employment The story of how you were called to chaplaincy or to pastoral counseling 6. A brief statement of your faith journey on 2-4 pages that includes at minimum the following: How your faith has changed, grown, and matured over your lifespan What beliefs are important to you How your beliefs shape your spiritual life and ministry How you actively engage in and practice your faith How your understanding of your Christian faith prepares you to minister in an ecumenical and interfaith setting 7. A brief statement of your identity as an Alliance of Baptists minister on 2-4 pages that includes at minimum the following: When and why you became involved in the Alliance How you have you been actively involved in the Alliance Your reasons for seeking endorsement from the Alliance Ways you engage the Alliance Covenant & Mission in your life and ministry. Include any struggles you may have with parts of them. How you hope to nurture and deepen your relationship with the Alliance 8. An earned bachelorʼs degree consisting of 120 semester hours (180 quarter hours) and a Master of Divinity degree or equivalent, consisting of at least 90 hours of graduate study. [The equivalency to the Master of Divinity degree will be subject to approval by the Community. At a minimum the equivalency will be considered to be a Master level degree in a related field consisting of at least 39 semester hours in graduate theological education. Earned degrees should be held from schools that are accredited by the Association of Theological Schools.] (Provide official copies of transcripts of earned educational credits.) 9. Experience of at least two years of pastoral/spiritual leadership experience in a congregation or specialized ministry setting. One year of Clinical Pastoral Education Residency will satisfy one year of the requirements for endorsement. (Provide letter(s) verifying pastoral/spiritual leadership.) 10. At least one completed unit of Clinical Pastoral Education from an accredited CPE center. A CPE residency or equivalent is recommended. Other supervised selfreflective training experiences may qualify for equivalency for CPE. (Provide letter of verification or certificate of completed CPE units or equivalents from ACPE or from 3

local CPE center.) 11. Letter of recommendation from immediate supervisor. (Provide letter.) 12. Two letters of recommendation from personal and/or professional references. (Provide letters.) 13. A current photograph. (Provide photograph.) 14. Signed Release of Information Form for background check. (See Application.) 15. Application fee of $100 to cover the cost of background check and processing. (Send check to Alliance of Baptists or pay online at www.allianceofbaptists.org.) Optional Materials If candidate is currently pursuing a process for certification or needs endorsement for employment, provide a timeline of your process as well as a deadline for the submission of a letter of endorsement to employing agency and/or professional organization. Certification as a professional chaplain or pastoral counselor is recommended for all endorsement candidates. (Provide timeline including deadlines.) If candidate is endorsed by another denomination, please provide a statement of the reason to change / transfer endorsement to the Alliance of Baptists. Please include name and contact information of previous endorser. The Alliance of Baptists Endorser will contact your previous endorser after your application has been considered and provisionally accepted but before endorsement with the Alliance of Baptists has been formally granted. (See Guidelines below.) If candidate is licensed by a state, please provide a copy of the state licensure. (Provide state licensure copy.) Please submit all completed materials preferably in electronic form to: Chris Copeland, Endorser Minister for Leadership Formation chris@allianceofbaptists.org Endorsement Process Time Frame Within four weeks of the application deadline, the Endorsing Community will review the application. At approximately the six-week mark, the Endorser and a member of the Endorsing Community will interview the candidate. Within nine weeks following the application deadline, the candidate will receive a phone call from a member of the Endorsing Community indicating the status of the candidateʼs endorsement and requesting any additional information if necessary. No later than twelve weeks following the deadline, all letters and/or certificates will be mailed to the candidate, employers, and/or certifying organizations. 4

Following Endorsement In order to maintain endorsement with the Alliance of Baptists all endorsed chaplains, counselors, and CPE supervisors agree to: Make an annual financial contribution to the Alliance of Baptists of a minimum of $150 to maintain membership Submit an Annual Report and the option of a Mid-year Check-in each year Notify the Alliance office of any change of ministry setting, level of professional certification, and legal, ethical, or professional actions filed against the person within one month of the change Attend an Alliance gathering at least once every three years, in order to foster relationships within and among the Alliance of Baptists family and nurture the well-being and potential for ministry of those recognized by this process 5

COVENANT In a time when historic Baptist principles, freedoms, and traditions need a clear voice, and in our personal and corporate response to the call of God in Jesus Christ to be disciples and servants in the world, we commit ourselves to The freedom of the individual, led by God's Spirit within the family of faith, to read and interpret the Scriptures, relying on the historical understanding by the church and on the best methods of modern biblical study. The freedom of the local church under the authority of Jesus Christ to shape its own life and mission, call its own leadership, and ordain whom it perceives as gifted for ministry, male or female. The larger body of Jesus Christ, expressed in various Christian traditions, and to a cooperation with believers everywhere in giving full expression to the Gospel. The servant role of leadership within the church, following the model of our Servant Lord, and to full partnership of all of God's people in mission and ministry. Theological education in congregations, colleges, and seminaries characterized by reverence for biblical authority and respect for open inquiry and responsible scholarship. The proclamation of the Good News of Jesus Christ and the calling of God to all peoples to repentance and faith, reconciliation and hope, social and economic justice. The principle of a free church in a free state and the opposition to any effort either by church or state to use the other for its own purposes. MISSION To keep faith with our Covenant, we Make the worship of God primary in all our gatherings. Foster relationships within the Alliance and with other people of faith. Create places of refuge & renewal for those who are wounded or ignored by the church. Side with those who are poor. Pursue justice with and for those who are oppressed. Care for the earth. Work for peace. Honor wisdom and lifelong learning. Hold ourselves accountable for equity, collegiality, and diversity. 7

