Bajaur Agency FRC Weekly Report March 10 th to 16 th 2014 By: Asad Kamal No incident was recorded during the week Mohmand Agency On 11 th March 2014, leaders of various political parties asked the government to hold local government election in the Federally Administered Tribal Areas (Fata). On 12 th March 2014, head of Mohmand Agency chapter of the outlawed Tehrik-e-Taliban Pakistan (TTP), Omar Khalid Khorasani, rejected the government s concerns that former president General (retd) Pervez Musharraf might be attacked by terrorists affiliated with the TTP and al-qaeda. On 13 th March 2014, president Mohmand Press Club Fakhre Alam Mohmand condemned the arrest of tribal journalist Abid Mehsud by the political administration. Khyber Agency On 13 th March 2014, unidentified attackers shot dead a school student and injured a van driver in Jamrud tehsil. On 16 th March 2014, officials of the Khyber Agency administration reopened the disputed Torkham bus terminal in accordance with decision by Fata Tribunal after its closure for 10 months. Orakzai Agency No incident was recorded during the week Kurram Agency No incident was recorded during the week North Waziristan Agency On 10 th March 2014, four mortar shells fired from the territory of Afghanistan landed in the Bangidar area of Ghulam Khan Tehsil in North Waziristan Agency, but there was no loss of life or property. On 11 th March 2014, representatives of the grand jirga of North Waziristan Agency (NWA) opposed military operation in their areas and warned that it would increase the suffering of the people. On 13 th March 2014, three persons were killed when unidentified persons hit a car with a rocket in the Sargadan area in North Waziristan Agency.

On 14 th March 2014, members of the Tehrik-e-Taliban (TTP) negotiation committee left for North Waziristan Agency to consult with the TTP political Shura on the government proposal for direct talks between the two sides. On 14 th March 2014, a commander and Shura member of the Tehrik-e-Taliban Pakistan (TTP) Mullah Abdur Rehman narrowly escaped in a suicide attack. On 16 th March 2014, a passer-by was killed when two groups exchanged fire in the main bazaar in the tribal belt. South Waziristan KPK / Pakistan On 10 th March 2014, Khyber Pakhtunkhwa Information Minister Shaukat Yousafzai offered to open a Taliban office in Peshawar to move forward the peace process and said the provincial government was ready to provide every assistance in this regard. On 10 th March 2014, police arrested a Pakistan Tehreek-e-Insaf (PTI) leader from the court premises for his alleged involvement in vandalism. On 10 th March 2014, Professor Muhammad Ibrahim Khan said he is hopeful of a peace deal between the government and the Taliban. On 10 th March 2014, police claimed to have arrested five proclaimed offenders in Tora Warai. On 10 th March 2014, two persons were injured in a blast at the Corporation Colony while a house was damaged in a hand grenade attack in Shaheen Muslim Town of Pashawar. On 10 th March 2014, Interior Minister Chaudhry Nisar and Pakistan Tehreek-e-Insaaf (PTI) Chairman Imran Khan held a telephonic conversation over a number of key issues including peace talks with the Taliban. On 10 th March 2014, Pakistan Muslim League-Nawaz leader Arbab Khizar Hayat said that negotiation with Taliban would restore peace and would end militancy as well as extremism. On 11 th March 2014, Interior Minister Chaudhry Nisar Ali Khan said the new peace committee, comprising three to four bureaucrats, will be announced in the next three days to hold a dialogue with the Taliban. On 11 th March 2014, it was revealed that Arbab Mohammad Arif, the additional chief secretary, FATA is likely to be made member of the reconstituted government negotiations committee to hold peace talks with the Tehrik-i-Taliban Pakistan. On 11 th March 2014, Maulana Samiul Haq had a phone conversation with Interior Minister Chaudhry Nisar Ali Khan to discuss the situation regarding the peace talks with the Tehrik-i- Taliban Pakistan (TTP) and plan for the future round of the negotiations. On 11 th March 2014, a three-day anti-polio drive started across the Federally Administered Tribal Area (Fata) except North and South Waziristan Agencies and parts of adjoining FR Bannu due to an imposed ban by Taliban. On 12 th March 2014, Prime Minister Nawaz Sharif held consultations with army over the composition of a new government team for holding direct talks with the Taliban and the overall direction of the process. On 12 th March 2014, Chief Minister Pervez Khattak said that Khyber Pakhtunkhwa government would allow the Pakistani Taliban to establish their office in the province if the federal government and other stakeholders felt the need to do so. On 12 th March 2014, gunmen killed two policemen escorting a polio vaccination team in Gandi Umar Khan area of D.I.Khan. On 12 th March 2014, Senate was informed that there was no proposal under consideration about setting up of offices by the banned outfits in the country. On 12 th March 2014, two men allegedly running a militant training camp, were arrested from Rawalpindi and police claimed to have seized a laptop and some literature from their possession. On 12 th March 2014, a man and a woman were found murdered in different areas of Peshawar. On 12 th March 2014, the Khyber Pakhtunkhwa health department asked the Afghan government, through the Prime Minister`s Polio Cell, to carry out vaccination campaigns in the areas bordering the tribal belt of Pakistan to stop transportation of poliovirus to Peshawar. On 12 th March 2014, Khyber Pakhtunkhwa Chief Minister Pervez Khattak proposed inclusion of tribal elders in the government`s team to be tasked with holding dialogue with the Taliban for restoration of peace. On 12 th March 2014, health workers vaccinated children in various localities of Kurrum Par area of Lakki Marwat amid tight security following local people`s assurance to cooperate with the antipolio teams. On 12 th March 2014, police averted a sabotage attempt and arrested a terrorist with explosives and batteries near Surgul area of Kohat.