GUIDELINES FOR CHANGING ENDORSEMENT The Alliance of Baptists Endorsing Community operates with openness and respect as it communicates with endorsed persons and other endorsing bodies on sensitive issues related to changing endorsement. In cooperation with other endorsing agencies, the Community seeks to: Maintain the integrity of pastoral care, counseling, and education in specialized ministry; Ensure protection and quality ministry to those receiving pastoral service; Respect the theological integrity and practices of endorsing agencies and faith groups. The endorsement process is a mutual trust relationship. A change in endorsers means a change in faith group affiliation. Since one can only be endorsed by one faith group at a time, such a change can be complicated for the various relationships involved: the endorsed person, the endorsers (current and future), and the employing agency/professional organization. Each request to change endorsing agents will be considered individually by the Alliance of Baptists Endorsing Community. When an endorsed person in specialized ministry feels the need or the call to change faith group affiliation and endorsement, the following guidelines will inform that process: 1. Endorsed person completes the Alliance of Baptists Endorsement Application Process. 2. Endorsed person notifies her/his current endorser regarding intent to change faith group affiliation and endorsement and requests continuing endorsement. 3. After Alliance application has been considered and provisionally accepted, but before endorsement with the Alliance can be formally granted, the endorser contacts current endorser to inquire if there are any impediments or just cause not to proceed. 4. Alliance Endorser informs current (previous) endorser when the process has been completed. 5. Previous endorser notifies appropriate agencies of endorsement withdrawal and provides copies of those letters to new endorser. 6. The Alliance sends confirmation of Alliance endorsement to appropriate certifying organizations, employers, and institutions as identified by endorsed person. Copies of confirmation will also be sent to endorsed person. 7. It is the responsibility of the newly endorsed person to see that these procedures are followed. 8

ENDORSEMENT PROCEDURES Ecclesiastical Endorsement Endorsement is an official declaration by the Alliance of Baptists, that a person meets the Allianceʼs standards to serve in a specialized ministry setting of chaplaincy, counseling, or clinical education. Endorsement is to ensure the professional ecclesiastical integrity of ministers in a specific ministry setting with a particular using agency; for membership in a professional ministry organization; and/or for a time-limited training or candidacy period. It confirms to the using agency or professional organization that the minister is in good standing with the Alliance of Baptists. Endorsement is an exclusive covenant relationship between the Alliance of Baptists and the clergy persons the Alliance endorses. The Alliance covenants to provide support and discernment to those seeking to enter pastoral care ministry and to provide guidance, support, and oversight to those who serve in these ministries. The endorsed clergy persons agree to on-going participation in the life of the Alliance, as well as maintaining communication and accountability to the Alliance. Endorsement addresses the following core standards through a process of written papers, interviews, and mutual discernment: Ministerial and theological integrity Good standing and accountability within the Alliance of Baptists Ability to work in ways that promote equity, collegiality, and diversity in pluralistic environments Willingness to adhere to the Alliance Covenant and Mission and to the codes of ethics prescribed by institutions served and agencies providing certification Continuing spiritual formation and growth Academic and clinical education Endorsement by the Alliance of Baptists signifies that the ordained minister seeking endorsement is a member in good standing with her or his local congregation, is an individual member of the Alliance of Baptists, and has met all of the educational and professional qualifications that are set forth in this document as the minimum standards to function adequately. The endorsement procedure provides a mechanism to verify that the candidate has met these requirements. Certification of professional competence is the purview of the educational and credentialing bodies appropriate to the professional setting in which the candidate seeks to minister. Governance The Endorsing Community is charged by the Board to review applications for endorsement, to make decisions about those applications, and to review and respond to 9