On 12 th March 2014, former chief minister Ameer Haider Hoti said that the Pakistan Tehreek-i- Insaf-led government was not capable of restoring peace in parts of Khyber Pakhtunkhwa. On 12 th March 2014, a full bench of the Peshawar High Court (PHC) put on notice the deputy attorney general, Khyber Pakhtunkhwa advocate general and additional chief secretary Fata for assisting the court in deciding whether the court could exercise jurisdiction in the Federally Administered Tribal Areas (Fata) in different issues, including illegal detentions and services matters. On 12 th March 2014, Pakistan Tehrik-e-Insaf (PTI) Chairman Imran Khan said that the whole nation will be ready to fight if dialogue with Taliban failed. On 13 th March 2014, a new government committee had been set up after a visit of Prime Minister Mian Nawaz Sharif to the Bani Gala residence of the Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan. On 13 th March 2014, Joint Chiefs of Staff Committee meeting (JCSC) reaffirmed the resolve of the armed forces to fight the menace of terrorism under a comprehensive strategy within the policy parameters set by the political leadership. On 13 th March 2014, sources told that the dialogue process between the government and Taliban got a remarkable boost when Prime Minister Nawaz Sharif visited Imran Khan s house to preempt those who are active to sabotage the talks. On 13 th March 2014, a commander of US and ISAF informed US Congress that The Pakistani government and the military both saw the Taliban as an existential threat to their state and were committed to dealing with it. On 14 th March 2014, Prime Minister Nawaz Sharif said that the Taliban who are not involved in militancy will be released as the government wants to resolve issues through consultations. On 14 th March 2014, Chief Minister Pervez Khattak said that his government had been consulted before constituting the new committee for holding talks with the militants. On 14 th March 2014, Corps Commander Lieutenant General Khalid Rabbani said that Pakistan Army attached immense importance to the development of vital education sector and was actively involved in nation building projects across areas cleared by the Army after operations in Federally Administrated Tribal Areas and Malakand Division. On 15 th March 2014, eleven persons were killed and around 50 others injured when a suicide bomber targeted an armored personnel carrier (APC) of the police in the Batathal Bazaar near the boundary with Bara subdivision of Khyber Agency. On 15 th March 2014, Prime Minister Muhammad Nawaz Sharif said that the ongoing targeted operation in the port city against terrorists, extortionists and criminals would continue till their complete elimination. On 15 th March 2014, there was no casualty when a teenage boy hurled a hand-grenade at the office of the anti-polio team at the Jalozai Camp in Nowshera. On 15 th March 2014, Taliban Peace Committee returned from Waziristan after holding negotiations with the Political Shura of banned outfit of Tehrik Taliban Pakistan (TTP) at an undisclosed location.

On 15 th March 2014, Khyber Pakhtunkhwa government asked the federal government to take into custody Dr. Shakeel Afridi, who is currently imprisoned in Central Jail Peshawar. On 16 th March 2014, a group of suspected militants based in the Khyber Agency stormed the Mashokhel village and kidnapped 12 villagers. On 16 th March 2014, the Frontier Crimes Regulation (FCR) Commissioner reduced the sentence of Dr Shakil Afridi to 23 years. On 16 th March 2014, President Hamid Karzai told the United States its soldiers can leave at the end of the year because his military, which already protects 93 percent of the country, was ready to take over entirely. On 16 th March 2014, Prof Mohammad Ibrahim Khan said that the Taliban had dropped hints to release the kidnapped vice -chancellor of the Islamic College University Ajmal Khan. On 16 th March 2014, a cab driver injured in the suicide bombing in Sarband died at the hospital, raising the death toll to 12. On 16 th March 2014, the district administration of Mansehra finalized a security plan for upcoming anti-polio vaccination campaign which would also be extended this time to the 11 union councils that could not be included in last two vaccination rounds due to heavy snowfall there. On 16 th March 2014, with additional security measures, the Khyber Pakhtunkhwa government kicked off seventh phase of anti-polio vaccination drive Sehat Ka Insaf in Peshawar on Saturday, aimed at immunizing thousands of children in the city declared hub of the disease by World Health Organization.