the annual reports of each endorsed minister. Additionally, the Endorsing Community will seek to provide support and care to endorsed ministers. The Endorsing Community is made up of five volunteers who are endorsed by the Alliance. Members have a three-year commitment, and may repeat one term of service. Members choose a Community member to serve as Chair. The Chair may serve in that role for one term of two years. The Chair of the Endorsing Community is responsible to provide oversight to the work of the Community in consultation with the Endorser. S/he will provide a report of the Communityʼs activities to the Board at each of its meetings and an annual report to the Alliance of Baptists at the Annual Meeting. The Endorsing Community will conduct its work on an as need basis. The Community will meet once each year to work on issues of policy and procedure. The Community will host a meeting of endorsed ministers at each Convocation of the Alliance, and at mini-convocations as possible. In addition, the Community will host a meeting at each annual convention of professional certifying organizations, as feasible. On behalf of the Community, the Endorser will respond to correspondence from all persons with endorsement business, including those making an initial inquiry about endorsement, applicants, candidates, endorsed ministers of the Alliance, and using agencies, professional organizations, and member congregations. S/he will coordinate the work of receiving and processing applications for endorsement, and will communicate the decision of the Community to the applicant and to all using agencies or professional organizations appropriate to that application. S/he will work with the Endorsing Community of the Alliance of Baptists to set and maintain a budget for the Community. Additional Procedures 1. Recognition of Ordination Ordination from denominations that have been in connection with the Alliance, or from most denominations with an historic Baptist or free church tradition, is recognized by the Alliance, (e.g. Southern Baptist Convention, Cooperative Baptist Fellowship, American Baptist Churches USA, United Church of Christ, Christian Church (Disciples of Christ), Progressive National Baptist Convention, etc.). Some denominations suspend or withdraw ordination credentials upon transfer to another denomination. In these circumstances, the candidate will approach her or his local congregation and ask that her/his ordination be recognized by the congregation, according to their requirements for ordination. A letter and/or certificate of ordination is required for endorsement by the Alliance. 10

2. Endorsement Agreements In order to maintain endorsement with the Alliance of Baptists all endorsed chaplains, counselors, and CPE supervisors agree to: 1. Make an annual financial contribution to the Alliance of Baptists of a minimum of $150 to maintain membership 2. Submit an Annual Report and the option of a Mid-year Check-in each year 3. Notify the Alliance office of any change of ministry setting, level of professional certification, and legal, ethical, or professional actions filed against the person within one month of the change 4. Attend an Alliance gathering at least once every three years, in order to foster relationships within and among the Alliance of Baptists family and nurture the well-being and potential for ministry of those recognized by this process In order to maintain quality support of all endorsed chaplains, counselors, and CPE supervisors, the Alliance of Baptists agrees to responsibly use the financial support of endorsed folks in addition to other sources of support to provide: 1. A staff person who serves as the Alliance endorser and maintains professional relationships with certifying bodies, denominational endorsers, and institutions and employers (APC, ACPE, AAPC, COMISS, AFCB, NCMAF, ECVAC, AREB) 2. A committee of peers to lead, shape, and maintain the endorsement process 3. Letters as requested to professional organizations, employers, and institutions 4. Vehicles for communication among endorsed folks 5. Opportunities for continuing growth, education, connection, and support 3. Inactive Status Because endorsement is to a particular ministry setting, the status of an endorsed minister becomes inactive at the time when that minister is no longer serving in the position to which s/he is endorsed. At the time when the minister accepts another position as minister within a specialized setting, he or she may apply for active status by contacting the Endorser. If this request occurs within two years of inactive status, then the Endorser may re-issue endorsement as active status at her or his discretion, or may review the request with the Community at large. If this request occurs more than two years from inactive status, the Endorser will work with the Community to determine what, if any, further communication from the applicant is necessary, including and up to completing the entire application process. 4. Transfer of Endorsement Endorsement is to particular ministry setting and level of certification. Endorsement may be transferred from one ministry setting or level of certification to another when requested by the endorsed minister. The endorsed person must notify the Endorser of such a change within one month of the change. The Endorser may transfer status at her or his discretion, or may review the request with the Community at large. 5. Revocation of Endorsement 11

Each Endorsed minister of the Alliance of Baptists agrees to adhere to a standard of conduct consistent with the Covenant and Mission of the Alliance of Baptists and the professional ethics of her/his employer and/ or certifying body. Endorsed ministers of the Alliance of Baptists agree to promptly notify the Endorser of the Alliance of Baptists of any complaint of unethical conduct made against them in a civil, criminal, ecclesiastical, employment or any other professional organizationʼs forum. The Alliance of Baptists may invoke a review process of oneʼs endorsement status when an Endorsed ministerʼs conduct, inside or outside of their professional work: Involves an alleged abuse of power or authority, Involves an alleged felony, or Is the subject of civil action or discipline. The Chair of the Endorsing Community, the President of the Alliance of Baptists, the Endorser of the Alliance of Baptists and two ad hoc members of the Board will constitute a review committee. At the time of a review process, the endorsed ministerʼs status will enter probation. At the conclusion of the review process, the endorsed ministerʼs status will be either reinstituted or revoked. The Endorser will be responsible to inform the endorsed member, the using agency, and/or the certifying body of the outcome of the review process. If an endorsed minister fails to uphold the endorsement agreements, the personʼs file will remain open for three years during which time s/he will have the opportunity to provide all missing materials and financial contributions as well as a letter explaining the reason for the lapse. The Endorser has the discretion to receive the materials to update the file or refer the matter to the Community for review. After three years of failure to uphold the agreements, the endorsed ministerʼs endorsement is revoked. The Endorser will be responsible to inform the endorsed member, the using agency, and/or the certifying body of the outcome of the review process. Revised July 15, 2011 12
